The book\u00a0<em>SMH 2016: Removals in Olympic Rio de Janeiro<\/em>\u00a0maps\u00a0<a href=\"http:\/\/bit.ly\/1pO06YP\" target=\"_blank\">forced evictions<\/a>\u00a0by the <a href=\"http:\/\/bit.ly\/1nZkXpa\" target=\"_blank\">Mayor Eduardo Paes<\/a>\u00a0administration from\u00a0<a href=\"http:\/\/bit.ly\/1KJl5F2\" target=\"_blank\">2009 to\u00a02013<\/a>\u2014more than 65,000\u2014and concludes that Paes oversaw more evictions than his predecessors [most associated with evictions] <a href=\"http:\/\/bit.ly\/1OWOi5a\" target=\"_blank\">Pereira Passos<\/a>\u00a0(1900s) and <a href=\"http:\/\/bit.ly\/1DQdUEX\" target=\"_blank\">Carlos Lacerda<\/a>\u00a0(1960s) combined.<\/p>\n<p>The work is the result of a final-year research project by\u00a0undergraduate Architecture and Urbanism student Lucas Faulhaber, who has since graduated from the Fluminense Federal University (UFF). Journalist Lena Azevedo and photographer <a href=\"http:\/\/bit.ly\/1xsKQ7D\" target=\"_blank\">Luiz Baltar<\/a> were invited by publishing house M\u00f3rula Editorial to join the project and the book emerged. In the second part of the book, Lena conducts interviews with 12 residents who had to leave their homes. The preface is signed by <a href=\"http:\/\/bit.ly\/1ENGef9\" target=\"_blank\">Raquel Rolnik<\/a>, professor at the University of S\u00e3o Paulo and UN rapporteur on the right to adequate housing from\u00a02008 to\u00a02014.<\/p>\n<p>Faulhaber&#8217;s original intention was to prove that, while many use the lack of planning to justify the so-called \u2018<a href=\"http:\/\/bit.ly\/1Moarbd\" target=\"_blank\">divided city<\/a>,\u2019 exclusion is in fact mainly the result of an urban planning strategy. &#8220;By investigating the development of plans, laws and infrastructure projects in Rio, I could identify huge numbers of planned dispossessions of lands in place and later of removals that were considered fundamental to the implementation of projects, especially in recent years,&#8221; he explains.<\/p>\n<p>The architect says\u00a0there is a process of violations of rights that is obscured\u00a0by the Olympics. &#8220;The removal of the poorest from their places of residence is always considered a fundamental pre-requisite\u00a0for the enhancement of the region; [as the saying goes] \u2018eggs must be broken to make an omelette.\u2019 This is how it was with the boot-down of Pereira Passos, with the fires in the South Zone favelas\u00a0during the Lacerda government, and now it is no different during the preparations for the World Cup and Olympics,&#8221; he says.<\/p>\n<p>Since the start of the building and construction works for the World Cup and the Olympic Games, Eduardo Paes has been questioned about forced evictions. He has repeated that these infrastructure works are not exclusively for the\u00a0sporting events, but to benefit the population. In 2014, when Amnesty International received a petition for an end to forced evictions, Paes admitted that the City\u00a0had not \u201cspoken\u00a0enough&#8221; with residents removed from their houses due to the construction of the <a href=\"http:\/\/bit.ly\/1nu79XK\" target=\"_blank\">express bus lines Transcarioca and TransOl\u00edmpica<\/a>.<\/p>\n<p>Earlier, in 2013, in an interview with <em>Carta Capital<\/em> magazine, the mayor justified the <a href=\"http:\/\/bit.ly\/1KJl5F2\" target=\"_blank\">evictions<\/a>. &#8220;Most of the removals are formal expropriations in middle-class and lower-middle-class areas. Removals in favelas\u00a0usually occur in <a href=\"http:\/\/bit.ly\/1m4KHPf\" target=\"_blank\">areas prone to hazards<\/a>. We offer what is called a (monthly) <a href=\"http:\/\/bit.ly\/11lnRj5\" target=\"_blank\">social rent<\/a>\u00a0payment of R$400 (US$130), indemnities, or a\u00a0<a href=\"http:\/\/bit.ly\/1lTMw0y\" target=\"_blank\">Minha Casa Minha Vida<\/a>\u00a0[social housing] unit. It is true that many of the <a href=\"http:\/\/bit.ly\/1sRZO79\" target=\"_blank\">[social housing] apartments<\/a> are in the <a href=\"http:\/\/bit.ly\/14ViRBO\" target=\"_blank\">West Zone<\/a> of the city. But they can choose. They say that the <a href=\"http:\/\/bit.ly\/11lnRj5\" target=\"_blank\">rent is low<\/a>, but I have 9,000 families enrolled in the program. If they disagree with the amount given as compensation, they can go to court.
