With one year to go to the 2016 Olympic and Paralympic Games,\u00a0<em>RioOnWatch<\/em>\u00a0offers this summary of what you need to know\u00a0about the preparations for the global event and how it has affected\u00a0residents across Rio de Janeiro.<\/p>\n<h3>Forced Evictions<\/h3>\n<p><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-22405 size-content\" title=\"Conflict at attempted demolitions in Vila Aut\u00f3dromo\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2015\/06\/Autodromo-eviction-620x264.jpg\" alt=\"Conflict at attempted demolitions in Vila Aut\u00f3dromo\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2015\/06\/Autodromo-eviction-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2015\/06\/Autodromo-eviction-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/p>\n<p>The topic of <a href=\"http:\/\/bit.ly\/1pO06YP\" target=\"_blank\">forced evictions<\/a>\u00a0is a frequent\u00a0one when it comes to building infrastructure for global sporting events, and Rio de Janeiro has seen some of the highest rates of forced evictions associated with any mega-event. Most striking, however,\u00a0Rio&#8217;s\u00a0pre-Olympic period saw the largest number of evictions and displacements in the City&#8217;s history: according to the book\u00a0<a href=\"http:\/\/bit.ly\/1JnWsNg\" target=\"_blank\"><em>SMH 2016: Removals in Olympic Rio de Janeiro<\/em><\/a> by architect Lucas Faulhaber and journalist Lena Azevedo, more than 67,000 people were\u00a0evicted just from 2009 to 2013\u2013this is more than were evicted under both Pereira Passos and Lacerda administrations (those most notable for evictions in Rio\u2019s history) put together. In <a href=\"http:\/\/bit.ly\/1EYRaXr\" target=\"_blank\">an interview<\/a> with\u00a0<em>Brasil de Fato<\/em>, <a href=\"http:\/\/bit.ly\/1bZEKUX\" target=\"_blank\">translated and published by <\/a><em><a href=\"http:\/\/bit.ly\/1bZEKUX\" target=\"_blank\">RioOnWatch<\/a>,\u00a0<\/em>Faulhaber argues that the Olympics are not the real reason for the evictions but that the sporting event is being used to legitimize them, as well to press ahead\u00a0with the timeline. Mandates for public consultation have been ignored due to the perceived urgency of &#8216;preparing the city for the Games.&#8217;<\/p>\n<p>One of the\u00a0most dramatic forced evictions stories is that of\u00a0<a href=\"http:\/\/bit.ly\/VilaAut\" target=\"_blank\">Vila Aut\u00f3dromo<\/a>, a community that has been standing for more than 40 years and which neighbors the future Olympic Park. Titles were provided to residents nearly two decades ago by the state government, but\u00a0the Mayor\u00a0claims these were a sham and that it must be removed for Olympic works even though the <a href=\"http:\/\/bit.ly\/1BMu955\" target=\"_blank\">approved Olympic design maintained the community<\/a> in place. It is widely held among close followers of the case, rather, that the community was used as currency to convince developers to carry out\u00a0Olympic works, knowing the Olympic Park and <a href=\"http:\/\/bit.ly\/1wbVvTh\" target=\"_blank\">surrounding areas<\/a> will be repurposed for luxury developments after the Games.<\/p>\n<p>Always a safe community, with a large number of residents who chose the community for its tranquility,\u00a0Vila Aut\u00f3dromo is now a mixture of half-demolished houses and homes populated by residents who are still resisting the City&#8217;s negotiation tactics. After a long process of negotiation made possible thanks to the community&#8217;s legendary resistance&#8211;that has included treacherous <a href=\"http:\/\/bit.ly\/11Pjk7Q\" target=\"_blank\">divide and conquer tactics<\/a>&#8211;over\u00a0<a href=\"http:\/\/bit.ly\/1I0T1Pp\" target=\"_blank\">590 of the 760 properties<\/a> in the community have now been vacated. Although many people who were displaced <a href=\"http:\/\/bit.ly\/17EnRNK\" target=\"_blank\">received compensation<\/a> or were <a href=\"http:\/\/bit.ly\/1ekEVfr\" target=\"_blank\">moved to public housing<\/a>, the destruction of a valuable community is\u00a0<a href=\"http:\/\/bit.ly\/1UrDzjw\" target=\"_blank\">being mourned<\/a> by families who are <a href=\"http:\/\/bit.ly\/1f3cxyy\" target=\"_blank\">still resisting<\/a>,\u00a0insisting that the <a href=\"http:\/\/bit.ly\/1nGhGgf\" target=\"_blank\">Mayor&#8217;s promise<\/a> that those who desired to stay would be permitted to do so, must be upheld.<\/p>\n<p>Although Vila Aut\u00f3dromo has been central in the discussion of forced evictions, <a href=\"http:\/\/bit.ly\/1pO06YP\" target=\"_blank\">dozens of communities have suffered<\/a> with Olympic and World Cup works\u00a0and the opportunity for reconfiguring the city\u00a0that has come with these mega-events. About one kilometer away from the Olympic Park,\u00a0<a href=\"http:\/\/bit.ly\/1qZSJ1T\" target=\"_blank\">Vila Uni\u00e3o de Curicica<\/a>\u00a0was first told it would receive investments and upgrades, then told all residents would be removed into <a href=\"http:\/\/bit.ly\/1lTMw0y\" target=\"_blank\">Minha Casa Minha Vida<\/a> public housing for the construction of the <a href=\"http:\/\/bit.ly\/1nu79XK\" target=\"_blank\">Bus Rapid Transit (BRT)<\/a>\u00a0system. In April of this year, the <a href=\"http:\/\/bit.ly\/1Hsnswi\" target=\"_blank\">first demolitions took place<\/a> without any communication or justification from authorities.\u00a0Writing for\u00a0<em>RioOnWatch\u00a0<\/em>in May of 2014, Stefan Johnson\u00a0<a href=\"http:\/\/bit.ly\/1nu79XK\" target=\"_blank\">concluded<\/a> that the BRT &#8220;has led to the <a title=\"Transcarioca: Irregularities and Evictions in Olympic Roadworks\" href=\"http:\/\/www.rioonwatch.org\/?p=5730\" target=\"_blank\">eviction and displacement<\/a> of entire communities, including <a href=\"http:\/\/bit.ly\/SKMHnN\" target=\"_blank\">Largo do Campinho<\/a>, <a href=\"http:\/\/bit.ly\/XsQhO0\" target=\"_blank\">Vila Harmonia<\/a>, <a href=\"http:\/\/bit.ly\/13ohYio\" target=\"_blank\">Restinga<\/a> and <a href=\"http:\/\/bit.ly\/U2YRaK\" target=\"_blank\">Vila Recreio II<\/a>.&#8221;<\/p>\n<p>As\u00a0we approach the Games,\u00a0<em>RioOnWatch<\/em>\u00a0noticed a worrying trend of <a href=\"http:\/\/bit.ly\/1FLcuNj\" target=\"_blank\">lightning evictions<\/a>\u2013<a href=\"http:\/\/bit.ly\/1pO06YP\" target=\"_blank\">forced evictions<\/a>\u00a0with little or no warning and tenuous court approval\u2013when several communities across Rio saw violent scenes of people being dragged out of their homes\u00a0to see them demolished.<\/p>\n<p>Other communities that suffered forced evictions not mentioned above and covered by <em>RioOnWatch<\/em>:<\/p>\n<ul>\n<li><a href=\"http:\/\/bit.ly\/1jqQCNc\" target=\"_blank\">Provid\u00eancia<\/a><\/li>\n<li><a href=\"http:\/\/bit.ly\/1hXNzRG\" target=\"_blank\">Santa Marta<\/a><\/li>\n<li><a href=\"http:\/\/bit.ly\/1lVROPN\" target=\"_blank\">Metr\u00f4-Mangueira<\/a><\/li>\n<li><a href=\"http:\/\/bit.ly\/1nTi9bg\" target=\"_blank\">Manguinhos<\/a><\/li>\n<li><a href=\"http:\/\/bit.ly\/1qGVJCc\" target=\"_blank\">Indiana<\/a><\/li>\n<li><a href=\"http:\/\/bit.ly\/19bLMEp\" target=\"_blank\">Vila Laboriaux<\/a>, Rocinha<\/li>\n<li><a href=\"http:\/\/bit.ly\/1MLtTxX\" target=\"_blank\">Largo do Tanque<\/a><\/li>\n<li><a href=\"http:\/\/bit.ly\/1KPjJvO\" target=\"_blank\">Horto<\/a><\/li>\n<li><a href=\"http:\/\/bit.ly\/1hiDEXD\" target=\"_blank\">Pav\u00e3o-Pav\u00e3osinho<\/a><\/li>\n<li><a href=\"http:\/\/bit.ly\/1KPjtKz\" target=\"_blank\">Estradinha<\/a><\/li>\n<li><a href=\"http:\/\/bit.ly\/1ttTW58\" target=\"_blank\">Vila Taboinha<\/a><\/li>\n<li><a href=\"http:\/\/bit.ly\/1W0ving\" target=\"_blank\">Vila das Torres<\/a><\/li>\n<li><a href=\"http:\/\/bit.ly\/1PNlhqx\" target=\"_blank\">Morro do Bumba<\/a><\/li>\n<li><a href=\"http:\/\/bit.ly\/1HmiQbx\" target=\"_blank\">Favelinha da Skol<\/a>, Alem\u00e3o<\/li>\n<li><a href=\"http:\/\/bit.ly\/1IWEfKA\" target=\"_blank\">Babil\u00f4nia<\/a><\/li>\n<li><a href=\"http:\/\/bit.ly\/1C8Q5aX\" target=\"_blank\">Col\u00f4nia Juliano Moreira<\/a><\/li>\n<\/ul>\n<p>Evictions or threats of eviction\u00a0have also been made in <a href=\"http:\/\/bit.ly\/1IMzEJa\" target=\"_blank\">Muzema<\/a>,\u00a0<a href=\"http:\/\/bit.ly\/1rIlhJj\" target=\"_blank\">Cantagalo<\/a>, <a href=\"http:\/\/bit.ly\/1lXTQyl\" target=\"_blank\">Vale Encantado<\/a>, <a href=\"http:\/\/bit.ly\/1RWn5h2\" target=\"_blank\">Tavares Bastos<\/a>, <a href=\"http:\/\/bit.ly\/1LlxosZ\" target=\"_blank\">Vidigal<\/a>, <a href=\"http:\/\/bit.ly\/1zcnNM0\" target=\"_blank\">Pedra Branca communities<\/a>, and a number\u00a0of others covered by <em>RioOnWatch<\/em>. In all cases, even in those where evictions are held by the authorities to be in residents&#8217; interest,\u00a0there is <a href=\"http:\/\/bit.ly\/1r5oQgX\" target=\"_blank\">zero participation<\/a>.<\/p>\n<h3>Gentrification<\/h3>\n<h3><a href=\"http:\/\/www.rioonwatch.org\/?p=6084\"><img decoding=\"async\" class=\"aligncenter wp-image-23557 size-content\" title=\"Foreign Invasion of the Favela - O Globo, by Ana Branca\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2015\/08\/globo_2-e1438741181730-620x264.jpg\" alt=\"Foreign Invasion of the Favela - O Globo, by Ana Branca\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2015\/08\/globo_2-e1438741181730-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2015\/08\/globo_2-e1438741181730-300x127.jpg 300w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2015\/08\/globo_2-e1438741181730.jpg 685w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/h3>\n<p>With no regulation on housing prices in the city that has recently experienced the\u00a0<a href=\"http:\/\/bit.ly\/1uh7E8Z\" target=\"_blank\">greatest cost of living increase worldwide<\/a>, pressure has mounted on centrally-located favelas, with\u00a0<a href=\"http:\/\/bit.ly\/1l6Oo5g\" target=\"_blank\">gentrification<\/a>\u00a0introduced into the popular lexicon <a href=\"http:\/\/bit.ly\/1g76Rns\" target=\"_blank\">in\u00a02011<\/a>, though many residents prefer to refer to it as\u00a0<em>remo\u00e7\u00e3o branca<\/em> (or &#8220;white removal&#8221;).\u00a0<a href=\"http:\/\/bit.ly\/T5QI5Q\" target=\"_blank\">Vidigal<\/a> (and other <a href=\"http:\/\/bit.ly\/1lIGSxv\" target=\"_blank\">pacified<\/a> communities in the wealthy and touristic\u00a0<a href=\"http:\/\/bit.ly\/1bFiE5q\" target=\"_blank\">South Zone<\/a>) are most impacted, as they attract attention from foreigners and speculators, with\u00a0<a href=\"http:\/\/bit.ly\/RisksTitling\" target=\"_blank\">rumors that even David Beckham and Madonna have bought properties<\/a> in the area.<\/p>\n<p>Beyond\u00a0gentrification, displacement due to cost of living increases has affected every single\u00a0established\u00a0favela in Rio de Janeiro, regardless of location or pacification. In\u00a0<a href=\"http:\/\/bit.ly\/1eRJxJe\" target=\"_blank\">Complexo do Alem\u00e3o<\/a>\u00a0and <a href=\"http:\/\/bit.ly\/1DsmCQz\" target=\"_blank\">Mar\u00e9<\/a> in the <a href=\"http:\/\/bit.ly\/1kZa3h9\" target=\"_blank\">North Zone<\/a>, increases in rent have led\u00a0thousands to abandon their homes.<\/p>\n<p>Different from the case\u00a0with forced evictions, reliable numbers on those displaced due to gentrification and rent-induced-displacement are not yet available. What has been widely documented, however, are the increasing numbers of urban occupations&#8211;<a href=\"http:\/\/bit.ly\/1pJ0v1N\" target=\"_blank\">S\u00e3o Gon\u00e7alo<\/a>, <a href=\"http:\/\/bit.ly\/1rihq9E\" target=\"_blank\">Nova Tuffy<\/a> and <a href=\"http:\/\/bit.ly\/1NAvyCx\" target=\"_blank\">Telerj<\/a>, just to name a few&#8211;and the formation of new favelas on the urban fringe, or piling up of families in fewer dwellings, as the most vulnerable community residents are left without access to <a href=\"http:\/\/bit.ly\/ACFavGent\" target=\"_blank\">Rio&#8217;s affordable housing stock&#8211;its favelas<\/a>.<\/p>\n<h3>Public Security<\/h3>\n<p><a href=\"http:\/\/bit.ly\/1ptTUm1\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-23562 size-content\" title=\"Lins occupation, photo by Luiz Baltar\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2015\/08\/upp-620x264.png\" alt=\"Lins occupation, photo by Luiz Baltar\" width=\"620\" height=\"264\" \/><\/a><\/p>\n<p>The\u00a0<a href=\"http:\/\/bit.ly\/1lIGSxv\" target=\"_blank\">Pacifying Police Unit (UPP)<\/a>\u00a0program constitutes Rio&#8217;s Military Police&#8217;s first major attempt at police reform in its <a href=\"http:\/\/bit.ly\/PMSeries\" target=\"_blank\">200 year history<\/a>. The first UPP was installed in December 2008 as a test program to decrease violence in favelas and drive out drug traffickers. Soon, implementing UPPs all over the city became a priority because of the upcoming 2014 World Cup and 2016 Olympics. While assessing the effectiveness of the program in 38 different communities is a complex task, and implementation varies widely from community to community&#8211;Patrick Ashcroft\u00a0<a href=\"http:\/\/bit.ly\/1vxpBnf\" target=\"_blank\">examined each installation in a series of articles<\/a>&#8211;its failures are glaring.<\/p>\n<p>A <a href=\"http:\/\/bit.ly\/1MKGAt0\" target=\"_blank\">report released by Amnesty International<\/a> this week revealed that <a href=\"http:\/\/bit.ly\/1CD8Vaw\" target=\"_blank\">Rio de Janeiro police killed<\/a> 1,519 people in five years, of which 75% were black males aged between 15 and 29. In fact, <a href=\"http:\/\/bit.ly\/1eR9usz\" target=\"_blank\">one in six<\/a> killings in Rio is conducted by on-duty police. Put another way, Rio&#8217;s Military Police\u00a0kill\u00a0<a href=\"http:\/\/bit.ly\/VD8ijQ\" target=\"_blank\">one person for every 23 arrested<\/a>, a statistic which is shocking when put into context: in the USA this ratio is 1:37,000.\u00a0Amnesty&#8217;s report is consistent with <a href=\"http:\/\/fus.in\/1IiAFEq\" target=\"_blank\">resident reports of police violence<\/a> and constant shootings that often take place in favelas across the city despite the UPP installations. For example, in Complexo do Alem\u00e3o the year of 2015 started off with 100 days of uninterrupted shootings that <a href=\"http:\/\/bit.ly\/1GBX9D0\" target=\"_blank\">claimed the life of 10-year-old boy Eduardo de Jesus Ferreira<\/a>, shot on his own doorstep by a UPP officer. This week, community activist and member of Coletivo Papo Reto Raull Santiago reported that Complexo do Alem\u00e3o has had shootings\u00a0<a href=\"http:\/\/bit.ly\/1VZXu9Z\" target=\"_blank\">every day for the last three weeks<\/a>.<\/p>\n<h3>Environmental Impacts<\/h3>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-17403 size-content\" title=\"Promotional image of the projected golf course released by Rio 2016\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2014\/08\/Golfe_divulga\u00e7\u00e3o_opt-620x264.jpg\" alt=\"Promotional image of the projected golf course released by Rio 2016\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2014\/08\/Golfe_divulga\u00e7\u00e3o_opt-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2014\/08\/Golfe_divulga\u00e7\u00e3o_opt-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/p>\n<p>City\u00a0promises for an environmental Olympic legacy included the <a href=\"http:\/\/bit.ly\/1MLCMHH\" target=\"_blank\">planting of 24 million trees<\/a> to offset carbon emitted for the Games, and a dramatic decrease in pollution of the Guanabara Bay by 80%. Neither promise\u00a0has been kept and officials have <a href=\"http:\/\/bit.ly\/1M9MhRe\" target=\"_blank\">admitted that the Guanabara Bay target is unreachable in time for the Games<\/a>, while the World Health Organization is now\u00a0involved in <a href=\"http:\/\/bit.ly\/1UhXArO\" target=\"_blank\">virus testing<\/a> in the Bay.<\/p>\n<p>Meanwhile, in the\u00a0<a href=\"http:\/\/bit.ly\/1DZbqLb\" target=\"_blank\">Serra da Miseric\u00f3rdia<\/a>, branded &#8220;the lungs of Rio&#8217;s North Zone,&#8221; community groups\u00a0<a href=\"http:\/\/bit.ly\/1OOhW8g\" target=\"_blank\">have been waiting for R$15 million of funding since 2012<\/a>\u00a0that would be used for preservation and which would service the air breathed in Rio&#8217;s densest zone.<\/p>\n<p><a href=\"http:\/\/bit.ly\/1tzpGAO\" target=\"_blank\">The\u00a0Olympic golf course<\/a>\u00a0is being built on &#8220;1 million square meters of protected\u00a0<a href=\"http:\/\/bit.ly\/1vlmkT3\" target=\"_blank\">Atlantic Forest<\/a>\u00a0on the edge of the Marapendi lagoon in <a href=\"http:\/\/bit.ly\/1d22dQ2\" target=\"_blank\">Barra da Tijuca<\/a>,&#8221; <a href=\"http:\/\/bit.ly\/1tzpGAO\" target=\"_blank\">writes Elena Hodges<\/a>. Hodges reports that the City government ignored an &#8220;array of laws,&#8221; from federal to municipal to build the course and puts forward that the area&#8217;s\u00a0300 identified species will be threatened\u00a0by the\u00a0works.<\/p>\n<p>Meanwhile, the Olympic Athlete&#8217;s Village&#8211;named <em><a href=\"http:\/\/bit.ly\/1sX0wiT\" target=\"_blank\">Ilha Pura<\/a><\/em>, or &#8216;Pure Island,&#8217; a gated community larger than the Rio neighborhood of Leblon&#8211;is being billed the first <a href=\"http:\/\/bit.ly\/1svlNOP\" target=\"_blank\">LEED-ND<\/a>-certified development in Brazil.\u00a0LEED is the most widely recognized certification of green buildings worldwide, while LEED-ND rates the sustainability of entire neighborhoods.\u00a0Having just made the cut, <em>Ilha Pura<\/em>\u2019s\u00a0development is billed as an entirely sustainable urban oasis. However, <em>Ilha Pura<\/em> is\u00a0inconsistent with LEED-ND goals of focusing growth and redevelopment in existing urban areas that are already served by infrastructure, while avoiding sensitive water resources and habitat areas, and not encroaching on agricultural land and floodplains.\u00a0A 50% owner in <em>Ilha Pura<\/em>, Carlos Carvalho, was this\u00a0week <a href=\"http:\/\/bit.ly\/1UlJSUT\" target=\"_blank\">described in\u00a0<em>The Guardian<\/em> due to his expectation of grossing $1 billion<\/a> from real estate developments across Rio leading up to the Olympics.<\/p>\n<p>Conclusion?
