Remaining 20 Families Finally Receive Keys to New Homes"},"content":{"rendered":"<p style=\"text-align: right;\"><a href=\"http:\/\/bit.ly\/2aWmvRL\" target=\"_blank\"><strong><em>Clique aqui para Portugu\u00eas<img decoding=\"async\" width=\"20\" height=\"20\" class=\"alignright size-full wp-image-23766\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" alt=\"\" \/><\/em><\/strong><\/a><\/p>\n<p><a href=\"http:\/\/bit.ly\/VilaAut\" target=\"_blank\">Vila Aut\u00f3dromo<\/a> has <a href=\"http:\/\/bit.ly\/1PURagi\" target=\"_blank\">fought against Olympic evictions<\/a> for years. They waged a <a href=\"http:\/\/bit.ly\/1rtuaxu\" target=\"_blank\">strong, passionate campaign<\/a> to assert their right to remain on their land, where the community has stood for over\u00a040 years. <a href=\"http:\/\/bit.ly\/29UYSbL\" target=\"_blank\">Creative\u00a0resistance<\/a> tactics were used, ranging from an <a href=\"http:\/\/bit.ly\/1PWnD87\" target=\"_blank\">award-winning upgrading plan<\/a>\u00a0that showed how the city could easily and less expensively integrate them into its plans, to a viral video campaign based on the hashtag <a href=\"http:\/\/bit.ly\/1OJGoWu\">#UrbanizaJ\u00e1<\/a> (upgrades now), to daily updates of\u00a0<a href=\"http:\/\/bit.ly\/1pLSOJ1\" target=\"_blank\">graffiti <\/a>on the walls which left visitors in no doubt what residents thought at any given time about the city government&#8217;s actions there. Slowly and through ever escalating\u00a0tension, even <a href=\"http:\/\/bit.ly\/1FLcuNj\" target=\"_blank\">violence<\/a>, however, the community of 600 families was whittled down to just 20 remaining families through a combination of <a href=\"http:\/\/bit.ly\/22nkKlq\" target=\"_blank\">intimidation and increasing compensation<\/a>. In April, thanks to the community&#8217;s\u00a0unity and determination,\u00a0constant support from\u00a0Rio\u2019s <a href=\"http:\/\/bit.ly\/1tXvTWY\" target=\"_blank\">Public Defenders<\/a> and activists across the city and the world, and an <a href=\"http:\/\/bit.ly\/2anZsOP\" target=\"_blank\">ongoing international media spotlight<\/a>, the remaining residents won a <a href=\"http:\/\/bit.ly\/1YkZNnc\" target=\"_blank\">landmark deal<\/a> to stay\u2013the first collectively signed favela housing agreement in Rio\u2019s history.<\/p>\n<p>According to that agreement, the houses were due to be delivered on July\u00a022. Slightly delayed, on Tuesday July 26, residents prepared to receive their keys from the city. Instead, however, they found that the works were not yet completed. The power was not connected to the buildings, there were no streetlights on the road, and the road to the community church\u2013<a href=\"http:\/\/bit.ly\/1WHuWDY\">the only building that will remain from the original community<\/a>\u2013was not complete. Unable to trust that the city would finish these projects if they took the keys, residents refused delivery of the \u201chalf-built houses.\u201d Public defenders drew up an agreement, signed by city officials and residents, stating that the city would finish these projects and deliver the houses before the <a href=\"http:\/\/bit.ly\/1pXMFVa\" target=\"_blank\">Olympics<\/a>, with residents hopeful of receiving their homes by the end of that week.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/07\/Dog.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-31203 size-large\" title=\"Some of Vila Aut\u00f3dromo's residents already seem quite at home with the new houses\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/07\/Dog-1024x574.jpg\" alt=\"Some of Vila Aut\u00f3dromo's residents already seem quite at home with the new houses\" width=\"620\" height=\"348\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/07\/Dog-1024x574.jpg 1024w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/07\/Dog-300x168.jpg 300w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/07\/Dog-768x431.jpg 768w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/07\/Dog-580x326.jpg 580w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/07\/Dog-174x98.jpg 174w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>On Friday July 29, residents prepared again to receive their keys. With representatives of the city and public defenders, residents inspected the houses one by one, ensuring they were properly finished. After inspecting her home, Ant\u00f4nia Henriques, the mother of community activist <a href=\"http:\/\/bit.ly\/1TnT9ZB\" target=\"_blank\">Maria da Penha<\/a>\u00a0said she loved it, beaming\u00a0a wide smile across her face. But for many, this joy was tempered by happy memories of their old homes. As Luiz Claudio Silva said after inspecting his new home, a fraction of the size of his old one: \u201cIt is not the dream, but it is a good house.\u201d<\/p>\n<p>The thorough inspection of the houses revealed some small issues that still needed to be resolved by the city, such as windows not closing quite right. These issues, it was decided, were not big enough to stop the houses from being delivered. The public defenders and city officials then thrashed out a legal agreement for the delivery of the homes, giving the city a deadline of ten days to fix the issues. Public defenders were also careful to include obligations for the city to provide further upgrades to the community. During an interview with <em>NBC<\/em>, the city official responsible for delivery of the houses gave his assurance that the area around the new houses of Vila Aut\u00f3dromo will always be public land, not used for profit, contrary to residents&#8217; fears that it will be used by <a href=\"http:\/\/bit.ly\/1Wv4wFO\" target=\"_blank\">unscrupulous property developers<\/a> after the Games.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/07\/Sandra.jpg\"><img decoding=\"async\" class=\"aligncenter wp-image-31205 size-large\" title=\"Sandra Maria signs the agreement to take delivery of her new home\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/07\/Sandra-1024x574.jpg\" alt=\"Sandra Maria signs the agreement to take delivery of her new home\" width=\"620\" height=\"348\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/07\/Sandra-1024x574.jpg 1024w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/07\/Sandra-300x168.jpg 300w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/07\/Sandra-768x431.jpg 768w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/07\/Sandra-580x326.jpg 580w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/07\/Sandra-174x98.jpg 174w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>Once the legal agreement was written, 82-year-old <a href=\"http:\/\/bit.ly\/1UrDzjw\" target=\"_blank\">Dona Dalva<\/a> became the first resident of Vila Aut\u00f3dromo to receive her keys and the title to her new home. The other 19 families followed, signing the agreement and receiving their keys to the applause of a small crowd. Sandra Regina, on receiving her keys, lifted her arms to the sky and shouted \u201cVictory!\u201d Residents will move in over the weekend, and the final homes remaining in Vila Aut\u00f3dromo will be torn down.<\/p>\n<p>The now well-known couple, Luiz Claudio Silva and <a href=\"http:\/\/bit.ly\/1T3SGQP\" target=\"_blank\">Maria da Penha Macena<\/a>, are looking forward to writing \u201ca new page in their story\u201d in their new home. Maria da Penha feels finally that \u201cthe community\u2019s rights have been respected, having fought for so long for this to happen.&#8221; But she won\u2019t be stopping fighting. For her, \u201cthe fight for <a href=\"http:\/\/bit.ly\/1zOpGkf\" target=\"_blank\">housing rights<\/a>\u00a0goes on, with many other communities in the city still suffering.\u201d<\/p>\n<p>\u201cThis victory,\u201d she says, \u201cisn\u2019t mine, isn\u2019t Luiz\u2019s, or even Vila Aut\u00f3dromo\u2019s. It is for all the city of Rio de Janeiro.\u201d It is worth remembering that for each family who gained a new house in Vila Aut\u00f3dromo, <a href=\"http:\/\/bit.ly\/1TCVwcw\" target=\"_blank\">over 1,000 other families<\/a> have been <a href=\"http:\/\/bit.ly\/1Tg0lMI\" target=\"_blank\">forcibly evicted<\/a> from their homes\u00a0since the city won the right to host the Olympic Games in 2009.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/07\/Penha.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-31204 size-large\" title=\"Maria da Penha sits outside her new home\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/07\/Penha-1024x574.jpg\" alt=\"Maria da Penha sits outside her new home\" width=\"620\" height=\"348\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/07\/Penha-1024x574.jpg 1024w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/07\/Penha-300x168.jpg 300w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/07\/Penha-768x431.jpg 768w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/07\/Penha-580x326.jpg 580w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/07\/Penha-174x98.jpg 174w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>Vila Aut\u00f3dromo&#8217;s\u00a0victory comes against all the odds. It serves as an inspiration to other communities facing evictions, not just in Rio de Janeiro but all over the world. This victory also serves to strengthen\u00a0<a href=\"http:\/\/bit.ly\/29NJdLU\" target=\"_blank\">protest against the Olympics&#8217; severe impacts on host cities<\/a>. Activists are often told they won\u2019t stop the Olympics, and that\u00a0there\u2019s no point protesting the impact of the Games. But this victory shows that when people are determined and organized, even <a href=\"http:\/\/bit.ly\/28Jd7Ar\" target=\"_blank\">in the face of the largest real estate interests<\/a> in the nation under the guise of an Olympic-imposed <a href=\"http:\/\/bit.ly\/29GOtnu\" target=\"_blank\">state of exception<\/a>, anything is possible.<\/p>\n","protected":false},"excerpt":{"rendered":"<div class=\"mh-excerpt\"><p>Clique aqui para Portugu\u00eas Vila Aut\u00f3dromo has fought against Olympic evictions for years.
