{"id":22728,"date":"2015-06-29T09:30:10","date_gmt":"2015-06-29T12:30:10","guid":{"rendered":"http:\/\/www.rioonwatch.org\/?p=22728"},"modified":"2022-01-21T14:19:47","modified_gmt":"2022-01-21T17:19:47","slug":"promises-for-technological-education-in-mare-are-forgotten-by-city-hall","status":"publish","type":"post","link":"https:\/\/rioonwatch.org\/?p=22728","title":{"rendered":"Promises for Technology Education in Mar\u00e9 are Forgotten by City Hall"},"content":{"rendered":"<p style=\"text-align: right;\"><a href=\"http:\/\/bit.ly\/1FLAH6l\" target=\"_blank\" rel=\"noopener\"><strong><em>Clique aqui para Portugu\u00eas<img decoding=\"async\" width=\"20\" height=\"20\" class=\"alignright size-full wp-image-23766\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" \/><\/em><\/strong><\/a><\/p>\n<p>Many projects were promised when the City and State of Rio de Janeiro turned their attention to social program planning in\u00a0<a href=\"http:\/\/bit.ly\/1csqpir\">Complexo da Mar\u00e9<\/a>.\u00a0The authorities began to consider investing in social programs within the pacified communities when they identified the incapacity\u00a0of guaranteeing quality of life improvements strictly by militarizing the favelas, despite spending nearly R$2 million (US$639,019) per day to install the\u00a0<a href=\"http:\/\/bit.ly\/1vxpbnf\">Pacifying Police Unit (UPP)<\/a>\u00a0in Mar\u00e9. Issues such as basic sanitation, health, mobility, and early and digital education were allocated funding, in a community that\u00a0represents <a href=\"http:\/\/glo.bo\/1pqljat\">one of the lowest<\/a> Human Development Index (IDH) rankings in the city.<\/p>\n<p>Residents of Rua Bento Ribeiro Dantas, one of Mar\u00e9\u2019s 16 favelas, located near the Yellow Highway (Linha Amarela), are awaiting the installation of a\u00a0<a href=\"http:\/\/bit.ly\/1cnhmct\">Nave do Conhecimento<\/a>\u00a0(Ship of Knowledge community learning center), due to be installed in December 2014 by Rio\u2019s City Hall. Five other favelas have already benefited from the program elsewhere in the city, including\u00a0<a href=\"http:\/\/bit.ly\/1neebwu\">Complexo do Alem\u00e3o<\/a>, also located in the\u00a0<a href=\"http:\/\/bit.ly\/1kza3h9\">North Zone<\/a>.<\/p>\n<p>The Nave do Conhecimento offers courses on culture, technology, and information technology. According to the site, all of the courses focus on residents\u2019 every-day reality, critical thinking and actions, and the promotion and appreciation\u00a0of the human being and the urban territory of favela communities.<\/p>\n<p>Gabriel Loiola, 21, is a resident and receptionist at the\u00a0<a href=\"http:\/\/on.fb.me\/1sh2dsm\"><em>Nave<\/em> in\u00a0Nova Bras\u00edlia<\/a>. He states that the knowledge acquired through the courses creates opportunities for professionalization and, especially, knowledge for daily life in the favela. \u201cThe photography course is very much sought after by young kids. And with this, they don\u2019t just learn technical knowledge. In the end, to know how to photograph is important because it allows us to document\u00a0our history\u201d, affirmed Gabriel.<\/p>\n<p>The Mar\u00e9 Linear Park, where the new technology institute will be built, is known by its residents as Ciclovia do Pinheiro (Pinheiro Bike Path). In addition to space to ride one&#8217;s\u00a0bike, there is a soccer field and a playground. Residents use that space night and day and there is no sign stating that the area will be remodeled. Local businesses also did not know of the news. \u201cWhat I know is that there will be an amusement park at the weekend. It will be here for a month,\u201d a resident said. Cyclist Viviane Oliveira, 32, uses the bike path at her daughter\u2019s request. \u201cIt is an important space for leisure, but the authorities and even other residents don\u2019t respect it. I have grown tired of using it and seeing residents drive through on their motorcycles. I won\u2019t even mention the broken toys and the parking lot. There are already few spaces of leisure and they are becoming more sparse.\u201d Part of the bike path is being used for the construction of a\u00a0second Family Clinic, estimated to be finished\u00a0in December of this year. <a href=\"https:\/\/bit.ly\/3fMPxFy\" target=\"_blank\" rel=\"noopener\">Vila do Pinheiro<\/a> has 2,300 homes and approximately 16,000 residents.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2015\/06\/photography-class.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-22754 size-content\" title=\"Photography class is important for young people who want to document their lives \" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2015\/06\/photography-class-620x264.jpg\" alt=\"Photography class is important for young people who want to document their lives \" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2015\/06\/photography-class-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2015\/06\/photography-class-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>The integration of educational programs\u00a0was thought of in order to combat the inequality of digital literacy. All of the programs offered are free and open to all ages. They promote access to leisure, training, art and new digital media. According to data from the 2010 Census, the level of illiteracy\u00a0in Mar\u00e9 between 10-14 year-old children and teens is close to 5%, significantly higher than the rest of the municipality. Resident L\u00eddia F\u00e9liz, 24, believes many of the promises are linked to the idea of \u201crescuing local citizenship,\u201d borrowed from the commercial media discourse regarding the community after the armed forces entered the favela. She adds, \u201cSince they made promises, they have to follow through. We as\u00a0residents must demand this. I don\u2019t only think of my niece, but of all the children that live in Mar\u00e9.&#8221;<\/p>\n<p>Another initiative implemented to help spread technological education among children, teens, and adults is the project\u00a0<a href=\"http:\/\/on.fb.me\/1j8lkhb\">Casa Rio Digital<\/a> (Rio Digital House), located on the main\u00a0road in the community. Within the project, certain concepts such as democratization, integration, diversity, and network-based work are developed. However, publicity for the project does not reach the majority of the population.<\/p>\n<p>While residents await the realization of these promises, City Hall believes people will forget them. Leonardo N\u00f3brega, 20, resident of Parque Uni\u00e3o, does not frequent the space but thinks the delays have been dishonest, \u201cThis happens because they do not have any real intention to serve the community. Since they have the power, they do as they want. Living in a war zone, how can residents feel they have a right to demand these services?\u201d he questions.<\/p>\n<p>The Special Secretariat for Science and Technology (SECT) and the Municipal Housing Secretariat (SMH) responsible for the construction of the Nave do Conhecimento in Mar\u00e9, were sought for comments, but hadn\u2019t responded at the time of publication.<\/p>\n<p><em>*<a href=\"http:\/\/bit.ly\/1P8ydpr\" target=\"_blank\" rel=\"noopener\">Tha\u00eds Cavalcante<\/a> is a 21-year-old community journalist, born and raised in\u00a0Nova Holanda, one of the favelas in Complexo da Mar\u00e9.
