{"id":28870,"date":"2016-05-21T03:30:51","date_gmt":"2016-05-21T06:30:51","guid":{"rendered":"http:\/\/www.rioonwatch.org\/?p=28870"},"modified":"2016-05-26T08:47:29","modified_gmt":"2016-05-26T11:47:29","slug":"erasing-the-favela-from-vila-autodromo","status":"publish","type":"post","link":"https:\/\/rioonwatch.org\/?p=28870","title":{"rendered":"Erasing the Favela from Vila Aut\u00f3dromo"},"content":{"rendered":"<p style=\"text-align: right;\"><a href=\"http:\/\/bit.ly\/1OZJk8o\" target=\"_blank\"><strong><em>Clique aqui para Portugu\u00eas<img decoding=\"async\" width=\"20\" height=\"20\" class=\"alignright size-full wp-image-23766\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" \/><\/em><\/strong><\/a><\/p>\n<p>On Wednesday May 18, the <a href=\"http:\/\/bit.ly\/1XKmSQq\" target=\"_blank\">Evictions Memory Museum<\/a>\u00a0opened in <a href=\"http:\/\/bit.ly\/VilaAut\" target=\"_blank\">Vila Aut\u00f3dromo<\/a>, the favela which has become world famous for standing up to\u00a0Olympic development in Rio de Janeiro. Thanks to\u00a0<a href=\"http:\/\/bit.ly\/1rtuaxu\" target=\"_blank\">their fierce resistance<\/a>, those who hadn&#8217;t yet left recently won a <a href=\"http:\/\/bit.ly\/1YkZNnc\" target=\"_blank\">landmark deal<\/a> to be allowed to stay in their community\u2013the first collectively signed relocation\u00a0agreement in favela history. While their houses will be destroyed, the residents who remained will have new houses built by the City, in time for the <a href=\"http:\/\/bit.ly\/1pXMFVa\" target=\"_blank\">Olympics<\/a>. While community activist <a href=\"http:\/\/bit.ly\/1pz3VFe\" target=\"_blank\">Maria da Penha<\/a> accepts that the deal isn\u2019t a \u201ccomplete victory,\u201d she is happy with the deal that the City has arrived at with residents, as she will have a new home in the community, which she has always stressed is her right.<\/p>\n<figure id=\"attachment_27993\" aria-describedby=\"caption-attachment-27993\" style=\"width: 620px\" class=\"wp-caption aligncenter\"><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/04\/Community-Upgrades-better.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"wp-image-27993 size-large\" title=\"The plan agreed by residents and the City. Photo courtesy of the Vila Aut\u00f3dromo Facebook page<\/figcaption><\/figure>\n<p>Under the new deal, which is <a href=\"http:\/\/bit.ly\/1pw6Oqv\" target=\"_blank\">far removed<\/a> from what residents wanted for the community, as documented in their <a href=\"http:\/\/bit.ly\/1PbOueL\" target=\"_blank\">People\u2019s Plan<\/a>, 25 new homes will be built along one street. The church will be able to stay, but every other building will be destroyed. Two schools will be built in the community, although residents never asked even for one, with Maria da Penha condemning this as a \u201cfalse legacy,\u201d suggesting the purpose is simply to give the impression the City is providing services. Given the lack of desire for these schools, the money used to build them would probably better\u00a0be used to ease the <a href=\"http:\/\/bit.ly\/24DiQNL\" target=\"_blank\">current issues<\/a> with schooling across the state of Rio.<\/p>\n<p>The new homes are slated to be delivered before the Games on July 22, giving the City just over two months to build\u00a0all the homes,\u00a0leaving little room for error before the Olympic opening ceremony on August 5. While completing the project in this time frame would be an impressive feat of engineering, it is more likely that contractors will make short cuts and the homes delivered to residents will be low quality construction.<\/p>\n<p>The new homes will be professionally built, throwing Vila Aut\u00f3dromo\u2019s status as a favela into doubt (<a href=\"http:\/\/bit.ly\/1Eo26e1\" target=\"_blank\">definitions vary<\/a>, but favelas can be partly defined as communities\u00a0built by residents themselves). So much will change that the term <a href=\"http:\/\/bit.ly\/1RShsAS\" target=\"_blank\">renewal<\/a> is more accurate than <a href=\"http:\/\/bit.ly\/1MGRoaa\" target=\"_blank\">upgrades<\/a>.\u00a0It is as if the City wants to wipe the slate clean and start again, rebuilding Vila Aut\u00f3dromo in a way that fits with the surrounding condominiums of <a href=\"http:\/\/bit.ly\/1EJxTst\" target=\"_blank\">Barra da Tijuca<\/a>. According to Maria da Penha, during the negotiations over the deal the City even tried to change the name from the \u201cVila Aut\u00f3dromo\u00a0Community\u201d to \u201cVila Aut\u00f3dromo Condominium.\u201d Along with the new building style, this fits with residents&#8217; long-held beliefs that they are being evicted as part of a process of urban renewal. After the demolition of three homes behind the Neighborhood\u00a0Association in <a href=\"http:\/\/bit.ly\/1SktNR7\" target=\"_blank\">February 2016<\/a>, Maria da Penha said the demolitions were happening to remove the \u201cugly\u201d favela and create a \u201cbeautiful place\u201d for those staying at the nearby Olympic hotel.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/05\/rsz_img_3886.jpg\"><img decoding=\"async\" class=\"aligncenter wp-image-29035 size-large\" title=\"Demolished buildings in Vila Aut\u00f3dromo against Olympic hotel construction in the background\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/05\/rsz_img_3886-1024x768.jpg\" alt=\"Demolished buildings in Vila Aut\u00f3dromo against Olympic hotel construction in the background\" width=\"620\" height=\"465\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/05\/rsz_img_3886.jpg 1024w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/05\/rsz_img_3886-300x225.jpg 300w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/05\/rsz_img_3886-768x576.jpg 768w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/05\/rsz_img_3886-174x131.jpg 174w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/05\/rsz_img_3886-70x53.jpg 70w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/05\/rsz_img_3886-326x245.jpg 326w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>Further, residents remain unclear as to what will be built on the area close to the lagoon, where some houses still stand, waiting to be destroyed. Overlooking the Jacarepagu\u00e1 Lagoon and directly next to the main Olympic Park, this land is valuable real estate. Residents regularly state that they do not (directly) blame the Olympics for their eviction. Instead the Olympics are used as a tool to evict them to allow real estate development on the land. This claim is strengthened by examining the <a href=\"http:\/\/bit.ly\/27kD699\" target=\"_blank\">list of donors<\/a> to <a href=\"http:\/\/bit.ly\/1nZkXpa\" target=\"_blank\">Mayor Eduardo Paes<\/a>\u2019 election campaigns, which includes major construction and real estate firms.<\/p>\n<p>Notable among this list is Carlos Carvalho, who is unashamed of his desire to build a <a href=\"http:\/\/bit.ly\/1UlJSUT\">\u201ccity of the elite\u201d<\/a> with no space for the poor in Barra da Tijuca, the neighborhood where Vila Aut\u00f3dromo is located. He will be <a href=\"http:\/\/bit.ly\/1oXSVjJ\" target=\"_blank\">given some of the public land<\/a> on which the Olympic Park sits after the Games, and will therefore be responsible for securing the local\u00a0legacy of the Games. During this time, she started negotiating to sell her house, planning to rebuild closer to the heart of the community, where she would be able to stay. Because she had <a href=\"http:\/\/bit.ly\/1TDP7Bj\" target=\"_blank\">started to negotiate<\/a> with the city, she was excluded from the deal for the new homes. By excluding Heloisa Helena and others in a similar position, the City has maximized the amount of land it can take from the residents under the guise of Olympic development.<\/p>\n<p>It seems however, that in the face of the strong, impassioned resistance to eviction\u00a0displayed by Vila Aut\u00f3dromo\u00a0that resulted in\u00a0those final families unwavering while the courts denied permission for removals,\u00a0<a href=\"http:\/\/bit.ly\/1Rd3mGQ\" target=\"_blank\">Mayor Paes<\/a> and his real estate associates\u00a0were\u00a0required\u00a0to accept they might end up with the site still looking like a war zone come August\u00a0if they did not build housing on the site for the remaining residents.<\/p>\n<p>As a result, the mayor shifted to a new strategy, that of building\u00a0new housing\u00a0to clean up the site for the\u00a0Games. The only building that will stay in the community is the Catholic church, which the City says\u00a0&#8220;isn\u2019t <a href=\"http:\/\/bit.ly\/1m4KHPf\" target=\"_blank\">a risk<\/a>.&#8221; By removing residents from their traditional favela housing, which in Vila Aut\u00f3dromo&#8217;s case was rather large and well built, but which now are surrounded by rubble, the media and IOC dignitaries that will occupy the nearby buildings during the Olympic Games can remain blissfully unaware that there was once a favela on their doorstep. However, the <a href=\"http:\/\/bit.ly\/RFBFz5\" target=\"_blank\">poor quality housing<\/a> and reduced space, coupled with the lofty interests of next-door\u00a0real estate developers, will remain problematic for residents long after the Games have moved on.<\/p>\n<figure id=\"attachment_29037\" aria-describedby=\"caption-attachment-29037\" style=\"width: 620px\" class=\"wp-caption aligncenter\"><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/05\/rsz_img_20160319_173517.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-29037 size-large\" title=\"&quot;There is no Rio without the favela. Rio begins in the favela&#8221;<\/figcaption><\/figure>\n<p>This <a href=\"http:\/\/bit.ly\/1Rd3mGQ\" target=\"_blank\">erasing of favelas<\/a> from Rio\u2019s Olympics is deeply problematic. To only show Christ the Redeemer, Sugarloaf Mountain and Copacabana beach, as TV coverage of the Games undoubtedly will, conveys a skewed view of Rio&#8217;s reality. As the graffiti in Vila Aut\u00f3dromo asserts \u201cthere is no Rio without the favela,\u201d and the City\u2019s move to hide the favela origins of Vila Aut\u00f3dromo amounts to an abandonment of the government\u2019s duty to govern for all. As resident <a href=\"http:\/\/bit.ly\/21iUhCi\" target=\"_blank\">Sandra Maria<\/a> said after the <a href=\"http:\/\/bit.ly\/1TGtfVS\" target=\"_blank\">Neighborhood Association was destroyed<\/a>, \u201cpoverty exists here and everyone knows it. If you don\u2019t want to show poverty to the world, end poverty!\u201d It would be good if the next Mayor of Rio, due to be elected in October, embraced this slogan, and developed policy solutions that will involve and empower residents, for the benefit of all. As it stands however, Rio\u2019s Olympic Games have been used by the City to <a href=\"http:\/\/bit.ly\/1TCVwcw\" target=\"_blank\">exclude<\/a> and disempower hundreds of thousands of Rio\u2019s favela residents.<\/p>\n<p><em>Adam Talbot is a doctoral researcher at the Centre of Sport, Tourism and Leisure Studies at the University of Brighton, UK.
