In partnership with the Parque Mar\u00e9 Neighborhood Association, the city guaranteed the <a href=\"http:\/\/bit.ly\/29ob7in\" target=\"_blank\">installation\u00a0of a 22km shared bike path<\/a>. The remaining works have been suspended since January 2016.<\/p>\n<p>When asked about the program\u2019s failures, such as the lack of painting, broken signs, and potholes, the SMAC press secretary stated in an email that all issues will be corrected prior to the acceptance of the works, and the total cost of the construction has been reduced to around R$5 million.<\/p>\n<p>Residents note that the works began in March 2015. With the <a href=\"http:\/\/bit.ly\/29xUoLY\" target=\"_blank\">initial budget of R$7 million<\/a>, the goal was to integrate all of the Mar\u00e9 communities to the <a href=\"http:\/\/bit.ly\/1tirHzP\" target=\"_blank\">BRT<\/a> stations all the way to the downtown area of the city and also to <a href=\"http:\/\/bit.ly\/1rtohzT\" target=\"_blank\">Alem\u00e3o<\/a>, Fund\u00e3o, and Bonsucesso.<\/p>\n<p>The installation\u00a0of the initial stretches of the bike path was a challenge. On the wide roads, for example, the bike path is shared and cars pass alongside it. The six kilometers of exclusive paths are for bicycles and motorcycles. Even before their completion, the paths already require maintenance.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/07\/Foto-1_Tha\u00eds-Cavalcanteok3.jpg\"><img decoding=\"async\" class=\"aligncenter wp-image-30831 size-content\" title=\"Photo by Tha\u00eds Cavalcante\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/07\/Foto-1_Tha\u00eds-Cavalcanteok3-620x264.jpg\" alt=\"Photo by Tha\u00eds Cavalcante\" width=\"620\" height=\"264\" \/><\/a><\/p>\n<p>For months now, the paint is no longer visible on portions of the asphalt, which has worn down or is covered in cement due to\u00a0<a href=\"http:\/\/glo.bo\/29k9XCf\" target=\"_blank\">works for the Schools of Tomorrow program<\/a>. Although the planning was well structured within the laws, it does not apply to the streets of Mar\u00e9: itinerant vendors work on the sidewalks and along the roadsides, motorcycles, cars, and even small trucks circulate throughout the area, including on the path shared with cyclists.<\/p>\n<p>According to resident Uesley dos Santos, 23, the main reasons for using bicycles are speed and convenience. As for the <a href=\"http:\/\/bit.ly\/29YOOi2\" target=\"_blank\">bike path<\/a>, he is not satisfied: \u201cThe project is poorly designed. For example, in the <a href=\"http:\/\/bit.ly\/1BTzYR8\" target=\"_blank\">Nova Holanda<\/a> favela, the path goes down Rua\u00a0Texeira Ribeiro, one of the busiest streets in the community with a large volume of vehicles and pedestrians. It&#8217;s the main street with commerce and street markets,\u201d he complains.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/07\/placa-1.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-30832 size-content\" title=\"Signs indicate who has priority in the lane. Photo by F\u00e1bio Teixeira\" width=\"620\" height=\"264\" \/><\/a><\/p>\n<p>There is no schedule\u00a0for the works to be resumed and the companies involved are not contracted by the city of Rio but rather by another company whose name was not disclosed. As soon as the final inspection of the project occurs, the works have a five-year guarantee. The official launch\u00a0of the path was planned for the first half of this year.<\/p>\n<p>The idea of creating alternatives for urban mobility in heavily circulated areas is to enhance the quality of life and reduce CO2 emissions. But when the work is not completed and residents are provided no explanations, the announcement that Rio is today the Bicycle Capital City, with nearly 440km of bike paths, does not mean much.<\/p>\n<p><em>Tha\u00eds Cavalcante is 21 years old, she has been a community reporter since 2012 in Complexo da Mar\u00e9, where she was born and raised.
