{"id":28464,"date":"2016-04-30T09:00:44","date_gmt":"2016-04-30T12:00:44","guid":{"rendered":"http:\/\/www.rioonwatch.org\/?p=28464"},"modified":"2020-09-19T13:41:35","modified_gmt":"2020-09-19T16:41:35","slug":"traditional-fishing-community-of-zacarias-fights-against-luxury-development-and-violations","status":"publish","type":"post","link":"https:\/\/rioonwatch.org\/?p=28464","title":{"rendered":"Traditional Fishing Community of Zacarias Fights Against Luxury Development and Violations"},"content":{"rendered":"<p style=\"text-align: right;\"><a href=\"http:\/\/bit.ly\/1SRJcrm\" target=\"_blank\" rel=\"noopener noreferrer\"><strong><em>Clique aqui para Portugu\u00eas<img decoding=\"async\" width=\"20\" height=\"20\" class=\"alignright size-full wp-image-23766\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" alt=\"\" \/><\/em><\/strong><\/a><\/p>\n<p>Community members of the\u00a0Zacarias community in the municipality of Maric\u00e1 in Rio de Janeiro State met with public authorities, researchers and environmental agencies at the Rio de Janeiro State Legislative Assembly (Alerj) on Tuesday, April 26 to address numerous and systematic <a href=\"http:\/\/bit.ly\/12Sui8P\" target=\"_blank\" rel=\"noopener noreferrer\">human rights violations<\/a> taking place in recent years.<\/p>\n<p>Located on a coastal reserve 60km east of downtown Rio de Janeiro, Zacarias is a traditional fishing community that first appeared on regional maps in the 1790s. Community members have been opposing land development efforts by\u00a0private real estate company <a href=\"http:\/\/bit.ly\/1SUf7cs\" target=\"_blank\" rel=\"noopener noreferrer\">IDB Brasil<\/a>, a group owned and controlled by Spanish firm Cetya, since 2007.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/04\/Optimized-IMG_1955.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-28467 size-content\" title=\"Zacarias community association headquaters\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/04\/Optimized-IMG_1955-620x264.jpg\" alt=\"Zacarias community association headquaters\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/04\/Optimized-IMG_1955-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/04\/Optimized-IMG_1955-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>The traditional fishing community of Zacarias has lived on the sandbanks of Maric\u00e1\u2019s nature reserve for more than 200 years, and is dependent on pathways connecting the houses near the lagoon to the ocean, where they fish using traditional canoes. These pathways would become inaccessible with the proposed real estate developments, severely impacting the community\u2019s ability to provide for itself.<\/p>\n<p>The Zacarias community has resisted regular eviction threats since the 1940s, which has led to confrontations with Shock Troops and threats\u00a0of violence from the state government and attacks by developers that wanted to use the nature reserve\u00a0for private developments. The legacy of resisting such threats to their land has led the community to be referred to as the \u201cVillage of the Irreducible,\u201d which also marks the door to the Zacarias Fishermen&#8217;s Leisure and Culture Community Association.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/04\/13087873_1101301326608537_4263540140058677811_n-bell-1_1051x701.jpg\"><img decoding=\"async\" class=\"aligncenter wp-image-28476 size-large\" title=\"Public meeting for the Zacarias community at Alerj\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/04\/13087873_1101301326608537_4263540140058677811_n-bell-1_1051x701-1024x683.jpg\" alt=\"Public meeting for the Zacarias community at Alerj\" width=\"620\" height=\"414\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/04\/13087873_1101301326608537_4263540140058677811_n-bell-1_1051x701-1024x683.jpg 1024w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/04\/13087873_1101301326608537_4263540140058677811_n-bell-1_1051x701-300x200.jpg 300w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/04\/13087873_1101301326608537_4263540140058677811_n-bell-1_1051x701-768x512.jpg 768w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/04\/13087873_1101301326608537_4263540140058677811_n-bell-1_1051x701.jpg 1051w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>The public discussion at Alerj on April 26 was held in response to conflicts resulting from the licensing of the mega real estate project \u201c<a href=\"http:\/\/bit.ly\/1UkpuFL\" target=\"_blank\" rel=\"noopener noreferrer\">Fazenda S\u00e3o Bento da Lagoa<\/a>\u201d to IDB Brasil, which proposes <a href=\"http:\/\/bit.ly\/1UkpDsT\" target=\"_blank\" rel=\"noopener noreferrer\">developing the area into a resort<\/a>. The project would use 840 hectares of land in the region to build a golf course, equestrian center, two shopping centers, four hotels, two clubs, four-story buildings and residential housing.<\/p>\n<p>Discussions regarding the current developments proposed by IDB Brasil began in 2007 after Rio state Governor <a href=\"http:\/\/bit.ly\/1Zbaawk\" target=\"_blank\" rel=\"noopener noreferrer\">Luiz Fernando Pez\u00e3o<\/a> and Maric\u00e1\u2019s Mayor Ricardo Queiroz <a href=\"http:\/\/glo.bo\/1TzoECC\" target=\"_blank\" rel=\"noopener noreferrer\">visited a business fair in Spain and struck a deal with real estate developers<\/a>. Within six months, legislation that would permit private companies to develop on Zacarias&#8217; land had been passed, without consulting environmental experts, researchers or residents. Representatives of Maric\u00e1\u2019s local government were defensive of decisions taken, claiming that residents&#8217; objections were unclear and that government actions were respectful of the law.<\/p>\n<p><a href=\"http:\/\/bit.ly\/23bqRXy\">Community leader Vilson Correa<\/a> spoke out against the proposed developments at Tuesday\u2019s discussion, saying that the private corporation&#8217;s attempts to claim ownership of the area were making life impossible for residents. \u201cThe public sector\u00a0has never been on our side in this fight,\u201d he said.<\/p>\n<p>Researchers including geographer Desiree Guichard raised specific concerns over the environmental impact of the planned developments, calling legislation and classification intended to protect Zacarias from urbanization \u201ccompletely inadequate.\u201d She expressed that 80% of the Zacarias territory, including countless areas that have been used for Brazilian university research for years, and much native vegetation will be destroyed if the plans to build the resort are successful.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/04\/Zacarias2.png\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-28465 size-large\" title=\"Zacarias territory. Map by Desiree Guichard \" width=\"620\" height=\"340\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/04\/Zacarias2-1024x562.png 1024w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/04\/Zacarias2-300x165.png 300w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/04\/Zacarias2-768x422.png 768w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/04\/Zacarias2.png 1156w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>Federal University of Rio de Janeiro (UFRJ) researcher Marco Antonio Mello also emphasized that the voices of conservationists are often not considered in these debates, despite the importance of the insight and visibility they can provide in debates between large corporations and residents.<\/p>\n<p><span style=\"font-weight: 400;\">Guichard\u2019s concerns were reiterated by federal\u00a0politician\u00a0Brizola Neto, who drew comparisons between Zacarias and <a href=\"http:\/\/bit.ly\/VilaAut\" target=\"_blank\" rel=\"noopener noreferrer\">Vila Aut\u00f3dromo<\/a> where real estate developments \u201cdestroyed the lives of the people and their houses.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cI cannot understand how in 2016, in Rio de Janeiro, a city full of natural life and with marvelous wildlife throughout all of our state, how we are thinking of <a href=\"http:\/\/bit.ly\/1VVVMIS\" target=\"_blank\" rel=\"noopener noreferrer\">letting the lagoon region be irresponsibly massacred<\/a> by <a href=\"http:\/\/bit.ly\/TJf8CL\" target=\"_blank\" rel=\"noopener noreferrer\">real estate speculation<\/a>,\u201d Brizola said.<\/span><\/p>\n<p>State politician Zeidan, wife of Maric\u00e1\u2019s mayor, said she had worked with the community in developing proposals, and claimed they would allow for economic development and a greater range of choices for future generations. \u201cWe respect the training\u00a0of youth in the Zacarias community because the next generation is no longer following and continuing the fishing culture. The children of the fisherman are instead becoming bricklayers, pool cleaners, and entering other professions besides fishing.\u201d<\/p>\n<p><span style=\"font-weight: 400;\">Zeidan\u2019s claims were countered by Larissa, a 17 year-old from Zacarias who closed the debate. \u201cI think I\u2019m a good representative of the local youth,\u201d she said. \u201cI\u2019d like to say that I may well continue fishing, I might choose to become a builder or a cook\u2013but that choice should be mine.
