Residents Terrified."},"content":{"rendered":"<p style=\"text-align: right;\"><a href=\"http:\/\/bit.ly\/1jYtlYT\" target=\"_blank\"><strong><em>Clique aqui para Portugu\u00eas<img decoding=\"async\" width=\"20\" height=\"20\" class=\"alignright size-full wp-image-23766\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" alt=\"\" \/><\/em><\/strong><\/a><\/p>\n<p>The lives of hundreds of residents in <a href=\"http:\/\/bit.ly\/oKvkVy\" target=\"_blank\">Complexo do Alem\u00e3o<\/a> have been disrupted by daily armed conflicts since the 2014 World Cup ended on July 13.<\/p>\n<p>According to residents, a teenage boy known as Matheus, age unknown, <a href=\"http:\/\/on.fb.me\/1ubs0SN\" target=\"_blank\">was shot dead on Sunday, July 20<\/a>. He had only just become a father.\u00a0News website\u00a0<em>R7<\/em> reported that alleged drug trafficker\u00a0<span style=\"color: #000000;\">Diogo Werllington Costa, 28, commonly known in the community as Bebez\u00e3o, <a href=\"http:\/\/bit.ly\/1mzMXgs\" target=\"_blank\">was also shot dead and died in hospital<\/a>.<\/span><\/p>\n<p>Residents report that conflicts between the police and drug traffickers <a href=\"http:\/\/bit.ly\/1pAdflN\" target=\"_blank\">have been rampant<\/a> for a while but that since the international soccer event finished shootouts are occurring at least once a day with no warning in the neighborhoods of Alvorada,\u00a0<span style=\"color: #3e454c;\">Grota and Morro do\u00a0Alem\u00e3o<\/span>.<\/p>\n<p>The favela\u2019s <a href=\"http:\/\/bit.ly\/19EZSyh\" target=\"_blank\">cable car<\/a> service was stopped for a week on Tuesday due to \u2018public security issues\u2019 and residents have been too afraid to leave their homes to go to work or open their businesses.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2014\/07\/complexo.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-16919 size-content\" title=\"Cable cars in the Complexo are not running due to 'public security issues'. Since three months ago, they started happening weekly, sometimes daily but after the <a href=\"http:\/\/bit.ly\/15v5mF6\" target=\"_blank\">World Cup<\/a> it happens every day, any time.\u201d<\/p>\n<p>Photos of <a href=\"http:\/\/on.fb.me\/1lBGrGr\" target=\"_blank\">bullet cases and walls damaged by shots<\/a> surfaced this week, as well as <a href=\"http:\/\/bit.ly\/1ka3OvX\" target=\"_blank\">a video<\/a>\u00a0allegedly showing military police officers putting the body of the unidentified teenager into a police car and driving away, and several recordings of the shots fired in the favela.<\/p>\n<p>Residents report\u00a0the behavior of the police has been brutal.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2014\/07\/tcp.jpg\"><img decoding=\"async\" class=\"aligncenter wp-image-16920 size-content\" title=\"Grafittied wall in Complexo do Alem\u00e3o. Photo courtesy of Morro Alem\u00e3o.\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2014\/07\/tcp-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2014\/07\/tcp-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2014\/07\/tcp-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>\u201cIt\u2019s been absurd because they\u2019ll stop and frisk children who have no way of being suspects,\u201d they said. \u201cThey frisk anyone in places with lots of people, making them feel embarrassed because they always yell and curse the residents and when the shootout is happening there\u2019s a lot of yelling provoking the traffickers.&#8221;<\/p>\n<p>Residents have also alleged that police grafittied the letters \u2018TCP\u2019 on the walls, which stands for <a href=\"http:\/\/bit.ly\/1wVry7g\" target=\"_blank\">Terceiro Comando Puro<\/a> (Pure Third Commant), an enemy faction of the chief drug gang in the complex, the\u00a0<a href=\"http:\/\/bit.ly\/1jFzOUr\" target=\"_blank\">Comando Vermelho<\/a> (Red Command). This would be the ultimate provocation to &#8220;intensify the conflicts,&#8221; according to\u00a0residents.<\/p>\n<p>When asked the favela felt safer before or after the military occupation of Complexo do Alem\u00e3o, a resident said: \u201cI felt safer before because there were warnings when the police came into the favela so we knew when to hide. Now, [shootouts] happen unannounced.\u201d<\/p>\n<p><a href=\"http:\/\/bit.ly\/1tv58K2\" target=\"_blank\">Last March<\/a> residents and non-profits organisations in Complexo do Alem\u00e3o published a manifesto for peace. Written by community collectives including\u00a0<span style=\"color: #000000;\"><a style=\"color: #e64946;\" href=\"http:\/\/on.fb.me\/1f92Nk7\" target=\"_blank\">Occupy Alem\u00e3o<\/a>,\u00a0<a style=\"color: #e64946;\" href=\"http:\/\/bit.ly\/GUXh5D\" target=\"_blank\">Raizes em Movimento<\/a>,\u00a0<a style=\"color: #e64946;\" href=\"http:\/\/bit.ly\/1bQwjXU\" target=\"_blank\">Educap<\/a>,\u00a0<a style=\"color: #e64946;\" href=\"http:\/\/bit.ly\/18u3bEe\" target=\"_blank\">Jornal Voz da Comunidade<\/a>, it read:\u00a0\u201c<\/span><a style=\"color: #e64946;\" href=\"http:\/\/bit.ly\/1ehiO61\" target=\"_blank\">We want to be happy and walk freely in the favela where we were born<\/a><span style=\"color: #000000;\">.\u201d The occupation\u00a0of Complexo do Alem\u00e3o and the installation of Pacifying Police Units (UPP) have been problematic ever since the unscheduled military operation of <a href=\"http:\/\/bit.ly\/1qXzGo1\" target=\"_blank\">November 2010<\/a>, with constant complaints of <a href=\"http:\/\/bit.ly\/1k3YzNi\" target=\"_blank\">police abuse<\/a> from residents.<\/span><\/p>\n<p>&#8220;To us, the police are worse than any criminal,&#8221; said one resident.<\/p>\n<p>Complexo do Alem\u00e3o continues to be the scene of daily shootouts and the areas of <span style=\"color: #3e454c;\"><a href=\"http:\/\/bit.ly\/UlXVQh\" target=\"_blank\">Nova Bras\u00edlia<\/a>, <a href=\"http:\/\/bit.ly\/1n9Z09b\" target=\"_blank\">Cap\u00e3o<\/a> and Loteamento have had no electricity since\u00a0Monday<\/span>.
