{"id":33537,"date":"2016-10-13T08:00:01","date_gmt":"2016-10-13T11:00:01","guid":{"rendered":"http:\/\/www.rioonwatch.org\/?p=33537"},"modified":"2020-08-07T14:03:49","modified_gmt":"2020-08-07T17:03:49","slug":"how-do-rio-and-the-citys-favelas-fit-into-the-new-urban-agenda","status":"publish","type":"post","link":"https:\/\/rioonwatch.org\/?p=33537","title":{"rendered":"How Do Rio and the City&#8217;s Favelas Fit into the New Urban Agenda?"},"content":{"rendered":"<p style=\"text-align: right;\"><a href=\"http:\/\/bit.ly\/2eiJCsj\" target=\"_blank\" rel=\"noopener noreferrer\"><strong><em>Clique aqui para Portugu\u00eas<img decoding=\"async\" width=\"20\" height=\"20\" class=\"alignright size-full wp-image-23766\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" alt=\"\" \/><\/em><\/strong><\/a><\/p>\n<h3>The <a href=\"http:\/\/bit.ly\/2dVq0bU\" target=\"_blank\" rel=\"noopener noreferrer\">Habitat III<\/a>\u00a0<a href=\"http:\/\/bit.ly\/2dRVNMH\" target=\"_blank\" rel=\"noopener noreferrer\">New Urban Agenda<\/a> is critically important to Rio. At a time when Rio is experiencing massive urban shifts, and a contested <a href=\"http:\/\/bit.ly\/2coSMjf\" target=\"_blank\" rel=\"noopener noreferrer\">municipal election<\/a>, the <a href=\"http:\/\/bit.ly\/2dzD6gc\" target=\"_blank\" rel=\"noopener noreferrer\">New Urban Agenda<\/a> offers an excellent tool for reflection.<\/h3>\n<p>Firstly, Rio has a very real problem of a lack of implementation. Although policies like <a href=\"http:\/\/bit.ly\/1o6ShcY\" target=\"_blank\" rel=\"noopener noreferrer\">Morar Carioca<\/a> are written well on paper, <a href=\"http:\/\/bit.ly\/1MZ7bV1\" target=\"_blank\" rel=\"noopener noreferrer\">enough so to win international awards<\/a>, their implementation has been deemed <a href=\"http:\/\/bit.ly\/1lVPng8\" target=\"_blank\" rel=\"noopener noreferrer\">a failure<\/a>\u00a0by experts and residents of Rio alike. Secondly, the New Urban Agenda\u00a0calls for robust <a href=\"http:\/\/bit.ly\/1rkcjHD\" target=\"_blank\" rel=\"noopener noreferrer\">participatory mechanisms<\/a> that ensure equal representation of city residents, with a special focus on those in vulnerable positions. Again, although there are numerous participation mechanisms currently embedded into the law currently, they are not well respected or utilized.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/04\/BabiloniaUnidadeHabitacional1-e1460326121810.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-28046 size-content\" title=\"Morar Carioca apartment block built in Babil\u00f4nia\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/04\/BabiloniaUnidadeHabitacional1-e1460326121810-620x264.jpg\" alt=\"Morar Carioca apartment block built in Babil\u00f4nia\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/04\/BabiloniaUnidadeHabitacional1-e1460326121810-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/04\/BabiloniaUnidadeHabitacional1-e1460326121810-1030x438.jpg 1030w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/04\/BabiloniaUnidadeHabitacional1-e1460326121810-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>Finally, and perhaps most importantly, the Habitat III conference has the potential to solidify the paradigm shift away from a \u201c<a href=\"http:\/\/bit.ly\/2brgOfA\" target=\"_blank\" rel=\"noopener noreferrer\">world without slums<\/a>\u201d to a world where informal settlements are integrated into the urban fabric of the city through meaningful <a href=\"http:\/\/bit.ly\/17oGLjF\" target=\"_blank\" rel=\"noopener noreferrer\">upgrading<\/a> programs. This shift has large implications in Rio because it would not only illegitimize <a href=\"http:\/\/bit.ly\/1JnWsNg\" target=\"_blank\" rel=\"noopener noreferrer\">Mayor Eduardo Paes\u2019 evictions policy<\/a>, but also call into question the use of the <a href=\"http:\/\/bit.ly\/1lTMw0y\" target=\"_blank\" rel=\"noopener noreferrer\">Minha Casa Minha Vida<\/a> housing program for both unjustly moving residents to the far reaches of the city like <a href=\"http:\/\/bit.ly\/1nsjVpN\" target=\"_blank\" rel=\"noopener noreferrer\">Campo Grande<\/a> and <a href=\"http:\/\/bit.ly\/1FOLLDP\" target=\"_blank\" rel=\"noopener noreferrer\">Santa Cruz <\/a>and for being a one-size-fits-all solution to the housing deficit, which the New Urban Agenda\u00a0clearly criticizes.<\/p>\n<p>On another scale, the New Urban Agenda\u00a0would encourage Rio\u2019s city government to explore ideas for <a href=\"http:\/\/bit.ly\/1gTv41b\" target=\"_blank\" rel=\"noopener noreferrer\">land titles<\/a> that are not currently under consideration, like collective titling for favelas. This potential policy framework could rethink the way Rio\u2019s favelas are integrated into the city. It could provide a more robust form of ownership to the land to protect residents from eviction, rather than simply the permission to stay on the land which is the typical type of titling used and which is much more tenuous than popularly assumed. Testament to this is the fact that the residents of\u00a0<a href=\"http:\/\/bit.ly\/2ayGPcR\" target=\"_blank\" rel=\"noopener noreferrer\">Vila Aut\u00f3dromo<\/a>\u00a0held such a title and were nonetheless removed from their land in the lead up to the\u00a0Olympic Games. In fact, a Lincoln Institute study has found that collective land titling in the form of Community Land Trusts in the United States is the <a href=\"http:\/\/bit.ly\/2dkMIw7\" target=\"_blank\" rel=\"noopener noreferrer\">most robust form of affordable housing policy<\/a>, ensuring residents can remain both in times of economic boom (when they would be subject to gentrification) and in times of recession (when they would be subject to foreclosure).<\/p>\n<h3><strong>Rio\u2019s favelas offer important examples and lessons for the New Urban Agenda<\/strong><\/h3>\n<p>Although Rio does have work to do if it hopes\u00a0to meet the goals set out in\u00a0the New Urban Agenda, it also offers an important model for it. Though\u00a0full of challenges,\u00a0Rio&#8217;s\u00a0favelas affirm a number of key points in the Agenda and show how informal settlements\u00a0<a href=\"http:\/\/bit.ly\/FavelaModelo\" target=\"_blank\" rel=\"noopener noreferrer\">actually represent<\/a>\u00a0a number of hoped-for urban planning principles.<\/p>\n<p>For instance, clause 51 states that nations will \u201cpromote the development of urban spatial frameworks, including urban planning and design instruments that support sustainable management and use of natural resources and land, appropriate compactness and density, polycentrism, and mixed uses, through infill or planned urban extension strategies as applicable, to trigger economies of scale and agglomeration, strengthen food system planning, enhance resource efficiency, urban resilience, and environmental sustainability.\u201d Clause 59 also says cities should \u201ccommit to recognize the contribution of the working poor in the informal economy, particularly women, including the unpaid, domestic, and migrant workers to the urban economies, taking into account national circumstances. Their livelihoods, working conditions and income security, legal and social protection, access to skills, assets and other support services, and voice and representation should be enhanced.&#8221; In these cases, the <a href=\"http:\/\/bit.ly\/1GuNiz9\" target=\"_blank\" rel=\"noopener noreferrer\">favelas are examples, not problems<\/a>.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/07\/Informal_Business_Rocinha.jpg\"><img decoding=\"async\" class=\"aligncenter wp-image-30824 size-content\" title=\"Informal business in Rocinha\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/07\/Informal_Business_Rocinha-620x264.jpg\" alt=\"Informal business in Rocinha\" width=\"620\" height=\"264\" \/><\/a><\/p>\n<p>Further in the document in clauses 98 and 99, there is mention that nations will \u201cpromote integrated urban and territorial planning, including planned urban extensions based on the principles of equitable, efficient, and sustainable use of land and natural resources, compactness, polycentrism, appropriate density and connectivity, multiple use of space, as well as mixed social and economic uses in the built-up areas, to prevent urban sprawl\u201d and \u201csupport the implementation of urban planning strategies, as appropriate, that facilitate a social mix through the provision of affordable housing options with access to quality basic services and public spaces for all.\u201d This language supports the idea that the <a href=\"http:\/\/bit.ly\/1nFUuKR\" target=\"_blank\" rel=\"noopener noreferrer\">favelas can be a solution<\/a> to the problems cities face. Mapping the assets and acknowledging the <a href=\"http:\/\/bit.ly\/1nVvyiL\" target=\"_blank\" rel=\"noopener noreferrer\">qualities<\/a> of these communities, rather than\u00a0<a href=\"http:\/\/bit.ly\/1mMWbet\" target=\"_blank\" rel=\"noopener noreferrer\">stigmatizing<\/a>\u00a0them, builds on existing social institutions. This is not only economically and environmentally more sustainable, but also preserves the <a href=\"http:\/\/bit.ly\/1xQhQc0\" target=\"_blank\" rel=\"noopener noreferrer\">history<\/a> and <a href=\"http:\/\/bit.ly\/VsQjMj\" target=\"_blank\" rel=\"noopener noreferrer\">culture<\/a> of a place.<\/p>\n<p>Rio may have a lot to fix to be in line with the New Urban Agenda, but those issues largely relate to how the government has failed to integrate its\u00a0communities. The solution, however, can come from looking at the favelas themselves and acknowledging their innovation, creativity and inherent community strength not only to build a better Rio, but as\u00a0an example for the world.<\/p>\n","protected":false},"excerpt":{"rendered":"<div class=\"mh-excerpt\"><p>Clique aqui para Portugu\u00eas The Habitat III\u00a0New Urban Agenda is critically important to Rio.
