\"Mayoral<\/a><\/p>\n

Most of Rio de Janeiro’s mayoral candidates pay lip service to the city\u2019s favelas somewhere in their housing\u00a0policy proposals, but of Rio’s 11 mayoral candidates<\/a> only five have offered specific proposals for favelas: Marcelo Freixo (PSOL), Jandira Feghali (PCdoB), Alessandro Molon (REDE), Cyro Garcia (PSTU) and Pedro Paulo Carvalho Teixeira (PMDB).<\/p>\n

Freixo\u2019s list is the most extensive: he proposes an end to forced evictions<\/a>, promotion of land tenure<\/a>, redirection of Urban Orientation and Social Posts (POUSOs)<\/a> to fight gentrification<\/a> and guide densification, implement waste collection and street cleaning<\/a>, and promote bed and breakfast-style accommodation in the favelas. Several other citywide initiatives would begin with favelas and low income\u00a0areas, such as free high-speed Internet, affirmative action workplace policies and development of public recreational space<\/a>.<\/p>\n

Feghali\u2019s proposals prioritize favela upgrades<\/a>, land regularization and titling<\/a>, and integrating the favelas with public service and transport<\/a>. She also wants to build access low-cost routes to boost mobility<\/a> within favelas, such as elevators and slopes.<\/p>\n

\"Mayoral<\/p>\n

Molon wants to use community participation<\/a> to develop local diagnostics so he can understand the favelas\u2019 main issues\u2013although arguably Freixo\u2019s 18-month If The City Were Ours<\/a>\u00a0research, where he traveled throughout Rio engaging in public debates with residents to define\u00a0priorities for different areas and demographics, has also\u00a0done just that. Molon also wants to resume favela upgrading projects<\/a>.<\/p>\n

Garcia and Teixeira\u00a0have the least substantial contributions: Garcia\u2019s only policy is to end forced removals, while Teixeira, who represents a continuation of the current Mayor Eduardo Paes’ programs, says he\u00a0wants to resume Morar Carioca<\/a> to integrate favelas into the city. However, Paes\u2019 record as mayor shows that the program was not a\u00a0priority<\/a> for the PMDB, as Morar Carioca was conveniently abandoned by Mayor Paes as soon as the 2012\u00a0elections were over<\/a>.<\/p>\n

Migueles\u2019 only favela-related proposal is to create affordable housing options outside of the favelas. Meanwhile, Rio’s other mayoral candidates, Marcelo Crivella (PRB, and currently dominating the polls), Carlos Os\u00f3rio (PSDB), \u00cdndio da Costa (PSD), Thelma Bastos (PCO) and Fl\u00e1vio Bolsonaro (PSC) fail to mention favelas altogether in their manifestos, despite favelas representing 24% of the city’s population and its most vulnerable segment.<\/p>\n
