{"id":30547,"date":"2016-07-17T09:00:14","date_gmt":"2016-07-17T12:00:14","guid":{"rendered":"http:\/\/www.rioonwatch.org\/?p=30547"},"modified":"2023-08-23T12:20:53","modified_gmt":"2023-08-23T15:20:53","slug":"breaking-media-to-cover-olympics-will-be-housed-in-apartments-built-with-slave-labor-on-a-slave-burial-ground-2","status":"publish","type":"post","link":"https:\/\/rioonwatch.org\/?p=30547","title":{"rendered":"Olympics Media to Stay in Apartments Built with Slave Labor on Slave Burial Ground"},"content":{"rendered":"<p style=\"text-align: right;\"><a href=\"https:\/\/bit.ly\/2SeKthi\" target=\"_blank\" rel=\"noopener noreferrer\"><em><strong>Clique aqui para Portugu\u00eas<\/strong><\/em><\/a><a href=\"https:\/\/bit.ly\/32ShEhs\"><img decoding=\"async\" class=\"alignright wp-image-23766 size-full\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" width=\"20\" height=\"20\" \/><\/a><\/p>\n<p>Apartment blocks that will house journalists during the <a href=\"http:\/\/bit.ly\/1pXMFVa\" target=\"_blank\" rel=\"noopener noreferrer\">2016 Olympic Games<\/a> were built using \u201clabor in conditions analogous\u00a0to slavery,\u201d and were erected on a slave burial ground on land claimed by a federally recognized\u00a0<a href=\"http:\/\/bit.ly\/1s1ZLFk\" target=\"_blank\" rel=\"noopener noreferrer\">quilombo<\/a>,\u00a0a community of descendants of runaway slaves<em>.<\/em><\/p>\n<p>The apartment complex, <a href=\"http:\/\/bit.ly\/2a3jGRL\" target=\"_blank\" rel=\"noopener noreferrer\">officially called\u00a0Barra Media Village 3<\/a>, was built in <a href=\"http:\/\/bit.ly\/1lEor4M\" target=\"_blank\" rel=\"noopener noreferrer\">Quilombo do Camorim<\/a>, a community near several Olympic venues in the <a href=\"http:\/\/bit.ly\/1kZa7gI\" target=\"_blank\" rel=\"noopener noreferrer\">West Zone<\/a> of Rio de Janeiro. <a href=\"http:\/\/bit.ly\/29ewVKy\" target=\"_blank\" rel=\"noopener noreferrer\">The community was founded in the 19th century<\/a>, when the area was not within the city of Rio at all, but rather an outlying rural community.<\/p>\n<p>The construction project by real estate developer <a href=\"http:\/\/bit.ly\/29dMoei\" target=\"_blank\" rel=\"noopener noreferrer\">Cyrela<\/a> is initially intended\u00a0to\u00a0house international journalists during the Games next month and is the source of a series\u00a0of controversies, including people working in &#8220;<a href=\"http:\/\/bit.ly\/29V4vI9\" target=\"_blank\" rel=\"noopener noreferrer\">conditions analogous\u00a0to slavery<\/a>,&#8221; building on land <a href=\"http:\/\/bit.ly\/29ewVKy\" target=\"_blank\" rel=\"noopener noreferrer\">claimed by the Quilombo do Camorim<\/a> community, on a mass slave grave and in an environmentally protected area; and the removal of over 1,000 native trees and community facilities, dramatically affecting\u00a0the area&#8217;s\u00a0water supply.<\/p>\n<p>Residents strongly resisted the construction of the apartment complex and are currently campaigning for a community\u00a0center to be built on an adjacent, undeveloped parcel of land which was donated by Cyrela to the municipal government.<\/p>\n<p>The community center would not only provide a recreational area, but also <a href=\"http:\/\/bit.ly\/29VSyEE\" target=\"_blank\" rel=\"noopener noreferrer\">help preserve the area\u2019s<\/a> rich\u00a0<a href=\"http:\/\/bit.ly\/29ewVKy\" target=\"_blank\" rel=\"noopener noreferrer\">environmental and historical heritage passed on by Afro-Brazilians<\/a>.<\/p>\n<p>\u201cI can say from my heart that I am proud to be part of a quilombo,\u201d said Adilson Almeida, community leader of the Quilombo do Camorim. \u201c<a href=\"http:\/\/bit.ly\/1Lzfam3\" target=\"_blank\" rel=\"noopener noreferrer\">Slavery<\/a> was a time of great suffering for our ancestors but we remember them not for the suffering, but\u00a0for the struggle and resistance they went through to build this country.\u201d<\/p>\n<h3><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/07\/Condo-2.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-30495 size-large\" title=\"Media village condominium in Camorim\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/07\/Condo-2-1024x765.jpg\" alt=\"Media village condominium in Camorim\" width=\"620\" height=\"463\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/07\/Condo-2-1024x765.jpg 1024w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/07\/Condo-2-300x225.jpg 300w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/07\/Condo-2-768x574.jpg 768w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/07\/Condo-2-174x131.jpg 174w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/07\/Condo-2-70x53.jpg 70w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/h3>\n<h3><strong>Workers in &#8220;conditions analogous\u00a0to slavery\u201d<\/strong><\/h3>\n<p>In November 2015, the Public Ministry of Labor\u00a0for Rio rescued 11 laborers working on the construction of the media village, who were working\u00a0in <a href=\"http:\/\/bit.ly\/29V4vI9\" target=\"_blank\" rel=\"noopener noreferrer\">degrading conditions<\/a>, which according to the Brazilian penal code are classified as &#8220;labor analogous to slavery.&#8221;<\/p>\n<p>The accommodation provided to the 11 workers did not have any drinking water, was <a href=\"http:\/\/bbc.in\/29IkoQX\" target=\"_blank\" rel=\"noopener noreferrer\">covered in cockroaches and mold<\/a>, and the only bathroom had no shower and a toilet that did not flush.<\/p>\n<p>Cyrela \u201ccontracted out&#8230; the main activities of the company in an illegal way with the objective of circumventing worker\u2019s rights to lower the costs of labor,&#8221; <a href=\"http:\/\/bit.ly\/29V4vI9\" target=\"_blank\" rel=\"noopener noreferrer\">according to public prosecutor Guadalupe Couto<\/a>.<\/p>\n<p>The construction companies working on the media village had to pay R$20,000 in compensation to each of the 11 laborers, in addition to other fines. The Public Ministry\u00a0also indicated that it would open legal proceedings against the real estate developer to &#8220;demand collective moral damages for the harms caused to society by the use of slave labor.&#8221;<\/p>\n<h3><strong>Quilombo do Camorim\u2019s land claim<\/strong><\/h3>\n<p>Camorim, which has been recognized officially by the federal government as a quilombo, applied several years ago for a communal title to the site of the old sugar mill, an important landmark of the region\u2019s slave history. The quilombo wanted to preserve the historical and environmental features of the area, and build a community center for cultural activities.<\/p>\n<p>In 2004, the community began its application to the federal government to acquire title to the land that includes the site of the media village, but <a href=\"http:\/\/bit.ly\/29ewVKy\" target=\"_blank\" rel=\"noopener noreferrer\">due to bureaucratic difficulties<\/a>, the process is still ongoing.<\/p>\n<p>Beginning in 2013, <a href=\"http:\/\/glo.bo\/1cees27\" target=\"_blank\" rel=\"noopener noreferrer\">Cyrela acquired the land<\/a> claimed by the quilombo, removed the community&#8217;s soccer fields, deforested the area and started construction of the apartment complex.<\/p>\n<p>&#8220;We suffered a lot with this,&#8221; said H\u00e9rick Santos, a gardener and resident of Quilombo do Camorim. &#8220;We used to play soccer, swim in the river and play [in the forest]. It was our childhood.&#8221;<\/p>\n<p>A report by the National Institute of Colonization and Agrarian Reform in 2009 outlined the area\u2019s extensive slave history and indicated that quilombo residents \u201cin principle claim a parcel of land next to\u00a0the church square for cultural purposes.\u201d This was the land used for the construction of the media village, according to residents.<\/p>\n<p>&#8220;For ten years the community has been claiming a space for the cultural\u00a0development of our traditions exactly where the devastation of trees by the construction companies occurred,\u201d according to a <a href=\"http:\/\/bit.ly\/29Dd87r\" target=\"_blank\" rel=\"noopener noreferrer\">blog post<\/a>\u00a0written\u00a0by Camorim residents in March 2014. \u201cWe can see that the deforestation stopped very close to the church.\u201d<\/p>\n<p>Cyrela recently completed construction and handed the building over to the Brazilian Olympic Committee. The media village has been open to journalists since July 5, according to the <a href=\"http:\/\/bit.ly\/2a3jGRL\" target=\"_blank\" rel=\"noopener noreferrer\">Rio 2016 Press\u00a0Accommodation Guide<\/a>.<\/p>\n<h3><strong>Environmental destruction<\/strong><\/h3>\n<p>The apartment complex was built in an environmentally protected buffer zone which surrounds the <a href=\"http:\/\/bit.ly\/1zcnNM0\" target=\"_blank\" rel=\"noopener noreferrer\">Pedra Branca State Park<\/a>, the largest urban forest in the world, according to a <a href=\"http:\/\/bit.ly\/29Y8dAp\" target=\"_blank\" rel=\"noopener noreferrer\">management plan of the state park<\/a>. In this area, special licenses based on environmental impact studies are required for construction projects to proceed.<\/p>\n<p>Cyrela <a href=\"http:\/\/glo.bo\/1cees27\">cut down more than 1,000\u00a0native trees<\/a> on the site to make way for the media village.<\/p>\n<p>\u201cOne Sunday morning a chainsaw came and devastated everything including century-old trees,\u201d said Almeida.<\/p>\n<p>The apartment complex was also built\u00a0in an Area of Special Environmental Interest, which was created by a <a href=\"http:\/\/bit.ly\/29IrhBM\" target=\"_blank\" rel=\"noopener noreferrer\">municipal decree in November 2013<\/a> to protect the region\u2019s natural ecosystems and precarious infrastructure. The decree froze concessions for licenses or construction projects in Camorim and other neighborhoods surrounding the Pedra Branca State Park. However, it contained a loophole exempting all construction projects directly or indirectly related to the Olympic Games.<\/p>\n<p>Cyrela has claimed that it had all the necessary licenses for the construction.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/07\/church.jpg\"><img decoding=\"async\" class=\"aligncenter wp-image-30494 size-large\" title=\"The S\u00e3o Gon\u00e7alo do Amarante Church was built by slaves in 1625.\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/07\/church-1024x768.jpg\" alt=\"The S\u00e3o Gon\u00e7alo do Amarante Church was built by slaves in 1625.\" width=\"620\" height=\"465\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/07\/church-1024x768.jpg 1024w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/07\/church-300x225.jpg 300w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/07\/church-768x576.jpg 768w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/07\/church-174x131.jpg 174w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/07\/church-70x53.jpg 70w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/07\/church-326x245.jpg 326w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<h3><strong>Archaeological destruction of Camorim\u00a0slave burial ground<\/strong><\/h3>\n<p>Almeida was particularly upset by the location of the media village because\u00a0he says\u00a0it\u00a0was built on the site of a mass slave grave.<\/p>\n<p>\u201cI regard the ground as sacred because it is where my ancestors were buried,\u201d said Almeida. \u201cAny land where you find artifacts, traces of human bones, or even prehistoric animals comes to be a sacred site and should be protected by law.\u201d<\/p>\n<p>Almeida\u00a0remembers that around 1990 you\u00a0could see bones in the ground after spells of heavy rain. \u201cWe saw adolescents, children pick up the bones\u2026and bury them again,\u201d he said.<\/p>\n<p>The construction also destroyed remains of the old slave owner\u2019s house and the slavery-era sugar mill, according to Almeida.<\/p>\n<p>During an excavation of the grounds of Camorim\u2019s church in 2000, <a href=\"http:\/\/bit.ly\/29Dd87r\" target=\"_blank\" rel=\"noopener noreferrer\">a large number of human bones were uncovered<\/a>, which were\u00a0believed to be of slaves.<\/p>\n<p>Rog\u00e9rio Ribeiro de Oliveira, a geography professor at the Pontifical Catholic University of Rio de Janeiro who has published a book about the history of the area, criticized the construction project for not conducting an archaeological study on the site. He argues it is highly likely slaves were buried there because of its proximity to the church.<\/p>\n<p>\u201cGenerally slaves were buried near the church, therefore the chance is high that there was a burial under the new\u00a0[media village] condominium,\u201d said Oliveira. \u201cIt is highly likely that [archaeological] remains were destroyed, not only from the period of the sugar mill but also before, during the pre-colonial period.\u201d<\/p>\n<h3><strong>Diversion of water<\/strong><\/h3>\n<p>The construction of the apartment complex diverted water away from the Quilombo do Camorim community, leaving residents\u00a0with extremely restricted access to channeled\u00a0water.<\/p>\n<p>\u201cBefore there were never water shortages here,\u201d said H\u00e9rick Santos. \u201cAfter they started construction, they diverted the water that came here, and redirected it to [the site of the media village]. We have no running water and have to turn on the water pumps in the early hours of the morning because during the day there&#8217;s no water.\u201d<\/p>\n<p>Locals say that while they suffer severe shortages of water, the construction has access to water around the clock.<\/p>\n<p>&#8220;We find it weird that [those working on the media village] have water 24 hours a day while we only have water after 2am,\u201d added Santos. \u201cIt caused an enormous impact.\u201d<\/p>\n<h3><strong>Cyrela a major donor to Mayor Eduardo Paes&#8217; campaign<\/strong><\/h3>\n<p>Cyrela, the real estate developer responsible for the project, was a <a href=\"http:\/\/bit.ly\/29IWe7K\" target=\"_blank\" rel=\"noopener noreferrer\">major donor to Paes\u2019 re-election campaign<\/a>. In 2012, the company gave R$500,000 to his political party, of which 75% went to the mayor\u2019s campaign.<\/p>\n<p>This is not the first controversial Olympic construction project involving Cyrela and the municipal government. In December 2012, <a href=\"http:\/\/bit.ly\/1hqIJYo\" target=\"_blank\" rel=\"noopener noreferrer\">Paes<\/a> made\u00a0a controversial deal with Cyrela to build an <a href=\"http:\/\/bit.ly\/1tzpGAO\" target=\"_blank\" rel=\"noopener noreferrer\">Olympic golf course in a protected environmental reserve<\/a>.\u00a0The city government gave Cyrela full rights to build 23 new high-rise\u00a0luxury condominiums onsite in exchange for shouldering the costs of\u00a0the golf course<strong>. <\/strong><\/p>\n<h3><strong>Campaign to build a community center<\/strong><\/h3>\n<p>Residents of Quilombo do Camorim strongly resisted the construction of the apartment complex, which is now complete. However, the quilombo remains determined to see its vision of building a community center through.<\/p>\n<p>Cyrela donated a chunk of undeveloped land adjacent to the media village to the city government, and the quilombo is campaigning hard for a portion of that land to be set aside for a community center.<\/p>\n<p>When Mayor Paes visited the neighborhood in early 2014, he \u201csaid that he would be able to intervene with Cyrela for one part [of the land]\u00a0to be donated to Quilombo do Camorim for social purposes,\u201d according to\u00a0Almeida. A few days later, Almeida sent an official letter to the mayor requesting that a portion of the land be used for the community center. The quilombo never received a reply.<\/p>\n<p>The damage done by the construction has only strengthened the <a href=\"http:\/\/bit.ly\/29VSyEE\" target=\"_blank\" rel=\"noopener noreferrer\">resolve of the community to conserve<\/a> the area\u2019s rich historical and environmental heritage. However, it is hindered by not having a dedicated space. The quilombo organizes activities to <a href=\"http:\/\/bit.ly\/29VSyEE\">preserve the surrounding forest<\/a> and celebrate the tapestry of music, dance, martial arts and religion that have been passed down from their enslaved ancestors.<\/p>\n<p>Quilombos are a living reminder of the <a href=\"http:\/\/bit.ly\/1Oj7wi1\" target=\"_blank\" rel=\"noopener noreferrer\">long, dark chapter<\/a> of the nation\u2019s history that many Brazilians <a href=\"http:\/\/bit.ly\/1AIgheM\" target=\"_blank\" rel=\"noopener noreferrer\">would like to forget<\/a>. However, for members of Quilombo do Camorim, the connection to their ancestors is a source of strength and inspiration.<\/p>\n<p>\u201cWe want to keep\u00a0the memory of our ancestors alive because they still exist in spirit, watching over and guiding us,&#8221; said Almeida. &#8220;Their blood that was spilt\u2013I don\u2019t want it to be in vain.
