{"id":32204,"date":"2016-08-26T08:00:12","date_gmt":"2016-08-26T11:00:12","guid":{"rendered":"http:\/\/www.rioonwatch.org\/?p=32204"},"modified":"2023-08-23T12:20:51","modified_gmt":"2023-08-23T15:20:51","slug":"out-of-sight-out-of-mind-olympics-clearance-of-rios-homeless","status":"publish","type":"post","link":"https:\/\/rioonwatch.org\/?p=32204","title":{"rendered":"Out of Sight, Out of Mind: Olympics Clearance of Rio&#8217;s Homeless"},"content":{"rendered":"<p><em>The original Portuguese version of this article was published in Revista OCAS, a print publication supporting Rio&#8217;s homeless population by the <a href=\"http:\/\/bit.ly\/2bvmM0j\" target=\"_blank\" rel=\"noopener\">Civil Organization for Social Action (OCAS)<\/a>.<\/em><\/p>\n<p>In 2015, the Rio de Janeiro Municipal Development Secretariat made a <a href=\"http:\/\/bit.ly\/1NFglnb\" target=\"_blank\" rel=\"noopener\">promise in the newspaper <em>O Dia<\/em><\/a>: &#8220;By March 2016, homelessness in Rio will no longer exist.&#8221; Various actions taken by the government\u2013particularly in recent months\u2013demonstrated that they aimed to take this promise seriously, taking people off the streets in time for the start of the <a href=\"http:\/\/bit.ly\/1pXMFVa\" target=\"_blank\" rel=\"noopener\">Olympic Games<\/a>. In practice, what does this mean?<\/p>\n<p>Actions taken since 2009\u2013before the arrival of the <a href=\"http:\/\/bit.ly\/1pvpuE4\" target=\"_blank\" rel=\"noopener\">World Cup<\/a>\u2013were already indicative of the policy adopted by the State. From 2009, the so-called &#8220;<a href=\"http:\/\/bit.ly\/2ccqqhU\" target=\"_blank\" rel=\"noopener\">Shock Order Operations<\/a>&#8221; started. Amongst other methods, these operations focused on rounding\u00a0up the street population, especially\u00a0from the most prime locations, and sending them to municipal shelters on the outskirts of the city. Beginning early\u00a0this year, warm-up events increased the arrivals of tourists, athletes, and international reporters. Alongside this influx of visitors, one\u00a0could really feel the gradual &#8220;disappearance&#8221; of homeless people in the main areas of the city of Rio de Janeiro.<\/p>\n<p>Such operations are hugely criticized as being a form of <a href=\"http:\/\/bit.ly\/1PA12Qd\" target=\"_blank\" rel=\"noopener\">social cleansing<\/a> and for the inhumane treatment of social service users, highlighting episodes of violence and unsanitary, overcrowded shelters.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/08\/retirada-de-moradores-do-centro-do-Rio-de-Janeiro201402180003.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-32206 size-large\" title=\"City removes homeless people from public spaces. The announcement of Queen Elizabeth II\u2019s visit to the city in the 1960s was accompanied by a movement commonly known as &#8220;Operation Hunt the Beggars.&#8221; More recently there was the 1992 Earth Summit, the UN Rio+20 conference in 2012, the Confederations Cup in 2013, and the World Cup in 2014 all sharing similar methods in treating the homeless population. Various statements were made between 2012 and 2014 to the Center for the Defense of Homeless People&#8217;s Rights, no longer in operation, which recorded serious incidents, especially forced removals.<\/p>\n<p>The historic inhumane conditions of social service spaces must be remembered, and the feeling of fear and indignation they have engendered in this sector of the population. As a consequence, the largest public shelter was shut\u00a0down and there is a major need to adjust the behavior of the <a href=\"http:\/\/bit.ly\/1JS6zYI\" target=\"_blank\" rel=\"noopener\">Military Police<\/a>, <a href=\"http:\/\/bit.ly\/1QIZkem\" target=\"_blank\" rel=\"noopener\">Municipal Guard<\/a> and the Department for Public Order.<\/p>\n<p>The &#8220;combat&#8221; against the homeless population doesn\u2019t only happen through the forced collections carried out by the State. Commercial enterprises and\u00a0neighborhood associations\u2013that generally put pressure on the State to take these people away from their neighborhoods\u2013gained an ally: they have recently come to be offered diverse private services with\u00a0the objective of &#8220;inhibiting the presence of beggars and vagrants,&#8221; <a href=\"http:\/\/glo.bo\/2bOrR2I\" target=\"_blank\" rel=\"noopener\">as reported in the newspaper <em>O Globo<\/em><\/a> on April 12, 2016. Vulnerable, stigmatized and persecuted, the street population which has already suffered from the inconsistency of social services now\u00a0faces new systemic violence from private initiatives.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/08\/retirada-de-moradores-do-centro-do-Rio-de-Janeiro201402180004.jpg\"><img decoding=\"async\" class=\"aligncenter wp-image-32207 size-large\" title=\"Agents remove homeless people from the beach. Aid services in <a href=\"http:\/\/bit.ly\/1p1GMFc\" target=\"_blank\" rel=\"noopener\">central Rio<\/a>, like those developed by the Reference Center of Homeless People on Rua Barbara Calazans and NGOs and philanthropic organizations, are increasingly being undermined.<\/p>\n<p>The result of this is one alone: physically persecuted and lacking assistance\u00a0from organizations that have traditionally been able to offer some form of support, people on the streets are increasingly &#8220;pushed&#8221; out to the peripheries of the city. In a time marked by the huge socio-political and economic crisis in the country, the debate about an Olympic spirit of peace and solidarity seemed completely distorted. Everything&#8217;s been done so\u00a0that those coming for the Olympic spectacle aren\u2019t bothered by the presence and appearance of homeless people. This section of the population probably won&#8217;t\u00a0be able to interact with everyone else in <a href=\"http:\/\/bit.ly\/1vU4Scn\" target=\"_blank\" rel=\"noopener\">public spaces<\/a>,\u00a0spaces that have diversity, coexistence and tolerance as their basic principles.<\/p>\n<p>And so, instead of fulfilling the goals of the\u00a0<a href=\"http:\/\/bit.ly\/2bhqsP7\" target=\"_blank\" rel=\"noopener\">National Policy for the Homeless Population<\/a>, unsustainable solutions are undertaken to temporarily satisfy a global image. In reality, the fact we cannot see a presence of homeless people in public spaces does not mean they do not exist. Far from view, the <a href=\"http:\/\/bit.ly\/1qbJV72\" target=\"_blank\" rel=\"noopener\">inequalities<\/a>\u2013as representative of Rio de Janeiro and the rest of the country as the Christ the Redeemer statue or Copacabana beach\u2013continue to exist.<\/p>\n<p><em>Igor Robaina is a lecturer at Fluminense Federal University (UFF) and Katharina Schmidt is a docent at the University of Hamburg, Germany.
