Dornelles <a href=\"http:\/\/ind.pn\/28Ir8hA\" target=\"_blank\">declared a state of public calamity in Rio de Janeiro<\/a>, claiming that there are no funds to finance the <a href=\"http:\/\/bit.ly\/1pXMFVa\" target=\"_blank\">Olympics<\/a>.<\/p>\n<p>We know that in practice, this grants him the right to cut \u201cessential public services\u201d for the Olympic Games to take place. However, this right to &#8220;cut&#8221; has\u00a0always been the <a href=\"http:\/\/bit.ly\/1SQPOTc\" target=\"_blank\">political practice<\/a>\u00a0in the favelas of Rio de Janeiro.<\/p>\n<p>The measure is absurd, this we all know. It puts at risk all the interests of the state\u2019s population, to benefit a minority that will profit from the Games. The provision of essential public services has been shoved under the carpet so that no one can see. They&#8217;ve shoved away\u00a0<a href=\"http:\/\/bit.ly\/1upL4KU\" target=\"_blank\">basic sanitation<\/a>, which the majority of Rio\u2019s favelas\u00a0<a href=\"http:\/\/bit.ly\/XS2raO\" target=\"_blank\">do not have<\/a>. This measure undermines the supply of <a href=\"http:\/\/bit.ly\/1qqIUdz\" target=\"_blank\">electricity<\/a>\u00a0and <a href=\"http:\/\/bit.ly\/1VGtnXu\" target=\"_blank\">water<\/a>, precarious throughout the <a href=\"http:\/\/bit.ly\/1f41ZLs\" target=\"_blank\">Baixada Fluminense<\/a>.\u00a0It puts at risk the <a href=\"http:\/\/bit.ly\/1a40Qzc\" target=\"_blank\">educational<\/a> project for expanding public schools and <a href=\"http:\/\/bit.ly\/29hj0Xm\" target=\"_blank\">improving salaries for education professionals<\/a>.<\/p>\n<p><a href=\"http:\/\/bit.ly\/1ys5C9X\" target=\"_blank\">Public health<\/a> is in chaos. How many favelas are there in the state and how many hospitals do they have? There are not enough doctors, not enough medications, not enough hospital beds, not enough hospitals. There are, however, plenty of excuses. Those are abundant. There are also <a href=\"http:\/\/usat.ly\/2906dt8\" target=\"_blank\">no guarantees for investment<\/a> in <a href=\"http:\/\/bit.ly\/ZdoIRD\" target=\"_blank\">public security<\/a>, leaving us at the mercy of the wars organized by <a href=\"http:\/\/bit.ly\/1vxXakT\" target=\"_blank\">criminal gangs<\/a> that dispute marginalized territories.<\/p>\n<p>The state government will continue signing contracts with no public bidding process and will minimize loans, which will compromise public finances. This cut will be made from the population and used for the Olympics, an event that the poor in the favelas will watch only on television.<\/p>\n<p><em>*Walmyr J\u00fanior is a resident of Marc\u00edlio Dias, in the Mar\u00e9 favela complex.
