{"id":27670,"date":"2016-03-24T07:22:22","date_gmt":"2016-03-24T10:22:22","guid":{"rendered":"http:\/\/www.rioonwatch.org\/?p=27670"},"modified":"2019-08-04T07:31:16","modified_gmt":"2019-08-04T10:31:16","slug":"youth-forum-launches-nos-por-nos-application-to-denounce-police-violence","status":"publish","type":"post","link":"https:\/\/rioonwatch.org\/?p=27670","title":{"rendered":"Youth Forum Launches &#8220;N\u00f3s por N\u00f3s&#8221; Application to Denounce Police Violence"},"content":{"rendered":"<p style=\"text-align: right;\"><a href=\"http:\/\/bit.ly\/1pABiXX\" target=\"_blank\" rel=\"noopener noreferrer\"><strong><em>Clique aqui para Portugu\u00eas<img decoding=\"async\" width=\"20\" height=\"20\" class=\"alignright size-full wp-image-23766\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" alt=\"\" \/><\/em><\/strong><\/a><\/p>\n<p>On Monday, March 21, the <a href=\"http:\/\/bit.ly\/1YMp1ub\" target=\"_blank\" rel=\"noopener noreferrer\">Rio de Janeiro Youth Forum<\/a> launched a new app, <a href=\"http:\/\/on.fb.me\/1TWrZNu\" target=\"_blank\" rel=\"noopener noreferrer\">N\u00f3s por N\u00f3s<\/a> (Us for Us), specifically designed for favela residents to denounce police abuses in real time. After social mapping ten different favelas in 2014, the Youth Forum concluded that an application may help combat <a href=\"http:\/\/bit.ly\/1k3YzNi\" target=\"_blank\" rel=\"noopener noreferrer\">police brutality<\/a> and provide justice to those that have fallen victim of abuse. The application has received support from organizations such as <a href=\"http:\/\/bit.ly\/1VGrHLQ\" target=\"_blank\" rel=\"noopener noreferrer\">Amnesty International<\/a>, <a href=\"http:\/\/bit.ly\/1XNXmJA\" target=\"_blank\" rel=\"noopener noreferrer\">iBase<\/a>, the <a href=\"http:\/\/bit.ly\/1QHoVDK\" target=\"_blank\" rel=\"noopener noreferrer\">Network of Communities Against Violence<\/a>, and the <a href=\"http:\/\/on.fb.me\/1LbJlEx\" target=\"_blank\" rel=\"noopener noreferrer\">Moleque Project<\/a>. Given the prominence of\u00a0police brutality\u00a0in Rio\u2019s favelas, the Ford Foundation&#8217;s\u00a0<a href=\"http:\/\/bit.ly\/1X815m7\" target=\"_blank\" rel=\"noopener noreferrer\">Brazilian Human Rights Fund<\/a>\u00a0funded the NGO\u00a0<a href=\"http:\/\/bit.ly\/1pzFWFA\" target=\"_blank\" rel=\"noopener noreferrer\">Global Justice<\/a> to donate to the Youth Forum in order to make this application a reality. The app is <a href=\"http:\/\/bit.ly\/1Pss1WW\" target=\"_blank\" rel=\"noopener noreferrer\">currently available<\/a> for Android and will soon be made accessible for IOS users.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/03\/Screenshot_2016-03-21-18-40-29.png\" rel=\"attachment wp-att-27675\"><img fetchpriority=\"high\" decoding=\"async\" class=\"alignright wp-image-27675 size-medium\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/03\/Screenshot_2016-03-21-18-40-29-169x300.png\" alt=\"N\u00f3s por N\u00f3s\" width=\"169\" height=\"300\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/03\/Screenshot_2016-03-21-18-40-29-169x300.png 169w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/03\/Screenshot_2016-03-21-18-40-29-768x1365.png 768w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/03\/Screenshot_2016-03-21-18-40-29-576x1024.png 576w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/03\/Screenshot_2016-03-21-18-40-29.png 1080w\" sizes=\"(max-width: 169px) 100vw, 169px\" \/><\/a><\/p>\n<p>The name of the\u00a0app comes from a popular expression of solidarity in Portuguese, akin to &#8220;For us, by us,&#8221; and Jhenifer Raul of the Youth Forum kicked off the app launch by singing \u201c<a href=\"http:\/\/bit.ly\/1VGgzhL\" target=\"_blank\" rel=\"noopener noreferrer\">Quilombo, favela, rua<\/a>\u201d by Mano Teko: \u201cToday the <a href=\"http:\/\/bit.ly\/1s1ZLFk\" target=\"_blank\" rel=\"noopener noreferrer\">quilombo<\/a> comes to say, the favela comes to say, the streets come to say that it\u2019s Us for Us.\u201d<\/p>\n<p>For app users, security may be a major concern. For example, after the <a href=\"http:\/\/bit.ly\/1JQ4Gf7\" target=\"_blank\" rel=\"noopener noreferrer\">release of the video<\/a> showing police in <a href=\"http:\/\/bit.ly\/1jqQCNc\" target=\"_blank\" rel=\"noopener noreferrer\">Provid\u00eancia<\/a> tampering with evidence after fatally shooting 17 year-old Eduardo Felipe Santos Victor, the woman who recorded the video has been <a href=\"http:\/\/glo.bo\/1LeiSzl\" target=\"_blank\" rel=\"noopener noreferrer\">reportedly threatened by the Military Police<\/a>. Users of N\u00f3s por N\u00f3s will have the option to remain anonymous when they send videos, photos or texts whereby the information will be coded and sent to the Youth Forum. The idea is for a small group of the Youth Forum to then pass the material along to the appropriate public institution, like the human rights branches of both the Public Prosecutor\u2019s office or the Public Defender\u2019s office, which will process the footage or information and provide support to or act on behalf of\u00a0those involved in the incident. The Youth Forum was in part advised by <a href=\"http:\/\/bit.ly\/22Hi1m2\" target=\"_blank\" rel=\"noopener noreferrer\">Witness<\/a>, a New York-based NGO that has been training activists to use video to document human rights abuses since the early 1990s. Witness recommends that users record directly through the app to ensure the incident is saved to the cloud in the advent of a police officer seizing or destroying a phone. Witness has also worked with Youth Forum member <a href=\"http:\/\/bit.ly\/1Nj8p7u\" target=\"_blank\" rel=\"noopener noreferrer\">Raull Santiago<\/a> in bringing <a href=\"http:\/\/bit.ly\/1YGdfqi\" target=\"_blank\" rel=\"noopener noreferrer\">CameraV<\/a>, a similar app for recording abuses, to Rio\u2019s favelas. <a href=\"http:\/\/bit.ly\/1ooH4TZ\" target=\"_blank\" rel=\"noopener noreferrer\">Social media<\/a> has been a <a href=\"http:\/\/bit.ly\/1ZZiFgV\" target=\"_blank\" rel=\"noopener noreferrer\">powerful force<\/a> globally, and particularly in <a href=\"http:\/\/bit.ly\/1JQ4Gf7\" target=\"_blank\" rel=\"noopener noreferrer\">Brazil<\/a>, in <a href=\"http:\/\/bit.ly\/1NnyQgW\" target=\"_blank\" rel=\"noopener noreferrer\">combating state sanctioned violence<\/a>.<\/p>\n<p>But ultimately, the fight against police violence needs to take place at the local level and much of the launch event on Monday was dedicated to thanking and congratulating the various organizations that have supported the Youth Forum in the development of the application and in its fight against <a href=\"http:\/\/bit.ly\/1N6gQp9\" target=\"_blank\" rel=\"noopener noreferrer\">the genocide of poor, predominately black, favela residents<\/a>.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/03\/IMG_20160321_195754.jpg\" rel=\"attachment wp-att-27680\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-27680 size-content\" title=\"Nos Por Nos IBASE\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/03\/IMG_20160321_195754-e1458786839715-620x264.jpg\" alt=\"Nos Por Nos IBASE\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/03\/IMG_20160321_195754-e1458786839715-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/03\/IMG_20160321_195754-e1458786839715-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>Despite the seriousness of the matter, the launch of the application was received with great joy and pride. Those in attendance were confident that N\u00f3s por N\u00f3s would be a powerful tool that allows favela residents, who have often been neglected and abused by the state, to take matters into their own hands and stand up for their rights.<\/p>\n<p>For one member of the <a href=\"http:\/\/bit.ly\/1Ef6VII\" target=\"_blank\" rel=\"noopener noreferrer\">Network of Communities Against Violence for the State of Rio de Janeiro<\/a>, which received an award for its support for the app, the app has tremendous potential in correcting systemic violence against poor, black favela residents: \u201cWe are victims of this state because we\u2019ve had <a href=\"http:\/\/bit.ly\/1QHoVDK\" target=\"_blank\" rel=\"noopener noreferrer\">our loved ones, like our sons, killed<\/a>. We are victims of this racist, genocidal state because we live in it. Why are we victims? It is clear. It is because we are black men and women, because we live in favelas. For this reason, according to this state, we must die, we must have our rights violated. So this award is a great recognition: it\u2019s a recognition of resistance, it\u2019s a recognition of our struggle, that we are alive and we will continue fighting.\u201d<\/p>\n<p>The event was at its most solemn and powerful when those in attendance raised their fists and chanted the names of people who had been killed by police violence:\u00a0&#8220;Claudia [Ferreira], Here!&#8221; Claudia was <a href=\"http:\/\/bit.ly\/1TvgkDu\" target=\"_blank\" rel=\"noopener noreferrer\">killed and dragged<\/a>\u00a0along the ground behind a police vehicle two years ago.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/03\/12718369_773979116072701_7763735756983763696_n.jpg\" rel=\"attachment wp-att-27679\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-27679 size-content\" title=\"Nos Por Nos Launch\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/03\/12718369_773979116072701_7763735756983763696_n-620x264.jpg\" alt=\"Nos Por Nos Launch\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/03\/12718369_773979116072701_7763735756983763696_n-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/03\/12718369_773979116072701_7763735756983763696_n-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>When asked by <em>RioOnWatch<\/em> whether he thinks N\u00f3s por N\u00f3s will be widely used, <a href=\"http:\/\/ind.pn\/1nq1cMr\" target=\"_blank\" rel=\"noopener noreferrer\">Cosme Fellipsem<\/a>, Provid\u00eancia resident and member of the Youth Forum, responded, \u201cit\u2019s not a matter of quantity, but quality.
