That&#8217;s right, with this very nomenclature. It is the UNIT to POTENTIALIZE the POOR. Hostility towards the former [<a href=\"http:\/\/bit.ly\/1lIGSxv\" target=\"_blank\">UPP<\/a>] project led to\u00a0the emergency creation of this new attempt to give significance to\u00a0the polemic\u00a0and failed project of the State, that\u00a0recognized its mistakes\u00a0and therefore decided to give life to this new Unit.<\/p>\n<p dir=\"ltr\">We have therefore decided to conduct an analysis of\u00a0what this new moment\u00a0entails\u00a0and what exactly it is\u00a0the government will be putting into action in the State&#8217;s favelas and peripheries.<\/p>\n<p dir=\"ltr\">Firstly,\u00a0a permanent forum would be crated\u00a0including\u00a0knowledgeable popular and academic figures, and <a href=\"http:\/\/bit.ly\/1rkcjHD\" target=\"_blank\">managed by local residents<\/a>, so that through them the real needs of each area would be identified.\u00a0Those involved have no ties to political parties or NGOs, with no personal interests, only collective\u00a0ones, since these meetings would define the concrete actions to be carried out.<\/p>\n<p dir=\"ltr\">Secondly, with the presentation of proposals comes the division of tasks and duties (note a\u00a0caveat, that those involved will be remunerated\u00a0by the State) and at this point a new chapter would\u00a0start in the history of the favelas, only this time with a solid and proper initiative, bringing a light of hope to many, as residents will receive an injection of morale and greater\u00a0integration into the city. The residents who get involved would\u00a0become transformative local agents in their alleys, their street, and in this way help their local area before anything else, putting macro actions aside and working &#8216;in loco,&#8217; where they live, where they have childhood friends, taking responsibility for influencing\u00a0many others.<\/p>\n<p dir=\"ltr\">At a third point in time, we would see direct action by the public authorities after previously realized public consultations, with the purpose of executing what was learned and installing what I would call &#8220;KNOWLEDGE BASES&#8221;\u2014places with access to the most diverse information for residents&#8217; development. These places would be chock\u00a0full\u00a0of books and accounts of local history, <a href=\"http:\/\/bit.ly\/1MkZDqI\" target=\"_blank\">computers with Internet access<\/a>, document printing\u00a0and access to everyone&#8217;s\u00a0correspondence. Ideally this would be\u00a0funded by residents to provide\u00a0a sense of ownership. There should be about ten of these bases\u00a0spread out in strategic locations across the favela, with easy access for all, including access for the elderly who may have limited mobility.<\/p>\n<p dir=\"ltr\">In the fourth phase, local culture would be disseminated and incentivized, weekly events planned with local organizers who already do this in the territory, carrying forward\u00a0and redeeming\u00a0local values through residents themselves and in this way strengthening local businesses, generating\u00a0income for those who have always lived in the favela. The events would be carried out by the favela, for the favela, without intermediaries, without gaps or (imposed) limits. It would also be a great campaign of personal strength for each resident, enabling them to interact more with their place of origin, spending and consuming\u00a0locally, valuing those who provide training on financial administration, home\u00a0economics, means of generating income, even autonomously. The more people were enabled, the more residents would be\u00a0POTENTIALIZED.<\/p>\n<p dir=\"ltr\">We would be induced\u00a0to learn and POTENTIALIZE\u00a0ourselves and others, something which has been done for years among those who govern this world; they are taught from childhood, in their homes, in their schools and universities, to potentialize each other, which until today\u00a0has been denied us. We were robbed of the right to be critical\u00a0beings, this has been the great crux of the issue. When we\u2019re not encouraged to think of others, we\u2019re removed from everything that enables our survival. Equal rights, good schools that have teachers, safety that is truly provided\u00a0by public bodies committed\u00a0to local communities and not corrupt or bloodthirsty outsiders. Honest and incorruptible local administrators who don&#8217;t allow themselves to be seduced by crumbs to back electoral campaigns. When there is an understanding that the favela can\u00a0self-manage, and isn\u2019t just a MARGINALIZED place, a place seen only from a dark and shadowed perspective, then you\u00a0can be sure that we have understood\u00a0POTENTIALIZATION.<\/p>\n<p dir=\"ltr\">Given\u00a0these few observations I managed to list\u2014and a handful are still missing\u2014I propose and dream of the creation of this new government project, and also a change in the nomenclature\u00a0of the old Pacifying Police Unit \u2013 UPP, to UNIT TO POTENTIALIZE THE POOR. Who knows, maybe\u00a0we&#8217;ll see\u00a0an awakening on the part of the sagacious\u00a0critics of <a href=\"http:\/\/bit.ly\/1U6b5hx\" target=\"_blank\">this genocide currently\u00a0taking place<\/a>, so as\u00a0to help potentialize\u00a0us rather than\u00a0seeing us dead as just another newspaper statistic.<\/p>\n<p dir=\"ltr\">This text is a dream, the\u00a0wish\u00a0of\u00a0someone who lives here in an enormous favela, which today is militarized by a failed project and which has demonstrated countless mistakes, which has no type\u00a0of dialogue.
