{"id":21210,"date":"2015-04-27T08:12:15","date_gmt":"2015-04-27T11:12:15","guid":{"rendered":"http:\/\/www.rioonwatch.org\/?p=21210"},"modified":"2022-04-16T10:54:45","modified_gmt":"2022-04-16T13:54:45","slug":"vale-encantado-an-emerging-example-for-sustainable-communities","status":"publish","type":"post","link":"https:\/\/rioonwatch.org\/?p=21210","title":{"rendered":"Vale Encantado: An Emerging Example for Sustainable Communities"},"content":{"rendered":"<p style=\"text-align: right;\"><a href=\"https:\/\/bit.ly\/3d4bxYL\" target=\"_blank\" rel=\"noopener\"><strong><em>Clique aqui para Portugu\u00eas<\/em><\/strong><img decoding=\"async\" class=\"alignright wp-image-23766 size-full\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" width=\"20\" height=\"20\" \/><\/a><\/p>\n<p><em>RioOnWatch visited <a href=\"http:\/\/bit.ly\/1lXTQyl\" target=\"_blank\" rel=\"noopener\">Vale Encantado<\/a> a few weeks ago\u00a0on an <a href=\"http:\/\/bit.ly\/CCECV\" target=\"_blank\" rel=\"noopener\">educational visit<\/a> with Pratt University&#8217;s <a href=\"http:\/\/bit.ly\/1Qx2W1o\" target=\"_blank\" rel=\"noopener\">urban planning graduate students<\/a>.<\/em><\/p>\n<p>Vale Encantado is part of Alto Da Boa Vista, a region of Rio tucked into the Tijuca rainforest. The community got its name from\u00a0a luxury condominium complex that was supposed to be named \u201cEnchanted Valley\u201d before its construction was stalled in the late 1960s. Originally named &#8216;Taquara do Alto da Boa Vista,&#8217; it was settled by workers and owners of the coffee plantations that had been planted in the region prior to\u00a01860. But following Peter II of Portugal&#8217;s pronouncement that the region would be reforested, in 1861, they were then\u00a0banned from producing coffee. Over the following century workers and their descendants who stayed in the area turned to agriculture, then floriculture and later granite mining as prime sources of income.\u00a0Just short of Rio&#8217;s 1992 Earth Summit, their final extractive venture&#8211;granite mining&#8211;was banned due to increasing environmental awareness\u00a0associated with the event. The community&#8217;s economy, unable to recover, stalled.<\/p>\n<p>Many families moved elsewhere, leaving only those who had ties to the land or who lacked the economic means to leave. About 140 people live in Vale Encantado today. Women whose husbands had died in the community&#8217;s dangerous former industries were left with households to care for and no sources of income.<\/p>\n<figure id=\"attachment_21358\" aria-describedby=\"caption-attachment-21358\" style=\"width: 620px\" class=\"wp-caption aligncenter\"><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2015\/04\/OtaviaSpeaksValeEncantado-e1429828609918.jpg\"><img decoding=\"async\" class=\"wp-image-21358 size-content\" title=\"Ot\u00e1vio addresses the Pratt University group.\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2015\/04\/OtaviaSpeaksValeEncantado-e1429828609918-620x264.jpg\" alt=\"Ot\u00e1vio addresses the Pratt University group.\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2015\/04\/OtaviaSpeaksValeEncantado-e1429828609918-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2015\/04\/OtaviaSpeaksValeEncantado-e1429828609918-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><figcaption id=\"caption-attachment-21358\" class=\"wp-caption-text\">Ot\u00e1vio addresses the Pratt University group<\/figcaption><\/figure>\n<p>In constant search for a solution, <a href=\"http:\/\/bit.ly\/1BsH7Vy\" target=\"_blank\" rel=\"noopener\">Ot\u00e1vio Barros<\/a>, a 5th\u00a0generation resident elected president of the Vale Encantado Residents&#8217; Association in 2005, got his answer upon being introduced to\u00a0the French friend of a neighbor from the nearby condo. Upon meeting Ot\u00e1vio and discovering the sustainability\u00a0gem that is Vale Encantado,\u00a0Jerome Auriac encouraged Ot\u00e1vio to look into eco-tourism and\u00a0established the French\u00a0NGO <a href=\"http:\/\/bit.ly\/1KgGrt5\" target=\"_blank\" rel=\"noopener\">ABAQUAR\u00a0Paris<\/a>\u00a0to help. They began working together\u00a0to build the potential of Vale Encantado for environmental tourism, Ot\u00e1vio becoming formally trained as a guide and establishing the Vale Encantado Cooperative in 2007, to provide employment to community families while supporting the environment.<\/p>\n<p>Thus the co-op&#8217;s activities\u00a0began by giving\u00a0<a href=\"http:\/\/bit.ly\/1bz1xaL\" target=\"_blank\" rel=\"noopener\">ecological tours<\/a>\u00a0in the forest which today envelops\u00a0the community. A local home was used to host tour groups. Immediately, however, a search for more adequate facilities began and in 2009 ABAQUAR Paris provided resources\u00a0to help\u00a0with the purchase\u00a0of\u00a0the co-op\u2019s building. In March of 2010, members were able to fully pay off the space using income from that year\u2019s tourist visits.<\/p>\n<p>Today,\u00a0the co-op has been able to generate employment for 12 out of the 20 original members and they are working to\u00a0build\u00a0demand for tours and a their unique restaurant dining experience to pay\u00a0more members and generate greater full-time opportunities for community engagement. Of the 12 current members, six work full-time at the cooperative while the other six have outside employment as well. In Ot\u00e1vio&#8217;s case, he was able to leave his prior job of 25 years, as a secretary at Rio&#8217;s Pontifical Catholic University (PUC), to dedicate himself full-time to being a guide and developing\u00a0the community. Given the community&#8217;s small scale, this handful of opportunities reaches all corners of the community.<\/p>\n<p>To ensure expansion, after subtracting outside expenditures from the co-ops&#8217; income, 20% is invested back into the co-op. Currently, the set wage for all co-op workers is US$1.50 (R$4.50) an hour. Some members choose to reinvest greater portions of their salaries into the co-op. They expect\u00a0to have more full-time work and higher wages as\u00a0tourist demand rises. The opening of the <a href=\"http:\/\/bit.ly\/1vxmYNX\" target=\"_blank\" rel=\"noopener\">cooperative restaurant<\/a>\u00a0in addition to other\u00a0<a href=\"http:\/\/www.rioonwatch.org\/?p=17816\" target=\"_blank\" rel=\"noopener\">sustainable projects<\/a>\u00a0budding in Vale Encantado are bound to increase daily traffic in and out of this mini-paradise.<\/p>\n<p>Over the past six months, Vale Encantado has made progress on\u00a0a\u00a0multitude of exciting projects beyond its initial solar panel project, including the <a href=\"http:\/\/bit.ly\/1uSanop\" target=\"_blank\" rel=\"noopener\">installation of a biodigester<\/a>,\u00a0the\u00a0development of a sewerage plan, continued efforts to gain\u00a0land titles, and the building of a new neighborhood association headquarters, a community garden and the rustic and beautifully designed cooperative restaurant.<\/p>\n<figure id=\"attachment_21355\" aria-describedby=\"caption-attachment-21355\" style=\"width: 620px\" class=\"wp-caption aligncenter\"><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2015\/04\/MealValeEncantado-e1429828721672.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-21355\" title=\"Meal from co-op restaurant: Jacalhau (jack-fruit rendition of traditional Portuguese codfish dish)\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2015\/04\/MealValeEncantado.jpg\" alt=\"Meal from co-op restaurant: Jacalhau (jack-fruit rendition of traditional Portuguese codfish dish)\" width=\"620\" height=\"825\" \/><\/a><figcaption id=\"caption-attachment-21355\" class=\"wp-caption-text\">Meal from co-op restaurant: Jacalhau (jack-fruit rendition of traditional Portuguese codfish dish)<\/figcaption><\/figure>\n<p>Through a partnership with PUC, the co-op\u00a0currently provides training and income to a\u00a0family in Vale Encantado to manage the incipient\u00a0community garden which will ultimately\u00a0provide\u00a0supplies for the cooperative restaurant, the community, as well as produce\u00a0to sell. Community members have built pipes that channel water from their homes, which combine with the sewage pipes from the condominium up the hill, all of which is released into the forest below the community. Naturally occurring\u00a0banana trees below may help\u00a0cleanse some of this water, but there has been no intentional investment on the part of the city, condominiums or community to improve the situation until Vale Encantado co-op members made it their goal to remove this sewage from the surrounding environment. Partnering with the Federal University of Rio de Janeiro (UFRJ), the community is now undertaking\u00a0a thorough study\u00a0to establish an ecological sewerage treatment model. A range of solutions are being considered, from constructed wetlands-type models to biodigesters.\u00a0Ot\u00e1vio plans to approach the condo community for support once the new program is implemented, as it will be cleaning their sewage as well.<\/p>\n<figure id=\"attachment_21361\" aria-describedby=\"caption-attachment-21361\" style=\"width: 620px\" class=\"wp-caption aligncenter\"><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2015\/04\/ViewValeEncantado-e1429828844653.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-21361\" title=\"View of Vale Encantado\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2015\/04\/ViewValeEncantado.jpg\" alt=\"View of Vale Encantado\" width=\"620\" height=\"930\" \/><\/a><figcaption id=\"caption-attachment-21361\" class=\"wp-caption-text\">View of Vale Encantado<\/figcaption><\/figure>\n<p>Ot\u00e1vio is also working on obtaining land titles for the Vale residents. He is at the end of the titling process and hopes to gain protection against <a href=\"http:\/\/bit.ly\/1F7bcyK\" target=\"_blank\" rel=\"noopener\">current threats of eviction<\/a>. The association building is being built thanks to last year&#8217;s Enchanted Festival, which takes place annually in the private club between the community and the condominium above. The festival has brought Brazilian greats like Seu Jorge\u00a0and Criolo\u00a0to perform. Ot\u00e1vio and another guide continue to give tours of the forest and are starting to receive guests in the upgraded co-op restaurant. Ot\u00e1vio and other\u00a0co-op members have been working for five years to improve the restaurant space, and recently partnered with an architecture professor and students from UFRJ who provided the architectural design for the interior and deck of the restaurant. Its small scale and vocation for sustainability make it <a href=\"http:\/\/bit.ly\/LEED-Up\" target=\"_blank\" rel=\"noopener\">the perfect laboratory<\/a> for incubating, developing, and showcasing sustainable practices that can be applied in favelas across Rio de Janeiro and elsewhere around the world.<\/p>\n<p>The tours are high quality\u00a0and <a href=\"http:\/\/bit.ly\/1bz1xaL\" target=\"_blank\" rel=\"noopener\">prices are posted online<\/a>. However, several tourist agencies are unwilling to work with the co-op\u00a0because of this transparency, which leaves them no wiggle room to attach a hefty fee. As a result, most of Vale Encantado\u2019s visitors learn of the community and its tours via word of mouth.
