{"id":20167,"date":"2015-02-12T10:37:23","date_gmt":"2015-02-12T13:37:23","guid":{"rendered":"http:\/\/www.rioonwatch.org\/?p=20167"},"modified":"2016-01-28T17:53:05","modified_gmt":"2016-01-28T20:53:05","slug":"mayor-paes-guarantees-higher-education-institution-in-alemao","status":"publish","type":"post","link":"https:\/\/rioonwatch.org\/?p=20167","title":{"rendered":"Mayor Paes Guarantees Higher Education Institution in Alem\u00e3o"},"content":{"rendered":"<p style=\"text-align: right;\"><a href=\"http:\/\/bit.ly\/1Lgxpx3\" target=\"_blank\"><strong><em>Clique aqui para Portugu\u00eas<img decoding=\"async\" width=\"20\" height=\"20\" class=\"alignright size-full wp-image-23766\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" alt=\"\" \/><\/em><\/strong><\/a><\/p>\n<p>In a meeting with activist leaders from <a href=\"http:\/\/bit.ly\/1nEeBwu\" target=\"_blank\">Complexo do Alem\u00e3o<\/a> on February 6, Mayor Eduardo Paes agreed to move forward with the construction of a higher education institution in the community after the project almost fell through due to a failure to provide the\u00a0land to build the campus.<\/p>\n<p>The project to build a campus of the Federal Institute of Rio de Janeiro (IFRJ)\u00a0in Complexo do Alem\u00e3o was set in motion in 2011, when President Dilma Rousseff <a href=\"http:\/\/bit.ly\/1BUgTff\" target=\"_blank\">launched an initiative to open 208 new higher education institutions throughout Brazil<\/a>&#8211;three in the city of Rio de Janeiro.<\/p>\n<p>According to the coordinator of IFRJ&#8217;s Department of Institutional Development and Expansion, Marcos Clivatti Freitag, one of the other campuses was approved for <a href=\"http:\/\/bit.ly\/1acgGWj\" target=\"_blank\">City of God<\/a>\u00a0and the third for\u00a0Pra\u00e7a XI, in a building currently occupied by the Centro de Artes Calouste Gulbenkian. The City chose and approved the locations in 2011 and 2013, respectively, he said.<\/p>\n<p>Despite the approval of the projects, however, authorities delayed building the campuses. As 2015 arrived, the approval for a Complexo do Alem\u00e3o campus expired and the community was outraged.<\/p>\n<h3><b>Community mobilization<\/b><\/h3>\n<p>In Complexo do Alem\u00e3o, the initiative\u2019s slow progress was met with frustration. Alan Brum Pinhero, community leader and general coordinator of\u00a0<a href=\"https:\/\/www.facebook.com\/pages\/Instituto-Ra%C3%ADzes-em-Movimento\/225673534156868\" target=\"_blank\">Instituto Ra\u00edzes em Movimento<\/a>,\u00a0said residents had no knowledge of a higher education project for the community until late 2014, which is why they had not pushed the authorities for faster development.<\/p>\n<p>When the project&#8217;s approval expired in early 2015 the Department of Education\u00a0could have discontinued the initiative and taken back the almost US$3 million (R$8.5 million) it initially allocated to the project. Community leaders created a <a href=\"http:\/\/paneladepressao.nossascidades.org\/campaigns\/610#create_your_profile\" target=\"_blank\"><i>Panela de Press\u00e3o <\/i>petition and wrote an open letter to Mayor\u00a0Paes<\/a>. The petition garnered 2,449 signatures.<\/p>\n<p>The petition demanded Mayor Paes take action by immediately signing a document that guaranteed the completion of the project and by finally donating a space for the institution, the only obstacle keeping IFRJ from beginning construction. Paes accepted these terms at the meeting last week, Pinheiro said.<\/p>\n<p>Complexo do Alem\u00e3o leaders reached out to activists in\u00a0City of God\u00a0to encourage them to also demand the mayor guarantee an institution in their community.<\/p>\n<p>Community leaders, including Pinheiro, have met with IFRJ Provost Paulo Roberto de Assis Passos to discuss the issue, and they intend to keep pressuring both sides to progress with the project.<\/p>\n<p>&#8220;We will have a great IFRJ campus in Complexo do Alem\u00e3o,&#8221; Pinheiro said. &#8220;We won&#8217;t take a step back until the construction of that campus begins here.&#8221;<\/p>\n<h3>Why was space an obstacle?<\/h3>\n<p>Pinheiro said that in 2011 the City had tentatively approved a piece of land for the campus in Complexo do Alem\u00e3o. However, the project was derailed after the implementation of the <a href=\"http:\/\/bit.ly\/1pPLsll\" target=\"_blank\">Pacifying Police Unit (UPP)<\/a> in 2012. The land initially allocated\u00a0to\u00a0the university was instead used to house the Coordinating Body of Pacifying Police (CPP), Pinheiro explained.<\/p>\n<p><a href=\"http:\/\/bit.ly\/1u7NMro\" target=\"_blank\">The CPP is the state\u2019s military police coordinating department<\/a>, which means\u00a0it does not need to be located in a specific community. It could be placed anywhere else including the Cidade da Pol\u00edcia about two kilometers from the community.<\/p>\n<p>&#8220;[The CPP] can very well be built anywhere else in the the state of Rio de Janeiro,&#8221; Pinheiro\u00a0said.<\/p>\n<p>According to an IFRJ press release, the three planned institutions are supposed\u00a0to contribute to the pacification processes in both Complexo do Alem\u00e3o and City of God.<\/p>\n<p>Complexo do Alem\u00e3o leaders have recently identified three other locations in the community that could house the institution. It would not only benefit the young, but everyone in the community.<\/p>\n<p>\u201cIt is important because it would provide all residents with cultural opportunities and knowledge so we can experience new things,\u201d she said.<\/p>\n<p>During Saturday\u2019s community gathering, Pamela Passos, activist and professor at IFRJ, strongly encouraged residents to continue fighting for the implementation of the institution.<\/p>\n<p>\u201cDon\u2019t let that story of \u2018it\u2019s the president\u2019s fault, or the Department of Education\u2019s, or the City\u2019s\u2019 divide you. It doesn\u2019t matter whose fault it is. What matters is that we want IFRJ here,\u201d she said. \u201cThe future of the favela depends on the seeds you plant. I want to plant education. Enough police.
