Both Mayor Eduardo Paes and Governor Luiz Fernando Pez\u00e3o were present at the opening ceremony.<\/p>\n<h3>Cable car for who?<\/h3>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2014\/07\/P7023738.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"alignright wp-image-16541 size-medium\" title=\"Mayor Eduardo Paes and Governor Luiz Fernando Pez\u00e3o\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2014\/07\/P7023738-300x192.jpg\" alt=\"\" width=\"300\" height=\"192\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2014\/07\/P7023738-300x192.jpg 300w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2014\/07\/P7023738.jpg 1000w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a>Paes opened the ceremony apologizing for the delay in launching\u00a0the <a href=\"http:\/\/bit.ly\/sLRrzN\" target=\"_blank\">cable car<\/a>. In his speech he\u00a0admitted that dialogue with the community had not been properly conducted, and had <a href=\"http:\/\/bit.ly\/1wFAtLV\" target=\"_blank\">provoked the halting<\/a> of the <a href=\"http:\/\/bit.ly\/1k3S4db\" target=\"_blank\">Morar Carioca<\/a> interventions in the community last year. He said he was\u00a0however proud to be presenting the project to the city and excited about what it would mean for the <a href=\"http:\/\/bit.ly\/nmInNn\" target=\"_blank\">Port region<\/a>.<\/p>\n<p>Both Paes and Pez\u00e3o emphasized the touristic value of the new cable car. According to the Mayor: \u201cToday, we are not only gaining an urban mobility service for the residents of <a href=\"http:\/\/bit.ly\/H1IEpb\" target=\"_blank\">Provid\u00eancia<\/a>, but we are also gaining a new touristic service for the city.\u201d<\/p>\n<p>Pez\u00e3o underlined how great it was to, at the height of the <a href=\"http:\/\/bit.ly\/15v5mF6\" target=\"_blank\">World Cup<\/a>, give the city \u201cthis gift.\u201d<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2014\/07\/P7023779_small.jpg\"><img decoding=\"async\" class=\"alignright size-medium wp-image-16545\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2014\/07\/P7023779_small-300x153.jpg\" alt=\"Provid\u00eancia's new cable car\" width=\"300\" height=\"153\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2014\/07\/P7023779_small-300x153.jpg 300w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2014\/07\/P7023779_small.jpg 1000w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a>The timing of the launch\u00a0has led many to question the intentions of the government. Other cable cars and large-scale infrastructure projects in favelas have been accused of being \u201c<em>para ingl\u00eas ver<\/em>.&#8221; They have\u00a0benefited the public image of the city more than the affected communities.<\/p>\n<p>Pez\u00e3o said that while the launch\u00a0coincided with the World Cup, the legacies&#8211;in terms of urban mobility and the new health clinic and digital center in the Gamboa station&#8211;will last forever. Still, there is no doubt that opening these projects now, with the world\u2019s eyes on Brazil, is a great marketing opportunity for the City. In the words of Paes: \u201cThe tourists, foreigners, those who are visiting us now, are saying that this is proving to be one of the most organized World Cups in history. A long line of residents had lined up at the <a href=\"http:\/\/bit.ly\/1obMAda\" target=\"_blank\">Pra\u00e7a Am\u00e9rico Brum<\/a> in the center of the community to take the inaugural\u00a0trip. One of the most eager passengers was Elson, certain the cable car would bring more work to the community. He was also sure it would improve mobility. He only had one fear, he said, looking teasingly at his friend who has a history of heart problems: &#8220;He&#8217;d better not have a heart attack on the way down!\u201d<\/p>\n<p>In the small bakery next to the Am\u00e9rico Brum station, people\u00a0were cautiously optimistic. Shirley, who runs the bakery, is hopeful it will bring more customers. The station today is an enormous edifice\u00a0that takes up the majority of the old Pra\u00e7a Am\u00e9rico Brum square. \u201cBefore, <a href=\"http:\/\/bit.ly\/1obMAda\" target=\"_blank\">there was always life on the square<\/a>; people would sit around for a couple of beers, something to eat. When construction started, business went down 70 or 80 percent,\u201d she lamented.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2014\/07\/Daisy-cobradora-of-the-vans.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-16540 size-medium\" title=\"Daisy is concerned for her van business\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2014\/07\/Daisy-cobradora-of-the-vans-300x189.jpg\" alt=\"\" width=\"300\" height=\"189\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2014\/07\/Daisy-cobradora-of-the-vans-300x189.jpg 300w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2014\/07\/Daisy-cobradora-of-the-vans.jpg 1000w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a>At the same time, prices went up. Provid\u00eancia received a <a href=\"http:\/\/bit.ly\/oTynCR\" target=\"_blank\">Pacifying Police Unit (UPP)<\/a> in 2010, and as\u00a0with other pacified favelas, the cost of living has increased significantly. \u201cBefore, we did not pay much for electricity. Look at how much we have to pay now,\u201d said Shirley, finding last month\u2019s electricity bill. It was R$257 (US$115), higher than in many South Zone condos, and even more when\u00a0considering that the average income in Provid\u00eancia according to the 2010 Census was R$439. Shirley therefore now hopes that the cable car can bring tourists and therefore more <a href=\"http:\/\/bit.ly\/Thsq6v\" target=\"_blank\">business for the small shop<\/a>.<\/p>\n<p>At the bottom of the hill, the mood was more pessimistic. Daisy, who works as a cash collector for the vans that drive passengers up and down to Provid\u00eancia, worried what the cable car would mean for <a href=\"http:\/\/bit.ly\/1pH4P0S\" target=\"_blank\">their service<\/a>. The vans will continue to run, but she has no doubt they will lose many clients.<\/p>\n<h3>Who gains in the long term?<\/h3>\n<p>Some\u00a0has already <a href=\"http:\/\/bit.ly\/UBMUVJ\" target=\"_blank\">been written<\/a> about the process surrounding the construction of the cable car in Provid\u00eancia and the consequences of other government projects in the community. Because of its central location and fantastic views, the community has suffered rapidly increasing costs of living since the launch\u00a0of the UPP. The cable car, linking the community to the Port Zone on the one hand and the city&#8217;s central transport hub\u00a0on the other, will surely accelerate\u00a0these trends. With the <a href=\"http:\/\/bit.ly\/p242P0\" target=\"_blank\">forced removals<\/a> carried out\u00a0for the cable car, loss of the community&#8217;s <a href=\"http:\/\/bit.ly\/1pH4P0S\" target=\"_blank\">main public space<\/a>, lack of participation, stalled necessary infrastructure works and increasing costs, critics and residents alike <a href=\"http:\/\/bit.ly\/UtYHs3\" target=\"_blank\">continue to question<\/a> what the real intended legacy of the project is.<\/p>\n","protected":false},"excerpt":{"rendered":"<div class=\"mh-excerpt\"><p>More than 18 months after its completion, the cable car of Morro da Provid\u00eancia was finally launched\u00a0Wednesday, July 2.
