{"id":27124,"date":"2016-02-27T09:56:50","date_gmt":"2016-02-27T12:56:50","guid":{"rendered":"http:\/\/www.rioonwatch.org\/?p=27124"},"modified":"2018-02-02T13:02:02","modified_gmt":"2018-02-02T16:02:02","slug":"amnesty-international-reports-on-the-state-of-human-rights-in-rio-and-worldwide","status":"publish","type":"post","link":"https:\/\/rioonwatch.org\/?p=27124","title":{"rendered":"Amnesty International Reports on the State of Human Rights in Rio and Worldwide"},"content":{"rendered":"<p style=\"text-align: right;\"><em><a href=\"http:\/\/bit.ly\/1YeDmk9\" target=\"_blank\" rel=\"noopener\"><strong>Clique aqui para Por<\/strong><strong>tugu\u00eas<\/strong><strong><img decoding=\"async\" width=\"20\" height=\"20\" class=\"alignright size-full wp-image-23766\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" \/><\/strong><\/a><\/em><\/p>\n<p>An annual report from Amnesty International on the global state of <a href=\"http:\/\/bit.ly\/1um7WLt\" target=\"_blank\" rel=\"noopener\">human rights<\/a>\u00a0released this week pointed to increasing levels of <a href=\"http:\/\/bit.ly\/1k3YzNi\" target=\"_blank\" rel=\"noopener\">police brutality<\/a> against civilians. The <a href=\"http:\/\/bit.ly\/21ujFXD\" target=\"_blank\" rel=\"noopener\">State of the World\u2019s Human Rights Report<\/a>\u00a0documented the state of human rights in 160 countries and territories in 2015. Amnesty reports that \u201cserious human rights violations continued to be reported\u201d and emphasized Brazil\u2019s continuing impunity and\u00a0rising levels of police violence\u00a0overall, particularly in Rio de Janeiro state.<\/p>\n<p>The report was <a href=\"http:\/\/bit.ly\/1RqtxNr\" target=\"_blank\" rel=\"noopener\">launched in Rio<\/a> at the Casar\u0005\u00e3o Ameno Resed\u00e1 in Catete in the <a href=\"http:\/\/bit.ly\/1pfz23A\" target=\"_blank\" rel=\"noopener\">South Zone<\/a> on Wednesday February 24 and featured a debate chaired by journalist <a href=\"http:\/\/glo.bo\/1XPs31E\" target=\"_blank\" rel=\"noopener\">Fl\u00e1via Oliveira<\/a> and included speeches from <a href=\"http:\/\/bit.ly\/1oEdMIX\" target=\"_blank\" rel=\"noopener\">Atila Roque<\/a>, Executive Director of Amnesty International Brazil, journalist and political scientist <a href=\"http:\/\/bit.ly\/1QhIBOu\" target=\"_blank\" rel=\"noopener\">Leonardo Sakamoto<\/a> and filmmaker <a href=\"http:\/\/bit.ly\/1XVgnya\" target=\"_blank\" rel=\"noopener\">Yasmin Thayn\u00e1<\/a>.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/02\/12768360_1226429714068414_4163046680715600301_o.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-27129 size-content\" title=\"The launch of Amnesty's annual report was met with a full house in Rio de Janeiro\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/02\/12768360_1226429714068414_4163046680715600301_o-620x264.jpg\" alt=\"The launch of Amnesty's annual report was met with a full house in Rio de Janeiro\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/02\/12768360_1226429714068414_4163046680715600301_o-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/02\/12768360_1226429714068414_4163046680715600301_o-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>Last year, more than 3,000 people across the country were killed by on-duty police, representing an increase of 37% from 2013 according to Amnesty International. In particular, Amnesty said that there has been \u201ca significant increase\u201d in police killings in both Rio de Janeiro and <a href=\"http:\/\/bit.ly\/1t7z3XY\" target=\"_blank\" rel=\"noopener\">S\u00e3o Paulo<\/a>, following a trend that started in 2014. The majority of these killings have remained uninvestigated, with only one case out of 220 between 2011 and 2015 in Rio resulting in a police officer being charged. The report found that by April 2015, \u201c183 of these investigations remained open.\u201d<\/p>\n<p>Young, black, male residents of favelas and marginalized communities were found to be the group facing the most serious risks, including \u201ckillings by police and the torture and other ill-treatment of detainees.\u201d\u00a0<a href=\"http:\/\/bit.ly\/ZdoIRD\" target=\"_blank\" rel=\"noopener\">Public security<\/a> is failing young black Brazilians, with Amnesty\u2019s report announcing that \u201chigh rates of <a href=\"http:\/\/bit.ly\/1N6gQp9\" target=\"_blank\" rel=\"noopener\">homicides among black youth<\/a> remained a major concern\u201d owing to failures by Brazil\u2019s central government to present a concrete plan to tackle\u00a0the country\u2019s homicide rate.<\/p>\n<p>The report also listed \u201cfrequent reports that the officers involved sought to alter the crime scene and criminalize the victim\u201d and claiming\u00a0\u201cthe killings as acts of self-defense, claiming the victim had resisted arrest.\u201d Among the examples given were the cases of <a href=\"http:\/\/bit.ly\/1JkyNeh\" target=\"_blank\" rel=\"noopener\">Cristian Andrade<\/a>, a 13 year-old killed during a police operation in <a href=\"http:\/\/bit.ly\/1sksV07\" target=\"_blank\" rel=\"noopener\">Manguinhos<\/a> while playing soccer, and the <a href=\"http:\/\/bit.ly\/1IDQ9nJ\" target=\"_blank\" rel=\"noopener\">five young men machine-gunned<\/a> in their car by police in <a href=\"http:\/\/bit.ly\/1CDXn82\" target=\"_blank\" rel=\"noopener\">Costa Barros<\/a> in late November. It also cited 10 year-old <a href=\"http:\/\/bit.ly\/1I8QjXJ\" target=\"_blank\" rel=\"noopener\">Eduardo de Jesus Ferreira<\/a>, killed by Military Police in <a href=\"http:\/\/bit.ly\/1nEeBwu\" target=\"_blank\" rel=\"noopener\">Complexo do Alem\u00e3o<\/a> who then attempted to remove his body.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/02\/12764615_1226502320727820_5907581041486787016_o.jpg\"><img decoding=\"async\" class=\"aligncenter wp-image-27131 size-content\" title=\"Families of the five youths killed by police in November 2015 and children killed in other attacks\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/02\/12764615_1226502320727820_5907581041486787016_o-620x264.jpg\" alt=\"Families of the five youths killed by police in November 2015 and children killed in other attacks\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/02\/12764615_1226502320727820_5907581041486787016_o-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/02\/12764615_1226502320727820_5907581041486787016_o-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>Amnesty\u2019s report also emphasized <a href=\"http:\/\/bit.ly\/1pO06YP\" target=\"_blank\" rel=\"noopener\">forced evictions<\/a> in Rio de Janeiro to make way for the <a href=\"http:\/\/bit.ly\/1pXMFVa\" target=\"_blank\" rel=\"noopener\">2016 Olympic Games<\/a>, estimating thousands of people had been evicted including 600 families from\u00a0<a href=\"http:\/\/bit.ly\/VilaAut\" target=\"_blank\" rel=\"noopener\">Vila Autodr\u00f3mo<\/a>. By the end of 2015, Amnesty observed that Vila Autodr\u00f3mo\u2019s \u201cremaining residents were living in the shadow of ongoing demolition work and <a href=\"http:\/\/bit.ly\/1y8fUtE\" target=\"_blank\" rel=\"noopener\">without access to basic services<\/a> such as electricity and water.\u201d It also concluded that the City\u2019s <a href=\"http:\/\/bit.ly\/1lTMw0y\" target=\"_blank\" rel=\"noopener\">Minha Casa Minha Vida<\/a> housing projects placed low-income families at greater risk, with the \u201cmajority of condominiums [\u2026] controlled by <a href=\"http:\/\/bit.ly\/1QTAhSK\" target=\"_blank\" rel=\"noopener\">militias<\/a> or <a href=\"http:\/\/bit.ly\/1CC9XmO\" target=\"_blank\" rel=\"noopener\">organized criminal gangs<\/a>.\u201d<\/p>\n<p>Activism and work by human rights defenders was also found to be under attack, with police and armed forces using increasingly harsh measures to dissuade protestors across the country. Amnesty reported use of tear gas, rubber bullets and arrest, as well as a <a href=\"http:\/\/bit.ly\/1OzJIn8\" target=\"_blank\" rel=\"noopener\">prospective law<\/a> that could see peaceful protestors categorized as \u201cterrorists.\u201d Activists in Rio de Janeiro faced similar measures, such as peaceful protests against Vila Autodr\u00f3mo\u2019s forced evictions resulting in a <a href=\"http:\/\/bit.ly\/1FLcuNj\" target=\"_blank\" rel=\"noopener\">\u201cbroken nose\u201d for resident Maria da Penha<\/a>\u00a0and injuries for four others in June.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/02\/12615500_1226404624070923_7007301117607615282_o.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-27132 size-content\" title=\"Roque speaks about rising levels of police violence across Brazil\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/02\/12615500_1226404624070923_7007301117607615282_o-620x264.jpg\" alt=\"Roque speaks about rising levels of police violence across Brazil\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/02\/12615500_1226404624070923_7007301117607615282_o-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/02\/12615500_1226404624070923_7007301117607615282_o-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>At the launch discussion in Rio, Amnesty Brazil director Atila Roque warned:\u00a0\u201cDemocracy is being manipulated against itself.\u00a0During the <a href=\"http:\/\/bit.ly\/1yTMiSA\" target=\"_blank\" rel=\"noopener\">dictatorship<\/a>\u00a0unconstitutional acts were legislated against freedoms, but we can now see the constitution being manipulated to restrict the rights of individuals in marginalized sectors of society.
