The <a href=\"http:\/\/bit.ly\/1oQuiho\" target=\"_blank\">cable car<\/a> will not run again until 2017, which Rio de Janeiro\u2019s <a href=\"http:\/\/glo.bo\/2cLr4Bz\" target=\"_blank\">state transport secretary says<\/a> is due to an \u201catypical wearing down of traction cables,\u201d discovered during a routine inspection. According to the secretariat, it will take six months to manufacture, deliver and install the new parts required.<\/p>\n<p>Residents in Alem\u00e3o were quick to voice their disappointment over social media. Local artist\u00a0<a href=\"http:\/\/bit.ly\/2dcjm36\" target=\"_blank\">Mariluce Souza said<\/a>, \u201cDoes anyone know why they\u2019ve taken away all of the cable car gondolas? Serious lack of respect for residents!\u201d<\/p>\n<p>Facebook users <a href=\"http:\/\/bit.ly\/2cDW02C\" target=\"_blank\">commented on a link posted<\/a> by community news site <a href=\"http:\/\/bit.ly\/2do6TZB\" target=\"_blank\"><em>Voz da Comunidade<\/em><\/a>\u00a0detailing the suspension. Anna Carollyna Santos raised concerns over faulty cabin doors, \u201cstrange noises,\u201d doors\u00a0opening\u00a0and cabins that \u201cswung more than normal, as is if they were about to fall.\u201d<\/p>\n<p>Other commenters used the occasion to dispute the cable car\u2019s usefulness to residents. Jeferson Oliveira Don called the cable car \u201cfinancially unsustainable,\u201d while Luiz Pinheiro said it benefitted \u201cless than 10% of residents.\u201d<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2015\/07\/Marcelo-complexo-do-alemao-7.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-23072 size-content\" title=\"Complexo do Alem\u00e3o's cable car. On the morning of September 9, local media collective\u00a0<a href=\"http:\/\/bit.ly\/2dGp0eW\" target=\"_blank\">Coletivo Papo Reto reported<\/a> that residents awoke to bullet holes in their cars and homes because of a shootout occurring during the night. There were <a href=\"http:\/\/bit.ly\/2dtJskq\" target=\"_blank\">further reports of intense shooting<\/a> between midnight and 2am in Alvorada and <a href=\"http:\/\/bit.ly\/2aQZ3Jp\" target=\"_blank\">Nova Bras\u00edlia<\/a> on September 11.<\/p>\n<p>Directly following the cable car\u2019s suspension, police\u00a0operations in the area resumed and intensified. On the morning of September 15, <a href=\"http:\/\/bit.ly\/2dGwvm7\" target=\"_blank\">Military Police began an operation<\/a> that led to three days\u00a0of continuous\u00a0shooting, with residents unable to leave their homes.<\/p>\n<p>Residents reported hearing long bursts of <a href=\"http:\/\/bit.ly\/2d9xH2J\" target=\"_blank\">gunfire, explosions<\/a> and <a href=\"http:\/\/bit.ly\/2dtKlt6\" target=\"_blank\">helicopters<\/a>, and <a href=\"http:\/\/bit.ly\/2dn79t0\" target=\"_blank\">videos<\/a> and <a href=\"http:\/\/bit.ly\/2dcdreH\" target=\"_blank\">pictures<\/a>\u00a0on social media show police officers\u00a0entering residents\u2019 homes and using them as locations from which to shoot.\u00a0Updates were posted to social media by <em><a href=\"http:\/\/bit.ly\/1qLQIZR\" target=\"_blank\">Voz da Comunidade<\/a><\/em>\u00a0and <a href=\"http:\/\/bit.ly\/28UXKDg\" target=\"_blank\">Coletivo Papo Reto<\/a>, as well as community journalists and activists including <a href=\"http:\/\/bit.ly\/1Nj8p7u\" target=\"_blank\">Raull Santiago<\/a>.<\/p>\n<blockquote class=\"twitter-tweet\" data-lang=\"en\">\n<p dir=\"ltr\" lang=\"pt\">Isso porque t\u00e1 pacificado&#8230;<a href=\"https:\/\/twitter.com\/hashtag\/GuerraNoAlem%C3%A3o?src=hash\">#GuerraNoAlem\u00e3o<\/a> <a href=\"https:\/\/t.co\/DT723BvirY\">pic.twitter.com\/DT723BvirY<\/a><\/p>\n<p>\u2014 Thiago Tomazine (@Tomazine420) <a href=\"https:\/\/twitter.com\/Tomazine420\/status\/776632737230942208\">September 16, 2016<\/a><\/p><\/blockquote>\n<p><script async src=\"\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p><a href=\"http:\/\/bit.ly\/2d9vHaI\" target=\"_blank\">On September 16<\/a>, two Alem\u00e3o residents and two members of the Military Police were injured in an intense shootout at the Nova Bras\u00edlia Pacifying Police Unit (<a href=\"http:\/\/bit.ly\/1lIGSxv\" target=\"_blank\">UPP<\/a>)\u00a0base and the Itarar\u00e9 cable car station. On the\u00a0<a href=\"http:\/\/bit.ly\/2dcdreH\" target=\"_blank\">morning of September 17<\/a>, <a href=\"http:\/\/bit.ly\/1sAbGoa\" target=\"_blank\">BOPE Special Forces<\/a> joined the police\u00a0operations and\u00a0violence continued to escalate throughout the day.<\/p>\n<p>By the time operations finished on the evening of September 17, <a href=\"http:\/\/bit.ly\/2d9wFnt\" target=\"_blank\"><em>Voz da Comunidade<\/em> reported<\/a> that seven people had been shot, including two military policemen, and &#8220;three of those shot died.&#8221;<\/p>\n<p>Residents and activists used the hashtag <a href=\"http:\/\/bit.ly\/2dGxKSi\" target=\"_blank\">#GuerraNoAlem\u00e3o<\/a> (#WarInAlem\u00e3o) to express their dismay and disbelief at the police takeover of the area. Resident <a href=\"http:\/\/bit.ly\/2dobLeG\" target=\"_blank\">Lari Martins tweeted<\/a>, &#8220;The favela is a place of peace!&#8221; while Thiago Thomazine <a href=\"http:\/\/bit.ly\/2ddaSHi\" target=\"_blank\">tweeted a photo<\/a> of large numbers of police lining up along a street, with the caption: \u201cThis because it\u2019s pacified.\u201d Others posted\u00a0<a href=\"http:\/\/bit.ly\/2cDXSNw\" target=\"_blank\">tweets such as<\/a>:\u00a0\u201cWhat to do when you study far away and you <a href=\"http:\/\/bit.ly\/2cVyChB\" target=\"_blank\">can\u2019t get to school\u00a0because of the shootout<\/a>?\u201d<\/p>\n<p>Some residents were also personally threatened as they tried to find out what was happening. On the first day of operations, Military Police reportedly attempted to intimidate community activist and journalist Raull Santiago, along with his friend Luciano Garcia.<\/p>\n<p>According to an <a href=\"http:\/\/bit.ly\/2doxT8G\" target=\"_blank\">update posted to Facebook by Santiago<\/a>, he approached Military Police\u00a0troops as they pulled young men off a bus and began to film. Police then said that to stay and watch, Santiago and Garcia would either need to be lawyers or they would have to submit witness statements validating the police\u00a0arrests of criminals. Santiago responded that he would only be a witness to police aggression, at which point the police began to threaten him.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/09\/14355646_1122912984423617_7628419551664843358_n.jpg\"><img decoding=\"async\" class=\"aligncenter wp-image-33255 size-content\" title=\"Santiago in pink shirt intimidated by police in Alem\u00e3o\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/09\/14355646_1122912984423617_7628419551664843358_n-620x264.jpg\" alt=\"Santiago in pink shirt intimidated by police in Alem\u00e3o\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/09\/14355646_1122912984423617_7628419551664843358_n-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/09\/14355646_1122912984423617_7628419551664843358_n-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>Santiago says that police then started filming him, saying Raull was &#8220;filming\u00a0bandits&#8221; and telling him that he was \u201chindering [their] work.\u201d Others said, \u201cYou live in a dead end, in the alley, and I\u2019m switched on.\u201d One directly threatened him, saying, \u201ca plain clothes moto will come by and get you\u00a0and no one will see.\u201d<\/p>\n<p>Santiago <a href=\"http:\/\/bit.ly\/2d824DG\" target=\"_blank\">later heard that<\/a> police were looking for him in the favela, calling him a trafficker and making violent threats about what they would do if they found him. He also received messages from friends telling him that police were conducting door-to-door searches for him. Police are said to have\u00a0called him a &#8220;defender of criminality&#8221; during the searches, criminalizing his refusal to testify as a witness to crimes that he hadn&#8217;t seen committed.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/09\/14324150_1122972124417703_2584147109674426773_o.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-33242 size-large\" title=\"Santiago posted a screenshot of a text from a friend, documenting police harassment of favela residents as they searched for him.
