{"id":27346,"date":"2016-03-12T05:00:12","date_gmt":"2016-03-12T08:00:12","guid":{"rendered":"http:\/\/www.rioonwatch.org\/?p=27346"},"modified":"2020-08-07T14:04:16","modified_gmt":"2020-08-07T17:04:16","slug":"raquel-rolnik-launches-war-of-places-book-in-vila-autodromo","status":"publish","type":"post","link":"https:\/\/rioonwatch.org\/?p=27346","title":{"rendered":"Raquel Rolnik Launches &#8216;War of Places&#8217; Book in Vila Aut\u00f3dromo"},"content":{"rendered":"<p style=\"text-align: right;\"><a href=\"http:\/\/bit.ly\/1XkzywK\" target=\"_blank\" rel=\"noopener noreferrer\"><strong><em>Clique aqui para Portugu\u00eas<img decoding=\"async\" width=\"20\" height=\"20\" class=\"alignright size-full wp-image-23766\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" alt=\"\" \/><\/em><\/strong><\/a><\/p>\n<p>\u201cNot all authors, not all professors or researchers have the privilege to launch their book exactly in the place and in the situation about which the book is talking.\u201d<\/p>\n<p>These were the opening lines renowned architect, urban planner, professor and researcher <a href=\"http:\/\/bit.ly\/1ENGef9\" target=\"_blank\" rel=\"noopener noreferrer\">Dr. Raquel Rolnik<\/a> gave during the launch\u00a0of her new book <em><a href=\"http:\/\/bit.ly\/1QRFMiN\" target=\"_blank\" rel=\"noopener noreferrer\">War of Places: The Colonization of Land and Housing in the Financial Era<\/a> <\/em>in <a href=\"http:\/\/bit.ly\/VilaAut\" target=\"_blank\" rel=\"noopener noreferrer\">Vila Aut\u00f3dromo<\/a> on Saturday, March 5. Approximately\u00a0100 people gathered in the community playground\u00a0in Vila Autodromo to hear the former Special Rapporteur to the United Nations on Adequate Housing speak.\u00a0Standing on top of a stone, Rolnik made an impassioned speech on\u00a0the urgency of the situation at this <a href=\"http:\/\/bit.ly\/1LYfw5b\" target=\"_blank\" rel=\"noopener noreferrer\">tense moment<\/a> for the community.<\/p>\n<p>\u201cMuch of what I learned that is detailed in <a href=\"http:\/\/bit.ly\/1QRFMiN\" target=\"_blank\" rel=\"noopener noreferrer\">this book<\/a>, I learned from <a href=\"http:\/\/bit.ly\/1pz3VFe\" target=\"_blank\" rel=\"noopener noreferrer\">Penha<\/a> and from the residents and those who helped the residents of Vila Autodromo. They\u00a0taught me and told me things during the six years that I was Special Rapporteur to the UN.\u201d<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/03\/IMG_1514.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-27348 size-content\" title=\"Vila Aut\u00f3dromo are resisting against the immense forces Rolnik outlines in her book\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/03\/IMG_1514-620x264.jpg\" alt=\"Vila Aut\u00f3dromo are resisting against the immense forces Rolnik outlines in her book\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/03\/IMG_1514-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/03\/IMG_1514-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>The main argument\u00a0of her speech, and\u00a0her book, was that there is a global\u00a0phenomenon land grab taking place\u00a0with land being taken to serve as support to the financial markets and capital accumulation.\u00a0\u201cThis is a global process. It is happening everywhere,\u201d she said.<\/p>\n<blockquote><p>\u201cWe are talking about a process of occupation of space and construction of space that has nothing to do with people\u2019s needs. It has nothing to do with what people need to live individually or collectively, the necessity of <a href=\"http:\/\/bit.ly\/1hQoPdL\" target=\"_blank\" rel=\"noopener noreferrer\">housing<\/a>, the necessity of using <a href=\"http:\/\/bit.ly\/1vU4Scn\" target=\"_blank\" rel=\"noopener noreferrer\">public spaces<\/a> or the necessity of using space for economic activities. It is exclusively about\u00a0the opportunity to capture more places where financial capital can find ways to invest to generate more profit for itself.\u201d<\/p><\/blockquote>\n<p>Rolnik stated that urban land is a perfect vehicle for this type of investment for two reasons. Firstly, land may decrease in value, but it will never cease to exist. This is very different from other more volatile methods of investment. The second reason is that land can be used as a guarantee for other investments, which makes it valuable to hold onto.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/03\/12778975_10207546643058066_9005381864931784120_o.jpg\"><img decoding=\"async\" class=\"aligncenter wp-image-27351\" title=\"Raquel Rolnik speaks on housing rights in Vila Aut\u00f3dromo\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/03\/12778975_10207546643058066_9005381864931784120_o.jpg\" alt=\"Raquel Rolnik speaks on housing rights in Vila Aut\u00f3dromo\" width=\"620\" height=\"620\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/03\/12778975_10207546643058066_9005381864931784120_o.jpg 1080w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/03\/12778975_10207546643058066_9005381864931784120_o-300x300.jpg 300w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/03\/12778975_10207546643058066_9005381864931784120_o-768x768.jpg 768w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/03\/12778975_10207546643058066_9005381864931784120_o-1024x1024.jpg 1024w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>Brazil, Rolnik said, is different from other countries around the world in that it lacks a political climate that guarantees <a href=\"http:\/\/bit.ly\/1zOpGkf\" target=\"_blank\" rel=\"noopener noreferrer\">housing as a right<\/a>. <a href=\"http:\/\/bit.ly\/1QRFMiN\" target=\"_blank\" rel=\"noopener noreferrer\"><em>War of Places<\/em><\/a>\u00a0describes\u00a0cases in various\u00a0countries to show different political cultures around housing and how the poor are being disproportionately affected by the aftermath of the 2008 global financial crisis.<\/p>\n<p>\u201cThe reality is that the poorest and most vulnerable people in the moment when a financial crisis happens are the ones that pay. They are the ones that have nothing, that\u00a0end up in the middle of the street. States, cities, and\u00a0countries where they live do not have any alternative policy for dealing with\u00a0them,\u201d said Rolnik.<\/p>\n<p>Perhaps the most poignant statement Rolnik made during her lecture\u00a0was the connection between the increased use of land and housing as a financial asset and the weakening of the rights of the poor.\u00a0This is dealt with \u201cin other terms: with evictions.\u201d<\/p>\n<p>The registration and formalization of land, she said, is not for the benefit of those who live on it, but rather to benefit those who are trying to use the land for speculative purposes because it only serves them when it is \u201con the books.\u201d<\/p>\n<p>According to this\u00a0logic, using land as housing for the poor is seen to be the worst possible use because it does not maximize financial gains. With this logic, the most viable options are\u00a0places for shopping malls or five-star hotels.<\/p>\n<p>Rolnik summarized\u00a0this view: \u201cThe only value is what the maximum profit can be from the land, including from public land.\u201d<\/p>\n<p>Rolnik finished her talk noting that Brazil has historically intentionally fostered\u00a0<a href=\"http:\/\/bit.ly\/1k5BsNq\" target=\"_blank\" rel=\"noopener noreferrer\">real estate speculation<\/a>\u00a0with the government providing\u00a0favors to large corporations even throughout the administrations\u00a0of Lula and Dilma of the Workers Party.<\/p>\n<p>However, she noted, there is hope for\u00a0fighting these problems, especially through passing knowledge down to younger generations and continuing to resist. She said:\u00a0\u201cThe future is already here. The future is here through the resistances.
