Of the 11 candidates running for mayor of Rio de Janeiro, only six talk about social housing in their manifestos: <a href=\"http:\/\/bit.ly\/2dl48ek\" target=\"_blank\">Pedro Paulo Carvalho Teixeira<\/a> (PMDB); <a href=\"http:\/\/bit.ly\/2dprNch\" target=\"_blank\">Marcelo Freixo<\/a> (PSOL); <a href=\"http:\/\/bit.ly\/2cJWQOI\" target=\"_blank\">Cyro Garcia<\/a> (PSTU); <a href=\"http:\/\/bit.ly\/2dzE6mx\" target=\"_blank\">Jandira Feghali<\/a> (PCdoB);\u00a0<a href=\"http:\/\/bit.ly\/2dynj0g\" target=\"_blank\">\u00cdndio da Costa<\/a>\u00a0(PSD); and <a href=\"http:\/\/bit.ly\/2dajxOe\" target=\"_blank\">Carlos Os\u00f3rio<\/a> (PSDB).<\/p>\n<p>Pedro Paulo\u2019s housing centerpieces include using empty or underutilized properties in central areas as housing units; creating 27,600 new <a href=\"http:\/\/bit.ly\/1Sm6Vf9\" target=\"_blank\">social housing<\/a> units; rejuvenating the seven-year-old Bairro Maravilha (Wonderful Neighborhood)\u00a0program aimed at maintaining and upgrading infrastructure in the <a href=\"http:\/\/bit.ly\/1kZa3h9\" target=\"_blank\">North<\/a> and <a href=\"http:\/\/bit.ly\/1kZa7gI\" target=\"_blank\">West Zones<\/a>; and resuming <a href=\"http:\/\/bit.ly\/1o6ShcY\" target=\"_blank\">Morar Carioca<\/a>, which Paulo <a href=\"http:\/\/bit.ly\/1lVPng8\" target=\"_blank\">claims<\/a> has already been implemented in more than half of the city\u2019s favelas. In addition to resurrecting <a href=\"http:\/\/bit.ly\/2ciUlCM\" target=\"_blank\">abandoned, election-trophy policies<\/a>, Paulo proposes a new initiative called Rio Carioca Local e Produ\u00e7\u00e3o Habitacional (Rio Carioca Local and Housing Production), where new social housing units will be procured to &#8220;allow resettlement and acquisition of housing for low-income families&#8221;\u2013which sounds like an initiative that would allow the policy of <a href=\"http:\/\/bit.ly\/1Tg0lMI\" target=\"_blank\">forced removals<\/a> to continue.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/09\/collage-2016-09-222.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-32977\" title=\"Mayoral candidates 2016 from left to right: Cyro Garcia; Marcelo Freixo; Jandira Feghali; Marcelo Crivella.\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/09\/collage-2016-09-222.jpg\" alt=\"Mayoral candidates 2016 from left to right: Cyro Garcia; Marcelo Freixo; Jandira Feghali; Marcelo Crivella.\" width=\"620\" height=\"155\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/09\/collage-2016-09-222.jpg 933w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/09\/collage-2016-09-222-620x155.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/09\/collage-2016-09-222-768x193.jpg 768w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/09\/collage-2016-09-222-300x75.jpg 300w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>Paulo, Freixo and Garcia all want to use empty or underutilized properties for social housing. Freixo hopes to upgrade existing social housing and implement new but unspecified social housing programs, and also proposes redirecting public housing programs to areas which already have consolidated infrastructure.<\/p>\n<p>Feghali and da Costa want to see further stability for the <a href=\"http:\/\/bit.ly\/1lTMw0y\" target=\"_blank\">Minha Casa Minha Vida<\/a>\u00a0public housing program, although da Costa wants to do this through <a href=\"http:\/\/bit.ly\/1Kw6Y88\" target=\"_blank\">Public-Private Partnerships<\/a> while Feghali focuses on expanding it to further support the city\u2019s youth and the program\u2019s female beneficiaries. Da Costa\u2019s remaining social housing point is to resettle families living in risk areas. Feghali\u2019s other proposals include using state funding to help young people find housing, maintaining the Housing Improvement Program (HIS) and using local participation to reassess the city\u2019s Master Plan, the Municipal Plan for Social Housing and the <a href=\"http:\/\/bit.ly\/1y5AQhF\" target=\"_blank\">Port<\/a> Social Housing Plan (PHIS).<\/p>\n<p>Os\u00f3rio\u2019s social housing proposals lack detail, suggesting only to encourage existing housing programs and find areas of municipal land available for use for unspecified housing projects.
