{"id":19115,"date":"2014-11-13T13:35:41","date_gmt":"2014-11-13T16:35:41","guid":{"rendered":"http:\/\/www.rioonwatch.org\/?p=19115"},"modified":"2016-03-20T21:59:19","modified_gmt":"2016-03-21T00:59:19","slug":"vila-uniao-residents-react-when-told-there-is-not-enough-public-housing-for-all","status":"publish","type":"post","link":"https:\/\/rioonwatch.org\/?p=19115","title":{"rendered":"Vila Uni\u00e3o Evictees Told There is Not Enough Public Housing for All"},"content":{"rendered":"<p style=\"text-align: right;\"><a href=\"http:\/\/bit.ly\/1A8Bbpf\" target=\"_blank\"><strong><em>Clique aqui para Portugu\u00eas<img decoding=\"async\" width=\"20\" height=\"20\" class=\"alignright size-full wp-image-23766\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" alt=\"\" \/><\/em><\/strong><\/a><\/p>\n<p>The residents of\u00a0<a title=\"Tag\" href=\"http:\/\/bit.ly\/1u1ryUq\" target=\"_blank\">Vila Uni\u00e3o de Curicica<\/a>, a West Zone neighborhood about\u00a01km\u00a0from the future Olympic site are being threatened with <a href=\"http:\/\/glo.bo\/1p7YEhr\" target=\"_blank\">one of the largest<\/a>\u00a0evictions yet\u00a0announced for the 2016 Olympics, and have just been informed that many will be receiving a social rent allowance instead of being given apartments promised by the Mayor via the federal housing program <a href=\"http:\/\/bit.ly\/1kN2TLh\" target=\"_blank\">Minha Casa Minha Vida<\/a>\u00a0(MCMV).\u00a0Government representatives delivered the news to the Neighborhood Association on Friday, November 7, causing outrage among residents who feel the City has failed to recognize their housing rights and ensure just compensation.<\/p>\n<p>The reason given for the community&#8217;s eviction is that it is\u00a0<a title=\"Al Jazeera Piece\" href=\"http:\/\/alj.am\/W3QeyA\" target=\"_blank\">in the path of the TransOlimp\u00edca<\/a>\u00a0highway and BRT. However, the original route of the TransOlimp\u00edca veered east of Vila Uni\u00e3o. The community was initially told <a href=\"http:\/\/bit.ly\/1v7fiVk\" target=\"_blank\">they would receive much needed upgrading<\/a>&#8211;with a full integration of the community including all necessary infrastructure\u00a0works&#8211;through the city&#8217;s <a title=\"Dismantling of MC\" href=\"http:\/\/bit.ly\/1lVPng8\" target=\"_blank\">Morar Carioca<\/a> program. During 2012 the community was <a href=\"http:\/\/bit.ly\/1v7fiVk\" target=\"_blank\">consulted numerous times\u00a0about works needed<\/a>. As plans changed behind closed doors, however, residents were later told <a href=\"http:\/\/bit.ly\/WlR7CI\" target=\"_blank\">50% of the community would need to be relocated<\/a>. Finally, they were informed that <a href=\"http:\/\/bit.ly\/1xwOkmd\" target=\"_blank\">the entire favela would need to be demolished<\/a> to make way for the road, at which point they were promised public housing nearby.<\/p>\n<p>While some accepted being relocated to nearby <a href=\"http:\/\/bit.ly\/1y7Trii\" target=\"_blank\">Col\u00f4nia Juliano Moreira<\/a>, many have been outspoken against <a href=\"http:\/\/bit.ly\/1pO06YP\" target=\"_blank\">eviction<\/a>. A resistance group has been <a href=\"http:\/\/bit.ly\/1oQXtC8\" target=\"_blank\">meeting regularly<\/a>\u00a0and they\u00a0<a href=\"http:\/\/bit.ly\/1vwJAOC\" target=\"_blank\">held a protest in September<\/a>.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2014\/11\/olhando1.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-19146 size-content\" title=\"Residents watch the crowd below\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2014\/11\/olhando1-620x264.jpg\" alt=\"Residents watch the crowd below\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2014\/11\/olhando1-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2014\/11\/olhando1-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><br \/>\nThis latest\u00a0news last Friday, that residents would no longer receive public housing right away, and instead be given rental assistance (amounting to about US$155 per month in the <a href=\"http:\/\/bit.ly\/1uh7E8Z\" target=\"_blank\">11th most expensive city<\/a> on Earth), led the community to gather\u00a0in huge numbers this\u00a0Tuesday, November 11, to hear the Neighborhood Association&#8217;s Vice-President, Zezinho Orelha, speak alongside <a href=\"http:\/\/bit.ly\/1wbVvTh\" target=\"_blank\">Barra de Tijuca<\/a>\u00a0representative <a href=\"http:\/\/bit.ly\/1lZjZOI\" target=\"_blank\">Alex Costa<\/a> about the situation.\u00a0Barra de Tijuca\u00a0is Curicica&#8217;s wealthy neighboring district, &#8220;Rio&#8217;s Miami,&#8221; where the controversial elite <a href=\"http:\/\/bit.ly\/1sX0wiT\" target=\"_blank\">gated community of Ilha Pura<\/a> is being built just 1km away from Vila Uni\u00e3o.<\/p>\n<p>Zezinho&#8217;s position on the issue was heavily anticipated as he is a <a href=\"http:\/\/bit.ly\/23O5wqg\" target=\"_blank\">powerful\u00a0person<\/a> in the area. While many hoped Zezinho might side with the community, he prefaced Costa&#8217;s speech by <a href=\"http:\/\/bit.ly\/1Bh818L\" target=\"_blank\">claiming<\/a> to\u00a0the community they have been living there &#8220;illegally for 25 years&#8221; and that now the government needs the land back for the project. Before passing the microphone off to Costa, he said: &#8220;Who won, won. Alex Costa, Barra borough representative, at his side.<\/figcaption><\/figure>\n<p>On the previous Friday, residents had been told they would receive social rent allowance because the\u00a0government was behind schedule in building new MCMV apartments. On Tuesday, Costa <a href=\"http:\/\/bit.ly\/1ooXWeP\" target=\"_blank\">shifted the blame to the residents<\/a>, stating they could not get an apartment because they did not have proper forms of identification and haven&#8217;t completed all the\u00a0documentation through Banco do Brasil. He said the residents will be put in the social rent allowance program until they can sort out their documents.<\/p>\n<p>He assured the residents\u00a0that the first three months of rent would be paid but that he expected people would not have to pay rent for long before the apartments will be distributed. Responding to jeers and accusations, he acknowledged that previous governments had left people in the <a href=\"http:\/\/bit.ly\/11lnRj5\" target=\"_blank\">social rent allowance program<\/a>\u00a0instead of giving them an apartment,\u00a0but assured residents that the current administration will not do the same.<\/p>\n<p>&#8220;No one will stay in the social rent allowance program,&#8221; said Costa. &#8220;I am making that guarantee.&#8221;<\/p>\n<figure id=\"attachment_19120\" aria-describedby=\"caption-attachment-19120\" style=\"width: 620px\" class=\"wp-caption aligncenter\"><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2014\/11\/costaDenovo.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-19120 size-content\" title=\"The crowd grew angry during Barra representative Alex Costa's speech. Zezinho stepped in to add: &#8220;Dilma promised this in her campaign, she already signed off on it,&#8221; shrugging his shoulders to the crowd.<\/p>\n<p>Chants of &#8220;No rent!&#8221; interrupted both of the men&#8217;s speeches.\u00a0A mother with two children, each on one arm, said:\u00a0&#8220;We&#8217;ve never had to pay rent in our own home, where will we go when we have to pay R$400 a month? We will be in the street!&#8221;<\/p>\n<p>Lack of information and organization\u00a0in Vila Uni\u00e3o de Curicica have been instrumental for the government in this situation.\u00a0Friday&#8217;s announcement, like that of the demolition of the community, came as a surprise. On Monday people were informed of Tuesday&#8217;s meeting and the time was only announced the morning of the meeting.<\/p>\n<p>With such short notice, two of the resistance&#8217;s most important figures were unable to attend. According to residents, the City has done very little to ensure transparency and disseminate information. Zezinho and Costa used a faulty microphone that made it difficult\u00a0for the majority of people to understand exactly\u00a0what was being said.<\/p>\n<p>Despite Zezinho&#8217;s support for the government and Costa&#8217;s words of assurance, residents continue to advocate for their rights. The meeting will continue on\u00a0Friday November\u00a014 at 7pm at the Neighborhood Association.
