{"id":10496,"date":"2013-07-23T17:35:44","date_gmt":"2013-07-23T20:35:44","guid":{"rendered":"http:\/\/rioonwatch.org\/?p=10496"},"modified":"2018-01-23T19:43:07","modified_gmt":"2018-01-23T22:43:07","slug":"vila-autodromo-unites-in-protest-following-intense-weeks-of-pressure","status":"publish","type":"post","link":"https:\/\/rioonwatch.org\/?p=10496","title":{"rendered":"Vila Aut\u00f3dromo Unites in Protest Following Weeks of Pressure"},"content":{"rendered":"<p style=\"text-align: right;\"><em><a href=\"http:\/\/bit.ly\/13e0FNm\" target=\"_blank\" rel=\"noopener\"><strong>Clique aqui para Por<\/strong><strong>tugu\u00eas<\/strong><strong><img decoding=\"async\" width=\"20\" height=\"20\" class=\"alignright size-full wp-image-23766\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" \/><\/strong><\/a><\/em><\/p>\n<p>It is a chorus heard from favela activists across the city, louder in these recent weeks of <a href=\"http:\/\/bit.ly\/13Y0yIl\" target=\"_blank\" rel=\"noopener\">protest<\/a>, but it still rings with a special weight coming from the Vila Aut\u00f3dromo Residents\u2019 Association, having gained international recognition for its creative and committed battle against eviction: \u201cWe built our community. We have the right to be here. We will stay!\u201d<\/p>\n<p dir=\"ltr\"><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2013\/07\/DSC_00681.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-10498 size-content\" title=\"Vila Aut\u00f3dromo demonstration on Saturday July 20\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2013\/07\/DSC_00681-620x264.jpg\" width=\"620\" height=\"264\" \/><\/a><\/p>\n<p dir=\"ltr\"><a href=\"http:\/\/bit.ly\/szghey\" target=\"_blank\" rel=\"noopener\">Vila Aut\u00f3dromo<\/a> residents and allies organized a march from the community through the surrounding area on Saturday July 20th to express solidarity for the community&#8217;s land battle and that of all favelas who struggle for their constitutional housing rights, as well as to voice disapproval of the militarization of favelas by state police forces. Organizers planned the march to demonstrate continued community opposition to the threat of eviction. Given the community&#8217;s strong legal rights, the Mayor has repeatedly claimed that the majority of residents want to leave (<a href=\"http:\/\/bit.ly\/18xNT0O\" target=\"_blank\" rel=\"noopener\">70% according to him<\/a> at a recent gathering) when the Neighborhood Association and State NUTH (housing public defenders office) have registered the exact opposite.<\/p>\n<p dir=\"ltr\"><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2013\/07\/vaprotest.jpg\"><img decoding=\"async\" class=\"aligncenter wp-image-10567 size-content\" title=\"Residents spoke out last Saturday against the intimidation tactics by city officials.\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2013\/07\/vaprotest-620x264.jpg\" width=\"620\" height=\"264\" \/><\/a><\/p>\n<p dir=\"ltr\">Vila Aut\u00f3dromo residents were emboldened during Saturday&#8217;s protest due to conflicts over the previous weeks, including representatives of the City arriving to try and persuade residents to sign up for homes in a public housing project being built one kilometer away. These contractors of the Municipal Housing Secretariat (SMH), led by a woman named <a href=\"http:\/\/bit.ly\/1Q2LwsE\" target=\"_blank\" rel=\"noopener\">Marli Pe\u00e7anha<\/a>, had entered Vila Aut\u00f3dromo previously in <a href=\"http:\/\/bit.ly\/11sqRYS\" target=\"_blank\" rel=\"noopener\">March<\/a>, going door-to-door and pressuring residents to sign up for resettlement housing. In addition to residents holding individual land titles, the community as a whole has a 99-year concession of use agreement for their land, which means the only way the city can accomplish their removal&#8211;something that has been a goal of various legislators using\u00a0<a href=\"http:\/\/bit.ly\/17nC9uV\" target=\"_blank\" rel=\"noopener\">various justifications<\/a> since 1992&#8211;is if residents agree on their own free will to take payouts or units in a public housing complex. Under Brazilian law, <a href=\"http:\/\/bit.ly\/16XgARx\" target=\"_blank\" rel=\"noopener\">fair compensation<\/a> must be given in the case of resettlement. Colorful brochures and even a bus tour have been offered to Vila Aut\u00f3dromo residents to convince them of the quality of life in the new <a href=\"http:\/\/bit.ly\/17pD56m\" target=\"_blank\" rel=\"noopener\">Parque Carioca<\/a> development, but many residents are <a href=\"http:\/\/bit.ly\/YfoFSD\" target=\"_blank\" rel=\"noopener\">unhappy with the small size of individual units<\/a> and what&#8217;s seen as a development style that <a href=\"http:\/\/bit.ly\/13WOt9d\" target=\"_blank\" rel=\"noopener\">contradicts their needs<\/a>, and are skeptical of the quality of its buildings due to issues such as <a href=\"http:\/\/bit.ly\/WspKEl\" target=\"_blank\" rel=\"noopener\">flooding<\/a> and <a href=\"http:\/\/bit.ly\/YLz2ZJ\" target=\"_blank\" rel=\"noopener\">cracks<\/a> in other housing projects finished by the city in the last three years.<\/p>\n<p dir=\"ltr\"><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2013\/07\/DSC_0897.jpg\" rel=\"attachment wp-att-10503\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-10503 size-content\" title=\"Vila Aut\u00f3dromo Upgrading Plan\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2013\/07\/DSC_0897-620x264.jpg\" width=\"620\" height=\"264\" \/><\/a><\/p>\n<p dir=\"ltr\">In 2012, Vila Aut\u00f3dromo worked with city planning students and professors from Rio&#8217;s two federal universities, UFRJ and UFF, to create <a href=\"http:\/\/bit.ly\/NKi0Ih\" target=\"_blank\" rel=\"noopener\">an upgrading plan<\/a>\u00a0that would cost a fraction of and include higher-quality homes than the relocation proposal, and the majority of residents in the community support the plan. The plan was delivered to Mayor Eduardo Paes in August, and the Mayor promised a reply in 40 days. To this date no reply has been given. Instead, the city\u2019s latest strategy has been to approach unsure residents or those who don&#8217;t fully understand their rights to try and persuade them, making them feel relocation is inevitable and wearing them down.<\/p>\n<p dir=\"ltr\">Last month, the week of June 24, city representatives tried an additional tactic: five homes spread out throughout the community were marked for removal. <a href=\"http:\/\/bit.ly\/Z3MHgQ\" target=\"_blank\" rel=\"noopener\">Scattered removals<\/a> have become a <a href=\"http:\/\/bit.ly\/W9zq5J\" target=\"_blank\" rel=\"noopener\">well-known strategy<\/a> to <a href=\"http:\/\/bit.ly\/QxKSTu\" target=\"_blank\" rel=\"noopener\">weaken resistance<\/a> over the past few years, whereby the presence of debris in demolished homes attract a host of issues, making life unbearable for those who remain, while sending a strong message that their eviction is imminent. As such, Vila Aut\u00f3dromo leaders contacted the Public Defender\u2019s Office immediately, who then notified City authorities of residents\u2019 concession of use and a court order prohibiting demolition of any homes.<\/p>\n<h3 dir=\"ltr\"><strong>Visits from City Contractors<\/strong><\/h3>\n<p dir=\"ltr\"><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2013\/07\/DSC_0169.jpg\" rel=\"attachment wp-att-10504\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-10504 size-content\" title=\"Vila Aut\u00f3dromo Residents Association president Altair Guimar\u00e3es\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2013\/07\/DSC_0169-620x264.jpg\" width=\"620\" height=\"264\" \/><\/a><\/p>\n<p dir=\"ltr\">On the morning of June 28, over the course of several hours, four different people tried to enter Vila Aut\u00f3dromo claiming they were coming to visit friends in the community. Residents, suspicious these visits were disguised attempts by City authorities to conduct removals or intimidate neighbors to sign relocation agreements, created a human barrier at the entrance of the community. They also asked these unidentified visitors to call their friends in the community to its entrance to meet them. When no one came from inside, they were asked to leave.<\/p>\n<p dir=\"ltr\">Around noon, two of the visitors returned with Pe\u00e7anha, three other housing authority representatives, and four military police, one of whom carried a highly visible rifle.<\/p>\n<p dir=\"ltr\">Pe\u00e7anha pushed through the crowd saying with a raised voice that she had come to talk to residents. \u201cWe are all right here,\u201d said Altair Guimar\u00e3es, president of the Vila Aut\u00f3dromo Residents&#8217; Association. \u201cWe can all talk here, without force. What would you like to say?\u201d<\/p>\n<p dir=\"ltr\"><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2013\/07\/DSC_0242.jpg\" rel=\"attachment wp-att-10505\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-10505 size-content\" title=\"Residents block the entrance to the community\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2013\/07\/DSC_0242-620x264.jpg\" width=\"620\" height=\"264\" \/><\/a><\/p>\n<p dir=\"ltr\">Pe\u00e7anha and Guimar\u00e3es engaged in over half an hour of intense conversation with residents, police, city employees, and journalists gathered around. More than once, Pe\u00e7anha asked that Guimar\u00e3es speak to her away from the crowd. Guimar\u00e3es read from the notice issued by the Public Defender\u2019s Office, and the dozens of residents gathered broke into cheers of \u201cgo away, City Hall!\u201d<\/p>\n<p dir=\"ltr\">Guimar\u00e3es told Pe\u00e7anha and her colleagues that they had no right to enter the community with force and through deceptive tactics, and if she wanted to address residents, she could do so at the community entrance. He acknowledged that it was each resident\u2019s individual choice whether they wanted to stay in Vila Aut\u00f3dromo, but for the majority of residents who did want to stay, he would not accept intimidation.<\/p>\n<p dir=\"ltr\"><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2013\/07\/DSC_0292.jpg\" rel=\"attachment wp-att-10506\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-10506 size-content\" title=\"Residents cheer as police and city representatives leave.\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2013\/07\/DSC_0292-620x264.jpg\" width=\"620\" height=\"264\" \/><\/a><\/p>\n<p dir=\"ltr\">After forty minutes, the city officials committed to scheduling a meeting with a small group of Vila Aut\u00f3dromo representatives outside the community and drove away with the two police cars tailing them. Residents cheered.<\/p>\n<h3 dir=\"ltr\"><strong>Demonstrating<\/strong><\/h3>\n<p dir=\"ltr\">In the following weeks, the meeting with city officials was delayed, and then cancelled, and Residents Association member Inalva Mendes Brito attended organizing meetings of different social movements in the city to speak about why it was important to have a protest in Vila Aut\u00f3dromo at this particular moment. \u201cThis is a decades-long battle,\u201d she said, \u201cVila Aut\u00f3dromo has mobilized its networks and its allies to defeat City Hall\u2019s latest advance, and serves a symbolic role in the city\u2019s conversation about favela removals.\u201d She invited all to Saturday\u2019s march.<\/p>\n<p dir=\"ltr\"><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2013\/07\/DSC_0018.jpg\" rel=\"attachment wp-att-10507\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-10507 size-content\" title=\"&quot;We're afraid of suffering, not losing. Those with faith in God reach [their goals]&quot;\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2013\/07\/DSC_0018-620x264.jpg\" width=\"620\" height=\"264\" \/><\/a><\/p>\n<p dir=\"ltr\">Saturday afternoon around 2pm, over five hundred people gathered in Vila Aut\u00f3dromo to hear speeches from residents. They then departed down Avenida Embaixador Abelardo Bueno with a sound car and a growing number of police ahead and behind, passing signs for the future Olympic Park and waving banners representing the <a href=\"http:\/\/bit.ly\/M3BjvI\" target=\"_blank\" rel=\"noopener\">National Movement for the Right to Housing<\/a>, the <a href=\"http:\/\/bit.ly\/16XiLo6\" target=\"_blank\" rel=\"noopener\">Pastoral das Favelas<\/a>, <a href=\"http:\/\/bit.ly\/19OODQl\" target=\"_blank\" rel=\"noopener\">Favela N\u00e3o Se Cala<\/a>, and the community of <a href=\"http:\/\/bit.ly\/135ngOf\" target=\"_blank\" rel=\"noopener\">Horto<\/a>. Residents Association member Inalva wore the red pointed hat of the mascot of the <a href=\"http:\/\/bit.ly\/12UJxRp\" target=\"_blank\" rel=\"noopener\">Removals Cup<\/a>, a resistance event organized by the <a href=\"http:\/\/bit.ly\/16etJLr\" target=\"_blank\" rel=\"noopener\">Popular Committee of the World Cup and Olympics<\/a>. The Saturday protest was covered live by <a href=\"http:\/\/bit.ly\/15FDvlh\" target=\"_blank\" rel=\"noopener\">M\u00eddia Ninja<\/a>.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-10562 alignright\" title=\"All ages were represented.\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2013\/07\/tantacasa.jpg\" alt=\"\" width=\"205\" height=\"307\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2013\/07\/tantacasa.jpg 427w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2013\/07\/tantacasa-200x300.jpg 200w\" sizes=\"(max-width: 205px) 100vw, 205px\" \/><\/p>\n<p dir=\"ltr\">Some of the most powerful banners were those made by Vila Aut\u00f3dromo residents that morning, such as \u201c<a href=\"http:\/\/bit.ly\/npj8HR\" target=\"_blank\" rel=\"noopener\">My House, My Life<\/a>\u00a0[the name of Brazil\u2019s federal public housing program] Was The One That I Built\u201d and a banner listing the community\u2019s different advances in their journey to remain over the years.<\/p>\n<p dir=\"ltr\">After over a kilometer, the march doubled back and passed Vila Aut\u00f3dromo to turn right and slightly north into <a href=\"http:\/\/bit.ly\/P64d21\" target=\"_blank\" rel=\"noopener\">Curicica<\/a> as dusk and then nighttime fell. When the group passed the favela of <a href=\"http:\/\/bit.ly\/JzoSIQ\" target=\"_blank\" rel=\"noopener\">Asa Branca<\/a> on the right and several neighboring Curicica favelas on the left, Asa Branca Residents Association president Carlos Alberto Bezerra da Costa spoke into the microphone of the soundcar in support of Vila Aut\u00f3dromo: \u201cThe threat of removal is something that could happen to all of us,\u201d he said. Asa Branca residents streamed out of their homes to watch the procession.<\/p>\n<p dir=\"ltr\">The next stop was the Globo TV Production Center, also in the area, where protesters unfurled their banners in front of guards at the entrance and gave a series of speeches about the role of Rio\u2019s mainstream media in supporting the state\u2019s desire to remove favelas and criminalize their residents. \u201cThe same media that supported Brazil\u2019s dictatorship is suppressing our narrative now,\u201d said Guimar\u00e3es.<\/p>\n<p dir=\"ltr\"><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2013\/07\/DSC_0461.jpg\" rel=\"attachment wp-att-10509\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-10509 size-content aligncenter\" title=\"Demonstrators pose with their banners at &quot;Parque Carioca&quot;\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2013\/07\/DSC_0461-620x264.jpg\" width=\"620\" height=\"264\" \/><\/a><\/p>\n<p dir=\"ltr\">Vila Aut\u00f3dromo resident Maria Jesus Evanilde, 41, participated in the protest with her daughter, who emphatically carried a sign and gave a speech in front of Globo. Evanilde said she originally considered the idea of moving to public housing, but the more she learned about it and understood the community\u2019s unification efforts, the more she preferred to stay where she was. \u201cI am determined now to keep living in Vila Aut\u00f3dromo.\u201d<\/p>\n<p dir=\"ltr\">The march ended\u00a0in front of the proposed housing project itself: Parque Carioca. \u201cWe don\u2019t want this,\u201d protestors chanted as they spread their signs across the front fence of the construction site. After cheers, group photos, and participants trailing off into the night, one sign remained taped to the oversized photo of a smiling family promoting the public housing project: \u201cNo to removals.
