Carrying the Olympic torch is considered by many to be a great honor\u00a0and some\u00a0of Rio&#8217;s favela residents, like <a href=\"http:\/\/bit.ly\/1pFfsDe\">Rene Silva<\/a> of community newspaper\u00a0<em><a href=\"http:\/\/bit.ly\/1V7PzJc\" target=\"_blank\" rel=\"noopener\">Voz da Comunidade<\/a><\/em> and <a href=\"http:\/\/bit.ly\/1CEuZoT\" target=\"_blank\" rel=\"noopener\">Thiago Firmino<\/a>\u00a0of <a href=\"http:\/\/bit.ly\/2amMMXz\" target=\"_blank\" rel=\"noopener\">Favela Santa Marta Tour<\/a>, have been asked to participate as the torch approaches the city.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/08\/MariadeSa.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-31457 size-content\" title=\"Family members eagerly await relative carry torch in Duque de Caxias\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/08\/MariadeSa-620x264.jpg\" alt=\"Family members eagerly await relative carry torch in Duque de Caxias\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/08\/MariadeSa-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/08\/MariadeSa-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>However, the current &#8220;<a href=\"http:\/\/wapo.st\/24XNu2G\" target=\"_blank\" rel=\"noopener\">state of calamity<\/a>&#8221; faced\u00a0by the State of Rio due to\u00a0budget shortfalls, has led many see the torch as a symbol of Rio and Brazil&#8217;s <a href=\"http:\/\/bit.ly\/1E7ESza\" target=\"_blank\" rel=\"noopener\">misplaced priorities<\/a>.\u00a0Since the <a href=\"http:\/\/bit.ly\/1CyM82T\" target=\"_blank\" rel=\"noopener\">2013 protests<\/a> that began as an uproar\u00a0against rising bus fares but which\u00a0shortly thereafter\u00a0incorporated\u00a0an indictment of the <a href=\"http:\/\/bit.ly\/1pvpuE4\" target=\"_blank\" rel=\"noopener\">2014 World Cup<\/a>\u00a0and Brazil&#8217;s spending priorities, people have questioned how all levels of the Brazilian government continue to fund projects related to mega-events. And the situation has\u00a0reached a boiling point in Rio where <a href=\"http:\/\/bbc.in\/29lZiav\" target=\"_blank\" rel=\"noopener\">hospital workers, police officers, firefighters, and teachers<\/a> haven&#8217;t been paid for months.<\/p>\n<figure id=\"attachment_31456\" aria-describedby=\"caption-attachment-31456\" style=\"width: 620px\" class=\"wp-caption aligncenter\"><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/08\/Torch-of-shame-sign.jpg\"><img decoding=\"async\" class=\"wp-image-31456 size-content\" title=\"&quot;We're six days away from Olympics and how many from having health, peace, and citizenship?&quot;\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/08\/Torch-of-shame-sign-620x264.jpg\" alt=\"&quot;We're six days away from Olympics and how many from having health, peace, and citizenship?&quot;\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/08\/Torch-of-shame-sign-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/08\/Torch-of-shame-sign-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><figcaption id=\"caption-attachment-31456\" class=\"wp-caption-text\">&#8220;We&#8217;re six days away from the Olympics and how many from having health, peace, and citizenship?&#8221;<\/figcaption><\/figure>\n<p>This sentiment of an Olympic Torch that brings with it both pride and shame is perhaps most acute in the\u00a0<a href=\"http:\/\/bit.ly\/1wAJ14x\" target=\"_blank\" rel=\"noopener\">Baixada Fluminense<\/a>, Rio&#8217;s\u00a0large outer suburban region. Though home to nearly a quarter of the population of the state and responsible for <a href=\"http:\/\/bit.ly\/2aJEXhv\" target=\"_blank\" rel=\"noopener\">14% of its GDP<\/a>, the people that live in the <a href=\"http:\/\/bit.ly\/1eW26wq\" target=\"_blank\" rel=\"noopener\">13 municipalities that make up the Baixada Fluminense<\/a> have for decades been subjected to\u00a0<a href=\"http:\/\/glo.bo\/2ajumLO\" target=\"_blank\" rel=\"noopener\">clientelism<\/a>, <a href=\"http:\/\/glo.bo\/2auFumq\" target=\"_blank\" rel=\"noopener\">poor public services<\/a>, and <a href=\"http:\/\/bit.ly\/2avE6y3\" target=\"_blank\" rel=\"noopener\">high levels of violence<\/a>. Over the course of the last few months as Rio prepares for the Olympics, 11\u00a0<a href=\"http:\/\/bit.ly\/2aTkDwR\" target=\"_blank\" rel=\"noopener\">people running for city council or mayoral positions<\/a> throughout the Baixada have been murdered, likely due to ties to <a href=\"http:\/\/bit.ly\/2aCNfpn\" target=\"_blank\" rel=\"noopener\">militias<\/a>.\u00a0But the Wednesday August 3 torch relay through several cities of the Baixada was meant to showcase its positive side through music, dance, and a celebration of the region&#8217;s athletes.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/08\/OjuodaAxe.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-31458 size-content\" title=\"Ojuob\u00e1 Ax\u00e9 youth music group based in Mangueirinha favela that performed at the Olympic Torch ceremony in Duque de Caxias.\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/08\/OjuodaAxe-620x264.jpg\" alt=\"Ojuob\u00e1 Ax\u00e9 youth music group based in Mangueirinha favela that performed at the Olympic Torch ceremony in Duque de Caxias.\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/08\/OjuodaAxe-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/08\/OjuodaAxe-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>&#8220;I was complaining about the torch last week but I decided to come to see it for my niece,&#8221; said <a href=\"http:\/\/bit.ly\/1QrPbnc\" target=\"_blank\" rel=\"noopener\">Duque de Caxias<\/a> resident Andrea. &#8220;The situation here has everyone thinking its absurd to have the torch, but I think its important for Alice here to do patriotic things. This is a forgotten city and seeing the torch is validating; it&#8217;s cool.&#8221;<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/08\/Andrea-and-Alice.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-31445 size-content\" title=\"Andrea and Alice in Caxias\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/08\/Andrea-and-Alice-620x264.jpg\" alt=\"Andrea and Alice in Caxias\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/08\/Andrea-and-Alice-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/08\/Andrea-and-Alice-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>However, as Andrea and many others waited across town for the torch to pass in front of City Hall, police <a href=\"http:\/\/wapo.st\/2azgQ5L\" target=\"_blank\" rel=\"noopener\">used tear gas, rubber bullets, and pepper spray<\/a> to disperse a group of protesters who allegedly threw rocks toward the torch procession in the Vila S\u00e3o Luiz neighborhood. Local news outlet <em><a href=\"http:\/\/bit.ly\/2aCWea5\" target=\"_blank\" rel=\"noopener\">O Caxiense<\/a><\/em>\u00a0published a <a href=\"http:\/\/bit.ly\/2b5va4j\" target=\"_blank\" rel=\"noopener\">Facebook Live video<\/a> that has already been seen over a million times showing protesters and bystanders, including children, running away from the police crackdown.<\/p>\n<p>On Saturday July 30, <a href=\"http:\/\/bit.ly\/1FkriDe\" target=\"_blank\" rel=\"noopener\">F\u00f3rum Grita Baixada<\/a>\u00a0and several other local organizations and social movements held their own torch relay, dubbed the &#8220;<a href=\"http:\/\/bit.ly\/2awX6PP\" target=\"_blank\" rel=\"noopener\">Torch of Shame<\/a>&#8221; to highlight the neglect that has characterized the region. Torch of shame, black and unlit with running red paint symbolizing the bloodshed in the region, was a &#8220;symbol of mourning and of the struggle for peace and life&#8221; in the Baixada. A pamphlet distributed throughout the relay in nine municipalities of the Baixada expressed local concerns: &#8220;We, residents of the Baixada Fluminense, receive the Olympics with a mix of happiness and a lot of pain. Happiness because we welcome the Olympic spirit of promoting peace, friendship, and goodwill between peoples. Pain because the State of Exception to Rights looks after our beloved Baixada.&#8221;<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/08\/torch-of-shame.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-31455 size-large\" title=\"Torch of shame\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/08\/torch-of-shame-1024x822.jpg\" alt=\"Torch of shame\" width=\"620\" height=\"498\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/08\/torch-of-shame-1024x822.jpg 1024w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/08\/torch-of-shame-300x241.jpg 300w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/08\/torch-of-shame-768x616.jpg 768w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/08\/torch-of-shame.jpg 2000w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>Douglas Almeida, member of F\u00f3rum Grita Baixada and one of the organizers of the &#8220;Torch of Shame&#8221; relay, reiterated this sentiment: &#8220;By calling together different institutions to take part in the torch of shame relay, the Forum Grita Baixada reaffirms its mission to unite various struggles within the region to give visibility to the problems that residents face in their daily lives. The torch of shame relay wasn&#8217;t a &#8216;no&#8217; against the Olympics, but a &#8216;no&#8217; against the negligence of our public officials toward\u00a0the people of the Baixada Fluminense.&#8221;<\/p>\n<p>Though <a href=\"http:\/\/bit.ly\/1ZTuC5k\" target=\"_blank\" rel=\"noopener\">violence<\/a> and <a href=\"http:\/\/bit.ly\/1SQPOTc\" target=\"_blank\" rel=\"noopener\">neglect<\/a> have stigmatized the Baixada, the actions of the F\u00f3rum Grita Baixada represent a sense of regional pride and shared struggle. Misguided and corrupt politicians are those that bear the torch of shame.\u00a0The <em>O Caxiense<\/em> video served as a reminder for many of the perverse priorities and forms of implicit <a href=\"http:\/\/bit.ly\/1JInIcG\" target=\"_blank\" rel=\"noopener\">rights violations<\/a> and explicit <a href=\"http:\/\/bit.ly\/1gCtmBB\" target=\"_blank\" rel=\"noopener\">state violence<\/a> that dominate politics in the region. Reports claim that the protesters at\u00a0Wednesday&#8217;s official torch <a href=\"http:\/\/bit.ly\/2aRozgk\" target=\"_blank\" rel=\"noopener\">relay were teachers<\/a>; teachers who likely <a href=\"http:\/\/bit.ly\/29hj0Xm\" target=\"_blank\" rel=\"noopener\">haven&#8217;t been paid in month<\/a>s.<\/p>\n<p>Similar repressive tactics were also used against teachers and other public servants at a torch protest on July 27 in Angra dos Reis, one of the torch&#8217;s first stops in the State of Rio and to the southwest\u00a0of the Baixada Fluminense. In response to the excessive use of force by police, the\u00a0Union for Education Professionals in the State of Rio in Angra do Reis (SEPE) released a <a href=\"http:\/\/bit.ly\/2anOXKu\" target=\"_blank\" rel=\"noopener\">statement<\/a> condemning both police violence and the precarious situation that many residents of the State of Rio find themselves in: &#8220;Are the passing of the Torch and the image of the city in the media worth more than the lives lost or neglected every day by the lack of hospitals, a quality education, and essential social services for our citizens?&#8221;<\/p>\n<p>In the Pra\u00e7a do Pacificador, Duque de Caxias&#8217; central square, university professor Oswaldo Barros held up one of the few handmade protest signs visible at Wednesday&#8217;s\u00a0torch ceremony: &#8220;We don&#8217;t have security, we don&#8217;t have health. This torch is just to manipulate the people here. They don&#8217;t have access to a good education, many don&#8217;t know their rights. We are living a crisis of governance.&#8221;<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/08\/Oswaldo.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-31464 size-large\" title=\"Oswaldo Barros\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/08\/Oswaldo-1024x682.jpg\" alt=\"Oswaldo Barros\" width=\"620\" height=\"413\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/08\/Oswaldo-1024x682.jpg 1024w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/08\/Oswaldo-300x200.jpg 300w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/08\/Oswaldo-768x512.jpg 768w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/08\/Oswaldo.jpg 2000w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>However,\u00a0many who came to the ceremony were both fully aware that policymakers had abused their rights\u00a0yet still saw the arrival of the Olympic torch as a historic moment.\u00a0&#8220;This means a lot,&#8221; said Maria Regina as she wiped tears from her eyes when the torch arrived on the stage of the Raul Cortez Theater designed by <a href=\"http:\/\/nyti.ms\/Raxhri\" target=\"_blank\" rel=\"noopener\">Oscar Niemeyer<\/a>. &#8220;Our whole lives we&#8217;ve been waiting for something like this. This is a sacrificed city, it&#8217;s not very well taken care of.
