{"id":28701,"date":"2016-05-06T13:56:04","date_gmt":"2016-05-06T16:56:04","guid":{"rendered":"http:\/\/www.rioonwatch.org\/?p=28701"},"modified":"2016-05-12T12:59:06","modified_gmt":"2016-05-12T15:59:06","slug":"after-years-waiting-desperately-needed-sewerage-may-finally-arrive-in-pica-pau","status":"publish","type":"post","link":"https:\/\/rioonwatch.org\/?p=28701","title":{"rendered":"After Years Waiting, Desperately Needed Sewerage May Finally Arrive in Pica-Pau"},"content":{"rendered":"<p style=\"text-align: right;\"><a href=\"http:\/\/bit.ly\/1NrLBIZ\" target=\"_blank\"><strong><em>Clique aqui para Portugu\u00eas<img decoding=\"async\" width=\"20\" height=\"20\" class=\"alignright size-full wp-image-23766\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" alt=\"\" \/><\/em><\/strong><\/a><\/p>\n<p>In early\u00a0April 2016, <a href=\"http:\/\/bit.ly\/1LJW9v7\" target=\"_blank\">Pica-Pau<\/a> Neighborhood Association President Irenaldo Honorio da Silva\u00a0was told\u00a0the City would\u00a0finally launch the community&#8217;s long-awaited <a href=\"http:\/\/bit.ly\/1o6ShcY\" target=\"_blank\">Morar Carioca<\/a> favela upgrading projects on Sunday, April 3. But the plans were unclear. Irenaldo was worried the City would only upgrade\u00a0neighboring Bras de Pina. Then more official news came through\u2014he was told by officials that the launch would take place the following Saturday, April 9. But on Friday the event was\u00a0canceled, with no new date, and no one\u00a0would tell him why. One month later, the City has yet to present its Morar Carioca plans to\u00a0the community for upgrading Pica-Pau or neighboring favelas. But Irenaldo and his neighbors\u00a0are used to waiting: Pica-Pau was <a href=\"http:\/\/bit.ly\/1k3S4db\" target=\"_blank\">selected for Morar Carioca in 2011<\/a>\u00a0and interventions began in 2012, <a href=\"http:\/\/bit.ly\/1APjhGQ\" target=\"_blank\">only to be abandoned<\/a>, even though <a href=\"http:\/\/theatln.tc\/1VXRm2z\" target=\"_blank\">it may be one of the areas<\/a>\u00a0most\u00a0<a href=\"http:\/\/bit.ly\/1PCQTvF\" target=\"_blank\">in need of urgent infrastructure upgrades<\/a>\u00a0in Rio.<\/p>\n<p>Irenaldo sums up: \u201cWe were basically there but now, nothing. [There was going to be] a meeting with the mayor for the presentation of the project and it was canceled&#8230; and we\u2019re [still] waiting.\u201d<\/p>\n<h3>Pica-Pau<\/h3>\n<p>Beira Pica-Pau, also known as Favela de Cordovil, or simply as Pica-Pau, is a favela located in Rio de Janeiro\u2019s <a href=\"http:\/\/bit.ly\/1kZa3h9\" target=\"_blank\">North Zone<\/a>, in the <a href=\"http:\/\/bit.ly\/1ZT0XGx\" target=\"_blank\">Cordovil<\/a> neighborhood, bordering the Avenida Brasil highway.<\/p>\n<p>Pica-Pau has grown considerably since 1962, when the first families started to settle on what once used to be a small ranch. Today it is home to approximately 7,000 people and extends to an area of around 6,000 m\u00b2.<\/p>\n<p>The first residents of Pica-Pau were\u00a0migrants from Brazil\u2019s Northeast. Most were rural workers fleeing their drought-ridden lands\u00a0in search of\u00a0work opportunities in a\u00a0big city. Lacking formal education and work qualifications, they were a cheap labor force and had to submit to working long hours for extremely low wages in order to survive. Neglected by public authorities, and with very little means, Pica-Pau\u2019s residents had no option but to take matters into their own hands, building their homes under extremely precarious conditions. In the following years, just as so many other favelas, the number of residents increased, with <a href=\"http:\/\/bit.ly\/1TeraAg\" target=\"_blank\">no significant infrastructure improvements by the authorities<\/a>.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/05\/25948915113_9f08594ef7_z.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-28702 size-content\" title=\"Improvised water system in Pica-Pau\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/05\/25948915113_9f08594ef7_z-620x264.jpg\" alt=\"Improvised water system in Pica-Pau\" width=\"620\" height=\"264\" \/><\/a><\/p>\n<p>Still today, the pipes of the drinking water system provided by the state water utility\u00a0<a href=\"http:\/\/bit.ly\/1VPcxkP\" target=\"_blank\">CEDAE<\/a>\u00a0only reach a few houses located at the favela\u2019s boundaries. As the number of households increased over\u00a0the years, residents, using their own limited means, built\u00a0a\u00a0system of pumps and pipes that connects and distributes drinking water throughout the whole community. Due to the non-existence of a formal\u00a0network of sewers, all the neighborhood&#8217;s\u00a0sewage flows into the one underground <a href=\"http:\/\/bit.ly\/1MGKB39\" target=\"_blank\">stormwater<\/a>\u00a0drainage channel that runs across the favela\u2019s main road, streaming\u00a0sewage through an outlet into a channeled\u00a0river that ultimately flows to the <a href=\"http:\/\/bit.ly\/1C93tAb\" target=\"_blank\">Guanabara Bay<\/a>, joining <a href=\"http:\/\/bit.ly\/1QeDiew\" target=\"_blank\">much of the city&#8217;s sewage<\/a> and contributing to degrade its waters.<\/p>\n<p>And yet, with no proper drinking water supply nor <a href=\"http:\/\/bit.ly\/1SqqjtD\" target=\"_blank\">sewerage<\/a> infrastructure, all households are obliged to pay a monthly basic fee to CEDAE for services it does not provide. Outraged, many residents, led\u00a0by Irenaldo, have filed lawsuits against CEDAE for this unacceptable situation. There has yet to be an outcome from these suits.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/05\/26549962415_4f49c6c93b_z.jpg\"><img decoding=\"async\" class=\"aligncenter wp-image-28703\" title=\"Pica-Pau Neighborhood Association president Irenaldo (left) discusses issues with residents\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/05\/26549962415_4f49c6c93b_z.jpg\" alt=\"Pica-Pau Neighborhood Association president Irenaldo (left) discusses issues with residents\" width=\"620\" height=\"465\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/05\/26549962415_4f49c6c93b_z.jpg 640w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/05\/26549962415_4f49c6c93b_z-300x225.jpg 300w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/05\/26549962415_4f49c6c93b_z-174x131.jpg 174w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/05\/26549962415_4f49c6c93b_z-70x53.jpg 70w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/05\/26549962415_4f49c6c93b_z-326x245.jpg 326w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>Due to\u00a0the\u00a0<a href=\"http:\/\/theatln.tc\/1VXRm2z\" target=\"_blank\">extremely precarious infrastructural conditions<\/a>, on days of heavy rainfall, Pica-Pau\u2019s residents experience a true nightmare: sewage comes out their indoor floor drains, and even taps and showers. This takes place because the underground drainage channels are not built to bear both the volume of rainwater and sewage all together. They fill up\u00a0with rainwater and literally overflow, causing the streets to flood up to a few feet high at times. As the improvised, poorly maintained drinking water supply network of pipes run within the rainwater\/sewage channel, due to the high pressure of the underground &#8220;river&#8221; caused by the downpour, the contaminated water penetrates the pipes that distribute drinking water, delivering sewage-contaminated water to residents&#8217; homes.<\/p>\n<h3>Morar Carioca<\/h3>\n<p>After <a href=\"http:\/\/bit.ly\/FavelaModelo\" target=\"_blank\">long years in a lonely struggle<\/a> against these issues, trying to tackle them <a href=\"http:\/\/bit.ly\/1O3iPyl\" target=\"_blank\">within their own restricted means<\/a>, Morar Carioca seemed to offer new hope for Pica-Pau\u2019s residents. It consists of an <a href=\"http:\/\/bit.ly\/1MZ7bV1\" target=\"_blank\">award-winning<\/a> billion dollar program\u00a0run\u00a0by the City government, and funded partially by the City, federal funds and the Inter-American Development Bank (IDB). This program was <a href=\"http:\/\/bit.ly\/1lVPng8\" target=\"_blank\">supposed to improve living conditions in 193 favelas<\/a> in Rio de Janeiro, and Pica-Pau was one of them.<\/p>\n<p>Irenaldo explains Pica-Pau needs Morar Carioca because it has \u201cslopes with <a href=\"http:\/\/bit.ly\/1qJ4bBE\" target=\"_blank\">houses at risk<\/a>, drinking water contaminated with sewage, and a lack of adequate <a href=\"http:\/\/bit.ly\/1upL4KU\" target=\"_blank\">sanitation<\/a>, infrastructure, a green leisure area, a sports center, squares,\u201d among others.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/05\/25946749183_86beb0e9d5_z.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-28704 size-content\" title=\"Insufficient drainage systems characterize Pica-Pau\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/05\/25946749183_86beb0e9d5_z-620x264.jpg\" alt=\"Insufficient drainage systems characterize Pica-Pau\" width=\"620\" height=\"264\" \/><\/a><\/p>\n<p>Since 2010, when\u00a0the chosen Morar Carioca contractors were announced, very little has been done. Likewise, contrary to the program&#8217;s formulation, little information is provided to supposed beneficiaries, like Pica-Pau\u2019s residents. The program is now widely considered to <a href=\"http:\/\/bit.ly\/1lVPng8\" target=\"_blank\">have been abandoned<\/a>. <a href=\"http:\/\/bit.ly\/1nZkXpa\" target=\"_blank\">Mayor Eduardo Paes<\/a> emphasized it heavily in his 2012 re-election campaign, but the contract of iBase, the\u00a0key NGO supporting qualitative diagnostics&#8211;engaging communities in participatory activities that guaranteed their input would be incorporated into project plans&#8211;was cut without warning in January 2013, just three months after Paes won his second Mayoral term.<\/p>\n<p>Initially, the delay had allegedly something to do with the complex bureaucracy behind such a huge undertaking. Then, apparently, as the City ran\u00a0out of funds, it depended on the federal government to make resources available. Most recently, the hurdle seems to be a political one: <a href=\"http:\/\/bit.ly\/1O3lacL\" target=\"_blank\">electoral disputes<\/a> among the city\u2019s main political parties in power are argued to\u00a0be the reason why the project is being once again put off. And then there are those who believe Mayor Eduardo Paes <a href=\"http:\/\/bit.ly\/1JWMh4H\" target=\"_blank\">never planned to implement the program<\/a>, but just to <a href=\"http:\/\/bit.ly\/1MZ7bV1\" target=\"_blank\">benefit from its image<\/a>, since the program was already in the planning process\u00a0by housing officials as he took office,\u00a0and so would be difficult to ignore; yet upgrading favelas&#8211;particularly through highly participatory channels&#8211;increases their legitimacy and permanence, and thus implementing such a program would harm his <a href=\"http:\/\/bit.ly\/1k5BsNq\" target=\"_blank\">real estate<\/a> associates and impede the\u00a0forced eviction crusades the mayor <a href=\"http:\/\/bit.ly\/1JnWsNg\" target=\"_blank\">has become famous for<\/a>.<\/p>\n<p>Yet, slowly, things seemed to be moving forward again: last year, a City officer, engineers of the contractor in charge of Pica-Pau and finance department representatives of the IDB visited the community. The area was mapped and studied, and the mayor\u2019s representative assured Irenaldo that the upgrading\u00a0plan is already done and that the works would start in April.<\/p>\n<p>Residents of Pica-Pau may be used to waiting, but they\u2019re getting tired of it. \u201cHow long are we going to be waiting?\u201d asks Irenaldo. \u201cWe, the residents, can\u2019t bear so much waiting.\u201d<\/p>\n<p>The wait may be over soon. The mayor has called a meeting to launch Morar Carioca in Pica-Pau tomorrow, Saturday May 7, at 9am.
