{"id":30019,"date":"2016-06-29T17:00:14","date_gmt":"2016-06-29T20:00:14","guid":{"rendered":"http:\/\/www.rioonwatch.org\/?p=30019"},"modified":"2016-07-04T04:11:26","modified_gmt":"2016-07-04T07:11:26","slug":"the-drug-war-is-a-convenient-excuse-violence-scares-city-of-god-residents","status":"publish","type":"post","link":"https:\/\/rioonwatch.org\/?p=30019","title":{"rendered":"&#8220;The War Against Drugs is a Convenient Excuse.&#8221; Violence Scares City of God Residents"},"content":{"rendered":"<p style=\"text-align: right;\"><a href=\"http:\/\/bit.ly\/28UpNn7\" target=\"_blank\"><strong><em>Clique aqui para Portugu\u00eas<img decoding=\"async\" width=\"20\" height=\"20\" class=\"alignright size-full wp-image-23766\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" \/><\/em><\/strong><\/a><\/p>\n<p><em><strong>Residents report how they are forced to hide from gunfire and how the UPP is far from being a project of peace.<\/strong><\/em><\/p>\n<p>Since the beginning of June, frightened residents of\u00a0<a href=\"http:\/\/bit.ly\/1wwjhWi\" target=\"_blank\">City of God<\/a> have been living in a state of fear due to\u00a0constant police operations, gunfire and the presence of the <em>caveir\u00e3o<\/em> (big skull)\u2013the name given to the armored tanks\u00a0used by the Special Police Operations Battalion (<a href=\"http:\/\/bit.ly\/1sAbGoa\" target=\"_blank\">BOPE<\/a>) of the <a href=\"http:\/\/bit.ly\/1JS6zYI\" target=\"_blank\">Rio de Janeiro Military Police<\/a>. Residents are questioning the role and effectiveness of the <a href=\"http:\/\/bit.ly\/1lIGSxv\" target=\"_blank\">Pacifying Police Unit (UPP)<\/a> and claim that their rights are being violated. Some people prefer not to leave their homes for fear of what could happen on days of police operations.<\/p>\n<p>City of God was the second favela\u00a0in Rio de Janeiro to receive the pacification project, with the\u00a0<a href=\"http:\/\/bit.ly\/14uAaeg\" target=\"_blank\">UPP installed there in 2009<\/a>.\u00a0The UPP has 343 police officers who patrol the area of over 2km in length where 47,000 residents are spread over 18 zones. Similar to other parts of the city, the project has been problematic.<\/p>\n<p>19-year-old student Lucas Felix de Lima, who was born in the community, is scared after a series of incidents of <a href=\"http:\/\/bit.ly\/1ZTuC5k\" target=\"_blank\">violence<\/a>. \u201cEverybody is afraid of being hit by a stray bullet. Imagine leaving for work and getting hit by a bullet?\u201d asks de Lima, who lost his job because he could not leave his home for two days in a row. \u201cI didn\u2019t go to work and ended up losing my job,\u201d he says.<\/p>\n<p>Besides the gunfire, residents say that buses have stopped doing their route on Rua Edgar Werneck. Resident of Rua Miguel Salazar, 42-year-old Solange da Silva had great difficulty getting home. \u201cWhen I found out about the shooting, I was already on the bus and the only thing I wanted was to get home. The bus was not going to the City of God square, and I had to get off at Ap\u00ea (which is about 2km from the main square) and walk. It was so\u00a0stressful,&#8221; she said.<\/p>\n<p>For Mauro Leoc\u00e1dio, a 20-year-old student, this \u2018war\u2019 is a form of discrimination. \u201cThe other day I was leaving the house and going to my course when I saw a squad of Shock Troop\u00a0vehicles. This doesn\u2019t happen in affluent\u00a0areas. I wonder why it is necessary to have so many <a href=\"http:\/\/bit.ly\/1gCtmBB\" target=\"_blank\">armed men<\/a> like that. I felt vulnerable,\u201d he says. \u201cThe <a href=\"http:\/\/bit.ly\/1pPLsll\" target=\"_blank\">UPP<\/a> is not a project of peace, it is far from that. Their presence has not ended the violence,&#8221; he says emotionally.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/06\/imagem-Tony-Barros-_-Cidade-de-Deus-vivendo-dias-de-guerra-1-e1467210139739.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-30034\" title=\"Violence in City of God. Photo by Tony Barros\" width=\"620\" height=\"417\" \/><\/a><\/p>\n<h3>No rights, no voice<\/h3>\n<p>A resident who prefers to remain anonymous \u00a0says she was in the street in broad daylight when she was hit by a bullet in her leg. She was with her daughter of only five months who was in a stroller.<\/p>\n<p>According to the resident, the bullet that hit her came from the police who came to her aid. She was shot in May and says that she was <a href=\"http:\/\/bit.ly\/1CoYqNU\" target=\"_blank\">pressured by the police to not press charges<\/a>.<\/p>\n<h3>Inadequate security policy<\/h3>\n<p>According to anthropologist <a href=\"http:\/\/bit.ly\/28QyY7i\" target=\"_blank\">Adriana Facina<\/a>, the solution to reducing violence in low income areas has to do with increasing rights, and not removing them. \u201cOf course it is about <a href=\"http:\/\/bit.ly\/1um7WLt\" target=\"_blank\">human rights<\/a>\u00a0and the basic right to life. But it is also about the fundamental rights of <a href=\"http:\/\/bit.ly\/1MPziFP\" target=\"_blank\">education<\/a>, <a href=\"http:\/\/bit.ly\/1v0vXGK\" target=\"_blank\">transport<\/a> and <a href=\"http:\/\/bit.ly\/JYhQ2G\" target=\"_blank\">housing<\/a>. It is unacceptable to hear reports from residents who are unable to claim\u00a0their\u00a0<a href=\"http:\/\/bit.ly\/1oueFx4\" target=\"_blank\">right to\u00a0come and go<\/a>,\u201d Facina says.<\/p>\n<p>To Adriana, this establishes a relationship of persecution against a specific class: \u201cWar doesn\u2019t exist against things, but against people, the majority of whom are black, poor, and living in low income areas. In these places, everything is allowed. The State acts in this way in these marginal areas. Here, laws are relative, public services are precarious, and rights are scarce,\u201d she emphasizes. \u201cThis is how the State acts in marginal areas. This allows the power of the State to continue.\u201d<\/p>\n<p>According to this expert, with this <a href=\"http:\/\/bit.ly\/1k3YzNi\" target=\"_blank\">police repression and acts of brutality<\/a>, the State is able to maintain social inequality: \u201cThe <a href=\"http:\/\/bit.ly\/1Qn0Cux\" target=\"_blank\">war against drugs<\/a> is a convenient excuse,\u201d she concludes.<\/p>\n<p><em>Juliana Portella is a 25-year-old journalist, editor, and social media commentator.
