{"id":25086,"date":"2015-10-31T10:52:07","date_gmt":"2015-10-31T13:52:07","guid":{"rendered":"http:\/\/www.rioonwatch.org\/?p=25086"},"modified":"2016-12-11T10:20:27","modified_gmt":"2016-12-11T13:20:27","slug":"living-together-with-the-olympics-the-evolution-of-vila-autodromos-peoples-plan","status":"publish","type":"post","link":"https:\/\/rioonwatch.org\/?p=25086","title":{"rendered":"Living Together With the Olympics: The Evolution of Vila Aut\u00f3dromo&#8217;s People&#8217;s Plan"},"content":{"rendered":"<p style=\"text-align: right;\"><a href=\"http:\/\/bit.ly\/1M39Oi4\" target=\"_blank\"><strong><em>Clique aqui para Portugu\u00eas<img decoding=\"async\" width=\"20\" height=\"20\" class=\"alignright size-full wp-image-23766\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" alt=\"\" \/><\/em><\/strong><\/a><\/p>\n<p>Today, October 31, the United Nations invites individuals, communities and countries worldwide to celebrate <a href=\"http:\/\/bit.ly\/1PUu1wA\" target=\"_blank\">World Cities Day<\/a>.\u00a0The annual event was developed in 2013 with the aim to \u201cpromote the international community&#8217;s interest in global urbanization&#8221; and\u00a0highlight the importance of harmony among the city&#8217;s spatial, social and environmental aspects and between its\u00a0inhabitants, a harmony that hinges on two key pillars:\u00a0<span style=\"color: #ff0000;\"><a href=\"http:\/\/bit.ly\/1WnXLRz\" target=\"_blank\">equity and sustainability<\/a><\/span>. This year&#8217;s theme is &#8216;Designed to Live Together.&#8217;<\/p>\n<p>Once Rio de Janeiro\u00a0was awarded\u00a0the 2016 Olympics Games in 2009, urban planning took on a new scale and significance for the city.\u00a0In particular, <a href=\"http:\/\/bit.ly\/1wbVvTh\" target=\"_blank\">Barra da Tijuca<\/a> in the <a href=\"http:\/\/bit.ly\/1kZa7gI\" target=\"_blank\">West Zone<\/a> was to undergo substantial\u00a0transformation for the 2016 Olympics, including the <a href=\"http:\/\/bit.ly\/1KKq0D5\" target=\"_blank\">construction of the Olympic Park<\/a> from scratch.<\/p>\n<figure id=\"attachment_25092\" aria-describedby=\"caption-attachment-25092\" style=\"width: 620px\" class=\"wp-caption aligncenter\"><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2015\/10\/Olympic-Park-2016-x2.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"wp-image-25092 size-content\" title=\"Olympic Park Vision 2016\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2015\/10\/Olympic-Park-2016-x2-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2015\/10\/Olympic-Park-2016-x2-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2015\/10\/Olympic-Park-2016-x2-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><figcaption id=\"caption-attachment-25092\" class=\"wp-caption-text\">Vision of the Olympic Park as originally submitted to the International Olympic Committee (IOC)<\/figcaption><\/figure>\n<p>The winner of the design competition for the Olympic Park and &#8216;<a href=\"http:\/\/bit.ly\/1iqpp2K\" target=\"_blank\">2030 Legacy<\/a>&#8216; arena was the global infrastructure\u00a0firm, AECOM. Its proposed design was chosen by the Rio 2016 Organizing Committee and the Brazilian Institute of Architects (IAB) with 2016 and 2030 visions:<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2015\/10\/Olympic-Park-2016.jpg\"><img decoding=\"async\" class=\"aligncenter wp-image-25089\" title=\"AECOM plan: Olympic Park 2016\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2015\/10\/Olympic-Park-2016.jpg\" alt=\"Olympic Park 2016\" width=\"620\" height=\"438\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2015\/10\/Olympic-Park-2016.jpg 960w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2015\/10\/Olympic-Park-2016-300x212.jpg 300w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2015\/10\/Olympic-Park-20301.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-25100\" title=\"AECOM plan: Olympic Park 2030\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2015\/10\/Olympic-Park-20301.jpg\" alt=\"Olympic Park 2030\" width=\"620\" height=\"438\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2015\/10\/Olympic-Park-20301.jpg 800w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2015\/10\/Olympic-Park-20301-300x212.jpg 300w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>As\u00a0the images above show, AECOM&#8217;s plan for the Olympic park left a significant portion of the neighboring community of <a href=\"http:\/\/bit.ly\/VilaAut\" target=\"_blank\">Vila Aut\u00f3dromo<\/a>, labeled in the top left corner,\u00a0in place. In other words, it was a plan for how the Olympic Park and the community would co-exist side by side.<\/p>\n<p>However, despite the residents&#8217; legal\u00a0<a href=\"http:\/\/www.rioonwatch.org\/?p=2805\" target=\"_blank\">titles to the land<\/a>\u00a0(granted by the state government in the 1990s), the preservation of the community\u00a0in the AECOM Olympic Park design (which was selected by the municipal government), and Mayor Eduardo Paes&#8217; own insistence that \u201c<a href=\"http:\/\/bit.ly\/1PZ1HIy\" target=\"_blank\">a city of the future has to be socially integrated<\/a>,\u201d Vila Aut\u00f3dromo has been targeted aggressively for near\u00a0total removal. Due to evictions thus far, the neighborhood has <a href=\"http:\/\/glo.bo\/205YVFP\" target=\"_blank\">shrunk by 83%<\/a> in the last two years. Paes has repeatedly claimed that <a href=\"http:\/\/bbc.in\/1MocJ73\" target=\"_blank\">part of the community can remain<\/a>,\u00a0but a recent\u00a0<a href=\"http:\/\/bit.ly\/1ICuNZG\" target=\"_blank\">official Rio 2016<\/a> video appears to project the Olympic Park with Vila Aut\u00f3dromo\u00a0completely removed.<\/p>\n<p>With many families against relocation to isolated\u00a0<a href=\"http:\/\/bit.ly\/1Sm6Vf9\" target=\"_blank\">public housing<\/a> projects, residents came together with allies at two Rio universities to <a href=\"http:\/\/bit.ly\/1vwgXVd\" target=\"_blank\">create an alternative vision\u00a0for their community<\/a>, expressed through\u00a0an upgrading plan\u00a0known as the <a href=\"http:\/\/bit.ly\/1GByQIA\" target=\"_blank\">Vila Aut\u00f3dromo People&#8217;s Plan<\/a>. The <a href=\"http:\/\/bit.ly\/1PWnD87\" target=\"_blank\">People&#8217;s\u00a0Plan<\/a>, first presented to the government\u00a0in mid-2012 and now in its fourth version, affirms the community&#8217;s commitments to remaining in place\u00a0and to\u00a0the preservation of the local\u00a0lagoon environment. Moreover, the urbanization plans\u00a0confirm the residents want to, and can, co-exist\u00a0in harmony with the State, the construction of the Olympic Park, and the global community brought by the Olympics.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PlanoPopular.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-4897\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PlanoPopular.jpg\" alt=\"PlanoPopular\" width=\"395\" height=\"551\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2012\/08\/PlanoPopular.jpg 395w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2012\/08\/PlanoPopular-215x300.jpg 215w\" sizes=\"(max-width: 395px) 100vw, 395px\" \/><\/a><\/p>\n<blockquote><p>\u201cDesigning through participative process helps people come together around shared goals and visions, and promotes everyone\u2019s equal access to services, jobs and opportunities.\u201d \u2013 <a href=\"http:\/\/bit.ly\/1GRqMD9\" target=\"_blank\">UN<\/a><\/p><\/blockquote>\n<p>A scan through the People&#8217;s\u00a0Plan reveals that it aligns well with key elements of good design <a href=\"http:\/\/bit.ly\/1Ndom37\" target=\"_blank\">recently identified<\/a> by UN Habitat Executive Director, Dr. Joan Clos:<\/p>\n<ul>\n<li>\u201cGood design contributes to social integration, equality and diversity. Planning residential areas with different possibilities in terms of typology and price enables residents from different backgrounds and income levels to live together\u2026\u201d<\/li>\n<\/ul>\n<p>Housing arrangements in the\u00a0Vila Aut\u00f3dromo People&#8217;s Plan include the maintenance of limits to construction by the waterfront for the protection of the lagoon and for all vacant lots to be utilized according to housing priorities.<\/p>\n<ul>\n<li>\u201cGood design fosters sustainable use of shared resources. Planning compact denser cities reduces the overexploitation of natural resources, and facilitates\u00a0common living by enabling equal access to land, food and water for all.\u201d<\/li>\n<\/ul>\n<p>The environmental plans for Vila Aut\u00f3dromo include the recovery of the area around the Jacarepagu\u00e1 Lagoon and the canal\u2019s edge, widening the streets for water drainage, improved circulation, and the renovation of the park.<\/p>\n<ul>\n<li>\u201cGood design inspires lively neighborhoods. Designed public spaces, parks, playgrounds, streets and squares filled with activities help create a vibrant public life for all residents.\u201d<\/li>\n<\/ul>\n<p>The People&#8217;s\u00a0Plan addresses\u00a0community members&#8217; inclusion in the Family Health Program, as well as the construction of a day care center, a public school and new areas of sport and leisure.<\/p>\n<ul>\n<li>\u201cGood design can make areas safer. Neighborhoods that remain active and lively at night, with commercial activities on the ground floors, pedestrian friendly well-lit streets and public spaces mean increased personal safety and security.\u201d<\/li>\n<\/ul>\n<p>In Vila Aut\u00f3dromo, cultural and community developments include the creation of a cultural center to host public events such as theater and music shows. A strategy to develop\u00a0both internal and external communication and mobilization for the community was also\u00a0part of the plan&#8217;s development.<\/p>\n<p>However, neither its alignment with UN-Habitat ideals nor <a href=\"http:\/\/bit.ly\/RFHRHs\" target=\"_blank\">international recognition<\/a>\u00a0of the plan has prevented forced removals. As of version three, produced recently, 95 houses and lots remained. Incorporating the Olympic Park access roads the City has indicated need to exist in the region, Regina explained: &#8220;Where possible, the lots where houses remain, but which have an area less than 120 square meters, are\u00a0to be expanded in order to improve [residents&#8217;] housing conditions.&#8221; For the areas that were empty following demolitions, and which will not be used for Olympic access roads, the proposal calls for\u00a0the division of the land into\u00a076 &#8216;lots&#8217; to house combinations of two-story and single-family homes. Some lots would be\u00a0set aside or maintained for communal purposes, including\u00a0recreation spaces, the Residents&#8217; Association, a community nursery, and sewage infrastructure. The proposal also outlines plans for improved and expanded water, sewerage and drainage systems. And finally, the version three image makes clear the importance of green space to community members.<\/p>\n<p>However, following the recent sudden demolitions <a href=\"http:\/\/bit.ly\/1ON7QZ6\" target=\"_blank\">on October 23<\/a>, the plans require further modifications.\u00a0This time, Professor Beinenstein said, the residents have organized a list of around 50 families. According to resident Maria da Penha Macena, these are 50 families who are determined to stay and won\u2019t take any form of compensation, as they believe their \u201chouse is not just a house, it\u2019s a story\u2026and there\u2019s no price on that.\u201d<\/p>\n<figure id=\"attachment_25113\" aria-describedby=\"caption-attachment-25113\" style=\"width: 620px\" class=\"wp-caption aligncenter\"><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2015\/10\/4-vers\u00e3o.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-25113\" title=\"People's Plan Version 4 (latest)\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2015\/10\/4-vers\u00e3o.jpg\" alt=\"People's Plan Version 4 (latest)\" width=\"620\" height=\"439\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2015\/10\/4-vers\u00e3o.jpg 800w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2015\/10\/4-vers\u00e3o-300x212.jpg 300w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><figcaption id=\"caption-attachment-25113\" class=\"wp-caption-text\">People&#8217;s Plan Version 4 (latest)<\/figcaption><\/figure>\n<p>Beinenstein explained that\u00a0modifications will\u00a0propose a new division of the\u00a0land which maintains the homes of the families who will stay and will address the priorities of this group of around 50 families. The latest version is focused only on individual family lots, rather than previously proposed options for shared lots which are no longer necessary, and includes plans for a community vegetable garden and an area for a children\u2019s park.<\/p>\n<p>The day after the latest demolitions,\u00a0Maria&#8217;s daughter,\u00a0Nathalia Silva, was still able to think positively regarding\u00a0the future. She said that what the community <em>needs<\/em>, more than just what they want,\u00a0is urban reconstruction and basic infrastructure. She continues to see the benefits in a cultural center, a medical center and nursery\u00a0for the future of the community. \u201cThese will not only help our community but surrounding communities\u2014it will be of collective benefit,\u201d she stated.<\/p>\n<p>While Nathalia focused mainly on local aspects, her mother, a renowned activist in the community, gave a more global vision for Vila Aut\u00f3dromo&#8217;s struggle. Maria da Penha believes firmly that, in order to address local inequalities, everybody needs to work together to change government actions, not just in \u201cher\u201d country but around the world. In order to live together (in harmony), everybody needs to\u00a0embrace\u00a0this idea. She asserted: \u201cLet\u2019s change the world, not just one country. Let\u2019s change the world!\u201d<\/p>\n<p>Both Nathalia and Penha agreed what the community deserves most is respect and honesty; at this stage the promises made by Mayor Paes seem far from reality and residents are forced to negotiate and revise their expectations every day.
