{"id":10367,"date":"2013-07-10T09:00:42","date_gmt":"2013-07-10T12:00:42","guid":{"rendered":"http:\/\/rioonwatch.org\/?p=10367"},"modified":"2014-06-21T14:30:48","modified_gmt":"2014-06-21T17:30:48","slug":"santa-marta-protests-real-estate-and-commodity-prices-evictions-and-jeep-tours","status":"publish","type":"post","link":"https:\/\/rioonwatch.org\/?p=10367","title":{"rendered":"Santa Marta Protests: Real Estate and Commodity Prices, Evictions and Jeep Tours"},"content":{"rendered":"<p>On Monday evening, July 8, residents of <a href=\"http:\/\/bit.ly\/MQ4sMF\" target=\"_blank\">Santa Marta<\/a> added their voices to the ever-growing chorus of favela communities taking to the streets to demand social justice.\u00a0Their concerns, however, are by no means new. <a href=\"http:\/\/bit.ly\/qEOl9V\" target=\"_blank\">Real estate speculation<\/a>, rising commodity and food prices, <a href=\"http:\/\/bit.ly\/11cMwo1\" target=\"_blank\">invasive tourism<\/a>, <a href=\"http:\/\/bit.ly\/p242P0\" target=\"_blank\">eviction<\/a> threats and lack of infrastructure have concerned the community for years. Local organizer Vitor Lira stated that whilst the protest had taken 3 weeks to arrange, this particular battle began 3 years ago. \u201cWe are taking advantage of the current favorable environment for our demonstration, but these issues have been a problem for a long time.\u201d<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/?attachment_id=10377\" rel=\"attachment wp-att-10377\"><img fetchpriority=\"high\" decoding=\"async\" class=\"alignright size-full wp-image-10377\" title=\"&quot;Santa Marta in the fight for rights.&quot; Photo by Catherine Osborn\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2013\/07\/DSC_0770.jpg\" alt=\"\" width=\"336\" height=\"223\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2013\/07\/DSC_0770.jpg 800w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2013\/07\/DSC_0770-300x199.jpg 300w\" sizes=\"(max-width: 336px) 100vw, 336px\" \/><\/a>Starting in Pra\u00e7a Corumb\u00e1 at the foot of Santa Marta&#8217;s steep hill, around 300 protesters marched to the Pal\u00e1cio da Cidade, a nearby city government building on Botafogo&#8217;s Rua S\u00e3o Clemente, before marching back to Santa Marta. Undeterred by the rain, demonstrators marched between 6:30 and 8pm demanding better services and criticizing the image promoted by public authorities that the community serves as a &#8220;model&#8221; for the <a href=\"http:\/\/bit.ly\/oTynCR\" target=\"_blank\">Pacifying Police Unit (UPP)<\/a> program, having been the first favela to receive a UPP in December 2008. Since basic sanitation and other infrastructure continue woefully insufficient, residents argue that government interventions of recent years are superficial&#8211;&#8220;make-up&#8221;&#8211;and enacted to maintain an image rather than serve the needs of the community.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/?attachment_id=10371\" rel=\"attachment wp-att-10371\"><img decoding=\"async\" class=\"alignright size-full wp-image-10371\" title=\"&quot;Did you know that electricity is more expensive in the favela than on the asphalt? And that we pay sanitation tax even with open air sewage? We know and live this EVERY DAY&quot; Photo by Catherine Osborn\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2013\/07\/DSC_0646.jpg\" alt=\"\" width=\"336\" height=\"223\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2013\/07\/DSC_0646.jpg 800w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2013\/07\/DSC_0646-300x199.jpg 300w\" sizes=\"(max-width: 336px) 100vw, 336px\" \/><\/a>Santa Marta\u2019s demonstration follows a number of <a href=\"http:\/\/bit.ly\/13Y0yIl\" target=\"_blank\">successful demonstrations<\/a>\u00a0from other communities. The <a href=\"http:\/\/bit.ly\/17snoJF\" target=\"_blank\">union of Rocinha and Vidigal<\/a> a fortnight ago was peaceful and well received, resulting in a meeting between <a href=\"http:\/\/bit.ly\/GKsHYp\" target=\"_blank\">Rocinha<\/a> and <a href=\"http:\/\/bit.ly\/JrSWXo\" target=\"_blank\">Vidigal<\/a> leaders and government representatives and the inclusion of an additional part of Rocinha, <a href=\"http:\/\/bit.ly\/12XzgOk\" target=\"_blank\">Laboriaux<\/a>, in the federal Growth Acceleration Program&#8217;s (<a href=\"http:\/\/bit.ly\/ozFSxL\" target=\"_blank\">PAC<\/a>) second phase (PAC 2) upgrading plan. This was followed by a peaceful protest in <a href=\"http:\/\/bit.ly\/16OzuQc\" target=\"_blank\">Horto<\/a> against removals and the unfair treatment of favela communities by the mainstream media. At the Santa Marta demonstration there were movements represented from other parts of the city, such as a member of the Assurini tribe representing the <a href=\"http:\/\/bit.ly\/YDZUwA\" target=\"_blank\">Aldeia Maracan\u00e3<\/a> to show his support for residents of Santa Marta, asserting that these issues cross community boundaries. The theme of solidarity between favelas was recurrent, with many chanting the names of other communities as they marched down the main roads of Botafogo.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/?attachment_id=10380\" rel=\"attachment wp-att-10380\"><img decoding=\"async\" class=\"alignright size-full wp-image-10380\" title=\"MC, activist and Santa Marta resident Repper Fiell. According to Lira, the\u00a0<a href=\"http:\/\/bit.ly\/NnH31O\" target=\"_blank\">Pico do Morro<\/a> (the highest area of the favela) has been marked for removal since January 2011. Originally 50 homes were marked for removal, this has since grown to 150 although no evictions have yet taken place. Whilst the state claims that these evictions are needed due to geographical risk, Lira suspects other motivations. \u201cIt has a beautiful panorama which is attractive to tourists,\u201d he said, \u201cand so private businesses have their eye on the area for development.\u201d Indeed, engineers familiar with Santa Marta and other communities targeted for eviction due to &#8216;risk&#8217; have frequently\u00a0reported that it would be <a href=\"http:\/\/bit.ly\/19OODQl\" target=\"_blank\">less expensive to build proper slope stabilization and infrastructure than to evict residents<\/a>.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/?attachment_id=10383\" rel=\"attachment wp-att-10383\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright size-full wp-image-10383\" title=\"Residents protest at the entrance to Santa Marta. Photo by Catherine Osborn\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2013\/07\/DSC_0665.jpg\" alt=\"\" width=\"336\" height=\"211\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2013\/07\/DSC_0665.jpg 800w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2013\/07\/DSC_0665-300x187.jpg 300w\" sizes=\"(max-width: 336px) 100vw, 336px\" \/><\/a>Even those who are not facing eviction are at risk of being priced out of the area due to rising commodity and food prices. Local resident Andrea Miranda, 32, stated that the extortionate rise in energy costs&#8211;with bills as high as R$200 per month cited&#8211;means that \u201ctoday we have arrived at the point where we have to take our problems to the streets.\u201d This sentiment was echoed by local Pastor Valdeci Pereira, who argued that high commodity prices are not reflected in services received. He said: \u201cSanta Marta has been fighting for water and electricity since before pacification.\u201d Food prices have also risen sharply in Rio. \u201cA kilo of beans costing R$10?\u201d exclaimed the representative of Aldeia Maracan\u00e3, \u201cnow that is vandalism.\u201d<\/p>\n<p>Another demand made by residents is for sustainable <a href=\"http:\/\/bit.ly\/QDfdTu\" target=\"_blank\">tourism<\/a>. Hand painted signs had messages such as &#8220;Value community guides and not jeep tours.\u201d Lira, himself a local guide, stated that visitors touring the communities in jeeps and taking photos of residents and their homes is an invasion of privacy. \u201cWe are not going into their communities and doing the same!\u201d speakers exclaimed over the microphone. \u201cWe are not a circus. This is not an equal exchange.\u201d Santa Marta has a committee for the promotion of sustainable tourism and would like visitors to the area to be educated about their community in an honest and meaningful way. Santa Marta is upheld as a \u201cmodel community\u201d being the first favela to receive a UPP, but residents argue that tourists should also learn about the problems that residents face.<\/p>\n<p>Residents of Santa Marta are angry and demanding change. Monday night\u2019s protest, however, was both positive and peaceful.
