{"id":17704,"date":"2014-09-11T09:00:21","date_gmt":"2014-09-11T12:00:21","guid":{"rendered":"http:\/\/www.rioonwatch.org\/?p=17704"},"modified":"2020-12-08T22:47:55","modified_gmt":"2020-12-09T01:47:55","slug":"a-look-inside-the-bairro-carioca-housing-project-images","status":"publish","type":"post","link":"https:\/\/rioonwatch.org\/?p=17704","title":{"rendered":"A Look Inside Bairro Carioca &#8211; Rio&#8217;s &#8220;Premier&#8221; Housing Project [IMAGES]"},"content":{"rendered":"<p style=\"text-align: right;\"><a href=\"http:\/\/bit.ly\/1nZZFwD\" target=\"_blank\" rel=\"noopener noreferrer\"><strong><em>Clique aqui para Portugu\u00eas<img decoding=\"async\" width=\"20\" height=\"20\" class=\"alignright size-full wp-image-23766\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" alt=\"\" \/><\/em><\/strong><\/a><\/p>\n<p><a href=\"http:\/\/bit.ly\/1hb4bSs\" target=\"_blank\" rel=\"noopener noreferrer\">Bairro Carioca<\/a>, one of Rio de Janeiro\u2019s flagship <a href=\"http:\/\/bit.ly\/1lTMw0y\" target=\"_blank\" rel=\"noopener noreferrer\">Minha Casa Minha Vida (MCMV, or My House My Life)<\/a> housing projects, is frequently referenced\u00a0by local officials as\u00a0exemplifying transit-oriented and highly affordable public housing, given as an example of the transformative potential of investment in public housing. The 11 condominiums that make up the project&#8211;heavily branded as Bairro Carioca (which translates to \u201cRio Neighborhood\u201d)&#8211;are now home to approximately 11,000 people. This is the specific site\u00a0the City has been <a href=\"http:\/\/bit.ly\/YfoFSD\" target=\"_blank\" rel=\"noopener noreferrer\">using to illustrate<\/a>\u00a0MCMV\u00a0to\u00a0international reporters covering Rio since 2013.<\/p>\n<p>Bairro Carioca falls under the umbrella of the federal housing program <a href=\"http:\/\/bit.ly\/1kN2TLh\" target=\"_blank\" rel=\"noopener noreferrer\">Minha Casa Minha Vida<\/a> and is designed for low-income families earning up to three minimum wages or less than R$1600 (US$713) per month. The families who were placed in apartments within Bairro Carioca were relocated from\u00a0<a href=\"http:\/\/bit.ly\/1isOpQg\" target=\"_blank\" rel=\"noopener noreferrer\">government-designated risk areas<\/a> within Rio\u2019s favelas or displaced as a result of <a href=\"http:\/\/bit.ly\/p242P0\" target=\"_blank\" rel=\"noopener noreferrer\">eminent domain<\/a> for new urban infrastructure projects. Families come from a geographically diverse group of favelas including\u00a0<a href=\"http:\/\/bit.ly\/1sksV07\" target=\"_blank\" rel=\"noopener noreferrer\">Manguinhos<\/a>, Bananal, Varginha, Morro de S\u00e3o Jo\u00e3o, <a href=\"http:\/\/bit.ly\/1lVROPN\" target=\"_blank\" rel=\"noopener noreferrer\">Metr\u00f4-Mangueira<\/a> and parts of <a href=\"http:\/\/bit.ly\/oKvkVy\" target=\"_blank\" rel=\"noopener noreferrer\">Complexo do Alem\u00e3o<\/a>. These families now face the challenge of creating a new community within Bairro Carioca.<\/p>\n<p>The project was finished earlier this year, when the last of the 2,240 apartment units were <a href=\"http:\/\/bit.ly\/1hgEUUB\" target=\"_blank\" rel=\"noopener noreferrer\">launched on May 17<\/a>. At the <a href=\"http:\/\/bit.ly\/1xkXHdT\" target=\"_blank\" rel=\"noopener noreferrer\">inauguration<\/a>, Rio&#8217;s Mayor Eduardo Paes stressed the importance of homeownership for beneficiary families.<\/p>\n<p>He said: \u201cEveryone who builds his or her own life wants, from very early on, their own home. Today, we are delivering the last 740 apartments here in Bairro Carioca, solving the problem of many people who did not have the security of peaceful sleep in one\u2019s own home.\u201d<\/p>\n<p>RioOnWatch took a stroll through Bairro Carioca, and here&#8217;s a brief summary of what we found&#8230;<\/p>\n<h2>Transport Links<\/h2>\n<p>Bairro Carioca is located in <a href=\"http:\/\/bit.ly\/K703WG\" target=\"_blank\" rel=\"noopener noreferrer\">Triagem<\/a>, just a five to ten minute walk from the metro, bus and rail stations. Close proximity to transportation is an incredibly important, unique, feature of this project. Most of the housing built\u00a0through MCMV has been <a href=\"http:\/\/bit.ly\/1AeQyYZ\" target=\"_blank\" rel=\"noopener noreferrer\">isolated from transportation<\/a> and other services, with over 50% built in the extreme West Zone of Rio (two hours away from the city center). Bairro Carioca, on the other hand, is built in the accessible North Zone, where, outside the metro station in Triagem, moto-taxis line up, eager to guide residents through the rows of condominiums down the block. Despite good access to central Rio via public transit, the design and density of the housing project and restrictions on business within the apartments means many of the daily commercial needs (which are not met within the official <em>Mercado Popular <\/em>grocery store) require trips outside the boundaries of Bairro Carioca&#8211;a stark difference from many favela communities.<\/p>\n<figure id=\"attachment_17712\" aria-describedby=\"caption-attachment-17712\" style=\"width: 621px\" class=\"wp-caption aligncenter\"><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2014\/09\/MotoTaxi.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"wp-image-17712 size-full\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2014\/09\/MotoTaxi-e1410175124443.jpg\" alt=\"\" width=\"621\" height=\"414\" \/><\/a><figcaption id=\"caption-attachment-17712\" class=\"wp-caption-text\">Moto taxis line up outside the metro station in Triagem.<\/figcaption><\/figure>\n<h2>Gated Condominiums<\/h2>\n<p>Upon entering the main gate, just past a health center and small plaza, visitors and residents alike are struck by the scale of the project, with identical five-story buildings\u00a0on either side of the main thoroughfares. Each building functions as an independent condominium. They are gated separately and host varying degrees of security, infrastructure and maintenance, as residents must organize to take care of these semi-public spaces.<\/p>\n<figure id=\"attachment_17793\" aria-describedby=\"caption-attachment-17793\" style=\"width: 620px\" class=\"wp-caption aligncenter\"><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2014\/09\/Bairro-Carioca-Architectural-rendering.jpg\"><img decoding=\"async\" class=\"wp-image-17793\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2014\/09\/Bairro-Carioca-Architectural-rendering.jpg\" alt=\"Bairro Carioca as rendered from above.\" width=\"620\" height=\"392\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2014\/09\/Bairro-Carioca-Architectural-rendering.jpg 999w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2014\/09\/Bairro-Carioca-Architectural-rendering-300x189.jpg 300w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><figcaption id=\"caption-attachment-17793\" class=\"wp-caption-text\">Bairro Carioca as rendered from above.<\/figcaption><\/figure>\n<h2>Homes<\/h2>\n<p>Despite little activity on the street, signs of family life peer out of the cookie-cutter windows as curtains and laundry are hung out to dry\u00a0and\u00a0bird cages cling onto an exterior wall. Each apartment has an interior area of 45 square meters with two bedrooms, kitchen, bathroom and a small service area.<\/p>\n<p>Bairro Carioca received unwanted press shortly after the\u00a0first units were launched in 2013 due to <a href=\"http:\/\/bit.ly\/1px6M9z\" target=\"_blank\" rel=\"noopener noreferrer\">severe flooding<\/a> on the site, which was attributed to poor planning and faulty construction. As first-floor residents suffered severe damage to their apartments and personal property, many questioned being moved out of government-designated \u201crisk areas\u201d only to be exposed to new risk factors.<\/p>\n<figure id=\"attachment_17784\" aria-describedby=\"caption-attachment-17784\" style=\"width: 620px\" class=\"wp-caption aligncenter\"><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2014\/09\/Bairro-Carioca-circle.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-17784\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2014\/09\/Bairro-Carioca-circle.jpg\" alt=\"Bairro Carioca circle\" width=\"620\" height=\"482\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2014\/09\/Bairro-Carioca-circle.jpg 983w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2014\/09\/Bairro-Carioca-circle-300x233.jpg 300w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2014\/09\/Bairro-Carioca-circle-70x53.jpg 70w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><figcaption id=\"caption-attachment-17784\" class=\"wp-caption-text\">Bairro Carioca traffic circle.<\/figcaption><\/figure>\n<h2>Local Commerce<\/h2>\n<p>At the heart of the 125,000 m2 site, two men approach the <em>Mercado Popular<\/em> (popular market). The market is centrally located within the project and features several businesses: a restaurant, pharmacy, drug store and beauty salon. In this highly regulated environment, residents are not allowed to adapt first-floor housing units to commercial spaces or restaurants as is common in favelas. Over time, however, it is likely that newer, informal businesses <a href=\"http:\/\/bit.ly\/1nZcujT\" target=\"_blank\" rel=\"noopener noreferrer\">will emerge to meet needs<\/a> of residents and create business opportunities, as has been the experience in similar projects.<\/p>\n<figure id=\"attachment_17709\" aria-describedby=\"caption-attachment-17709\" style=\"width: 621px\" class=\"wp-caption aligncenter\"><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2014\/09\/MCMV_MercadoPopular.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-17709 size-full\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2014\/09\/MCMV_MercadoPopular-e1410175391337.jpg\" alt=\"\" width=\"621\" height=\"414\" \/><\/a><figcaption id=\"caption-attachment-17709\" class=\"wp-caption-text\">The main plaza and market at the Bairro Carioca project.<\/figcaption><\/figure>\n<h2>Educational Facilities<\/h2>\n<p>The Santiago Andrade Learning Center\u00a0is one of the services highlighted by the authorities as making Bairro Carioca an exemplary project. This space is a high tech library and work space designed for children, teens, and adults. The space promises to offer courses in computer literacy and information technology among others, although the calendar appeared blank for the time being. A staff member at the center said it was a huge success among youth in the neighborhood and provided an important, safe space for recreation. Additionally, Bairro Carioca features a pre-school, elementary school, gym and <a href=\"http:\/\/bit.ly\/1nLHAMY\" target=\"_blank\" rel=\"noopener noreferrer\">health center<\/a>.<\/p>\n<figure id=\"attachment_17710\" aria-describedby=\"caption-attachment-17710\" style=\"width: 621px\" class=\"wp-caption aligncenter\"><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2014\/09\/MCMV_NavedeConhecimento.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-17710 size-full\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2014\/09\/MCMV_NavedeConhecimento-e1410175500817.jpg\" alt=\"\" width=\"621\" height=\"414\" \/><\/a><figcaption id=\"caption-attachment-17710\" class=\"wp-caption-text\">High-tech learning center at Bairro Carioca.<\/figcaption><\/figure>\n<h2>Contrast to the Surrounding Area, Facing the Big\u00a0Picture<\/h2>\n<p>The\u00a0<a href=\"http:\/\/bit.ly\/1qioBzn\" target=\"_blank\" rel=\"noopener noreferrer\">housing deficit in Rio<\/a> is calculated at 220,774 homes. Given the expenditure of some <a href=\"http:\/\/bit.ly\/1xJyfPu\" target=\"_blank\" rel=\"noopener noreferrer\">R$115 million<\/a>\u00a0(US$52\u00a0million)\u00a0on the Bairro Carioca project, the fact resources have been\u00a0readily available for MCMV\u00a0investments that involve favela <a href=\"http:\/\/bit.ly\/p242P0\" target=\"_blank\" rel=\"noopener noreferrer\">home demolitions<\/a> and re-construction contrasts sharply with the <a href=\"http:\/\/bit.ly\/1lVPng8\" target=\"_blank\" rel=\"noopener noreferrer\">disinvestment suffered by the promising\u00a0Morar Carioca program<\/a>, the City&#8217;s <a href=\"http:\/\/bit.ly\/1k3S4db\" target=\"_blank\" rel=\"noopener noreferrer\">signature favela upgrading program<\/a>, which, had it been implemented, held\u00a0the promise of\u00a0bringing missing infrastructure to all the city&#8217;s favelas, benefiting Rio&#8217;s 1.4 million poorest citizens, by 2020. According to municipal officials, a minimum of R$75,000 (US$34,000) is spent per unit of homes built under the MCMV program, for a minimum\u00a0of\u00a0<span style=\"color: #141823;\">R$5 billion (US$2.27 billion) on the over <a href=\"http:\/\/bit.ly\/1wgcsdH\" target=\"_blank\" rel=\"noopener noreferrer\">66,000<\/a> units pledged for Rio so far.
