{"id":31231,"date":"2016-08-02T07:00:23","date_gmt":"2016-08-02T10:00:23","guid":{"rendered":"http:\/\/www.rioonwatch.org\/?p=31231"},"modified":"2021-07-08T16:03:34","modified_gmt":"2021-07-08T19:03:34","slug":"front-line-defenders-calls-for-end-to-threats-against-rios-human-rights-defenders-video","status":"publish","type":"post","link":"https:\/\/rioonwatch.org\/?p=31231","title":{"rendered":"Front Line Defenders Calls for End to Threats Against Rio&#8217;s Human Rights Defenders [VIDEO]"},"content":{"rendered":"<p style=\"text-align: right;\"><a href=\"http:\/\/bit.ly\/2aLA9ZC\" target=\"_blank\" rel=\"noopener\"><strong><em>Clique aqui para Portugu\u00eas<img decoding=\"async\" width=\"20\" height=\"20\" class=\"alignright size-full wp-image-23766\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" \/><\/em><\/strong><\/a><\/p>\n<p>On Thursday July 28, <a href=\"http:\/\/bit.ly\/2aSWAu1\" target=\"_blank\" rel=\"noopener\">Front Line Defenders<\/a> hosted a press conference with five outspoken activists from Rio de Janeiro who have gained distinction as Human Rights Defenders, as a part of a <a href=\"http:\/\/bit.ly\/2aCr6Lv\" target=\"_blank\" rel=\"noopener\">campaign<\/a>\u00a0to bring increased visibility to escalating intimidation, threats, and forms of violence experienced by human rights defenders in anticipation of the <a href=\"http:\/\/bit.ly\/1pXMFVa\" target=\"_blank\" rel=\"noopener\">Olympics<\/a>.<\/p>\n<p>Front Line Defenders\u2014an Irish organization operating internationally\u2014aims to provide protection for human rights defenders according to security needs defined by the defenders themselves. The stakes are particularly high for human rights defenders in Brazil: the country topped the list of killings reported to Front Line Defenders worldwide in 2016, with <a href=\"http:\/\/bit.ly\/2aDCxCa\" target=\"_blank\" rel=\"noopener\">24 defenders killed<\/a> in just the first four months of the year. Given that denouncing <a href=\"http:\/\/bit.ly\/1JInIcG\" target=\"_blank\" rel=\"noopener\">rights violations<\/a> may place these individuals and their families in serious personal danger, <a href=\"http:\/\/bit.ly\/2adAhxM\" target=\"_blank\" rel=\"noopener\">resources available<\/a> to at-risk human rights defenders include security training workshops, protection grants to bolster physical and digital security and to cover legal and medical fees, and emergency support (such as temporary relocation in cases of imminent danger).<\/p>\n<p>The press conference\u00a0commenced with an introduction by Adam Shapiro, Head of Campaigns at Front Line Defenders, followed by a discussion moderated by Protection Coordinator for the Americas\u00a0Ivi Oliveira featuring\u00a0the three Human Rights Defenders\u00a0sitting on the panel: <a href=\"http:\/\/bit.ly\/1OVP108\" target=\"_blank\" rel=\"noopener\">Heloisa Helena Costa Berto<\/a>, <a href=\"http:\/\/bit.ly\/1Nj8p7u\" target=\"_blank\" rel=\"noopener\">Raull Santiago<\/a>, and <a href=\"http:\/\/bit.ly\/1QHoVDK\" target=\"_blank\" rel=\"noopener\">M\u00f4nica Cunha<\/a>.*<\/p>\n<h3><strong>Heloisa Helena Costa Berto<\/strong><\/h3>\n<p>Heloisa, a <a href=\"http:\/\/bit.ly\/1GeUJJE\" target=\"_blank\" rel=\"noopener\">Candombl\u00e9<\/a> priestess, began the conversation by speaking about her experience of being <a href=\"http:\/\/bit.ly\/1Tg0lMI\" target=\"_blank\" rel=\"noopener\">evicted<\/a>\u00a0from her home and spiritual center in <a href=\"http:\/\/bit.ly\/1o6rEIS\" target=\"_blank\" rel=\"noopener\">Vila Aut\u00f3dromo<\/a>:\u00a0\u201cFor me, these three years have been <a href=\"http:\/\/bit.ly\/1P2J6ZD\" target=\"_blank\" rel=\"noopener\">full of suffering<\/a>\u2026 Because of the whole process of eviction, for me to continue with my house, I had to choose and I had to fight. For this, I lost my Candombl\u00e9 followers, I lost my activities, I couldn\u2019t regularly practice [my religion], up to the point that the City surrounded my house, and placed it <a href=\"http:\/\/bit.ly\/1RQuKzG\" target=\"_blank\" rel=\"noopener\">inside the Olympic Park<\/a>.&#8221;<\/p>\n<p>Recognizing the powerful economic and political interests that worked to\u00a0uproot\u00a0the community of Vila Aut\u00f3dromo, Heloisa recounted: \u201cI started to see that, excuse the expression, \u2018the ditch is deeper,\u2019\u201d (things are not as they appear)<i>.<\/i><\/p>\n<p>Heloisa described the process of eviction\u00a0as a form of \u201c<a href=\"http:\/\/bit.ly\/1TkV18Y\" target=\"_blank\" rel=\"noopener\">psychological trauma<\/a>\u201d as the City employed oppressive tactics, such as suspending public services and requiring a special access pass to reach her house. As Heloisa\u00a0documented in an <a href=\"http:\/\/bit.ly\/1TDP7Bj\" target=\"_blank\" rel=\"noopener\">open letter<\/a>\u00a0published by <em>RioOnWatch<\/em> earlier this year, the process of removal was further complicated by a tenant living on her\u00a0property, who interfered in the two-year-long process of negotiation with the City\u2014escalating in January 2016 when Heloisa received\u00a0<a href=\"http:\/\/bit.ly\/1TDP7Bj\" target=\"_blank\" rel=\"noopener\">death threats<\/a>.<\/p>\n<p><a href=\"http:\/\/bit.ly\/1TGtfVS\" target=\"_blank\" rel=\"noopener\">Heloisa\u2019s home was demolished<\/a> by the City on February 24, 2016. In recognition of her struggle and activism, Heloisa received the Ernesto Pedro Award from the State House of Representatives and the <a href=\"http:\/\/bit.ly\/1XwBhBN\" target=\"_blank\" rel=\"noopener\">Dandara medal<\/a> from the State Legislative Assembly.<\/p>\n<p>With the onslaught of problems currently facing\u00a0Brazil, Heloisa described, &#8220;I have a very negative view\u00a0with respect to the future. Unfortunately, it\u2019s the poor who suffer the most.&#8221;<\/p>\n<p><iframe title=\"Heloisa Helena - #AtRiskInRio\" width=\"500\" height=\"281\" src=\"https:\/\/www.youtube.com\/embed\/PF-Mgyw2FJo?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe><\/p>\n<h3><strong>Raull Santiago<\/strong><\/h3>\n<p>Raull Santiago is a member of <a href=\"http:\/\/bit.ly\/1CFBPI0\" target=\"_blank\" rel=\"noopener\">Coletivo Papo Reto<\/a>, an independent media collective composed of residents of <a href=\"http:\/\/bit.ly\/1rtohzT\" target=\"_blank\" rel=\"noopener\">Complexo do Alem\u00e3o<\/a> formed in 2014. Through his work with Papo Reto, exposing the reality experienced by residents of the Complexo do Alem\u00e3o favela in ways such as documenting abuses and denouncing <a href=\"http:\/\/bit.ly\/1gCtmBB\">violations<\/a> committed by authorities, Raull has become a vocal activist.<\/p>\n<p>Raull explained how poor, black favela youth constantly run the risk of being afflicted by gun violence:<\/p>\n<blockquote><p>&#8220;In our reality, the State is killing our children. <a href=\"http:\/\/bit.ly\/1I8QjXJ\" target=\"_blank\" rel=\"noopener\">Eduardo de Jesus<\/a> was 10 years old when he was shot with a 762 rifle that exploded his head because he was sitting on the doorstep of his house with his cell phone in hand. Recently, a <a href=\"http:\/\/glo.bo\/29IgwDe\" target=\"_blank\" rel=\"noopener\">youth was killed<\/a> by a gunshot because he <a href=\"http:\/\/bit.ly\/29tM7HQ\" target=\"_blank\" rel=\"noopener\">had a bag of popcorn<\/a>, and the police thought it was a bag of drugs. In Jacar\u00e9, a boy died with a R$1 coin in his hand\u2014he was going to buy candy. We are being exterminated from our roots, since childhood\u2014kids who haven\u2019t even come of age, who don\u2019t have a full understanding of the reality in which they live. They\u2019re dying from violence, they\u2019re dying from gunshots, and the majority of them are dying in this so-called \u2018<a href=\"http:\/\/bit.ly\/1Qn0Cux\" target=\"_blank\" rel=\"noopener\">war on drugs<\/a>\u2019\u2014which is really a <a href=\"http:\/\/bit.ly\/2alCmJC\" target=\"_blank\" rel=\"noopener\">war on the poor<\/a>, a war on black people, a war on these spaces in the city.&#8221;<\/p><\/blockquote>\n<p>Raull went on to describe\u00a0the significance of Papo Reto\u2019s work in the face of systemic violence committed against favela youth. Holding up his smartphone, Raull described:\u00a0\u201cColetivo Papo Reto uses this tool to try to expose this situation because we believe that denouncing institutional violence is very important\u2014it\u2019s an obligation, it\u2019s the provision of a service for the city while on the other hand those meant to protect and serve are the principal violators [of rights].&#8221;<\/p>\n<p>In the face\u00a0of the violence experienced nearly on a daily basis\u00a0in Complexo do Alem\u00e3o, Papo Reto works to:<\/p>\n<blockquote><p>&#8220;&#8230;question the actions of the State, question this institutional violence, and expose it in the way that we\u2019re able to\u2014<a href=\"http:\/\/bit.ly\/1ZZiFgV\" target=\"_blank\" rel=\"noopener\">using social networks<\/a>, using video\u2014in order to at\u00a0least be able to show that it exists\u2026 Papo Reto works on this front: being in an area of violence, of confrontation, of extreme war, providing coverage, <a href=\"http:\/\/bit.ly\/1SOweIt\" target=\"_blank\" rel=\"noopener\">disputing this narrative<\/a>, and thinking about actions in order to\u2014in some way\u2014transform a bit of this reality.&#8221;<\/p><\/blockquote>\n<p><iframe title=\"Raull Santiago - #AtRiskInRio\" width=\"500\" height=\"281\" src=\"https:\/\/www.youtube.com\/embed\/JDWUVPxSRF8?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe><\/p>\n<h3><strong>M\u00f4nica Cunha<\/strong><\/h3>\n<p>M\u00f4nica Cunha is a member of the <a href=\"http:\/\/bit.ly\/1pvQq9k\">Network of Communities and Movements Against Violence<\/a>\u2014a network of support and activism for mothers and families who have lost loved ones to <a href=\"http:\/\/bit.ly\/1k3YzNi\" target=\"_blank\" rel=\"noopener\">police violence<\/a>\u2014and the co-founder of <a href=\"http:\/\/on.fb.me\/1LbJlEx\" target=\"_blank\" rel=\"noopener\">Movimento Moleque<\/a>, one of the movements organized\u00a0within the Network.<\/p>\n<p>M\u00f4nica spoke about the rampant and systemic <a href=\"http:\/\/bit.ly\/1gCtmBB\" target=\"_blank\" rel=\"noopener\">state\u00a0violence<\/a> committed against\u00a0young black men, who are racially\u00a0profiled and\u00a0typecast as &#8220;criminals&#8221;:<\/p>\n<blockquote><p>&#8220;Young, black men are assassinated by the militarized system in this state, in this country. It is black women who are being sickened\u2026 losing their sons. First, it\u2019s a lie that they\u2019re criminals. Because when we\u2019re talking about criminals in this country, are we going to talk about [politicians like] Temer, Cunha, A\u00e9cio? We see that this is only an excuse to continue killing black people, to continue making these black women sick and crazy.&#8221;<\/p><\/blockquote>\n<p>Having been involved with the Network since it was founded in 2003, M\u00f4nica became a grieving mother herself in 2006 when her son <a href=\"http:\/\/bit.ly\/1QHoVDK\" target=\"_blank\" rel=\"noopener\">Rafael, age 20, was killed by police in Riachuelo<\/a> in Rio\u2019s <a href=\"http:\/\/bit.ly\/1kZa3h9\" target=\"_blank\" rel=\"noopener\">North Zone<\/a>.\u00a0M\u00f4nica described:<\/p>\n<blockquote><p>&#8220;One aspect [of the Network] is to demand justice\u2014not revenge, justice. I gave birth to my son and wish he was alive\u2014not just alive, but alive in such a way that he belongs to this state, with the right to come and go. The state and this country are <em>his,\u00a0<\/em>just as much as any other person. Being black, we are the majority in this country, we built\u00a0this country, and so we have ever more the right to be in this country, to walk through its alleyways.<\/p><\/blockquote>\n<p>M\u00f4nica concluded on an empowering note: &#8220;To be a defender of rights these days means to resist every day\u2026 I want to have the pleasure of one day saying, \u2018We helped contribute to a new society.&#8217; Because we deserve every right. We are capable. My name is M\u00f4nica Cunha, and I want to continue living.
