The first is that they are all surrounded by gates that control the entry and exit of the residents. There aren\u2019t any doormen. The second is that there are always a few strong young men leaning against the buildings or in cars, observing any movement. The third is that the residents are very afraid of giving interviews.<\/p>\n<p>Reporters from <em>Ag\u00eancia<\/em>\u00a0<i>Publica<\/i>\u00a0learned of the reality of the fear imposed by <a href=\"http:\/\/bit.ly\/Zywk0I\" target=\"_blank\" rel=\"noopener noreferrer\">the militia<\/a>\u00a0[vigilante cop mafia] during the two visits\u00a0they made\u00a0to the <a href=\"http:\/\/bit.ly\/1y7Trii\" target=\"_blank\" rel=\"noopener noreferrer\">Col\u00f4nia Juliano Moreira<\/a>\u00a0condominium in <a href=\"http:\/\/bit.ly\/1jfeZUX\" target=\"_blank\" rel=\"noopener noreferrer\">Jacarepagu\u00e1<\/a>. The first time, a tall young man in a tank top called on us to explain what we were doing there. He did not introduce himself, but he nodded. Residents spoke of the <a href=\"http:\/\/bit.ly\/1vuXxO8\" target=\"_blank\" rel=\"noopener noreferrer\">militia<\/a> in a veiled fashion, complaining that there was \u201cnot much freedom,\u201d \u201cchildren cannot be on the streets after 10pm,\u201d or \u201cthere are too many people who want to boss everyone around here.\u201d During the second visit, the surveillance was more ostentatious: while our reporter talked to a resident on the first floor, two young men watched from the ground floor, leaving the man and his wife deeply worried. \u201cHe\u2019s not a militiaman, he is the son of a militiaman,\u201d the resident said about one of the young men. Afraid, the couple didn\u2019t want to give an interview or tell their story.<\/p>\n<p>The fear of the power of the militia echoes another fear which is always constant in Rio&#8217;s favelas: the fear of <a href=\"http:\/\/bit.ly\/1vxXakT\" target=\"_blank\" rel=\"noopener noreferrer\">drug traffickers<\/a>. In the words of researcher <a href=\"http:\/\/bit.ly\/1qkfBEx\" target=\"_blank\" rel=\"noopener noreferrer\">Mariana Cavalcanti<\/a>, \u201cpoor communities in Rio always have a boss,\u201d and the <a href=\"http:\/\/bit.ly\/1QTAhSK\" target=\"_blank\" rel=\"noopener noreferrer\">control of entire buildings<\/a> in the Minha Casa Minha Vida program by militias comprised of ex-policemen and firefighters is the great setback of this reality. According to the stories told, militiamen enforce order, charge taxes for gas, electricity and cable TV, give orders, and beat and expel residents who rebel against them. In this way they ensure their vision of \u201corder\u201d and \u201csecurity,\u201d keeping drug traffickers a long distance away.<\/p>\n<p>The origins of the militias that currently control the West Zone of the city are the retired or off-duty corrupt police officers\u00a0that\u00a0took root in the West Zone under the pretext of fighting crime in the early 2000s. In September 2006, while he was a candidate for governor of the state, Mayor Eduardo Paes <a href=\"http:\/\/bit.ly\/2abd6V1\" target=\"_blank\" rel=\"noopener noreferrer\">explained to\u00a0<em>RJTV<\/em><\/a>, from the <em>Globo<\/em> network the efficiency of this type of militia: \u201cYou have areas where the State has completely lost sovereignty. We need to recover that sovereignty. I&#8217;ll give an example, since people are always asking about recovering that sovereignty. Jacarepagu\u00e1 is a neighborhood where\u00a0the so-called retired police force\u2014comprised of policemen and firefighters\u2014brought tranquility to the population. The S\u00e3o Jos\u00e9 Oper\u00e1rio hill was one of the most violent in the state and now it is one of the calmest. [Also] the Sap\u00ea hill, over in <a href=\"http:\/\/bit.ly\/1NKIKV1\" target=\"_blank\" rel=\"noopener noreferrer\">Curicica<\/a>. That is, with action, with intelligence, there is a way with which the State can return sovereignty to those areas,\u201d he said. After the episode, Paes denied he had defended the actions of the militias several times.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/07\/IMG_20160531_112106502-1024x576-e1469471445455.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-30932 size-content\" title=\"Minha Casa Minha Vida public housing. Photo by P\u00fablica\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/07\/IMG_20160531_112106502-1024x576-e1469471445455-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/07\/IMG_20160531_112106502-1024x576-e1469471445455-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>A member of the Brazilian Democratic Movement Party (PMDB), <a href=\"http:\/\/bit.ly\/1nZkXpa\" target=\"_blank\" rel=\"noopener noreferrer\">Paes<\/a> began his political career in that same region in 1993, as the\u00a0sub-mayor of <a href=\"http:\/\/bit.ly\/1EJxTst\" target=\"_blank\" rel=\"noopener noreferrer\">Barra<\/a> and Jacarepagu\u00e1 at 23 years of age. That is where he still maintains the majority of his electoral support\u2014when he was re-elected in 2012,\u00a0822,000 of the 2,000,000 votes for him came from the West Zone. One of the areas where he had the highest percentage of votes was <a href=\"http:\/\/bit.ly\/1eBI986\" target=\"_blank\" rel=\"noopener noreferrer\">Santa Cruz<\/a>, where many\u00a0condominiums were built under the Minha Casa Minha Vida program. He obtained almost 77% of the valid votes there.<\/p>\n<p>It\u2019s not by chance\u00a0that the presence of militias is much more prominent in the West Zone of Rio de Janeiro. If the majority of the new Minha Casa Minha Vida projects are in this region, it is also not surprising that the vast majority of these buildings are controlled by them. According to government data, of the total of 16,309\u00a0people relocated through the program, half went to the [extreme] West Zone and the other half was divided among condominiums in <a href=\"http:\/\/bit.ly\/1p1GMFc\" target=\"_blank\" rel=\"noopener noreferrer\">central Rio<\/a>, the <a href=\"http:\/\/bit.ly\/1kZa3h9\" target=\"_blank\" rel=\"noopener noreferrer\">North Zone<\/a> and Jacarepagu\u00e1.<\/p>\n<p>The mayor\u2019s office also gave\u00a0the numbers of families settled in some of the housing projects visited by <em><a href=\"http:\/\/bit.ly\/2a4Q3MZ\" target=\"_blank\" rel=\"noopener noreferrer\">Publica&#8217;s<\/a><\/em><a href=\"http:\/\/bit.ly\/2a4Q3MZ\" target=\"_blank\" rel=\"noopener noreferrer\"> 100 project<\/a>. Three of the most populated groups of condominiums\u2014those in <a href=\"http:\/\/bit.ly\/1QJdQ3d\" target=\"_blank\" rel=\"noopener noreferrer\">Campo Grande<\/a>, Senador Camar\u00e1 and <a href=\"http:\/\/bit.ly\/2aLDMxp\" target=\"_blank\" rel=\"noopener noreferrer\">Cosmos<\/a>, which together received 5,121 relocated families\u2014are in the westernmost part of the city&#8217;s West Zone. These condominiums were inhabited by people who have already been through all the <a href=\"http:\/\/bit.ly\/1pO06YP\" target=\"_blank\" rel=\"noopener noreferrer\">evictions processes<\/a> described in the <a href=\"http:\/\/bit.ly\/2a4Q3MZ\" target=\"_blank\" rel=\"noopener noreferrer\">100 report<\/a>. There are reports in both about the presence of the militia.<\/p>\n<p>This map produced by <em>P\u00fablica<\/em>, with the origins and destinations of community <a href=\"http:\/\/bit.ly\/1bZEKUX\" target=\"_blank\" rel=\"noopener noreferrer\">removals linked to the Olympics<\/a>, outlines the massive displacement and relocation that occurred in the West Zone. <em>P\u00fablica<\/em> used the locations of the Minha Casa Minha Vida condominiums built\u00a0through the first half of 2015, investigated by journalists Lu\u00e3 Marinatto and Rafael Soares from the newspaper <em>Jornal Extra<\/em>, and information gathered in the <a href=\"http:\/\/bit.ly\/1TCVwcw\" target=\"_blank\" rel=\"noopener noreferrer\">dossier of the Popular Committee<\/a>.<\/p>\n<p><iframe src=\"https:\/\/www.google.com\/maps\/d\/embed?mid=1L7odcOsNDFBCHT2lX9WtcGDepBc\" width=\"640\" height=\"480\"><\/iframe><\/p>\n<p>In a remarkable effort in reporting for the first half of 2015, the journalists from <em>Jornal Extra<\/em> <a href=\"http:\/\/glo.bo\/29ZWIX6\" target=\"_blank\" rel=\"noopener noreferrer\">found that<\/a>, by that time, all 64 Minha Casa Minha Vida condominiums that had been launched\u00a0in Rio for the poorest beneficiaries were targets of criminal groups. Over half\u201438 housing projects in the West Zone\u2014were, at the time of analysis, controlled by militias. Among them are the Livorno, Trente and Varese condominiums in Cosmos, and the Treviso, Terno and Ferrara condominiums in Campo Grande, which all have some residents\u00a0relocated because of the <a href=\"http:\/\/bit.ly\/1pXMFVa\" target=\"_blank\" rel=\"noopener noreferrer\">Olympics<\/a>. In Cosmos, reporters <a href=\"http:\/\/glo.bo\/2aJp1ya\" target=\"_blank\" rel=\"noopener noreferrer\">caught sight of buildings<\/a> that had the symbol\u2014a black bat\u2014of a famous militiaman, the ex-Military Policeman Ricardo Texeira da Cruz, &#8220;Batman,&#8221; above the phrase \u201cWelcome.\u201d<\/p>\n<p>The absence of basic rights for the relocated residents\u2014such as <a href=\"http:\/\/bit.ly\/2abGGMM\" target=\"_blank\" rel=\"noopener noreferrer\">information about bills<\/a>, the period of time for the property to legally become theirs and contract for delivery of the key\u2014helps make them vulnerable to the militia&#8217;s demands. \u201cThe local <a href=\"http:\/\/bit.ly\/2aTcZlS\" target=\"_blank\" rel=\"noopener noreferrer\">sub-mayor&#8217;s office<\/a>\u00a0wields enormous power,\u201d explains sociologist Paulo Magalh\u00e3es, who observed the power dynamics in the region after being hired by the Invepar company to create a private social investment plan because of the construction of the <a href=\"http:\/\/bit.ly\/1y7Ol5H\" target=\"_blank\" rel=\"noopener noreferrer\">TransOl\u00edmpica BRT<\/a>. \u201cAnd the articulated policy is made with two big markets\u2014the security market and the formal real estate market.\u201d Both interests, says Paulo, are linked. \u201cThe militia\u2019s marketing pitch is to sell land where you won&#8217;t have security problems.\u201d<\/p>\n<p>It\u2019s the new face of such an ancient habit that has permeated all phases of Rio de Janeiro\u2019s history. Forced evictions\u00a0happened in 1808 when the king of Portugal, Dom Jo\u00e3o VI, moved to Brazil and removed\u00a0residents\u2019 houses in\u00a0the city center to install its luxurious court. The houses were marked\u00a0with the abbreviation \u201cPR\u201d for \u201cthe Prince Regent,\u201d a symbolic but real violence which resurfaced during the Olympic period removals: through 2013, all the houses to be demolished were <a href=\"http:\/\/bit.ly\/1nmx5mE\" target=\"_blank\" rel=\"noopener noreferrer\">marked with the acronym &#8220;SMH,&#8221;<\/a> denoting the <a href=\"http:\/\/bit.ly\/1uB1KPU\" target=\"_blank\" rel=\"noopener noreferrer\">Municipal Housing Secretariat<\/a>.<\/p>\n<p>\u201cThe history of Rio de Janeiro is modeled upon construction and the expulsion of those who built,\u201d reflects <a href=\"http:\/\/bit.ly\/21iUhCi\" target=\"_blank\" rel=\"noopener noreferrer\">Sandra Maria<\/a>, one of the inhabitants of <a href=\"http:\/\/bit.ly\/1o6rEIS\" target=\"_blank\" rel=\"noopener noreferrer\">Vila Aut\u00f3dromo<\/a> who told her story for the 100 project. \u201cFormer slaves built the center of Rio de Janeiro and afterwards were expelled from it. Then they built the Santo Ant\u00f4nio hill and were expelled from it. The <a href=\"http:\/\/bit.ly\/1pfz23A\" target=\"_blank\" rel=\"noopener noreferrer\">South Zone<\/a> was built by workers expelled from Centro. The poor in Rio do not have the right to live near the privileged areas. They cannot live near the beach, they cannot live near the waterfalls, they cannot live near the forest. There comes a time when you ask: what is the value of the history of a people?\u201d It was this perspective, she says, that made her decide to join the other residents in their fight and to stay there until she had <a href=\"http:\/\/bit.ly\/2ayGPcR\" target=\"_blank\" rel=\"noopener noreferrer\">her own little house<\/a> in the <a href=\"http:\/\/bit.ly\/1WHuWDY\" target=\"_blank\" rel=\"noopener noreferrer\">small\u00a0neighborhood<\/a>\u00a0which today borders the Olympic Park.<\/p>\n<p>\u201cSomeone\u2019s got to change the history of this city,\u201d she says.<\/p>\n","protected":false},"excerpt":{"rendered":"<div class=\"mh-excerpt\"><p>Clique aqui para Portugu\u00eas For the original article by Giula Afiune, Jessica Mota and Natalia Viana in Portuguese published by Ag\u00eancia\u00a0P\u00fablica\u00a0click here\u00a0and scroll down to the final section.
