{"id":28887,"date":"2016-06-08T10:55:42","date_gmt":"2016-06-08T13:55:42","guid":{"rendered":"http:\/\/www.rioonwatch.org\/?p=28887"},"modified":"2020-08-07T14:04:03","modified_gmt":"2020-08-07T17:04:03","slug":"brazils-political-crisis-threatens-essential-upgrading-works-in-rocinha","status":"publish","type":"post","link":"https:\/\/rioonwatch.org\/?p=28887","title":{"rendered":"Brazil&#8217;s Political Crisis Threatens Essential Upgrading Works in Rocinha"},"content":{"rendered":"<p style=\"text-align: right;\"><a href=\"http:\/\/bit.ly\/1XXkWYy\" target=\"_blank\" rel=\"noopener noreferrer\"><strong><em>Clique aqui para Portugu\u00eas<img decoding=\"async\" width=\"20\" height=\"20\" class=\"alignright size-full wp-image-23766\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" \/><\/em><\/strong><\/a><\/p>\n<p><span style=\"font-weight: 400;\">Following last month\u2019s reconfiguration of the Federal Planning Ministry following President Dilma Rousseff&#8217;s impeachment, questions regarding the <a href=\"http:\/\/bit.ly\/1Ttl1P2\" target=\"_blank\" rel=\"noopener noreferrer\">status of uncompleted infrastructure projects<\/a> funded under her\u00a0administration remain unanswered. Within a day of taking office, Interim President Michel Temer and Planning Minister Romero Juca eliminated the managing department of the <a href=\"http:\/\/bit.ly\/1VesrVx\" target=\"_blank\" rel=\"noopener noreferrer\">Growth Acceleration Program (PAC)<\/a> and introduced a new infrastructure initiative, the <a href=\"http:\/\/bit.ly\/1Rddpvj\" target=\"_blank\" rel=\"noopener noreferrer\">Growth, Employment and Income Generation Program<\/a>,\u00a0<\/span><span style=\"font-weight: 400;\">known as \u201cCrescer.\u201d While the Crescer program has effectively replaced PAC in overseeing federal investment in large public works, President Temer\u2019s administration has yet to definitively address whether projects funded under PAC will continue to receive funding through Crescer. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Among the hundreds of PAC projects currently at risk of losing funding is the longstanding effort to deliver infrastructure upgrades to <a href=\"http:\/\/bit.ly\/1m4JS9c\" target=\"_blank\" rel=\"noopener noreferrer\">Rocinha<\/a>, Rio\u2019s largest single favela. <\/span><\/p>\n<p>Nearly eight years after the PAC\u00a0was brought to Rocinha to inject billions of reais into upgrading\u00a0projects, the program now sits paralyzed. Completed projects from the first phase of PAC do not include\u00a0<a href=\"http:\/\/bit.ly\/XS2raO\" target=\"_blank\" rel=\"noopener noreferrer\">urgently needed sanitation projects<\/a>\u00a0which were expected in the next phase. While the future of these works remains unclear, residents and planners alike defend these works as an essential step in improving health, safety and quality of life in Rocinha.<\/p>\n<h3><b>PAC Overview <\/b><\/h3>\n<p><span style=\"font-weight: 400;\">Established by President <\/span><span style=\"font-weight: 400;\">Luiz In\u00e1cio &#8220;Lula&#8221; da Silva <\/span><span style=\"font-weight: 400;\">in 2007, the Growth Acceleration Program (PAC) invested in large-scale infrastructure and urban development projects throughout the country to create jobs, stimulate private-sector growth and promote development. By 2014, the federal government had invested over US$1.22 trillion in these projects. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Among a number of projects in Rio, the first phase of PAC (known as PAC 1) provided funding for upgrading\u00a0projects in three of the city\u2019s largest favelas: <a href=\"http:\/\/bit.ly\/1nEeBwu\" target=\"_blank\" rel=\"noopener noreferrer\">Complexo do Alem\u00e3o<\/a>,\u00a0<a href=\"http:\/\/bit.ly\/1sksV07\" target=\"_blank\" rel=\"noopener noreferrer\">Manguinhos<\/a> and Rocinha. The projects in Rio\u2019s favelas were modeled on\u00a0the <\/span><span style=\"font-weight: 400;\">landmark,<\/span><span style=\"font-weight: 400;\"> <a href=\"http:\/\/bit.ly\/1l4Gmzq\" target=\"_blank\" rel=\"noopener noreferrer\">limited-success\u00a0but very important<\/a>\u00a0upgrading program <a href=\"http:\/\/bit.ly\/1yIV9lc\" target=\"_blank\" rel=\"noopener noreferrer\">Favela-Bairro<\/a>,\u00a0<\/span><span style=\"font-weight: 400;\">which operated from 1994 to 2008, and overlapped with efforts by the city government to install public works in communities through the <a href=\"http:\/\/bit.ly\/1k3S4db\" target=\"_blank\" rel=\"noopener noreferrer\">Morar Carioca<\/a> program, which was introduced by Mayor Eduardo Paes in 2010, though later <a href=\"http:\/\/bit.ly\/1lVPng8\" target=\"_blank\" rel=\"noopener noreferrer\">abandoned<\/a>. While the budgets for PAC I projects in Complexo do Alem\u00e3o and Manguinhos were partially funded by the state government, PAC projects in Rocinha received near complete funding from the federal government. Rocinha subsequently became a site of interest for visits by\u00a0President Lula in 2010 and President Dilma in 2013.<\/span><\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/05\/ABr171013DSC_8395.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-28955 size-content\" title=\"Government ministers announce the PAC 2 budget report in 2013. Photo by Antonio Cruz \/ Ag\u00eancia Brasil \" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/05\/ABr171013DSC_8395-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/05\/ABr171013DSC_8395-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<h3><b>PAC projects in Rocinha<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">PAC 1 in Rocinha<\/span><span style=\"font-weight: 400;\"> received a budget of R$259 million, and since 2008 funded the construction of a sports complex,<\/span><span style=\"font-weight: 400;\">\u00a0a public health clinic,\u00a0<\/span><span style=\"font-weight: 400;\">a pedestrian bridge<\/span><span style=\"font-weight: 400;\">\u00a0designed by Oscar Niemeyer,\u00a0a library, and th<\/span><span style=\"font-weight: 400;\">e <a href=\"http:\/\/bit.ly\/1TklDYs\" target=\"_blank\" rel=\"noopener noreferrer\">redevelopment of Rua 4<\/a>, now one of the community\u2019s main\u00a0thoroughfares. At the time Rua 4 was exceptionally narrow and consequently experienced the <a href=\"http:\/\/bit.ly\/1Gy7oWi\" target=\"_blank\" rel=\"noopener noreferrer\">highest rate of tuberculosis in the state of Rio<\/a>. Though this redevelopment project alone required the removal of over 800 homes, it was clearly undertaken to benefit residents&#8217; health and displaced residents were offered money to purchase a home in Rocinha or an apartment in the new <a href=\"http:\/\/bit.ly\/1lTMw0y\" target=\"_blank\" rel=\"noopener noreferrer\">Minha Casa Minha Vida<\/a>\u00a0public housing units <a href=\"http:\/\/bit.ly\/1TklDYs\" target=\"_blank\" rel=\"noopener noreferrer\">constructed on essentially the same site along\u00a0Rua 4<\/a>. As a result, the\u00a0vast majority of residents displaced by those initial PAC projects remain in Rocinha today and the Rua 4 housing is seen as one of few recently-built successful examples of public housing\u00a0in Rio.<\/span><\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/05\/IMG_1140.jpg\"><img decoding=\"async\" class=\"aligncenter wp-image-28895 size-content\" title=\"One of the two Minha Casa Minha Vida developments where many displaced residents from Rua 4 now live.\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/05\/IMG_1140-620x264.jpg\" alt=\"One of the two Minha Casa Minha Vida developments where many displaced residents from Rua 4 now live. \" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/05\/IMG_1140-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/05\/IMG_1140-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p><span style=\"font-weight: 400;\">The second phase of PAC (PAC 2) was planned\u00a0to invest R$457 million in popular\u00a0<a href=\"http:\/\/bit.ly\/1upL4KU\" target=\"_blank\" rel=\"noopener noreferrer\">sanitation<\/a> and less popular accessibility upgrades. Though the most visible component of this phase is the installation of a <a href=\"http:\/\/bit.ly\/1oQuiho\" target=\"_blank\" rel=\"noopener noreferrer\">cable car<\/a> system, slated to cost R$152.2 million and <a href=\"http:\/\/bit.ly\/1lkIuh2\" target=\"_blank\" rel=\"noopener noreferrer\">widely contested<\/a> by residents, the majority of funds have been allocated to upgrade existing infrastructure. Four streets (Rua 1, Rua 2, Rua 3 and Rua do Val\u00e3o) are to be upgraded in the same manner as Rua 4 in an effort to improve accessibility for pedestrians and emergency vehicles. In the case of Rua do Val\u00e3o, the redevelopment will also cover the open sewer that <\/span><span style=\"font-weight: 400;\">runs<\/span><span style=\"font-weight: 400;\"> the length of the street, possibly ameliorating\u00a0public <a href=\"http:\/\/bit.ly\/1ys5C9X\" target=\"_blank\" rel=\"noopener noreferrer\">health<\/a> concerns for residents. These plans to widen and upgrade main thoroughfares will involve the installation of <a href=\"http:\/\/bit.ly\/1MGKB39\" target=\"_blank\" rel=\"noopener noreferrer\">storm water systems<\/a>, develop\u00a0<a href=\"http:\/\/bit.ly\/1SqqjtD\" target=\"_blank\" rel=\"noopener noreferrer\">sewerage<\/a> infrastructure and lead to\u00a0more regular <a href=\"http:\/\/bit.ly\/1Xi9ILW\" target=\"_blank\" rel=\"noopener noreferrer\">trash collection<\/a>. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Though the plans were completed years ago, PAC 2 projects in Rocinha have been paralyzed since February 2015 when ex-Minister Joaquim Levy announced a budget freeze on PAC investments due to the economic crisis. In recent months, officials have articulated that construction in Rocinha could feasibly begin by the end of the year, but that the political turmoil at the federal and state levels could threaten this. \u00a0<\/span><\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/05\/IMG_1139.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-28894 size-large\" title=\"A section of Rua 4, which was upgraded and widened through PAC 1\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/05\/IMG_1139-1024x768.jpg\" alt=\"A section of Rua 4, which was upgraded and widened through PAC 1\" width=\"620\" height=\"465\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/05\/IMG_1139-1024x768.jpg 1024w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/05\/IMG_1139-300x225.jpg 300w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/05\/IMG_1139-768x576.jpg 768w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/05\/IMG_1139-174x131.jpg 174w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/05\/IMG_1139-70x53.jpg 70w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/05\/IMG_1139-326x245.jpg 326w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<h3><b>Delays, lack of transparency and concern over priorities<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">The current delays are not the first to impair PAC investments in Rocinha. <a href=\"http:\/\/bit.ly\/1cZ491G\" target=\"_blank\" rel=\"noopener noreferrer\">Reports<\/a>\u00a0<\/span><span style=\"font-weight: 400;\">from as early as 2011 describe budget freezes that stalled projects for months or years at a time, leaving residents and observers confused and frustrated. Designated PAC 1 projects have since been completed, while a series of \u201ccomplementary\u201d projects that received funding in later budget cycles are near completion. These include a kindergarten, a public market and a <a href=\"http:\/\/bit.ly\/23VQc8s\" target=\"_blank\" rel=\"noopener noreferrer\">funicular tram<\/a>\u00a0with three stations on the northwest side of the community. Despite the eventual completion of these projects, the confusion around their fate reinforces an underlying problem of transparency. Residents complain that the lack of information leaves them little <a href=\"http:\/\/bit.ly\/1rkcjHD\" target=\"_blank\" rel=\"noopener noreferrer\">opportunity to participate<\/a>, echoing a <a href=\"http:\/\/bit.ly\/1TQQ358\" target=\"_blank\" rel=\"noopener noreferrer\">broader problem<\/a> with <a href=\"http:\/\/bit.ly\/1pw6Oqv\" target=\"_blank\" rel=\"noopener noreferrer\">recent government actions<\/a> in Rio\u2019s favelas. Due to poor <a href=\"http:\/\/bit.ly\/1rkcjHD\" target=\"_blank\" rel=\"noopener noreferrer\">consultation procedures<\/a>, in particular with regard to the cable car, residents&#8217;\u00a0disagreement with intended works has been pronounced, particularly through the advocacy group <a href=\"http:\/\/bit.ly\/1UxJWhC\" target=\"_blank\" rel=\"noopener noreferrer\">Rocinha Sem Fronteiras<\/a>. This movement\u00a0has been lobbying for sanitation and <a href=\"http:\/\/bit.ly\/1pnnNrU\" target=\"_blank\" rel=\"noopener noreferrer\">against the\u00a0cable car<\/a> since early in the process, pointing to the cable car as a high-cost marketing project, the high number of evictions and the potential of the project to produce <a href=\"http:\/\/bit.ly\/1l6Oo5g\" target=\"_blank\" rel=\"noopener noreferrer\">gentrification<\/a>.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">While residents debate on their own through Rocinha Sem Fronteiras, EMOP, the public works company\u00a0responsible for coordinating PAC projects throughout the state of Rio de Janeiro, officially insists on the\u00a0importance of <a href=\"http:\/\/bit.ly\/1rkcjHD\" target=\"_blank\" rel=\"noopener noreferrer\">community participation<\/a> and transparency in the planning process.\u00a0EMOP representatives describe how they spent\u00a0two months in Rocinha completing a \u201c<\/span><a href=\"http:\/\/bit.ly\/1R5SIl7\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">social diagnosis<\/span><\/a><span style=\"font-weight: 400;\">\u201d on the specific infrastructure and service priorities for the community, with a planning process involving 12\u00a0public meetings between planners and residents, and a census of residents, homes, businesses and organizations. EMOP also consulted, but did not adopt,\u00a0the <\/span><a href=\"http:\/\/bit.ly\/2010T8z\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Master Plan<\/span><\/a><span style=\"font-weight: 400;\"> developed by <a href=\"http:\/\/aje.me\/1qDF9jU\" target=\"_blank\" rel=\"noopener noreferrer\">architect Luiz Carlos Toledo<\/a>, who over the course of five years conducted intensive research and moved his office to Rocinha to work directly with residents.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Ruth Jurberg, who has served as the general coordinator of the social component of PAC in Rio de Janeiro since 2007, described the planning process as fundamental to establishing trust between the government and community members. She claims\u00a0many favela residents were skeptical of the government\u2019s presence after decades of neglect, until her team undertook their work there. Now Jurberg fears that \u201cwe are losing their trust once again. They don\u2019t trust us anymore. They created these projects with us and had the hope of transforming their communities, but now everything has stopped.\u201d<\/span><\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/05\/IMG_1137.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-28893 size-content\" title=\"The Cl\u00ednica da Fam\u00edlia Maria do Socorro opened was opened in 2010 in a ceremony attended by both ex-President Lula and President Dilma\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/05\/IMG_1137-620x264.jpg\" alt=\"The Cl\u00ednica da Fam\u00edlia Maria do Socorro opened was opened in 2010 in a ceremony attended by both ex-President Lula and President Dilma\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/05\/IMG_1137-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/05\/IMG_1137-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p><span style=\"font-weight: 400;\">Jos\u00e9 Fernandes, known as Xavante, is a lifelong Rocinha resident\u00a0and former\u00a0president of the <a href=\"http:\/\/bit.ly\/1TUXvYh\" target=\"_blank\" rel=\"noopener noreferrer\">Rocinha Residents&#8217; Pro-Improvements Union<\/a> <\/span><span style=\"font-weight: 400;\">(UPMMR). He maintains that overall PAC\u2019s upgrading\u00a0projects have improved the quality of life in Rocinha. Upgrading, he explained, improves the sanitation and health of the communities, and also promotes public safety and upward mobility by introducing public services such as cultural programs and schools for children and more accessible clinics for families. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cIt\u2019s very sad to see this community in the <a href=\"http:\/\/bit.ly\/1pfz23A\" target=\"_blank\" rel=\"noopener noreferrer\">South Zone<\/a> of Rio de Janeiro, with all this wealth on one side in <a href=\"http:\/\/bit.ly\/1rR8uM8\" target=\"_blank\" rel=\"noopener noreferrer\">S\u00e3o Conrado<\/a>, while thousands of residents here live in miserable conditions.\u201d He reiterated the significance of these programs as the first indication that the government was committed to improving conditions in Rocinha and described the long struggle to procure basic services and dignity for residents. \u201cRocinha has been fighting for these works for years\u2013nothing comes here without a fight,\u201d he said.<\/span><\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2014\/08\/4.png\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-17352\" title=\"Rocinha, and the footbridge designed by Oscar Niemeyer and built as part of the PAC\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2014\/08\/4.png\" alt=\"Rocinha, and the footbridge designed by Oscar Niemeyer and built as part of the PAC\" width=\"620\" height=\"493\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2014\/08\/4.png 998w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2014\/08\/4-620x493.png 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2014\/08\/4-792x629.png 792w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2014\/08\/4-768x610.png 768w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2014\/08\/4-300x238.png 300w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p><span style=\"font-weight: 400;\">Xavante is joined in his support of the program by residents in the Minha Casa Minha Vida public housing development adjacent to Rua 4, who expressed <\/span><span style=\"font-weight: 400;\">contentment<\/span><span style=\"font-weight: 400;\">\u00a0with the upgrading projects, explaining that the area was cleaner and healthier than it had been before PAC. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cI\u2019m very satisfied, because compared to where I used to live, there is much more dignity here\u2013the trash is collected several times a day, ambulances can get through the street, it\u2019s much better,\u201d said Fabiani, whose home was removed during the redevelopment of Rua 4. \u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Employees of the Biblioteca Parque (Park Library) proudly touted the free educational and cultural classes offered to residents and showcased the facility\u2019s resources, which thousands of residents use every week, though they communicated their concern that the library has been under <a href=\"http:\/\/bit.ly\/1PF3Lrt\" target=\"_blank\" rel=\"noopener noreferrer\">threat of closure<\/a> several times over the past year due to lack of public resources.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Though residents complain they are often <a href=\"http:\/\/bit.ly\/1X9cfta\" target=\"_blank\" rel=\"noopener noreferrer\">understaffed<\/a>,\u00a0the public health facilities&#8211;a family clinic and an urgent care clinic&#8211;are centrally located and significant\u00a0additions to the healthcare services of the community. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Dozens of residents interviewed agreed that the investments made in PAC 1 were a step in the right direction, but far from sufficient to solve the myriad health risks posed by insufficient garbage\u00a0collection, sewage systems, and storm water drainage. The consensus was that PAC 2 projects are vital to improving sanitation in the community. <\/span><\/p>\n<h3><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/05\/16857395712_bf84616262_z.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-28956 size-content\" title=\"Essential works are required in Rocinha\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/05\/16857395712_bf84616262_z-620x264.jpg\" alt=\"Essential works are required in Rocinha\" width=\"620\" height=\"264\" \/><\/a><\/h3>\n<h3><b>Current status<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">The realization of <a href=\"http:\/\/bit.ly\/23VR4da\" target=\"_blank\" rel=\"noopener noreferrer\">PAC works in Rocinha<\/a> now depends on political stability at the state and federal level. EMOP has suffered a series of debilitating budget cuts from the state, with some fearing the entire department could be closed in coming months. It is unlikely that PAC could continue to operate in the state of Rio de Janeiro if this were to happen. At the federal level, funding is contingent on political will.
