{"id":32641,"date":"2016-09-13T08:00:42","date_gmt":"2016-09-13T11:00:42","guid":{"rendered":"http:\/\/www.rioonwatch.org\/?p=32641"},"modified":"2025-08-07T12:07:06","modified_gmt":"2025-08-07T15:07:06","slug":"the-olympic-problem-hbo-documentary-details-history-of-olympic-human-rights-abuses-review","status":"publish","type":"post","link":"https:\/\/rioonwatch.org\/?p=32641","title":{"rendered":"The Olympic Problem: HBO Details History of Olympic Human Rights Abuses [REVIEW]"},"content":{"rendered":"<p style=\"text-align: right;\"><a href=\"http:\/\/bit.ly\/2enfHlA\" target=\"_blank\" rel=\"noopener\"><strong><em>Clique aqui para Portugu\u00eas<img decoding=\"async\" width=\"20\" height=\"20\" class=\"alignright size-full wp-image-23766\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" alt=\"\" \/><\/em><\/strong><\/a><\/p>\n<p>While much media coverage of <a href=\"http:\/\/bit.ly\/29fOxVw\" target=\"_blank\" rel=\"noopener\">Rio 2016<\/a>\u00a0<a href=\"http:\/\/bit.ly\/2bp6i9p\" target=\"_blank\" rel=\"noopener\">asked searching questions<\/a> about Rio and what the future holds for its people, much less attention was\u00a0paid to the future of the <a href=\"http:\/\/bit.ly\/1pXMFVa\" target=\"_blank\" rel=\"noopener\">Olympic Games<\/a>\u00a0or, in particular, the International Olympic Committee (IOC). Problems inherent in Rio&#8217;s operations have been scrutinized, while much less has been said of the problems inherent in the IOC. <em>HBO<\/em>\u2019s recent long\u00a0episode of <em><a href=\"http:\/\/itsh.bo\/2bKZjak\" target=\"_blank\" rel=\"noopener\">Real Sports<\/a><\/em>, aired on July 26, brings the challenges facing sport&#8217;s\u00a0<a href=\"http:\/\/bit.ly\/2ay1LA2\">Lords of the Rings<\/a> into clear view, by detailing the recent history of the Games.\u00a0Looking particularly at the Beijing 2008 Summer Olympics, the Sochi 2014 Winter Olympics, Rio 2016, and\u00a0Oslo (which dropped out of the race to host the 2022 Winter Games), <a href=\"http:\/\/bit.ly\/2daBl7g\" target=\"_blank\" rel=\"noopener\">the unmissable episode<\/a> of <i>Real Sports<\/i> presents an incredible range of detailed interviews and data which together paint\u00a0a clear\u00a0picture\u00a0of a corrupt and abusive organization. Throughout the production of the documentary, IOC officials were offered many chances to be interviewed, but refused.<\/p>\n<p>Rio\u2019s issues are covered well and in detail, with interviews in <a href=\"http:\/\/bit.ly\/VilaAut\" target=\"_blank\" rel=\"noopener\">Vila Aut\u00f3dromo<\/a>, where Sandra Maria told of her excitement when the city first won the bid, only to learn later of what it would mean for her: <a href=\"http:\/\/bit.ly\/1WHuWDY\" target=\"_blank\" rel=\"noopener\">her home destroyed and community torn apart<\/a>. In <a href=\"http:\/\/bit.ly\/1m4JS9c\">Rocinha<\/a>, Jos\u00e9 Martins of <a href=\"http:\/\/bit.ly\/2c9UKoI\" target=\"_blank\" rel=\"noopener\">Rocinha Sem Fronteiras<\/a> detailed the health problems stemming from the poor sewage treatment system, while the government spends money on Olympic stadiums.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/09\/Screen-Shot-2016-09-09-at-10.11.26.png\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-32666 size-content\" title=\"Jose Martins from Rocinha Sem Fronteiras. Still from HBO documentary \" width=\"620\" height=\"264\" \/><\/a><\/p>\n<p><em>HBO<\/em> also told of the healthcare emergency in the state of Rio, with a doctor testifying that people have died because of the funding which has been diverted to the five-ring party, describing it as a \u201ccrime against humanity.\u201d<\/p>\n<p>The\u00a0<a href=\"http:\/\/bit.ly\/1C93tAb\">Guanabara Bay<\/a> doesn\u2019t escape the critical gaze, detailing the promises of remediation the government made and subsequently abandoned, and warning of the potentially deadly diseases that could result for sailors\u2013and indeed did, with one Dutch sailor <a href=\"http:\/\/trib.in\/2bUUXef\" target=\"_blank\" rel=\"noopener\">contracting dysentery<\/a> during the Games.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/09\/Screen-Shot-2016-09-09-at-10.13.26.png\"><img decoding=\"async\" class=\"aligncenter wp-image-32667 size-content\" title=\"The healthcare emergency in Rio's hospitals. Still from HBO documentary\" width=\"620\" height=\"264\" \/><\/a><\/p>\n<p>The athletes who dedicate their lives to competing in the Games\u00a0are the center of the IOC\u2019s business model\u2013yet as US runner Nick Symonds observes, they get very little, if any, of the massive revenues the Olympics brings to the IOC. Athletes are even <a href=\"http:\/\/bit.ly\/2c0UOfk\" target=\"_blank\" rel=\"noopener\">banned from making their own money at the Games<\/a> through sponsorship\u2013to protect the commercial interests of the IOC. Yet this is hardly surprising, when many of the same people who were involved in the <a href=\"http:\/\/bit.ly\/2ckZXOL\" target=\"_blank\" rel=\"noopener\">Salt Lake City scandal<\/a> continue to serve on the IOC, as well as convicted criminals. Despite its lofty rhetoric, the organization is about <a href=\"http:\/\/bit.ly\/2cfZgXN\" target=\"_blank\" rel=\"noopener\">as undemocratic as they come<\/a>, and IOC members are <a href=\"http:\/\/bit.ly\/2c0V0eG\" target=\"_blank\" rel=\"noopener\">accountable to no one<\/a>, happily drawing out an allowance of <a href=\"http:\/\/apne.ws\/2cFawvy\" target=\"_blank\" rel=\"noopener\">US$900 per day<\/a> for gracing the Rio Games with their presence. All while previous host cities like Athens resemble <a href=\"http:\/\/bit.ly\/2cbrugy\" target=\"_blank\" rel=\"noopener\">graveyards for stadiums<\/a>.<\/p>\n<p>Looking forward to the 2020 Tokyo Games, it is noted that the Games may have been <a href=\"http:\/\/bit.ly\/2bUVSvj\" target=\"_blank\" rel=\"noopener\">secured through bribes<\/a>, with investigations into payments for African IOC votes ongoing.\u00a0Allegations of votes for sale are nothing new to the IOC\u2013the scandal at Salt Lake City forced them to push through some limited reforms. But these reforms haven&#8217;t purged the IOC of corruption, with undercover video showing one IOC member Ivan Slavkov saying he was &#8220;open to negotiations&#8221;\u00a0<a href=\"http:\/\/bbc.in\/2cHVwcX\" target=\"_blank\" rel=\"noopener\">about where he would vote<\/a> for the 2012 Olympics. His handler is then shown bragging that &#8220;he [Slavkov] will convince his closest friends to take money&#8221;. Slavkov has since been removed from the IOC, but the IOC&#8217;s response to corruption remains reactive, as if they&#8217;re saying to members &#8216;take bribes, just don&#8217;t get caught&#8217;. The IOC&#8217;s shadowy <a href=\"http:\/\/bit.ly\/2bfusn5\" target=\"_blank\" rel=\"noopener\">membership includes<\/a>\u00a0to this day &#8220;convicted criminals\u2026 people who were part of the Salt Lake City bribery scandal that continue to serve in senior positions\u2026 two people who have been accused of plagiarizing their PhD.&#8221;<\/p>\n<p>Further in the future, the 2022 Winter Olympics will be held in Beijing, after the IOC\u2019s preferred city, Oslo, dropped out of the process. Norwegians were unwilling\u00a0to put up with a \u201csemi-corrupt\u201d organization and their extravagant demands, which combined to form\u00a0a 7,000 page\u00a0document\u00a0and\u00a0included &#8220;24 hour room service including butler service&#8221; and &#8220;continuous access to sufficient food and drink of high quality (snacks and canapes are not good enough).&#8221; Jacob Lund, a Norwegian sports executive, observed that the IOC &#8220;seem to feel somewhere between us and God.&#8221; They are a privileged elite, he goes on to say, who &#8220;want to travel around the world and be treated like kings.&#8221; Fritijhof Jacobson, a political commentator, says Oslo dropped its bid for the 2022 Winter Games because &#8220;it was just this semi-corrupt entity of people who lived on a different planet and said &#8216;we come to Norway, just give us everything we want.'&#8221;<\/p>\n<p>This <a href=\"http:\/\/bit.ly\/2crskYK\" target=\"_blank\" rel=\"noopener\">left the IOC to choose<\/a> between the notorious human rights abusing government of Kazakhstan or the notorious human rights abusing government of China. They plumped for Beijing, despite the lack of snow (fairly important for winter sports like skiing), saying the decision\u00a0was\u00a0based on the strength of the show put on by China at Beijing 2008.<\/p>\n<p>But was Beijing 2008 all that impressive? Certainly, it was a spectacle unlike any other, but it was also built on the blood and tears of the Chinese people. With a ruthless efficiency, China prepared for the Games, banned press from describing the horrific evictions which involved literally dragging people from their homes. While 80,000 people were evicted for the Games in Rio, some estimates (accurate figures are unavailable) for Beijing\u2019s Olympic evictions put the figure close to <a href=\"http:\/\/reut.rs\/2c0t07X\">1.5 million people<\/a>. People who complained and were savagely beaten and then arrested during the Games to stop them talking to the press. Even now, years later, they remain under surveillance to keep them from speaking.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/09\/Screen-Shot-2016-09-09-at-10.14.37.png\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-32668 size-content\" title=\"Stadiums in previous host cities are now abandoned. Still from HBO documentary \" width=\"620\" height=\"264\" \/><\/a><\/p>\n<p>The Chinese government managed the Games to project their power, using their totalitarian powers to ensure nothing was out of place. A <a href=\"http:\/\/bit.ly\/2bWaNtK\" target=\"_blank\" rel=\"noopener\">defect in powdered milk for babies<\/a> went unreported so as not to cause any distraction, with the lives of children apparently not as important as China\u2019s big moment. Para-athlete <a href=\"http:\/\/ind.pn\/2cbsuBv\" target=\"_blank\" rel=\"noopener\">Fang Zheng<\/a> had been looking forward to competing in his home Games, but his place on the team was taken away as he had sustained his disability at the hands of the government in the infamous 1989 protests at Tiananmen Square. He was then placed under arrest during the Games for good measure\u2013along with many activists who had tried to get a fair deal from China\u2019s Olympics.\u00a0<a href=\"http:\/\/wapo.st\/2cmLJdC\" target=\"_blank\" rel=\"noopener\">Teng Biao<\/a>, a human rights activist and lawyer who asked the IOC whether the Olympics should &#8220;coexist with labor camps, secret police and crimes against humanity&#8221; was kidnapped and tortured during the Games and told to &#8220;forget the law.&#8221;<\/p>\n<p>Hein Verbruggen, the IOC member responsible for overseeing the preparations for Beijing 2008 claimed that the IOC had no business interfering in the application of Chinese law\u2013despite then-president of the IOC Jacques Rogge claiming the <a href=\"http:\/\/bit.ly\/2cmRWaJ\" target=\"_blank\" rel=\"noopener\">Olympics would bring improved human rights to China<\/a>.\u00a0Asked whether the Chinese government&#8217;s intolerance of dissent is an asset when organizing the Olympics, Verbruggen, the only IOC member interview in the entire documentary, hesitates before confirming &#8220;yes, it is.&#8221; He remains unaware of the evictions of hundreds of thousands of people, preferring to believe the promises of the Chinese government over the concrete reality presented on film. Asked about the list of banned topics for reporting issued to journalists, Verbruggen could only respond that they didn&#8217;t need to ban reporting on food safety issues because &#8220;the food was excellent.&#8221; When asked about detention of activists like Teng Biao, Verbruggen simply said &#8220;what is illegal detention for us is not for them.&#8221;<\/p>\n<p>More evidence of the IOC\u2019s disregard for <a href=\"http:\/\/bit.ly\/1um7WLt\" target=\"_blank\" rel=\"noopener\">human rights<\/a> can be found in Sochi, Russia. Migrant workers building the stadiums weren\u2019t paid correctly, and weren\u2019t given the correct safety equipment\u2013unless they were lying on the floor dying after a fall, in which case they were given the equipment so bosses could blame the death on the worker&#8217;s failure. In one case, a worker complained and was brutally beaten and violated by a crowbar at the hands of the Russian police. As undocumented migrants, these <a href=\"http:\/\/bit.ly\/2cvBv9B\" target=\"_blank\" rel=\"noopener\">workers were at the mercy of their bosses<\/a>\u00a0who held their passports. When talking to a woman who had her home destroyed to build a new road for the Games, the <em>HBO<\/em>\u00a0journalists themselves were arrested\u2013a sure sign of how well Russia takes criticism of their Olympic moment, even years after it has passed.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/09\/Screen-Shot-2016-09-09-at-10.24.12.png\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-32669 size-content\" title=\"Sochi journalist investigating Olympic costs and corruption. Still from HBO documentary\" width=\"620\" height=\"264\" \/><\/a><\/p>\n<p>The main issue of contention here for <em>HBO<\/em> was that authoritarian governments are using the Olympics to gain further power\u2013that the Olympics are being used as a political tool. Former chess grandmaster turned politician Garry Kasparov is unequivocal that the IOC should take some of the blame for the current situation in Ukraine, claiming they <a href=\"http:\/\/huff.to\/2cmSMEy\" target=\"_blank\" rel=\"noopener\">emboldened the Russian president<\/a>. <em>HBO<\/em> point to other historical events as evidence that totalitarian regimes are boosted when the Olympics come to town, also looking briefly at Moscow 1980 and of course the infamous \u2018Nazi Games\u2019 of 1936. The documentary correctly points out that these governments are easier for the IOC to work with, due to their intolerance of dissent, while democratic cities like <a href=\"http:\/\/bit.ly\/2borMFc\" target=\"_blank\" rel=\"noopener\">Oslo <\/a>(as well as <a href=\"http:\/\/bit.ly\/29UrDWg\" target=\"_blank\" rel=\"noopener\">Boston<\/a>, <a href=\"http:\/\/bit.ly\/28KV4dF\" target=\"_blank\" rel=\"noopener\">Hamburg<\/a>, <a href=\"http:\/\/wapo.st\/2bW9gEd\" target=\"_blank\" rel=\"noopener\">Krakow<\/a>, and others) are refusing to\u00a0host the Games due to the excessive demands of the IOC.<\/p>\n<p>This future doesn\u2019t look pretty for the Olympic Games. That said, <em>Real Sports<\/em>\u00a0could easily have been even harder on them. The documentary implies that authoritarian governments are coopting the Olympics to their own ends\u2013leaving out that this is exactly what every host government, authoritarian or allegedly democratic, does. <em>Real Sports<\/em>\u00a0at least leaves space for someone to sweep in and save the Games, with all the bidding cities for the 2024 Games (Paris, Los Angeles, Rome, and Budapest) in democratic countries\u2013although it could be argued Hungary is increasingly totalitarian. <em>HBO<\/em> makes no mention of London, Vancouver, Turin, Sydney, Atlanta, and various other demoractic cities where the Olympics have left a <a href=\"http:\/\/bit.ly\/1PA12Qd\" target=\"_blank\" rel=\"noopener\">trail of destruction<\/a> in their wake\u2013only focusing on Olympic events in BRIC\u00a0countries. Nor do they mention the people threatened with eviction in Tokyo\u2019s <a href=\"http:\/\/bit.ly\/1Usl8uk\" target=\"_blank\" rel=\"noopener\">Meiji Park<\/a> to make space for the stadium, or the <a href=\"http:\/\/bit.ly\/2cfFXvg\" target=\"_blank\" rel=\"noopener\">environmental destruction<\/a> in Pyeongchang, host of the 2018 Winter Olympics.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/09\/Screen-Shot-2016-09-09-at-10.23.31.png\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-32670\" title=\"Theresa Williamson discussing Rio 2016. Everyone knows <a href=\"http:\/\/bit.ly\/2bbnLC9\" target=\"_blank\" rel=\"noopener\">Rio\u2019s Olympics had a plethora of problems<\/a>,\u00a0but the difference between Rio and Beijing or Sochi is that it was <a href=\"http:\/\/bit.ly\/2cFdqAa\" target=\"_blank\" rel=\"noopener\">far easier for Cariocas to tell the world<\/a> about these problems. Even with all of Rio\u2019s problems, this documentary shows that of the recent Olympics held in BRICS countries, Brazil has ultimately done better than China and Russia\u2013the difference in Brazil is that the world knows about the problems as journalists were allowed to do their job. The world needs the IOC to wake up and realize that their cherished event is damaging cities and people&#8217;s lives, and that hiding behind the suppressive apparatuses of authoritarian governments isn\u2019t a viable option.<\/p>\n<p><em>Adam Talbot is a doctoral researcher at the Centre of Sport, Tourism and Leisure Studies at the University of Brighton, UK.
