Residents, students, and volunteers gathered in Vila Aut\u00f3dromo<\/a> on Saturday, December 12 to measure the area that will become the community\u2019s daycare center. The daycare, or <\/span>creche<\/span><\/i> in Portuguese, is a fundamental part of Vila Aut\u00f3dromo\u2019s award-winning<\/a>\u00a0People’s Plan<\/a>, an upgrading\u00a0project developed by residents in partnership with urban planning teams from\u00a0the Fluminense Federal University (UFF) and the Federal University of Rio (UFRJ). Under the People\u2019s Plan, Vila Aut\u00f3dromo would receive improved infrastructure while coexisting alongside the\u00a0Olympic Park. Executing this plan would cost an\u00a0estimated R$13 million<\/a>,\u00a035%<\/a>\u00a0of what the city has already paid\u00a0to\u00a0evict residents.<\/span><\/h4>\n

Discussions\u00a0for the People\u2019s Plan began in October\u00a02011<\/a>. Vila Aut\u00f3dromo residents and university planners presented the project at City Hall in August 2012<\/a>. The People’s\u00a0Plan cited four pillars of upgrading the community: housing<\/a>, sanitation<\/a>, infrastructure<\/a>, and environment<\/a>.\u00a0<\/span>In December 2013 the People’s\u00a0Plan won the prestigious Deutsche Bank Urban Age Award<\/a> and despite ongoing government pressure<\/a> and evictions<\/a>, the Plan has continued to evolve<\/a>.<\/span><\/p>\n

Despite continued removals through eminent domain<\/a>, secret negotiations with the city, and lightning evictions<\/a>, Vila Aut\u00f3dromo is rebuilding from the rubble left by government bulldozers. Maria da Penha, a vocal resident fighting eviction<\/a>, said the daycare<\/span>\u00a0“would have been [built] in the old neighborhood association, but the government appropriated the land under eminent domain.”\u00a0The community has since decided to build the daycare<\/span>\u00a0next to the church, which lies in an area unmarked for government projects.<\/span><\/p>\n

“We’ll bring the daycare and the neighborhood\u00a0association close to the church because the church has become\u00a0a point of resistance<\/a>,” said Fernanda Santos, an architect and researcher at UFF. “[The daycare]<\/span>\u00a0is a symbol of the community\u2019s resistance and its desire for permanence.”<\/span><\/p>\n

The residents’ association was in the midst of weekly fundraising events to build the daycare center back in 2009 when the decision Rio would\u00a0host the 2016 Olympic Games was\u00a0announced, leading the association to shift gears and focus on resisting eviction.<\/p>\n

Only two of 58 houses placed under eminent domain in March now remain. Maria da Penha is one of the residents still holding onto her home. The other resident, Candombl\u00e9<\/a> practitioner Heloisa Helena Costa Berto<\/a>, has suffered the terror<\/a> of the government’s eviction process, yet believes in the community\u2019s permanence.<\/span><\/p>\n

Heloisa sees the daycare, which is an investment in Vila Aut\u00f3dromo’s children and future,\u00a0as a victory. She says:<\/span>\u00a0“It stands against all the ideas and opinions of the people, politicians or otherwise, that bet against Vila Aut\u00f3dromo.”<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"
