{"id":28028,"date":"2016-04-12T10:54:22","date_gmt":"2016-04-12T13:54:22","guid":{"rendered":"http:\/\/www.rioonwatch.org\/?p=28028"},"modified":"2016-04-14T10:17:22","modified_gmt":"2016-04-14T13:17:22","slug":"casa-da-juventude-hosts-youth-debate-on-rio-public-policy","status":"publish","type":"post","link":"https:\/\/rioonwatch.org\/?p=28028","title":{"rendered":"Casa da Juventude Hosts Youth Debate on Rio Public Policy"},"content":{"rendered":"<p style=\"text-align: right;\"><strong><em><a href=\"http:\/\/bit.ly\/1Q9sGwV\" target=\"_blank\">Clique aqui para Portugu\u00eas<\/a><a href=\"http:\/\/bit.ly\/1Q9sGwV\"><img decoding=\"async\" width=\"20\" height=\"20\" class=\"alignright size-full wp-image-23766\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" alt=\"\" \/><\/a><\/em><\/strong><\/p>\n<p>Around 75 <a href=\"http:\/\/bit.ly\/1wjvf9z\" target=\"_blank\">teenagers and young adults<\/a> from Rio de Janeiro met on April 6 at the <a href=\"http:\/\/bit.ly\/1SIehtv\" target=\"_blank\">Casa da Juventude<\/a> (Youth House) in <a href=\"http:\/\/bit.ly\/1p1GMFc\" target=\"_blank\">Central Rio<\/a> to discuss youth interactions with <a href=\"http:\/\/bit.ly\/1ll8alp\" target=\"_blank\">public policy<\/a> in the city. The public discussion was introduced by activist and Casa da Juventude collaborator David Miranda and member of Casa da Juventude\u2019s communications team Luna Costa.<\/p>\n<p>\u201cThe city isn\u2019t made for young people,\u201d said Miranda. \u201cIt\u2019s a city that is <a href=\"http:\/\/bit.ly\/1Moarbd\" target=\"_blank\">divided<\/a> in various ways, and we need to talk about the different privileges that some people have in our society so that we can create a city that is for everyone.\u201d<\/p>\n<p>Attendees split into three groups to discuss areas that should be targeted by <a href=\"http:\/\/bit.ly\/1ll8alp\" target=\"_blank\">urban planning policies<\/a> to create a more youth-friendly city. Debates focused primarily on youth marginalization both geographically and politically, as well as <a href=\"http:\/\/bit.ly\/1PB75xL\" target=\"_blank\">LGBT<\/a> youth rights in the city, and access to public services and information.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/04\/12973372_840873039377925_509598794226323635_o.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-28030 size-content\" title=\"Youth split into groups to discuss and debate\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/04\/12973372_840873039377925_509598794226323635_o-620x264.jpg\" alt=\"Youth split into groups to discuss and debate\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/04\/12973372_840873039377925_509598794226323635_o-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/04\/12973372_840873039377925_509598794226323635_o-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>Costa emphasized that Brazilian youth have broad legislative rights that are tailored towards them, but that these rights can be <a href=\"http:\/\/bit.ly\/1JWMh4H\" target=\"_blank\">obscured by the ways they are implemented<\/a> in an urban environment.<\/p>\n<p>\u201cYoung people only want the delivery of rights that were always theirs,\u201d she said. \u201cThe city permeates all of our rights like <a href=\"http:\/\/bit.ly\/1I8XMSB\" target=\"_blank\">mobility<\/a>, <a href=\"http:\/\/bit.ly\/1dsHC6r\" target=\"_blank\">health<\/a>, <a href=\"http:\/\/bit.ly\/1yHzFH2\" target=\"_blank\">education<\/a>, <a href=\"http:\/\/bit.ly\/1wbNeNI\" target=\"_blank\">women\u2019s rights<\/a>, and <a href=\"http:\/\/bit.ly\/1xKz1wb\" target=\"_blank\">race<\/a>.<\/p>\n<p>\u201cIt is the city\u2019s youth which suffer most from a lack of <a href=\"http:\/\/bit.ly\/1ROa9vE\" target=\"_blank\">access<\/a> to these rights, and youth too which will suffer most from a lack of public policies tailored towards their needs.\u201d<\/p>\n<p>Participants argued that despite being seen as one of the most \u201cgay-friendly\u201d cities in the world, Rio de Janeiro only has certain spaces that are safe for its <a href=\"http:\/\/bit.ly\/1PB75xL\" target=\"_blank\">LGBT population<\/a>. Many implied that expressing differing sexualities or gender identities <a href=\"http:\/\/bit.ly\/1Q74Ge7\" target=\"_blank\">in the city\u2019s peripheral areas<\/a> could pose risks to their safety and quality of life, and suggested a need for greater political representation as well as enforcement of anti-discrimination policies in marginalized areas.<\/p>\n<p>The difficulty of asserting rights within marginalized spaces was also discussed regarding the right to <a href=\"http:\/\/bit.ly\/1owU22I\" target=\"_blank\">protest<\/a>. A group of young adults from <a href=\"http:\/\/bit.ly\/1nsjVpN\" target=\"_blank\">Campo Grande<\/a>\u00a0in the <a href=\"http:\/\/bit.ly\/1kZa7gI\" target=\"_blank\">West Zone<\/a> said the process of protest and reform is often more difficult in Rio\u2019s peripheries, as it faces opposition both from higher bureaucratic levels of the City and <a href=\"http:\/\/bit.ly\/1pJ73Xm\" target=\"_blank\">opposition on the ground<\/a> from <a href=\"http:\/\/bit.ly\/1vuXxO8\" target=\"_blank\">militias<\/a> operating in that area.<\/p>\n<p>Some also argued that fighting for minority rights in Rio\u2019s peripheral regions is an uphill struggle, as many citizens in such areas have a greater overall need due to being neglected by both public policy and law enforcement. Participants used this context to debate the merits of setting examples, by using certain areas of the city to form \u201csymbols of <a href=\"http:\/\/bit.ly\/1sZ22Q6\" target=\"_blank\">resistance<\/a>\u201d that could lead the way for more geographically vulnerable areas.<\/p>\n<p style=\"text-align: center;\"><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/04\/12967442_840873126044583_4303082377905894390_o.jpg\"><img decoding=\"async\" class=\"alignnone wp-image-28031 size-content\" title=\"Participants presented ideas from their group discussions at the end of the evening\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/04\/12967442_840873126044583_4303082377905894390_o-620x264.jpg\" alt=\"Participants presented ideas from their group discussions at the end of the evening\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/04\/12967442_840873126044583_4303082377905894390_o-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/04\/12967442_840873126044583_4303082377905894390_o-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>Attendees also said that the city\u2019s <a href=\"http:\/\/bit.ly\/1S8ftbj\" target=\"_blank\">public transport<\/a> and other services such as <a href=\"http:\/\/bit.ly\/1p79ItM\" target=\"_blank\">healthcare<\/a> and <a href=\"http:\/\/bit.ly\/1MPziFP\" target=\"_blank\">education<\/a> were not as accessible as many young adults needed them to be. Marcella Lisboa, Casa da Juventude\u2019s cultural producer, argued\u00a0that city residents pay for public services that are least accessible to the marginalized populations most in need of affordable services.
