{"id":31407,"date":"2016-08-03T20:47:03","date_gmt":"2016-08-03T23:47:03","guid":{"rendered":"http:\/\/www.rioonwatch.org\/?p=31407"},"modified":"2019-10-25T23:00:08","modified_gmt":"2019-10-26T02:00:08","slug":"jacarezinho-from-a-residents-view","status":"publish","type":"post","link":"https:\/\/rioonwatch.org\/?p=31407","title":{"rendered":"Jacarezinho From a Resident&#8217;s View"},"content":{"rendered":"<p style=\"text-align: right;\"><a href=\"http:\/\/bit.ly\/2aI9r39\" target=\"_blank\" rel=\"noopener noreferrer\"><strong><em>Clique aqui para Portugu\u00eas<img decoding=\"async\" width=\"20\" height=\"20\" class=\"alignright size-full wp-image-23766\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" \/><\/em><\/strong><\/a><\/p>\n<p><a href=\"http:\/\/bit.ly\/ZoemOA\" target=\"_blank\" rel=\"noopener noreferrer\">Jacarezinho<\/a>, a favela in the <a href=\"http:\/\/www.rioonwatch.org\/?tag=north-zone\" target=\"_blank\" rel=\"noopener noreferrer\">North Zone<\/a> of Rio de Janeiro, was founded during the industrialization boom of the 1920s, which offered extensive employment and was the principal reason for the increase of the area&#8217;s population. Like\u00a0other favelas, Jacarezinho faced threats of <a href=\"http:\/\/bit.ly\/1pO06YP\" target=\"_blank\" rel=\"noopener noreferrer\">eviction<\/a> but demonstrated resistance in holding onto the land. Neighborhood Associations and other resident groups were established in the region with the help of syndicates. Due to the <a href=\"http:\/\/bit.ly\/2atqc5i\" target=\"_blank\" rel=\"noopener noreferrer\">oil crisis<\/a> (1970-1990), many factories left the area, or failed, leaving the workers who remained to make their own way. The warehouses that previously\u00a0housed the factories were abandoned and became residences for the families who were not able to sustain themselves in a situation of mass unemployment and poverty.<\/p>\n<p>Today, Jacarezinho is considered a neighborhood, going by the name of <a href=\"http:\/\/bit.ly\/2awD5JB\" target=\"_blank\" rel=\"noopener noreferrer\">XXVIII \u2013 R.A. Jacarezinho<\/a>, but the\u00a011 favelas in its boundaries have characteristics which are considered informal for an established neighborhood. These include a dense concentration of homes, precarious road conditions, <a href=\"http:\/\/bit.ly\/1upL4KU\" target=\"_blank\" rel=\"noopener noreferrer\">untreated sewage<\/a>, and irregular <a href=\"http:\/\/bit.ly\/1VGtnXu\" target=\"_blank\" rel=\"noopener noreferrer\">water<\/a> and energy supplies, in addition to\u00a0questions of <a href=\"http:\/\/bit.ly\/1ys5C9X\" target=\"_blank\" rel=\"noopener noreferrer\">health<\/a>, <a href=\"http:\/\/bit.ly\/1yHzFH2\" target=\"_blank\" rel=\"noopener noreferrer\">education<\/a>, <a href=\"http:\/\/bit.ly\/1LwtzUG\" target=\"_blank\" rel=\"noopener noreferrer\">poverty<\/a>, and <a href=\"http:\/\/bit.ly\/1ZTuC5k\" target=\"_blank\" rel=\"noopener noreferrer\">violence<\/a>.<\/p>\n<p><img fetchpriority=\"high\" decoding=\"async\" class=\"wp-image-31419 size-full aligncenter\" title=\"Children improvising a band in Jacarezinho. Photo by L\u00e9o Lima\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/08\/Falte-de-a\u0301gua-e-energia-Foto-de-Le\u0301o-Lima-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/08\/Falte-de-a\u0301gua-e-energia-Foto-de-Le\u0301o-Lima-620x264-300x128.jpg 300w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/p>\n<p>With regard to violence, the <a href=\"http:\/\/bit.ly\/1k3YzNi\" target=\"_blank\" rel=\"noopener noreferrer\">approach of the police<\/a> in the favela is completely different from their approach outside it, on \u2018<a href=\"http:\/\/bit.ly\/2at7Hfd\" target=\"_blank\" rel=\"noopener noreferrer\">the asphalt<\/a>.\u2019 In addition to carrying high caliber arms that are used in wars, these police officers are underprepared, carry out\u00a0operations at any hour, and shoot at passers-by <a href=\"http:\/\/bit.ly\/2abEzrC\" target=\"_blank\" rel=\"noopener noreferrer\">who\u00a0look to them like suspects<\/a>, and as we know, <a href=\"http:\/\/bit.ly\/1KiFeTl\" target=\"_blank\" rel=\"noopener noreferrer\">racism<\/a> is an influential\u00a0factor in\u00a0the <a href=\"http:\/\/rioonwatch.org.br\/?p=8664\" target=\"_blank\" rel=\"noopener noreferrer\">execution\u00a0of black people<\/a>, the majority of them young males. In the cruel logic of the state we live in, the typical suspect is black, and the orders obeyed by the police are \u201cshoot first and ask later.\u201d <a href=\"http:\/\/bit.ly\/1JQ4Gf7\" target=\"_blank\" rel=\"noopener noreferrer\">Claims of acting\u00a0in self-defense<\/a> provide justification for this, recently <a href=\"http:\/\/bit.ly\/2auxnrm\" target=\"_blank\" rel=\"noopener noreferrer\">masked in a new nomenclature<\/a>\u2014\u201ccorporal lesions or homicides resulting from opposition to police intervention\u201d\u2014which continues to justify the use of the \u201c<a href=\"http:\/\/bit.ly\/29GOtnu\" target=\"_blank\" rel=\"noopener noreferrer\">death penalty<\/a>\u201d in the urban peripheries. The acts of cowardice committed by these agents, who are authorized to kill, take on various proportions: verbal, physical and psychological aggression (terror), infuriating body searches, many times in front of our own homes, <a href=\"http:\/\/bit.ly\/2adQirf\" target=\"_blank\" rel=\"noopener noreferrer\">invasions of homes<\/a>, rapes, tortures, disappearances and the genocide of the black population, mainly young men.<\/p>\n<p>We know that the police do not act alone in these cases of homicide, but receive <a href=\"http:\/\/bit.ly\/1HASbb4\" target=\"_blank\" rel=\"noopener noreferrer\">support from public officials, state prosecutors and judges, who together legitimize the deaths<\/a>. These cases are never investigated, and instead of identifying what happened, the motives for homicide are justified through the victims\u2019 biography, speculating <a href=\"http:\/\/bit.ly\/2aPTkDc\" target=\"_blank\" rel=\"noopener noreferrer\">whether he was a worker or a \u2018bandit,\u2019<\/a> as if this would justify the execution of those who are involved in selling illicit\u00a0drugs. <a href=\"http:\/\/bit.ly\/1QHoVDK\" target=\"_blank\" rel=\"noopener noreferrer\">The mothers of those young men<\/a> who were assassinated fight for justice in order to prove that their sons were not involved with drug trafficking, without any kind of help from the state, which always understands the action of the police to be defensible. <a href=\"http:\/\/bit.ly\/29tM7HQ\" target=\"_blank\" rel=\"noopener noreferrer\">These mothers<\/a> face threats, suffer from depression and aggravated chronic illnesses; they are disrespected in public hearings and still live alongside the nightmare of the police officers responsible, since the majority are only transferred to another post. This without even speaking about those mothers who don&#8217;t believe they\u00a0have the right to prove that the police officer made a mistake, since they believe their kids&#8217; involvement with the practices of the &#8216;traffic&#8217; deems their death excusable.<b>\u00a0<\/b><\/p>\n<p>Apart from maintaining a reign of terror in the favelas, the police prohibit any kind of cultural or entertainment events. One of the leisure activities of the favela were the funk balls, but since the <a href=\"http:\/\/bit.ly\/1EcKDWF\" target=\"_blank\" rel=\"noopener noreferrer\">arrival of the Pacifying Police Unit<\/a> (UPP) in 2012 this <a href=\"http:\/\/bit.ly\/1DlRYBr\" target=\"_blank\" rel=\"noopener noreferrer\">has been prohibited<\/a>. In practice, the police attribute this prohibition to the supposed links of the event to the illegal selling of drugs, ignoring the fact that the parties\u00a0mobilize business, facilitating the local employment of people who often are not able to access the job market because they cannot\u00a0meet certain requirements. Today, the GRES Unidos of Jacarezinho samba school, which puts on shows and events throughout the year to finance its carnival parade, is the only leisure option, even though the events&#8217; entrance fees mean not all residents can\u00a0take part.<\/p>\n<p>Once again we see the sharp dichotomy between <a href=\"http:\/\/bit.ly\/1Moarbd\" target=\"_blank\" rel=\"noopener noreferrer\">the favela and the asphalt<\/a> in the way we know that for the local, black resident, it is impossible to take part in <a href=\"http:\/\/bit.ly\/1mTRj32\" target=\"_blank\" rel=\"noopener noreferrer\">funk<\/a>, the principal cultural creation of the favelas, despite being born part of the funk movement. In contrast are the parties that take place elsewhere in the city, principally in <a href=\"http:\/\/bit.ly\/1OpKF5g\" target=\"_blank\" rel=\"noopener noreferrer\">Centro<\/a>\u00a0or in the <a href=\"http:\/\/bit.ly\/1pfz23A\" target=\"_blank\" rel=\"noopener noreferrer\">South Zone<\/a>: places of privilege and of the privileged, <a href=\"http:\/\/bit.ly\/GuernicaInterview\" target=\"_blank\" rel=\"noopener noreferrer\">who enjoy the beat and essentialize<\/a> and <a href=\"http:\/\/bit.ly\/2aRQOtw\" target=\"_blank\" rel=\"noopener noreferrer\">stereotype the hard and resistant reality<\/a> of the favelas. In order to create their sets, these parties use decorations to exhibit characteristics of the poverty and challenges of favela residents.<\/p>\n<p>The famous maxim is: \u2018It is the sound of the black person, of the favela resident, but when it plays no one keeps still.\u2019 What is the point of funk, if not for the <em>funkeiro<\/em>? How can the parties run by white elite producers be funk, while favela residents cannot promote their parties, inside the favela for the favela? The same racism that kills the young, poor, black favela resident, judging him to be a \u2018bandit,\u2019 also prevents all young people from developing and constructing their own <a href=\"http:\/\/bit.ly\/1SjxMhv\" target=\"_blank\" rel=\"noopener noreferrer\">ancestral cultural identity<\/a>. As the funk dancer Cebolinha said: &#8220;Funk is not only a product of the market, it saves lives.&#8221; Through the rhythm, young people gain an <a href=\"http:\/\/bit.ly\/29QWdyi\" target=\"_blank\" rel=\"noopener noreferrer\">elevated sense of self-esteem<\/a>, and can develop in different areas within this world, as producers, MCs, DJs, dancers, sound technicians, photographers and filmmakers among other roles.<\/p>\n<p><img decoding=\"async\" class=\"wp-image-31418 size-full aligncenter\" title=\"At Talib\u00e3 Azul. Photo by L\u00e9o Lima\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/08\/Quadra-do-Taliba\u0303-Azul-Foto-de-Le\u0301o-Lima-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/08\/Quadra-do-Taliba\u0303-Azul-Foto-de-Le\u0301o-Lima-620x264-300x128.jpg 300w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/p>\n<p>Some examples of the cultural potential in the favelas are the residents of Jacarezinho who responded to the abandonment of the community by deciding to create something themselves. <a href=\"http:\/\/bit.ly\/2aj5aoG\" target=\"_blank\" rel=\"noopener noreferrer\">L\u00e9o Lima<\/a>, who grew up in Azul (the upper part of Jacarezinho), is a photographer, student of pedagogy and representative of the <a href=\"http:\/\/bit.ly\/2b1zKR0\" target=\"_blank\" rel=\"noopener noreferrer\">Coletivo Cafun\u00e9 na Laje<\/a>, an independent art education movement in Rio that uses art and technology in an organic process of exchange between individuals. The photographs of L\u00e9o Lima are a great success among children and all the residents of surrounding areas; they bring all the delicacy and nuance of the dreams of children, and recall homes, laughter and happy moments in the favela.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-31417 size-full aligncenter\" title=\"Jacare\u0301 is Fashion\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/08\/Jacare\u0301-e\u0301-Moda-Vidigal-620x264.png\" alt=\"Jacare\u0301 is Fashion\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/08\/Jacare\u0301-e\u0301-Moda-Vidigal-620x264.png 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/08\/Jacare\u0301-e\u0301-Moda-Vidigal-620x264-300x128.png 300w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/p>\n<p>Launched\u00a0by J\u00falio Cesar, widely known as\u00a0<a href=\"http:\/\/glo.bo\/2atwja0\" target=\"_blank\" rel=\"noopener noreferrer\">J\u00falio Moda<\/a>, the <a href=\"http:\/\/bit.ly\/2arBhQm\" target=\"_blank\" rel=\"noopener noreferrer\">Jacar\u00e9\u00a0is Fashion<\/a> agency showcases talent from the favelas and suburbs of Rio to the world. The initiative seeks to empower young people through fashion and reduce the distance between the periphery and the fashion world.
