{"id":33932,"date":"2016-11-09T07:03:51","date_gmt":"2016-11-09T10:03:51","guid":{"rendered":"http:\/\/www.rioonwatch.org\/?p=33932"},"modified":"2020-08-07T14:03:48","modified_gmt":"2020-08-07T17:03:48","slug":"violent-forced-eviction-and-protest-in-horto-as-family-removed","status":"publish","type":"post","link":"https:\/\/rioonwatch.org\/?p=33932","title":{"rendered":"Violent Forced Eviction and Protest in Horto as First Family Removed"},"content":{"rendered":"<p style=\"text-align: right;\"><a href=\"http:\/\/bit.ly\/2fhlcRc\" target=\"_blank\" rel=\"noopener noreferrer\"><strong><em>Clique aqui para Portugu\u00eas<img decoding=\"async\" width=\"20\" height=\"20\" class=\"alignright size-full wp-image-23766\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" \/><\/em><\/strong><\/a><\/p>\n<p>On November 7, the Military Police arrived at the\u00a0<a href=\"http:\/\/bit.ly\/1KPjJvO\" target=\"_blank\" rel=\"noopener noreferrer\">Horto<\/a>\u00a0community in the <a href=\"http:\/\/bit.ly\/1JE5NQz\" target=\"_blank\" rel=\"noopener noreferrer\">Jardim Bot\u00e2nico<\/a> neighborhood in the <a href=\"http:\/\/bit.ly\/1pfz23A\" target=\"_blank\" rel=\"noopener noreferrer\">South Zone<\/a>\u00a0of Rio de Janeiro at around 6am to evict Marcelo de Souza and his family, one of a handful of families so far who have received eviction notices.<\/p>\n<p>Military Police vehicles gathered outside the entrance of\u00a0Horto, blocking a lane of traffic down Rua Pacheco Le\u00e3o. Community residents\u00a0welcomed outside support, including reporters and notable local figures like\u00a0<a href=\"http:\/\/bit.ly\/2fYAITr\" target=\"_blank\" rel=\"noopener noreferrer\">Miguel Baldez<\/a>, professor and president of the <a href=\"http:\/\/bit.ly\/2fedmbb\" target=\"_blank\" rel=\"noopener noreferrer\">Institute of Critical Legal Study<\/a>; Jos\u00e9 Martins de Oliveira, community organizer and founder of <a href=\"http:\/\/bit.ly\/2fecZgZ\" target=\"_blank\" rel=\"noopener noreferrer\">Rocinha Sem Fronteiras<\/a>; and <a href=\"http:\/\/bit.ly\/2fQZ5mV\" target=\"_blank\" rel=\"noopener noreferrer\">Renato Cinco<\/a>, a city council member.<\/p>\n<p>Residents found out just last Friday, November 4, that the the first <a href=\"http:\/\/bit.ly\/1Tg0lMI\" target=\"_blank\" rel=\"noopener noreferrer\">removal<\/a> was planned for Monday, November 7. On Saturday, they found out it would be Souza\u2019s house. The\u00a0<a href=\"http:\/\/bit.ly\/2cEK8Qv\" target=\"_blank\" rel=\"noopener noreferrer\">Horto Neighborhood\u00a0and Friends&#8217; Association (AMAHOR)<\/a>\u00a0called a meeting on Friday with residents to plan a\u00a0<a href=\"http:\/\/bit.ly\/1sZ22Q6\" target=\"_blank\" rel=\"noopener noreferrer\">resistance<\/a> strategy. As part of their plan, residents were on watch at the entrance to Horto from 2am Monday morning, and were there when the Military Police\u00a0arrived.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/11\/DSC_0059-1000x563.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-33937 size-content\" title=\"Residents guarding the entrance to the community\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/11\/DSC_0059-1000x563-620x264.jpg\" alt=\"Residents guarding the entrance to the community\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/11\/DSC_0059-1000x563-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/11\/DSC_0059-1000x563-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>Military Police blocked road access to Marcel\u2019s house from either direction in the morning. Only people with authorization, generally attorneys and government officials, were allowed to pass, and families were left divided by the lines of armed police. Community leaders remained behind the Military Police lines attempting to facilitate communication with residents, attorneys, representatives, and police. Once residents left the blocked area, they were not allowed back in. Souza\u2019s family remained in their home, and Souza came out temporarily in the morning to share his story.<\/p>\n<p>\u201c<a href=\"http:\/\/bit.ly\/29bDIsr\" target=\"_blank\" rel=\"noopener noreferrer\">The community is bicentennial<\/a>. When the Botanical Gardens were founded, workers were allowed to live close to their work&#8230; and [the Botanical Gardens] didn\u2019t even give a brick to my parents, my grandparents. They built everything with their own resources,\u201d said Souza, 41, speaking to the crowd outside his home on Monday morning. \u201cAnd today the community has grown in this sense. I was born here, I grew up here, I married and I have a son. My son is the third generation here. We built and are taking care of our home, the whole community has been doing this for 200 years.\u201d<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/11\/horto-removal-military-police-before-tear-gas-1000x511.jpg\"><img decoding=\"async\" class=\"aligncenter wp-image-33935 size-content\" title=\"Military police block access to Horto\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/11\/horto-removal-military-police-before-tear-gas-1000x511-620x264.jpg\" alt=\"Military police block access to Horto\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/11\/horto-removal-military-police-before-tear-gas-1000x511-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/11\/horto-removal-military-police-before-tear-gas-1000x511-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>Around midday, Military Police took up watch along foot paths through forested parts of Horto. Shock Troops stood at the end of the road, near the entrance to Horto, and began approaching Souza\u2019s home. They fired shots in the air, and residents grew nervous. Military Police in the first line encouraged residents to pass so they wouldn\u2019t be left in front of the Shock Troops, but many remained in front of Souza\u2019s home between the two lines of Military Police.<\/p>\n<p>When Shock Troops were close, they threw tear gas bombs into the crowd, which included teens and elderly residents. Residents fled past the second line of Military Police and rushed to help those left most affected\u00a0by the gas. Military Police lines maintained position and began refusing reentry, even to some, like Simone Amara, an Horto resident and attorney, who had been inside the blockade trying to facilitate the discussion.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/11\/Horto-removal-woman-tear-gassed.jpeg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-33936 size-content\" title=\"Military police sent tear gas\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/11\/Horto-removal-woman-tear-gassed-620x264.jpeg\" alt=\"Military police sent tear gas\" width=\"620\" height=\"264\" \/><\/a><\/p>\n<p>In the early afternoon, Shock Troops turned their attention to Souza\u2019s home. They threw tear gas into the home and used pepper spray and rubber bullets to force those inside to evacuate. Once the house was empty, Military Police removed Souza and his family\u2019s possessions from inside and loaded them into a moving truck.<\/p>\n<p>Residents then descended down Rua Pacheco Le\u00e3o, which runs along one side of the Botanical Gardens and to the entrance of Horto, to protest evictions. Residents occupied Rua Jardim Bot\u00e2nico, blocking traffic and forcing it to be diverted through Lagoa. When residents attempted to move the protest to Lagoa, Military Police again responded with tear gas, forcing residents to flee back to Horto.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/11\/14940168_1125626837532462_8053538867862191050_o.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-33939 size-content\" title=\"Residents protest following Monday's eviction\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/11\/14940168_1125626837532462_8053538867862191050_o-620x264.jpg\" alt=\"Residents protest following Monday's eviction\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/11\/14940168_1125626837532462_8053538867862191050_o-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/11\/14940168_1125626837532462_8053538867862191050_o-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>The demolition of Souza&#8217;s home began later in the afternoon. His belongings were left on the street, and he and his family were left without anywhere to stay. Souza and his family have been offered no alternative housing or monetary compensation despite the <a href=\"http:\/\/bit.ly\/1OzrB24\" target=\"_blank\" rel=\"noopener noreferrer\">right to dignified housing guaranteed in Brazil&#8217;s constitution<\/a>.<\/p>\n<p>The Botanical Gardens has cited environmental reasons for removing Horto and alleges that it will use the area to increase its research capacity. According to <a href=\"http:\/\/bit.ly\/1YgEEPz\" target=\"_blank\" rel=\"noopener noreferrer\">Globo<\/a>, the news giant who has headquarters in the area, the land value\u00a0of <a href=\"http:\/\/glo.bo\/2eKhmQh\" target=\"_blank\" rel=\"noopener noreferrer\">Horto is some R$10.6 billion<\/a>.<\/p>\n<p>Many residents, including neighborhood association president Emerson de Souza, believe <a href=\"http:\/\/bit.ly\/TJf8CL\" target=\"_blank\" rel=\"noopener noreferrer\">real estate speculation<\/a> is the main motivating factor behind the evictions. \u201cWe are going to resist. Because we understand that this removal today is criminal. If you look at the area surrounding Horto, where there was nothing, where there was forest, many mansions are being built. [The evictions in Horto] are\u00a0not due to an environmental issue, they&#8217;re\u00a0economic. They began with an environmental argument, and now Globo itself already published in an article, on the front page, saying that our community lives in an area worth R$10 billion.\u201d<\/p>\n<p>This most recent effort by the federal government to remove Horto began after Interim President Michel Temer took office. Under Dilma Rousseff\u2019s administration, Horto and the government had <a href=\"http:\/\/glo.bo\/2eKhmQh\" target=\"_blank\" rel=\"noopener noreferrer\">agreed to a\u00a0land regularization plan<\/a> that would have allowed residents to remain and normalized their legal rights to their homes. Temer\u2019s Minister of the Environment, <a href=\"http:\/\/glo.bo\/2fx23c9\" target=\"_blank\" rel=\"noopener noreferrer\">Sarney Filho<\/a>, appointed in May, instead gave authority to decide what would happen to Horto to the current head of the Botanical Gardens, <a href=\"http:\/\/glo.bo\/2fedLuj\">S\u00e9rgio Besserman<\/a>.
