{"id":32052,"date":"2016-09-01T08:00:44","date_gmt":"2016-09-01T11:00:44","guid":{"rendered":"http:\/\/www.rioonwatch.org\/?p=32052"},"modified":"2016-09-21T13:30:21","modified_gmt":"2016-09-21T16:30:21","slug":"rocinha-sem-fronteiras-organizes-to-call-for-urgent-sanitation-works-in-rocinha-video","status":"publish","type":"post","link":"https:\/\/rioonwatch.org\/?p=32052","title":{"rendered":"Rocinha Sem Fronteiras Calls for Urgent Sanitation Works in Rocinha [VIDEO]"},"content":{"rendered":"<p style=\"text-align: right;\"><a href=\"http:\/\/bit.ly\/2cD3jZc\" target=\"_blank\"><strong><em>Clique aqui para Portugu\u00eas<img decoding=\"async\" width=\"20\" height=\"20\" class=\"alignright size-full wp-image-23766\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" alt=\"\" \/><\/em><\/strong><\/a><\/p>\n<p><span style=\"font-weight: 400;\">Three years after government officials announced that <a href=\"http:\/\/bit.ly\/1m4JS9c\" target=\"_blank\">Rocinha<\/a>\u00a0in the <a href=\"http:\/\/bit.ly\/1pfz23A\" target=\"_blank\">South Zone<\/a> would be the third favela in Rio to receive a <a href=\"http:\/\/bit.ly\/1oQuiho\" target=\"_blank\">cable car<\/a> transport system from the second phase of the <a href=\"http:\/\/bit.ly\/1VesrVx\" target=\"_blank\">Growth Acceleration Program<\/a> (PAC 2), community activists continue to demand that the funds for the project be redirected to address more urgent priorities. The <a href=\"http:\/\/bit.ly\/1UxJWhC\" target=\"_blank\">Rocinha Sem Fronteiras<\/a> (Rocinha Without Borders) group has <\/span><a href=\"http:\/\/bit.ly\/1pnnNrU\" target=\"_blank\"><span style=\"font-weight: 400;\">actively opposed<\/span><\/a><span style=\"font-weight: 400;\"> the installation of the cable car since the plans were announced in 2013, contending that the R$152.2 million allocated for the cable car should instead fund long-awaited <a href=\"http:\/\/bit.ly\/1upL4KU\" target=\"_blank\">sanitation<\/a> infrastructure upgrades.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Founded ten years ago in order to engage residents in regular dialogue around pressing issues, Rocinha Sem Fronteiras has been a central actor in various grassroots initiatives in the community. According to co-founder Simone Rodrigues, while the mission is to discuss civil rights and the unique challenges faced by residents of Rocinha, the organization differs from other community initiatives in its emphasis on\u00a0<a href=\"http:\/\/bit.ly\/1rkcjHD\" target=\"_blank\">public participation<\/a>. \u201cThis is a collective\u2013people come here to learn and to teach. We\u2019re trying to build and mobilize together,\u201d she explains.<\/span><\/p>\n<p>Co-founder\u00a0Jos\u00e9 Martins de Oliveira says: \u201cThe objective of the group is to come together once a month to discuss urgent issues affecting the community. In addition the group also hopes to spread awareness of the civil rights of residents of\u00a0Rocinha.\u201d<\/p>\n<p><span style=\"font-weight: 400;\">Monthly meetings host guest speakers ranging from <a href=\"http:\/\/bit.ly\/1tXvTWY\" target=\"_blank\">public defenders<\/a> to sanitation engineers <\/span><span style=\"font-weight: 400;\">to <a href=\"http:\/\/bit.ly\/1XsBmqf\" target=\"_blank\">community journalists<\/a>. Participants, typically representatives from community organizations such as the <a href=\"http:\/\/bit.ly\/1nwqlO1\" target=\"_blank\">Sankofa Memory and History Museum<\/a>, <a href=\"http:\/\/bit.ly\/2bwiVRV\" target=\"_blank\">TV Tagarela<\/a>, <a href=\"http:\/\/on.fb.me\/1HXVh4C\" target=\"_blank\"><em>Jornal Fala Ro\u00e7a<\/em><\/a>\u00a0community newspaper, <a href=\"http:\/\/bit.ly\/1eZcxj2\" target=\"_blank\"><em>Viva Rocinha<\/em><\/a> community news site and the <a href=\"http:\/\/bit.ly\/19bLMEp\" target=\"_blank\">Laboriaux<\/a> Neighborhood\u00a0Association, discuss a different theme each month, ranging from the <a href=\"http:\/\/bit.ly\/295QKnr\" target=\"_blank\">role of community media<\/a> to the politics of public sanitation investments. <\/span><\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/08\/martins.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-32055 size-large\" title=\"Jos\u00e9 Martins de Oliveira, Co-Founder of Rocinha Sem Fronteires\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/08\/martins-1024x681.jpg\" alt=\"Co-Founder of Rocinha Sem Fronteires\" width=\"620\" height=\"412\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/08\/martins-1024x681.jpg 1024w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/08\/martins-300x199.jpg 300w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/08\/martins-768x511.jpg 768w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p><span style=\"font-weight: 400;\">The organization\u2019s principal campaign concerns the <a href=\"http:\/\/bit.ly\/217B4UO\" target=\"_blank\">planned projects of PAC 2<\/a>, which include the installation of a cable car system and a series of sanitation upgrades. While the majority of the project\u2019s R$457 million budget is slated to fund the widening of streets, installation of storm water systems and development of sewerage systems, Rocinha Sem Fronteiras contends that these interventions alone will not solve the desperate state of sanitation in the community, where raw sewage falls freely in 23 locations across the favela.\u00a0<\/span><\/p>\n<p>\u201cThe PAC 2 project includes sanitation and the building of a cable car in Rocinha. We [Rocinha Sem Fronteiras] are completely against the implementation of the cable car and feel that the R$152.2 million allocated to the building of the cable car\u00a0should be redirected towards solving the sanitation issues in Rocinha,\u201d says Jos\u00e9 Martins de Oliveira.<\/p>\n<p><span style=\"font-weight: 400;\">The density of Rocinha\u00a0produces\u00a0limited ventilation which, compounded with insufficient <a href=\"http:\/\/bit.ly\/1Xi9ILW\" target=\"_blank\">garbage collection<\/a>\u00a0and formal <a href=\"http:\/\/bit.ly\/1SqqjtD\" target=\"_blank\">sewage infrastructure<\/a>, establishes a breeding ground for infectious diseases. For decades, Rocinha suffered from the highest rates of <\/span><a href=\"http:\/\/bit.ly\/2bb96Xx\" target=\"_blank\"><span style=\"font-weight: 400;\">tuberculosis<\/span><\/a><span style=\"font-weight: 400;\"> in Brazil, with a national rate of infection of 37.5 cases per 100,000 people and a rate in Rocinha of 380 per 100,000 people. Cases of tuberculosis did decrease substantially after the PAC-funded expansion of <a href=\"http:\/\/bit.ly\/1TklDYs\" target=\"_blank\">Rua 4<\/a>\u00a0in the most critical corridor,\u00a0however sanitation improvements remain desperately needed.<\/span><\/p>\n<p>&#8220;We&#8217;ve taken the state to court and the community hopes that the judge will determine that they must\u00a0finish the proposed works,&#8221; says Jos\u00e9 Martins de Oliveira. &#8220;It&#8217;s nothing more than the government&#8217;s obligation to channel the sewage.&#8221;<\/p>\n<p><span style=\"font-weight: 400;\">The planned cable car, however, activists argue, would merely be a white elephant\u2013attracting tourists while failing to serve the basic needs of residents. The experiences of <a href=\"http:\/\/bit.ly\/1sfrwsy\" target=\"_blank\">Complexo do Alem\u00e3o<\/a> and <a href=\"http:\/\/bit.ly\/1pH4P0S\" target=\"_blank\">Provid\u00eancia<\/a>, the first two favelas to receive cable car systems,\u00a0have only reinforced this position. Rocinha Sem Fronteiras members regularly point out that the cable car in Complexo do Alem\u00e3o has become a popular <\/span><span style=\"font-weight: 400;\">tourist destination<\/span><span style=\"font-weight: 400;\">, while only serving as transport to 7% of the population.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">More recently, Brazil\u2019s political crisis has also thrown the <a href=\"http:\/\/bit.ly\/217B4UO\" target=\"_blank\">fate of PAC in Rocinha into question<\/a>, leaving both the cable car and sanitation upgrades vulnerable to permanent suspension. While it remains unclear whether any of these projects will be completed, the failure to complete essential sanitation upgrades has further reinforced the community\u2019s distrust of the government\u2019s ability to deliver these services. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Cleber Ara\u00fajo, who works with the community television network TV Tagarela, explained at a recent meeting that the government\u2019s relationship with Rocinha remains a principal focus of the organization. \u201c<a href=\"http:\/\/bit.ly\/295QKnr\" target=\"_blank\">We try not to reproduce the argument<\/a> from the mainstream media that the favela is a place of problems, a place of death. We try to talk about other forms of violence here, especially the lack of basic sanitation,\u201d he said. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">For the time being, Rocinha Sem Fronteiras will continue its campaign opposing the installation of the cable car and suing the government in order to require authorities to return to the promised sanitation works. The group visits the Public Ministry on a monthly basis and recently delivered a set of demands to\u00a0the government.
