Their\u00a0social, moral and historic intentions are different. Political interests dominate\u00a0when the media require\u00a0access to public concession of the country&#8217;s radio and TV licenses, making\u00a0effective democracy difficult and increasing\u00a0the need to produce alternative communication.<\/p>\n<p><a href=\"http:\/\/bit.ly\/1nCyg4U\" target=\"_blank\">Community communication<\/a>\u00a0currently occurs on <a href=\"http:\/\/bit.ly\/1ZZiFgV\" target=\"_blank\">social networks<\/a>, news portals, printed newspapers, popular courses, community radio stations legal or not, web radio and in discussions on various topics. These and other forms of public service, of sharing information, and of policy formation occur in a horizontal fashion through the initiative of <a href=\"http:\/\/bit.ly\/1qrgqzy\" target=\"_blank\">residents<\/a>, <a href=\"http:\/\/bit.ly\/1NJ3eCY\" target=\"_blank\">collectives<\/a>, <a href=\"http:\/\/bit.ly\/1R9wv8L\" target=\"_blank\">organizations<\/a> and local institutions.<\/p>\n<p>With <a href=\"http:\/\/bit.ly\/1FtCxse\" target=\"_blank\">access to\u00a0technology<\/a>, any citizen with a certain level of technology does not only receive information, but produces and shares it. Community communicator\u00a0from the <em><a href=\"http:\/\/bit.ly\/11LkstS\" target=\"_blank\">Viva Rocinha<\/a><\/em> portal Michel Silva, 20, is an example of a resident who feels the need to learn through community journalism and to solve problems through writing. \u201cThe content of <a href=\"http:\/\/bit.ly\/1nCyg4U\" target=\"_blank\">community media<\/a> is an important instrument of local documentation. Residents become aware\u00a0of works, social projects and stories,\u201d he affirms. This type of\u00a0<a href=\"http:\/\/bit.ly\/1KrO8Br\" target=\"_blank\">journalism<\/a> has challenges, mainly \u201cthe lack of financing which is a big difficulty, on top of the absence of responses from government agencies,\u201d he concludes.<\/p>\n<p><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter size-full wp-image-24824\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2015\/10\/thais2.jpg\" alt=\"Jornal O Cidad\u00e3o community communication course in Mar\u00e9\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2015\/10\/thais2.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2015\/10\/thais2-300x128.jpg 300w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/p>\n<p>The importance of democratization is connected to freedom of expression and the <a href=\"http:\/\/bit.ly\/1ZkqpqX\" target=\"_blank\">right<\/a> that every citizen has to consume, produce and share information. But there is no interest in supporting this on the part of public officials. According to the study <a href=\"http:\/\/bit.ly\/1BdWL9W\" target=\"_blank\">Right to Communication and Racial Justice<\/a>, there currently aren&#8217;t public policies or funded programs aimed to stimulate alternative communication in Brazil. As can be seen, the President&#8217;s Social Communication Secretariat (SECOM) concentrates 70% of funds from the federal government on\u00a0advertising with just ten media outlets.<\/p>\n<p>The Argentinian journalist <a href=\"http:\/\/bit.ly\/20uzyg5\" target=\"_blank\">Nacho Lemus<\/a>, 31, lives in Rio de Janeiro and told of\u00a0how the subject is treated abroad. \u201cFor the global mass media, the poor in Brazil are\u00a0an <a href=\"http:\/\/bit.ly\/1tKsXCf\" target=\"_blank\">object of consumption<\/a>. The treatment is cynical. For those who deal in information, the\u00a0favela is what the Amazonian wilderness was for decades. The population is involved in a show\u00a0of <a href=\"http:\/\/bit.ly\/1ZTuC5k\" target=\"_blank\">violence<\/a>, <a href=\"http:\/\/bit.ly\/1vxXakT\" target=\"_blank\">narco-trafficking<\/a> and drug consumption. This catches the attention of international media to denounce social <a href=\"http:\/\/bit.ly\/1qbJV72\" target=\"_blank\">inequalities<\/a>,\u201d says Nacho, who has come\u00a0to better understand how community communication is created by\u00a0reaching out to media outlets in places\u00a0like <a href=\"http:\/\/bit.ly\/1rNMXO3\" target=\"_blank\">Complexo da Mar\u00e9<\/a>.<\/p>\n<p>The <a href=\"http:\/\/bit.ly\/1KcH5w0\" target=\"_blank\">National Forum for the Democratization of Communication<\/a> is a\u00a0<a href=\"http:\/\/bit.ly\/1HtiSgi\" target=\"_blank\">social movement<\/a> that works\u00a0to mobilize all those\u00a0involved with communication in Brazil. For 20 years they\u2019ve fought and won national campaigns such as the <a href=\"http:\/\/bit.ly\/1KcHkaB\" target=\"_blank\">reform of the Press Law<\/a> and the creation of the <a href=\"http:\/\/bit.ly\/1Sl8Tjh\" target=\"_blank\">National Congress Media Council<\/a>.<\/p>\n<p>In this <a href=\"http:\/\/bit.ly\/1pXMFVa\" target=\"_blank\">Olympic<\/a>\u00a0year\u00a0in Rio de Janeiro, the alternative media is already alert for events involving favelas, spaces of greater concern\u00a0to the authorities, as well as traditional vehicles that are increasingly seeking residents to give their opinions on promises\u00a0and projects. The Olympic spirit has not arrived. But the need to communicate in our own words what really happens remains year after year.<\/p>\n<p><em><a href=\"http:\/\/bit.ly\/1P8ydpr\" target=\"_blank\">Tha\u00eds Cavalcante<\/a> is a 21-year-old community journalist, born and raised in\u00a0Nova Holanda, one of the favelas in Complexo da Mar\u00e9.
