The occupants had been living in the building for 15 days.<\/p>\n<p>According to <a href=\"http:\/\/bit.ly\/1FeEsDL\" target=\"_blank\">Coletivo Carranca<\/a>, some of the 400 who were evicted from CEDAE were <a href=\"http:\/\/bit.ly\/1Dngnvj\" target=\"_blank\">part of<\/a> the short-lived 8,000-strong occupation of the Telerj\/Oi building in the North Zone, <a href=\"http:\/\/bit.ly\/1NAvyCx\" target=\"_blank\">which was violently dismantled by the Military Police last April<\/a>. Occupants\u00a0of the original <a href=\"http:\/\/bit.ly\/1taza7g\" target=\"_blank\">Telerj\/Oi site<\/a> came from a myriad of communities that are suffering from soaring rent prices like <a href=\"http:\/\/bit.ly\/1FuOlgI\" target=\"_blank\">Mandela<\/a>, <a href=\"http:\/\/bit.ly\/1IfzvhN\" target=\"_blank\">Rato Molhado<\/a>, <a href=\"http:\/\/bit.ly\/16DSInR\" target=\"_blank\">Jacarezinho<\/a>, <a href=\"http:\/\/bit.ly\/JpG8iq\" target=\"_blank\">Cosmos<\/a>, <a href=\"http:\/\/bit.ly\/ZunQBG\" target=\"_blank\">Manguinhos<\/a>, <a href=\"http:\/\/bit.ly\/PUezEC\" target=\"_blank\">Duque de Caxias<\/a> and <a href=\"http:\/\/bit.ly\/1J8jwQ8\" target=\"_blank\">Morro do Sampaio<\/a>.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2015\/04\/IMG_5023.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-21233 size-content\" title=\"&quot;Less stealing, more housing for all,&quot; reads the sign by a CEDAE occupier. Photo: Katja Schilir\u00f2\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2015\/04\/IMG_5023-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2015\/04\/IMG_5023-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>After the violent removals of April 2014, the\u00a0occupants\u00a0went their separate ways but Mayor Eduardo Paes <a href=\"http:\/\/bit.ly\/1hgEUUB\" target=\"_blank\">promised<\/a> to transform the Telerj\/Oi building into public housing\u00a0and added the occupants&#8217; names to the waiting list for federal public housing under the\u00a0<a href=\"http:\/\/bit.ly\/npj8HR\" target=\"_blank\">Minha Casa Minha Vida (MCMV)<\/a>\u00a0program. In the meantime, around 250 people were\u00a0<a href=\"http:\/\/bit.ly\/1mkqLH5\" target=\"_blank\">housed in the gymnasium of Our Lady of Loreto Catholic Church<\/a>, near Rio de Janeiro\u2019s international airport, while waiting for a place to stay. Others were forced to live on the streets or with their relatives, while still others\u00a0received public housing or social rent from the government.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2015\/04\/Celia-Regino1.jpg\"><img decoding=\"async\" class=\"aligncenter wp-image-21297\" title=\"Celia Regino holds up a sign asking for housing. Photo: Christine Wilkes\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2015\/04\/Celia-Regino1.jpg\" alt=\"Celia Regino holds up a sign asking for housing.\" width=\"620\" height=\"826\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2015\/04\/Celia-Regino1.jpg 1000w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2015\/04\/Celia-Regino1-225x300.jpg 225w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2015\/04\/Celia-Regino1-768x1024.jpg 768w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>However, most of the people who were occupying the CEDAE building in Santo Cristo\u00a0came from a favela called Bairro 13 in Santo Cristo, from which they were\u00a0<a href=\"http:\/\/bit.ly\/1CkTXFE\" target=\"_blank\">evicted in February\u00a0of last year<\/a>. <em><a href=\"http:\/\/on.fb.me\/1HhD57e\" target=\"_blank\">Coletivo Mariachi<\/a><\/em> reported that many of the occupants\u00a0&#8220;have been waiting for a home for years, with signed papers by the City that promise to solve the problem.&#8221; One of the occupants, C\u00e9lia Regino (pictured above), claims she has been on a waiting list for public housing assistance for 10 years. \u00a0She stressed that she is fighting for a home not for herself, but for the future of her three nieces and nephews.<\/p>\n<p>Another occupant, Welinson Michel Moreira da Costa, said he and his wife and children had moved to the CEDAE building in order to avoid going further into debt. \u201cI paid for rent for a year, but it\u2019s expensive and each month kept going up,\u201d he said. Once his family moved to CEDAE he started investing in his own home. He spent the money he normally would have used to pay rent to invest in construction materials to build his own <em>barraco<\/em>\u00a0(shack). According to Welinson, once the police took over the CEDAE building, they promised to escort the occupants\u00a0to City Hall to register for the MCMV\u00a0program. Instead, the police used the opportunity to empty out the CEDAE building, removing their belongings and dismantling their shacks.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2015\/04\/IMG_5191.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-21235 size-content\" title=\"CEDAE occupiers are now sleeping in Cinelandia as a protest for housing. Instead of allowing them back into the building, the municipal guard greeted them with pepper spray and rubber bullets, according to Wellison. The crowd of protesters included <a href=\"http:\/\/on.fb.me\/1BTsWcA\" target=\"_blank\">small children, elderly people, and pregnant women<\/a>.<\/p>\n<p>The occupants\u00a0then moved to Cinel\u00e2ndia, in front of the City Council, a space that is being <a href=\"http:\/\/on.fb.me\/1FeFsI3\" target=\"_blank\">heavily supervised by police<\/a>. The Office of the Public Defender for the State of Rio de Janeiro has <a href=\"http:\/\/on.fb.me\/1BTqZwI\" target=\"_blank\">publicly guaranteed<\/a> the right of the protesters to occupy the square. However, reports on social media claim the police have <a href=\"http:\/\/on.fb.me\/1I90ETB\" target=\"_blank\">attempted to disperse<\/a>\u00a0the occupants\u00a0on <a href=\"http:\/\/on.fb.me\/1I8Wzi5\" target=\"_blank\">multiple occasions<\/a>. The original protesters from CEDAE have since been joined by other families looking for housing assistance as well.<\/p>\n<p>\u201cIt\u2019s been a week of sleeping in the sun and the rain, spending the whole day outside,\u201d said Eduardo Felipe Aparecido Cunha. His family has been taking shelter with approximately 40 other families\u00a0at night under the <a href=\"http:\/\/on.fb.me\/19PBOtg\" target=\"_blank\">awning of the Universal Church situated next to the protest site<\/a>. He is hoping the occupation will compel the city to follow through with its promise to add his family to the MCMV\u00a0program. When 18-year-old Wellison was asked what he wanted to see happen, he echoed the other protesters and answered simply: \u201cA solution. Housing.
