Two weeks after the launch\u00a0of the “N\u00f3s Por N\u00f3s” (Us for Us) phone application<\/a>, the Rio de Janeiro Youth Forum<\/a> presented\u00a0the results and challenges they have encountered since the app launch. The event took place at\u00a0the state’s\u00a0Public Defenders’\u00a0Office<\/a>\u00a0on April 7.<\/p>\n

The Youth Forum developed a<\/span>\u00a0smart\u00a0phone application<\/span>\u00a0designed for residents to quickly and safely denounce police violence<\/a> by receiving\u00a0videos, photos, texts and voice recording material from the source, to then be\u00a0analyzed by the non-governmental Youth Forum and channeled\u00a0to an appropriate institution for responding to the particular incident. Institutions receiving the material\u00a0may include\u00a0the human rights<\/a> department\u00a0at the public defenders’ office and a range of other human rights organizations. <\/span><\/p>\n

The application was developed following the Youth Forum’s mapping of 15 favelas via the\u00a0“Militarization of Favelas and the Impact on Black Youth<\/a>” program which\u00a0indicated a pattern of human rights violations carried out by the police. Frans\u00e9rgio Goulart, one of the project coordinators, stated that \u201cthe tool will not necessarily solve all the problems in the favelas and the struggles that black youth face<\/a>. But the application\u00a0is an important instrument to fight back\u201d.<\/span><\/p>\n

In its first two weeks, the application was\u00a0downloaded by\u00a0500 people\u00a0and 40 incidents of police violence had been reported<\/a>, indicating a popular demand and need for the app. The reports so\u00a0far include homicide (two incidences in Borel<\/a> and Acari)<\/a>, home invasion, violence against women, torture and abuse of power. The Youth Forum identified the\u00a0Military Police<\/a>,\u00a0Municipal Guard<\/a>, and the army as perpetrators of these violations. After analyzing the\u00a0complaints, the Forum noted that the majority of reports implicated\u00a0the Military Police as responsible for the violation. Goulart stated: \u201cThere is confusion about\u00a0what the role of the police<\/a> is.\u201d The biggest\u00a0challenge<\/a> facing the team is to assure accuracy in reporting, including identifying the exact perpetrating agency, and then forward to the correct channel, in order to serve as legal evidence.<\/span><\/p>\n

The majority of the reports came from the North Zone<\/a> and South Zone<\/a>, with some from the West Zone<\/a> and the\u00a0Baixada Fluminese<\/a>. One of the Forum’s aims, Goulart stated, \u201cis to spread the application across other regions of Brazil… We have been contacted by people from\u00a0S\u00e3o Paulo<\/a>, Mato Grosso do Sul\u00a0and Cear\u00e1.\u201d\u00a0<\/span><\/p>\n

The application has also proven effective in speeding up the communication process between the claimant and the support network. Goulart said: \u201cWe received complaints\u00a0before but with the app\u00a0responses arrive\u00a0much faster. We’ve had complaints that arrived immediately, which sped up the support network and enabled quick answers with expertise and assistance to family members of victims, especially with the work of the Public Defenders’ Office.\u201d<\/span><\/p>\n

\"F\u00e1bio<\/a><\/p>\n

Public defender and coordinator of the Human Rights Nucleus,\u00a0F\u00e1bio Amada, predicts that further\u00a0partners will join the cause to end impunity for crimes committed against poor black youth. <\/span><\/p>\n

Amada said: \u201cIn addition to the involvement of residents who suffer violence, it is also necessary to raise awareness of new agencies we can trust, both from the public and\u00a0private sectors, to expand the network, go beyond the complaint and get all the possible means to suppress, prevent or reduce\u00a0violations.”<\/span><\/p>\n

Although the application has begun favorably,\u00a0the Youth Forum faces\u00a0several challenges.\u00a0In order to improve the application technology and report on the systematization and referral of complaints the Forum seeks partners and funding. The Forum has been trying to raise money through crowdfunding\u00a0online. The app\u00a0is currently only available<\/a> for Android users, though\u00a0the Youth Forum is in the process of making it available to IOS users as well. Goulart explained that the decision to make the application available immediately for Android was because it is the\u00a0mobile operating system most commonly used in Rio’s favelas. <\/span><\/p>\n","protected":false},"excerpt":{"rendered":"
