A burst water pipe inside the Olympic Park created a quagmire that overflowed into the Vila Aut\u00f3dromo Neighborhood\u00a0Association headquarters, situated next to\u00a0the Olympic construction grounds in the <a href=\"http:\/\/bit.ly\/1EJxTst\" target=\"_blank\" rel=\"noopener\">Barra da Tijuca<\/a> neighborhood of Rio\u2019s <a href=\"http:\/\/bit.ly\/1kZa7gI\" target=\"_blank\" rel=\"noopener\">West Zone<\/a>, and the building was completely emptied out. It was a precursor to what would occur eleven days later, this <a href=\"http:\/\/bit.ly\/1TGtfVS\" target=\"_blank\" rel=\"noopener\">Wednesday<\/a>, when the Association was evacuated once and for all so that <a href=\"http:\/\/bit.ly\/1TGtfVS\" target=\"_blank\" rel=\"noopener\">it could be demolished<\/a>, following the <a href=\"http:\/\/glo.bo\/1KNHcir\" target=\"_blank\" rel=\"noopener\">city\u2019s acquisition of an order of eminent domain<\/a>.<\/p>\n<p>The incident could be interpreted as a standard workplace accident and response. According to the city government, employees of the company responsible for the construction assisted in the cleanup of the building. But there is a symbolic dimension as well: the all-consuming desire to promote the <a href=\"http:\/\/bit.ly\/1pXMFVa\" target=\"_blank\" rel=\"noopener\">2016 Olympic Games<\/a>\u00a0has ignored <a href=\"http:\/\/bit.ly\/1PbOueL\" target=\"_blank\" rel=\"noopener\">less traumatic options<\/a> for residents of the community, reduced to roughly 50\u00a0families, less than ten percent of its size in 2013 before the <a href=\"http:\/\/bit.ly\/1pO06YP\" target=\"_blank\" rel=\"noopener\">evictions<\/a> began.<\/p>\n<p>\u201cThere have been unnecessary home demolitions in the heart of <a href=\"http:\/\/bit.ly\/VilaAut\" target=\"_blank\" rel=\"noopener\">Vila Aut\u00f3dromo<\/a>. We have shown that it would be possible to widen\u00a0the access roads to the Olympic Park while affecting many fewer than have been affected. There is no technical or economic rationale that justifies so many evictions\u2013just social prejudice. They made the avenue pass right on top of people in order to cleanse the area for <a href=\"http:\/\/bit.ly\/1k5BsNq\" target=\"_blank\" rel=\"noopener\">real estate speculation<\/a>. It&#8217;s social cleansing that is driving the widening\u00a0of the roadways,\u201d says Carlos Vainer, professor at the Institute for Urban Planning and Research (IPPUR) at the Federal University of Rio de Janeiro (UFRJ).<\/p>\n<h3>Cost of compensations\u00a0exceeds spending on Olympic arenas<\/h3>\n<p>Vainer helped to coordinate the <a href=\"http:\/\/bit.ly\/1PbOueL\" target=\"_blank\" rel=\"noopener\">Vila Aut\u00f3dromo People&#8217;s\u00a0Plan<\/a>, undertaken in partnership with the Center for Urban and Housing\u00a0Project Studies (NEPHU) of the Fluminense Federal University (UFF) and with residents of the community itself. The <a href=\"http:\/\/bit.ly\/1vwgXVd\" target=\"_blank\" rel=\"noopener\">first version of the plan<\/a>, circulated in 2013, estimated the cost of urban upgrading for the community at R$13.5 million, to include environmental restoration along the banks of the lagoon and the on-site resettlement of 82 families within the community. The Neighborhood Association would remain on its original site, sharing space with a daycare center.<\/p>\n<p>A study performed by Rio city\u00a0councillor\u00a0Teresa Bergher of the Brazilian Social Democratic Party (PSDB) shows that, counting only compensation\u00a0for evicted residents, the city government has already spent nearly R$208 million since 2014. The cost is sixteen times greater than originally projected in the People&#8217;s\u00a0Plan and, when compared to investments made in Olympic arenas, is only exceeded by the Aquatic Sports Center, budgeted at R$217.1 million.<\/p>\n<p><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-27118\" title=\"Altair Guimar\u00e3es, president of the Residents\u2019 Association, looking at the rubble of his former home. Photo by Alexandre Cassiano \/ Ag\u00eancia O Globo\" width=\"620\" height=\"373\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/02\/201602111419192747.jpg 699w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/02\/201602111419192747-300x180.jpg 300w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/p>\n<p>Vainer complains that the City never gave much attention to the project, nor did they ever present a plan of their own. <a href=\"http:\/\/bit.ly\/1nZkXpa\" target=\"_blank\" rel=\"noopener\">Mayor Eduardo Paes<\/a> says he will only present a proposal for upgrading the area once the evictions have been completed. <a href=\"http:\/\/glo.bo\/1oCRk2X\" target=\"_blank\" rel=\"noopener\">No one knows when this will be<\/a>.<\/p>\n<p>\u201cThere has been a lack of transparency in the eviction\u00a0process in Vila Aut\u00f3dromo. I called attention to the cost discrepancies, since for some houses\u00a0the city government wound up paying millions, while for others, just R$40,000. Currently, the Public Register reports expropriations\u00a0in block, so we don\u2019t know the value of each individual expropriation. We only learn the values that apply to Vila Aut\u00f3dromo when we open a case in the Unified System for Protocol Control (SICOP),\u201d claims councillor\u00a0Teresa Bergher.<\/p>\n<p>The Rio city government had not responded to emails or phone calls by the time this article went to press.<\/p>\n<h3>Conspicuous presence of the city government<\/h3>\n<p>This Saturday, February 27, an <a href=\"http:\/\/on.fb.me\/1R4jD1n\" target=\"_blank\" rel=\"noopener\">updated People&#8217;s\u00a0Plan<\/a> for upgrading the community will be presented. Between now and then, more evictions may occur. According to the <a href=\"http:\/\/bit.ly\/1tXvTWY\" target=\"_blank\" rel=\"noopener\">Rio Public Defenders Office<\/a>, there are still four houses in areas listed on the order for expropriation. Two of them were fenced off within the siding erected around the perimeter of the Olympic Park, and <a href=\"http:\/\/bit.ly\/1RQuKzG\" target=\"_blank\" rel=\"noopener\">can only be accessed<\/a> with credentials provided by the Sub-Mayor&#8217;s Office\u00a0in Barra de Tijuca. On February 12, Mayor Eduardo Paes confirmed\u00a0that both houses could no longer remain where they stand.<\/p>\n<p>\u201cI get the feeling that at any time I might return home to find my house no longer standing. We are making them angry. When they get very angry, they are going to knock everything down, you can be sure of that,\u201d said Marcia Lemos, a 59 year old event decorator\u00a0and resident of one of the isolated houses.<\/p>\n<p>Jo\u00e3o Helv\u00e9cio, coordinator of the Land and Housing Nucleus (NUTH) at Rio\u2019s Public Defenders Office, criticized what he considers the excessive intrusion of the city government in Vila Aut\u00f3dromo. On Wednesday, according to residents, a Municipal Guard in plain clothes went into\u00a050 year-0ld cleaner Maria da Penha&#8217;s home&#8211;one of those on the expropriation order&#8211;and started taking photos without permission. The City hasn&#8217;t responded to <em>Globo<\/em>&#8216;s requests for clarification.<\/p>\n<p>Helv\u00e9cio argues that the City had no right to negotiate evictions, since land titles were distributed by the Rio de Janeiro State Government during the 1990s.<\/p>\n<p>\u201cThe very presence of the Municipal Guard [in Vila Aut\u00f3dromo] has become oppressive. They are constantly there, with their mini-bus. People can\u2019t get together to talk, they [the Municipal Guard] approach whenever groups of five or more people form.
