{"id":30879,"date":"2016-08-15T08:53:57","date_gmt":"2016-08-15T11:53:57","guid":{"rendered":"http:\/\/www.rioonwatch.org\/?p=30879"},"modified":"2020-08-07T14:03:50","modified_gmt":"2020-08-07T17:03:50","slug":"after-2013-eviction-from-aldeia-maracana-rios-indigenous-feel-trapped-in-social-housing","status":"publish","type":"post","link":"https:\/\/rioonwatch.org\/?p=30879","title":{"rendered":"After 2013 Eviction from Aldeia Maracan\u00e3, Rio&#8217;s Indigenous Feel Trapped in Social Housing"},"content":{"rendered":"<p style=\"text-align: right;\"><a href=\"http:\/\/bit.ly\/2cz1EEY\" target=\"_blank\" rel=\"noopener noreferrer\"><strong><em>Clique aqui para Portugu\u00eas<img decoding=\"async\" width=\"20\" height=\"20\" class=\"alignright size-full wp-image-23766\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" \/><\/em><\/strong><\/a><\/p>\n<p>In Est\u00e1cio, a centrally located neighborhood in\u00a0Rio de Janeiro\u2019s <a href=\"http:\/\/bit.ly\/1kZa3h9\" target=\"_blank\" rel=\"noopener noreferrer\">North Zone<\/a>, Block 15 of the Z\u00e9 Keti social housing complex, part of the\u00a0<a href=\"http:\/\/bit.ly\/1lTMw0y\" target=\"_blank\" rel=\"noopener noreferrer\">Minha Casa Minha Vida<\/a>\u00a0(MCMV) program, has been the home of\u00a0some of the city\u2019s remaining <a href=\"http:\/\/bit.ly\/2aARN17\" target=\"_blank\" rel=\"noopener noreferrer\">indigenous<\/a> families since June 2013. Its residents\u00a0have described the complex, built on the grounds of the former Frei Caneca prison, as being too restricted\u00a0and \u201cfull of rules.\u201d<\/p>\n<p>After being <a href=\"http:\/\/bit.ly\/1Tg0lMI\" target=\"_blank\" rel=\"noopener noreferrer\">forcibly removed<\/a> from their <a href=\"http:\/\/bit.ly\/1HJUz0K\" target=\"_blank\" rel=\"noopener noreferrer\">occupation at the old Indigenous Museum<\/a>\u00a0next to\u00a0the <a href=\"http:\/\/bit.ly\/1VpTl1k\" target=\"_blank\" rel=\"noopener noreferrer\">Maracan\u00e3<\/a> stadium, these 17 indigenous families were initially placed in containers in Curupaiti, in <a href=\"http:\/\/bit.ly\/1jfeZUX\" target=\"_blank\" rel=\"noopener noreferrer\">Jacarepagu\u00e1<\/a>, over one hour\u00a0away\u00a0in the <a href=\"http:\/\/bit.ly\/1kZa7gI\" target=\"_blank\" rel=\"noopener noreferrer\">West Zone<\/a>. They stayed there for about a year before they were moved once more to the MCMV apartments. \u201c[The mayor] promised to build us a typical village in 18 months. He\u00a0didn\u2019t succeed&#8230; This MCMV program was the only alternative he offered,\u201d says Carlos Doethyr\u00f3 Tukano, president of the Aldeia Maracan\u00e3 Indigenous Assembly (AIAM).<\/p>\n<p>After two years living in Est\u00e1cio, the list of complaints about the social housing complex is still growing. Among them, leaks and water loss, cracks in floor tiles, decomposition of wall\u2019s infrastructure, and high accumulated bills\u2013residents of Block 15 have to pay monthly rent as well as\u00a0gas and electricity, which are not included in the contract. Their biggest complaint to date, however, is lack of space.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/07\/wall-1.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-31136 size-content\" title=\"Disintegration of wall structure in MCMV apartment\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/07\/wall-1-620x264.jpg\" alt=\"Disintegration of wall structure in MCMV apartment\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/07\/wall-1-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/07\/wall-1-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>Brazil\u2019s indigenous people are accustomed to receiving large groups of people, whether it be for reunions, rituals, festivities, or other opportunities to express their culture. This has become nearly impossible in the MCMV complex, where doors are often kept closed and there is no common area that can be used for such traditions. \u201cIt\u2019s not that it\u2019s bad. For those who like it, it\u2019s good. But for those who like to have some freedom\u2026 it is very delicate. We can\u2019t receive many people here.\u201d Tukano also pointed out that they would not have the same opportunities to exhibit their culture during the <a href=\"http:\/\/bit.ly\/1pXMFVa\" target=\"_blank\" rel=\"noopener noreferrer\">Olympics<\/a> as they would have had in the Aldeia Maracan\u00e3. Many people are not even aware they have been relocated here.<\/p>\n<p>According to <a href=\"http:\/\/bit.ly\/2ayYAvj\" target=\"_blank\" rel=\"noopener noreferrer\">Law 6.001 on the Statute of the Indigenous<\/a>, the government should \u201csecure for indigenous people the possibility of free choice of their means of living and subsistence\u201d (Title I, Art. 2, IV) and \u201cexecute whenever possible according to the indigenous\u00a0collaboration, the programs and projects meant to benefit indigenous communities\u201d (Title I, Art. 2, VII). The indigenous community of Aldeia Maracan\u00e3 has been attempting to procure a new space where they will be able to receive people, including other indigenous communities passing through Rio. They lament that they will not be able to do so during the Olympic Games, during which many indigenous communities will be visiting the city. Carlos Tukano reiterated his wish that the City\u00a0soon fulfill their promise of restoring a building to allow them to fully practice their culture once again.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/07\/carlos-tukano-1.jpg\"><img decoding=\"async\" class=\"aligncenter wp-image-31137 size-content\" title=\"Photo of Carlos Tukano at Aldeia Maracan\u00e3\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/07\/carlos-tukano-1-620x264.jpg\" alt=\"Photo of Carlos Tukano at Aldeia Maracan\u00e3\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/07\/carlos-tukano-1-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/07\/carlos-tukano-1-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>Besides being restricted in space and cultural practice, some of the indigenous residents of the Z\u00e9 Keti complex have also restricted their own attitudes within the neighborhood. \u201cHere no one knows who\u2019s who,\u201d says Carlos Tukano, who tells his daughters to be careful what they say and how they act in the neighborhood. He continues: \u201cIndigenous people are already badly perceived, mixing up with these things will bring even more problems,\u201d referring to the <a href=\"http:\/\/bit.ly\/1vuXxO8\" target=\"_blank\" rel=\"noopener noreferrer\">militia<\/a> and <a href=\"http:\/\/bit.ly\/1vxXakT\" target=\"_blank\" rel=\"noopener noreferrer\">drug gangs<\/a> trying to control the neighborhood. Within the complex itself, the indigenous community does not really mix with other residents either. The various tribes living in the building all know each other, but this is not true of all the buildings in the complex, Tukano says.<\/p>\n<p>The community will keep looking for a new space until they can practice their culture in serenity once more. Some families will stay, but Carlos Tukano is determined to move.
