{"id":15974,"date":"2014-06-17T13:57:57","date_gmt":"2014-06-17T16:57:57","guid":{"rendered":"http:\/\/www.rioonwatch.org\/?p=15974"},"modified":"2015-12-23T22:32:36","modified_gmt":"2015-12-24T01:32:36","slug":"community-pride-continued-resistance-against-eviction-in-horto","status":"publish","type":"post","link":"https:\/\/rioonwatch.org\/?p=15974","title":{"rendered":"Community Pride &#038; Continued Resistance Against Eviction in Horto"},"content":{"rendered":"<p style=\"text-align: right;\"><a href=\"http:\/\/bit.ly\/1j9i6ad\" target=\"_blank\"><strong><em>Clique aqui para Portugu\u00eas<img decoding=\"async\" width=\"20\" height=\"20\" class=\"alignright size-full wp-image-23766\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" alt=\"\" \/><\/em><\/strong><\/a><\/p>\n<p>Since the decision\u00a0of the Federal Minister of the Environment, Izabella Teixera, in <a href=\"http:\/\/bit.ly\/1vftQzk\" target=\"_blank\">May last year<\/a> to redefine the limits of Rio&#8217;s\u00a0Botanical Gardens and remove 520 families from <a href=\"http:\/\/bit.ly\/16OzuQc\" target=\"_blank\">Horto<\/a>, residents have actively fought for their community to remain. The <a href=\"http:\/\/on.fb.me\/1mVriA1\" target=\"_blank\">SOS Moradores do Horto<\/a> Facebook page has almost 4,000 members\u00a0who follow updates on actions, the history of the community and the resident\u2019s cries to the federal government. Horto residents have been able to effectively use social networks to rally support, bringing different generations of the community together. Many of the younger residents\u00a0now attempting to share Horto\u2019s situation with\u00a0the world grew up hearing stories of the early days of the community.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2014\/06\/recados.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"alignright wp-image-15978 size-medium\" title=\"I will not leave from here because...\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2014\/06\/recados-300x200.jpg\" alt=\"\" width=\"300\" height=\"200\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2014\/06\/recados-300x200.jpg 300w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2014\/06\/recados-1024x682.jpg 1024w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a><\/p>\n<p>Horto is situated behind the Botanical Gardens, and its development coincided with the creation of the park itself, founded in 1808 by King John VI of Portugual. Functionaries of the gardens were given or permitted to build housing in close proximity to the gardens. In the same area, there are other public bodies and institutions such as SERPRO (Federal data processing service), <a href=\"http:\/\/bit.ly\/YDr8rf\" target=\"_blank\">Light<\/a> electricity utility, a municipal school and a regional tribunal court. The area around the Botanical Gardens\u00a0was never regularized, but there was coexistence amongst the residents of Horto, institutions and the surrounding wealthy neighborhood. This coexistence was peaceful until the 1980s when repossession actions were proposed which attempted to remove a third of the families from Horto. Legal actions were\u00a0taken against the Horto community by others who desired the land. In light of other laws, regularization became an obligation of the state. The federal government began a program to regularize Horto, a community of 620 families of which 339 have a head of family that is elderly, working with community and Rio&#8217;s Federal University (UFRJ) to design a program and map the community. However since the ruling\u00a0of May 7, 2013, long-time residents have worked with younger residents, rekindling the\u00a0fight for their right to stay.<\/p>\n<h3>What does the community of Horto mean to residents?<\/h3>\n<p>With threat of <a href=\"http:\/\/bit.ly\/p242P0\" target=\"_blank\">eviction<\/a>, many residents of Horto have reflected on what the community means to\u00a0them. Ismael, a 76 year old resident, pronounced, \u201cFor me it\u2019s everything because I was born here. I am getting old here.\u201d Ismael reflected on his early impressions of Horto saying, \u201cWhen we were children, it was paradise here.\u201d Like many other long-time residents with close ties to the Botanical Gardens\u00a0and Horto, he was shocked when eviction was proposed. When asked about the community\u2019s meaning, another long-time resident Ivone responded, \u201cIt\u2019s my life. I was born in this house 80 years ago, in this house.\u201d Several residents reiterated Horto as the basis for everything they know and love.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2014\/06\/Emilia.jpg\"><img decoding=\"async\" class=\"alignright wp-image-15979 size-medium\" title=\"Emilia in front of her house which has co-evolved with the environment\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2014\/06\/Emilia-300x200.jpg\" alt=\"\" width=\"300\" height=\"200\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2014\/06\/Emilia-300x200.jpg 300w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2014\/06\/Emilia-1024x682.jpg 1024w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a><\/p>\n<p>Two other long-time residents, Regina and Emilia, spoke proudly about their community and its significance to them<strong>.<\/strong> Regina remarked on what Horto means to her through the roots she has established in the community: \u201cI was born here, grew up here, married here and I have lived here for 57 years, I have five kids. I raised them all here, my grandchildren live here too, so this is a very important place for me. It\u2019s what a valued place means, a place where you can raise your kids as you like, this means everything for me.\u201d Emilia, the head of Horto&#8217;s neighborhood\u00a0association has lived almost\u00a0her whole life in the community. She said, \u201cMy life history is here. Here I have my family, I raised my daughter, I\u2019m raising my grandchildren, I have friends. Of my circle of friends, the majority are in Horto, and Horto is part, well is my life to be honest.\u201d<\/p>\n<h3>What is the\u00a0message to\u00a0the federal government?<\/h3>\n<p>As passionately as residents expressed their community\u2019s meaning to them, they articulated their messages for the federal government. Many residents argue that the city would be better off housing people who are experiencing homelessness rather than removing residents from functional\u00a0homes and functioning neighborhoods. Ivone\u2019s message for the federal government is that, \u201cThey should hear out the people who are in need. Don\u2019t occupy what is already occupied, and well-occupied. There are so many people needing shelter. Why don\u2019t they work for these people? Let us stay here. Stay how we are.\u201d<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2014\/06\/Nielsa.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-15977 size-medium\" title=\"Nielsa showing her beautiful garden\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2014\/06\/Nielsa-200x300.jpg\" alt=\"\" width=\"200\" height=\"300\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2014\/06\/Nielsa-200x300.jpg 200w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2014\/06\/Nielsa-682x1024.jpg 682w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2014\/06\/Nielsa.jpg 1800w\" sizes=\"(max-width: 200px) 100vw, 200px\" \/><\/a><\/p>\n<p>Two residents referred directly to the government\u2019s existing public housing program <a href=\"http:\/\/bit.ly\/1kN2TLh\" target=\"_blank\">Minha Casa, Minha Vida<\/a>\u00a0and how it has its been used as a tool of involuntary displacement rather than housing people in genuine need. Emilia urged that the government stop \u201cthe practice of removal. The government has one of the best programs yet presented to the population with Minha Casa, Minha Vida. It was created to provide housing for people\u00a0who don\u2019t have housing. Now it works as an instrument to remove the community.\u201d In a similar vein, another long-time resident\u00a0<span class=\"_5yl5\"><span class=\"null\">Neuza<\/span><\/span> pronounced that, \u201cthere are many people needing a house. We have our house that we love. My message is that instead of Minha Casa, Minha Vida,\u00a0that our house here is our life, and that\u2019s my message.\u201d<\/p>\n<p>In addition to identifying the problems with the federal government\u2019s housing policy, in expressing their protests to the government they underlined their love for their community and right to stay. Regina said \u201cWe are dignified people\u2026 we are people who work, we have our rights.\u00a0I\u00a0hope they make a resolution that doesn\u2019t prejudice us.\u201d The residents of Horto who have developed considerable roots in their community urge that the government think of human dignity and Horto\u2019s significance to them before taking action.<\/p>\n<h3>Letter to President Dilma Rousseff<\/h3>\n<p>In a new letter from the head of the neighborhood\u00a0association, Emilia Horto de Souza, to President Dilma Rousseff, the community articulated its objections to involuntary removal. In the name of the community, Horto has filed a formal request for\u00a0the federal government to concede\u00a0the right to the concession of special use for housing, under the\u00a0MP 2220\/2001 law and grant titles. Emilia wrote, \u201cHow can\u00a0the federal government\u00a0recognize [the right to housing]\u00a0<em>and<\/em> justify the mass removal of these families? We still cannot understand this, for the right to housing should be recognized in the local area and there is no conflict between the environment and housing, because the area of residences is a &#8216;piece of the City.&#8217; There will be clear damage to the environment if\u00a0homes are demolished;\u00a0given the amount of debris that will be generated as there is heavy infrastructure in place (power system, water, sewer, roads), it\u00a0will have a huge\u00a0environmental impact.\u201d She also noted that the federal government\u2019s reasoning for removing the Horto community, impact on the environment and better potential use for the space, is faulty as other groups that use the area have a larger impact.
