He&#8217;s been a taxi driver, evangelical bishop, minister of fisheries, <a href=\"http:\/\/bit.ly\/2eYegcK\" target=\"_blank\">gospel recording artist<\/a>,\u00a0senator, engineer, missionary in Africa and book author.\u00a0Now he is in the final\u00a0<a href=\"http:\/\/bit.ly\/2ctmg4i\" target=\"_blank\">running for Mayor of Rio de Janeiro<\/a>. He won the <a href=\"http:\/\/glo.bo\/2eewwQi\" target=\"_blank\">first ballot of the elections<\/a>\u00a0on October 2 with 27.78% and will now face a runoff on October 30 against <a href=\"http:\/\/bit.ly\/2eCB2rA\" target=\"_blank\">Marcelo Freixo<\/a> of the Socialism and Freedom\u00a0Party (PSOL), who got 18.26% of the valid votes.<\/p>\n<p>Even though Crivella <a href=\"http:\/\/bit.ly\/2eYfxQN\" target=\"_blank\">attempts to tone down his evangelical rhetoric<\/a>, having\u00a0lost votes from the center in the past,\u00a0his political career is inextricably tied to his\u00a0church career. <a href=\"http:\/\/reut.rs\/2eqnsmr\" target=\"_blank\">Evangelical Christians are gaining power in Brazil<\/a>: one in four Brazilians is an evangelical Christian today. Their churches are wealthy institutions with powerful media networks and have a huge impact on the political agenda. One of the most controversial and influential figures is <a href=\"http:\/\/bit.ly\/2eO9WND\" target=\"_blank\">Bishop Edir Macedo<\/a>, billionaire founder of the\u00a0<a href=\"http:\/\/bit.ly\/2enhINi\" target=\"_blank\">Universal Church of the Kingdom of God<\/a>, owner of Brazil&#8217;s second-most popular television network Record, and Crivella&#8217;s uncle.<\/p>\n<p>Macedo encouraged his nephew to go into politics when Crivella was already a successful bishop within the Universal Church. In 2002, Crivella was elected as a <a href=\"http:\/\/bit.ly\/2enjVbx\" target=\"_blank\">federal senator<\/a> from the state of Rio de Janeiro on a\u00a0Liberal Party (PL) ticket and was\u00a0reelected in 2010 for the 2011-2019 term. He ran for Rio de Janeiro state governor in 2014, losing to <a href=\"http:\/\/bit.ly\/1Zbaawk\" target=\"_blank\">Pez\u00e3o<\/a>.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/10\/14718669_1240397149316866_3750640840910214305_n.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-33683 size-content\" title=\"Crivella with trade union leaders last week\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/10\/14718669_1240397149316866_3750640840910214305_n-620x264.jpg\" alt=\"Crivella with trade union leaders last week\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/10\/14718669_1240397149316866_3750640840910214305_n-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/10\/14718669_1240397149316866_3750640840910214305_n-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>In the Brazilian Senate, Crivella was president of the Permanent Subcommittee for the Protection of Brazilian Citizens Abroad and fought for the rights of the huge Brazilian diaspora, for example regarding the treatment of Brazilian immigrants in the USA. He was also responsible for a public housing program named Cimento Social (Social Cement) launched in 2007, which <a href=\"http:\/\/glo.bo\/2estIL8\" target=\"_blank\">was criticized for preferential treatment of Universal Church members<\/a>. In June 2008, Crivella sent <a href=\"http:\/\/glo.bo\/2eCO5FA\" target=\"_blank\">armed forces to supervise construction works on the program<\/a> in <a href=\"http:\/\/bit.ly\/1jqQCNc\" target=\"_blank\">Morro da Provid\u00eancia<\/a> which led to three people being\u00a0captured, tortured and killed.<\/p>\n<p>Crivella was a leading figure in the fight against a law for the legalization of abortion in 2011.<\/p>\n<p>In 2012, President\u00a0Dilma Rousseff appointed Crivella Minister of Fisheries and Aquaculture in her cabinet. The appointment was a political move\u2013Crivella\u00a0publicly admitted that he knew little about the area\u2013to recognize the church\u2019s influence and gain\u00a0the support of Crivella&#8217;s new party, the Brazilian Republican Party (PRB). Nevertheless, Crivella voted for <a href=\"http:\/\/bit.ly\/1T9zPPE\" target=\"_blank\">Dilma&#8217;s impeachment<\/a> this year.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/10\/14656446_1232724463417468_3708442586487068463_n.jpg\"><img decoding=\"async\" class=\"aligncenter wp-image-33684 size-content\" title=\"Crivella on the campaign trail\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/10\/14656446_1232724463417468_3708442586487068463_n-620x264.jpg\" alt=\"Crivella on the campaign trail\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/10\/14656446_1232724463417468_3708442586487068463_n-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/10\/14656446_1232724463417468_3708442586487068463_n-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>The PRB, which Crivella\u00a0founded in 2005 together with fellow evangelical Christian leaders, has gained popularity\u00a0in recent years. During the <a href=\"http:\/\/bit.ly\/2epbo9y\" target=\"_blank\">municipal elections this year<\/a>, the PRB saw the greatest increase in vote share of any of the ten major parties, achieving 3.8 million mayoral votes in the first term elections across Brazil\u2013a 51% increase on the 2012 vote share for the party.<\/p>\n<p>The party is regarded as a base for evangelical pastors and bishops to run for political office. The <a href=\"http:\/\/reut.rs\/2eYg5Gl\" target=\"_blank\">new electoral law<\/a>, which prohibits companies from donating money and reduces the time for electoral campaigns, can be said to play into the hands of church-based politics: preachers tell the faithful to donate to specific faithful politicians.\u00a0\u201cA lack of financial contribution from companies favors church candidates. They have a huge mobilizing force,\u201d says\u00a0<a href=\"http:\/\/glo.bo\/2dsSOMj\" target=\"_blank\">Brazilian philosopher Renato Janine<\/a>.<\/p>\n<p>That said, the PRB remains a small party and, as is the case\u00a0with Freixo&#8217;s PSOL, <a href=\"http:\/\/glo.bo\/2dQxs94\" target=\"_blank\">both hold a minority within the City Council<\/a> with which either, once elected, <a href=\"http:\/\/bit.ly\/24bU1sZ\" target=\"_blank\">will have to work<\/a>. This may make policy-making difficult at times, though a recent survey found most city council members&#8211;<a href=\"http:\/\/bit.ly\/2dJArSl\" target=\"_blank\">a notoriously corrupt band<\/a>&#8212;<a href=\"http:\/\/glo.bo\/2dAnKFQ\" target=\"_blank\">have declared support<\/a> for Crivella. In fact, <a href=\"http:\/\/glo.bo\/2dG5P5j\" target=\"_blank\">a report today says<\/a> Rio&#8217;s political parties are already maneuvering around Crivella, presuming his victory and requesting favors and appointments\u00a0in his administration.<\/p>\n<p>Crivella&#8217;s core\u00a0support base is among communities where the evangelical church is strongest, and geographically his base in strongest\u00a0in the city&#8217;s vast, poorer West\u00a0Zone.\u00a0Appealing to those with strong religious convictions and conservative values, Crivella&#8217;s ideology\u2013as demonstrated in the biography on <a href=\"http:\/\/bit.ly\/2eBaB2x\" target=\"_blank\">his website<\/a>\u2013espouses the evangelical narrative by which faith and commitment to the church are rewarded with material prosperity.<\/p>\n<h3><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/10\/14440785_1221949307828317_943785678298167548_n.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-33671 size-content\" title=\"Crivella during his 2016 mayoral campaign\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/10\/14440785_1221949307828317_943785678298167548_n-620x264.jpg\" alt=\"Crivella during his 2016 mayoral campaign\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/10\/14440785_1221949307828317_943785678298167548_n-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/10\/14440785_1221949307828317_943785678298167548_n-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/h3>\n<h3>Policy proposals<\/h3>\n<p>Crivella&#8217;s political beliefs are conservative: he is against the legalization of abortion, gay marriage and cannabis and favors the privatization of <a href=\"http:\/\/bit.ly\/1yHzFH2\" target=\"_blank\">education<\/a>. He has also <a href=\"http:\/\/bit.ly\/2ermbhs\" target=\"_blank\">preached that<\/a> &#8220;women should obey men more, since they are a piece of them!&#8221; referencing Adam and Eve, <a href=\"http:\/\/bit.ly\/2ekkvVU\" target=\"_blank\">and that<\/a> &#8220;gays may be the result of an unsuccessful abortion (by their mothers).&#8221; In\u00a0his election campaign however, he presents himself as a moderate and tolerant Christian, and uses the paternalist slogan\u00a0\u201cthe time has come to take care of the people.\u201d He met with members of the LGBT movement in public, reassuring them\u00a0several times that the state should remain secular\u00a0and laws for minorities will not be touched.<\/p>\n<p>In his <a href=\"http:\/\/bit.ly\/2eeAt7r\" target=\"_blank\">policy proposals<\/a>,\u00a0<a href=\"http:\/\/bit.ly\/2eCl00X\" target=\"_blank\">totaling 8 pages<\/a>, he focuses on the themes of urban mobility, security, education, and health, with\u00a0health and mobility being his focus.<\/p>\n<p>With regards to <a href=\"http:\/\/bit.ly\/1ys5C9X\" target=\"_blank\">healthcare<\/a>, shown to be <em>cariocas<\/em>&#8216; <a href=\"http:\/\/bit.ly\/2e7E3Ld\" target=\"_blank\">#1 policy concern<\/a>, <a href=\"http:\/\/bit.ly\/2e7BnNC\" target=\"_blank\">Crivella proposes<\/a> investing R$150 million more per year and creating\u00a020 new Specialists&#8217; Units across the city by 2020, and restructuring 14 UPAs and 8 emergency hospitals in the city. He pledges to end waits for those seeking medical care for life-threatening\u00a0emergencies and to increase the number of hospital beds by 20%. He also plans to establish a meritocracy-based pay scheme.<\/p>\n<p>Within his <a href=\"http:\/\/bit.ly\/2eCp9BL\" target=\"_blank\">education proposals<\/a>, Crivella\u00a0promises to create 20,000 new municipal day care slots and 40,000 for preschools through a\u00a0<a href=\"http:\/\/bit.ly\/1Kw6Y88\" target=\"_blank\">public-private partnership<\/a> whereby the private sector builds the schools and the City provides\u00a0educators and meals. By 2020 he says\u00a050% of primary school-aged children will have full-day schooling.<\/p>\n<p><a href=\"http:\/\/bit.ly\/2eIrZ4T\" target=\"_blank\">Regarding security<\/a>, Crivella plans to reestablish the objectives of the\u00a0<a href=\"http:\/\/bit.ly\/1QIZkem\" target=\"_blank\">Municipal Guard<\/a>, which currently focuses on caring for municipal buildings and issuing fines across the city. His intent is that the Municipal Guard becomes a security force, providing community policing of areas with high incidents of assault and theft. Crivella also wishes to increase the number of public surveillance cameras by 20% and create a public-private partnership to modernize Rio&#8217;s street\u00a0lighting.<\/p>\n<p>Finally, an engineer by training, Crivella likes to emphasize his commitment to improving mobility and transport\u00a0across the city, with a <a href=\"http:\/\/bit.ly\/2eBKIRm\" target=\"_blank\">range of proposals<\/a>, including: completing the North Zone-based TransBrasil BRT (bus rapid transit) line which he says will reach the Ilha do Governador island in Rio&#8217;s North Zone by 2020; a 20% increase in the number of buses serving the BRT systems citywide; reversing\u00a0the\u00a0<a href=\"http:\/\/bit.ly\/1SllUHN\" target=\"_blank\">controversial and exclusionary changes to Rio\u2019s bus lines<\/a>; increasing Rio&#8217;s Single Ticket (Bilhete \u00danico) system to allow for a three hour commute; and recover the van system serving\u00a0the West Zone of the city.<\/p>\n<p>With all this said, Crivella is <a href=\"http:\/\/bit.ly\/2eL6Cj5\" target=\"_blank\">explicit about his belief\u00a0that a smaller government would be\u00a0better<\/a> for the economy.<\/p>\n<h3>Proposals for favelas<\/h3>\n<p>Asked what he would do in his first 100 days in power to <a href=\"http:\/\/bit.ly\/2e2QOvs\" target=\"_blank\">improve the situation in the favelas<\/a>, Crivella first mentions the improvement of health services and later <a href=\"http:\/\/bit.ly\/1upL4KU\" target=\"_blank\">sanitation<\/a>:<\/p>\n<blockquote><p>&#8220;Favela residents are the ones that\u00a0suffer most from the lack of health. Research indicates that this is their main complaint. My first day of government will be marked by a task force of health. I&#8217;ll call on my health secretary, doctors, and health workers\u00a0so that we begin to end the queues for an exam, a consultation, a surgery. Works were done and now let&#8217;s take care of the people. Another serious problem in communities is the lack of sanitation. We will work to stop the open sewage in all communities.\u201d<\/p><\/blockquote>\n<p>He says he also\u00a0wants to strengthen the Municipal Guard, training them in \u201cleading without using violence\u201d and \u201cbringing them closer to the people.\u201d<\/p>\n<p>In general,\u00a0Crivella is conducting an <a href=\"http:\/\/glo.bo\/2dsSOMj\" target=\"_blank\">appeasing, tempered campaign<\/a>, trying to avoid controversy and not risk\u00a0his leading position. He not only avoids conflicts, but also <a href=\"http:\/\/glo.bo\/2dIOslH\" target=\"_blank\">public events and open debates with Freixo<\/a>, giving rise to\u00a0the Twitter hashtag <a href=\"http:\/\/bit.ly\/2dU8jJz\" target=\"_blank\">#N\u00e3oFogeDoDebateCrivella<\/a>\u00a0(#Don&#8217;tHideFromDebateCrivella), though he ultimately changed his tune and has since agreed to open debate.<\/p>\n<p>Controversial\u00a0details of his past have emerged in the media in recent weeks, challenging\u00a0his image as a purified conciliator. For example,\u00a0<a href=\"http:\/\/glo.bo\/2eex0pE\" target=\"_blank\">a book he wrote during his mission in Africa<\/a>\u00a0surfaced, in which he accused Catholics of exercising \u201cdemonic practices\u201d and condemned homosexuality. He has since been <a href=\"http:\/\/bit.ly\/2dzbvyb\" target=\"_blank\">cited for corruption in<\/a> the federal &#8220;<a href=\"http:\/\/bit.ly\/2ekEtzQ\" target=\"_blank\">Operation Carwash<\/a>&#8221; investigations.\u00a0A militia member&#8217;s daughter <a href=\"http:\/\/bit.ly\/2e7E7e4\" target=\"_blank\">went public<\/a> with her support of his campaign. And it turns out of the 84 construction projects he worked on as an engineer, <a href=\"http:\/\/glo.bo\/2ejpwlh\" target=\"_blank\">75 were churches<\/a>. Moreover, the current Rio de Janeiro edition of rightwing\u00a0<em>Veja<\/em> magazine (apparently <em>Veja<\/em>\u00a0and other powerful\u00a0outlets are\u00a0<a href=\"http:\/\/bit.ly\/2exePY1\" target=\"_blank\">against Crivella&#8217;s rise due to<\/a> his family&#8217;s ownership of media competitor\u00a0<a href=\"http:\/\/bit.ly\/2eNZTDI\" target=\"_blank\">Record<\/a>, Brazil&#8217;s second largest TV network)\u00a0<a href=\"http:\/\/bit.ly\/2emWH4V\" target=\"_blank\">features a mugshot\u00a0of Crivella from a\u00a01990 arrest<\/a> for attempting to threaten and forcibly evict a family from Universal Church land. According to <em>Veja<\/em>, the investigation and mugshots have been hidden from the public for the last 26 years. This revelation\u00a0has led to <a href=\"http:\/\/glo.bo\/2erAl2j\" target=\"_blank\">further<\/a> potential scandals for the candidate.<\/p>\n<h4>The third and final mayoral debate will take place on TV Globo this Friday night, October 28, starting 10:30pm. The civil society network <a href=\"http:\/\/bit.ly\/2dGeJLb\" target=\"_blank\">Meu Rio will be doing live fact checking<\/a>.
