{"id":28544,"date":"2016-05-04T08:45:14","date_gmt":"2016-05-04T11:45:14","guid":{"rendered":"http:\/\/www.rioonwatch.org\/?p=28544"},"modified":"2020-08-07T14:04:03","modified_gmt":"2020-08-07T17:04:03","slug":"last-house-in-praia-do-sossego-could-be-removed-friday-leaving-residents-without-housing","status":"publish","type":"post","link":"https:\/\/rioonwatch.org\/?p=28544","title":{"rendered":"Last House in Praia do Sossego Could Be Removed Imminently Leaving Residents Homeless"},"content":{"rendered":"<p style=\"text-align: right;\"><a href=\"http:\/\/bit.ly\/1rtyuwC\" target=\"_blank\" rel=\"noopener noreferrer\"><strong><em>Clique aqui para Portugu\u00eas<img decoding=\"async\" width=\"20\" height=\"20\" class=\"alignright size-full wp-image-23766\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" alt=\"\" \/><\/em><\/strong><\/a><\/p>\n<p>Starting on Friday May 6, the last house standing on <a href=\"http:\/\/bit.ly\/1gJWM08\" target=\"_blank\" rel=\"noopener noreferrer\">Praia do Sossego<\/a>, a traditional fishing community on the ocean-facing side of <a href=\"http:\/\/bit.ly\/1ysPODX\" target=\"_blank\" rel=\"noopener noreferrer\">Niter\u00f3i<\/a>, the city east of Rio de Janeiro in the <a href=\"http:\/\/bit.ly\/1x0spnl\" target=\"_blank\" rel=\"noopener noreferrer\">greater metropolitan\u00a0region<\/a>, could be demolished. An <a href=\"http:\/\/bit.ly\/26Rz2No\" target=\"_blank\" rel=\"noopener noreferrer\">April 6\u00a0judicial decision<\/a>\u00a0established May 6 as a new deadline for the Mayor to deliver a resettlement plan for the residents, after which they can be legally evicted. As of May 4,\u00a0residents have not yet been granted <a href=\"http:\/\/bit.ly\/1lTMw0y\" target=\"_blank\" rel=\"noopener noreferrer\">Minha Casa Minha Vida<\/a> public housing units or a plan for resettlement within the area.<\/p>\n<p>The community of Praia do Sossego has been living on the beach for more than 40 years, supporting themselves with small-scale, subsistence fishing. Since 1992,\u00a0environmental conservation legislation has left the community under constant threat of losing their homes and fishing livelihood. However, after\u00a0<a href=\"http:\/\/bit.ly\/1W7Rvly\" target=\"_blank\" rel=\"noopener noreferrer\">two homes were demolished<\/a>\u00a0in August 2015 for the <a href=\"http:\/\/glo.bo\/1T0wrg6\" target=\"_blank\" rel=\"noopener noreferrer\">creation of a municipal park<\/a>, now only three families live in the last house standing, which the City of Niter\u00f3i <a href=\"http:\/\/glo.bo\/1rlaStV\" target=\"_blank\" rel=\"noopener noreferrer\">promised could stay<\/a>.<\/p>\n<p>The small favela\u00a0first came under serious threat of <a href=\"http:\/\/bit.ly\/1Tg0lMI\" target=\"_blank\" rel=\"noopener noreferrer\">eviction<\/a> in 1995 when the area was <a href=\"http:\/\/bit.ly\/1rla6Nz\" target=\"_blank\" rel=\"noopener noreferrer\">officially deemed<\/a> an <a href=\"http:\/\/bit.ly\/1VkNIPj\" target=\"_blank\" rel=\"noopener noreferrer\">Environmental Protection Area (APA)<\/a>\u00a0after a three-year provisory period. In 2007, President\u00a0Luiz In\u00e1cio &#8220;Lula&#8221; da Silva&#8217;s government passed\u00a0<a href=\"http:\/\/bit.ly\/1fbLWPF\" target=\"_blank\" rel=\"noopener noreferrer\">Decree 6.040: Policy for the Sustainable Development of Traditional Peoples and Communities<\/a>\u00a0protecting the heritage and land use of indigenous, traditional, and <a href=\"http:\/\/bit.ly\/1s1ZLFk\" target=\"_blank\" rel=\"noopener noreferrer\">quilombo<\/a> communities granting the traditional fishing community of Praia do Sossego the right to practice\u00a0their livelihood. The house currently under threat is not within the Environmental Protection Area.<\/p>\n<p>In February 2016, a judicial decision called for the demolition of the last home in Praia do Sossego despite the fact that it is not within the Environmental Protection Area.
