{"id":34239,"date":"2016-12-08T16:00:01","date_gmt":"2016-12-08T19:00:01","guid":{"rendered":"http:\/\/www.rioonwatch.org\/?p=34239"},"modified":"2016-12-09T12:10:06","modified_gmt":"2016-12-09T15:10:06","slug":"open-letter-from-the-second-national-seminar-on-favela-upgrading","status":"publish","type":"post","link":"https:\/\/rioonwatch.org\/?p=34239","title":{"rendered":"Open Letter from the Second National Seminar on Favela Upgrading"},"content":{"rendered":"<p style=\"text-align: right;\"><a href=\"http:\/\/bit.ly\/2gHLayC\" target=\"_blank\"><strong>Clique aqui para Portugu\u00eas<img decoding=\"async\" width=\"20\" height=\"20\" class=\"alignright size-full wp-image-23766\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" \/><\/strong><\/a><\/p>\n<p><b>We, <a href=\"http:\/\/bit.ly\/2gs9SSA\" target=\"_blank\">participants in the Second National Seminar<\/a>\u00a0on\u00a0<\/b><b>Favela<\/b><b> Upgrading<\/b><span style=\"font-weight: 400;\">, held from November 23-26, 2016, in the city of Rio de Janeiro, understand that the urgency of Brazil\u2019s current financial, fiscal, and economic situation threaten to undermine national public policy agendas.<\/span><\/p>\n<p><b>We hereby express, in the context of the current political-institutional moment<\/b><span style=\"font-weight: 400;\">, our concern over the retreat from policies working to overcome sociological and geographic inequities, <\/span><span style=\"font-weight: 400;\">with special respect to those policies pertaining to Brazil\u2019s favelas; <a href=\"http:\/\/bit.ly\/1gTv41b\" target=\"_blank\">land regularization<\/a>; and <a href=\"http:\/\/bit.ly\/1WsMjG9\" target=\"_blank\">affordable housing<\/a>.<\/span><\/p>\n<p><b>We hereby vehemently support<\/b><span style=\"font-weight: 400;\"> the continuation of the struggle and final achievement of the goals as of yet only partially attained, in harmony with the <a href=\"http:\/\/bit.ly\/2gelK7q\" target=\"_blank\">Sustainable Development Goals<\/a> and <a href=\"http:\/\/bit.ly\/2dRVNMH\" target=\"_blank\">New Urban Agenda<\/a> (Habitat III) recently adopted by the international community.<\/span><\/p>\n<p><b>Whereas <\/b><span style=\"font-weight: 400;\">access to land and to dignified\u00a0housing\u00a0for all should be a transversal\u00a0theme across\u00a0public policy, any effective agenda to promote <\/span><span style=\"font-weight: 400;\">favela upgrading<\/span><span style=\"font-weight: 400;\">, as a basic component for turning cities and all human settlements into more just, democratic, equitable, and healthy spaces, must affirm the following as priorities:<\/span><\/p>\n<ol>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">All governmental levels and bodies across the Brazilian federation should definitively abandon the policy of <\/span><span style=\"font-weight: 400;\">favela evictions\u00a0<\/span><span style=\"font-weight: 400;\">and of the forced displacement of human populations.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The National System for Housing in the Social Interest (SNHIS) and the regular flow of resources to the National Fund for Housing in the Social Interest (FNHIS) should be\u00a0preserved and expanded as the responsibility of the State.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The policy of favela upgrading\u00a0<\/span><span style=\"font-weight: 400;\">should be integrated with those of\u00a0land regularization, provision of\u00a0adequate housing, technical assistance and improved quality housing, and restoration of damaged buildings, all in the context of Social Interest Housing.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Land regularization (tenure) should be considered an essential component of urbanization and an indispensable element for realizing the right to housing, through administrative and juridical processes that recognize the specific uses of <\/span><span style=\"font-weight: 400;\">favela<\/span><span style=\"font-weight: 400;\"> lands and lend viability to forms of urban regulation with the social and political support of <\/span><span style=\"font-weight: 400;\">favela <\/span><span style=\"font-weight: 400;\">residents.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The participatory Municipal Master\u00a0Plans should lay out clear directives for <\/span><span style=\"font-weight: 400;\">favela upgrading<\/span><span style=\"font-weight: 400;\">\u00a0and the provision of social\u00a0housing, with legally established targets\u00a0and financing, defining location and adequate conditions of habitability. These should contemplate the occupation of vacant urban lots and areas bordering on low-income housing, with the aim of abiding by (laws, including Brazil&#8217;s Constitution, that emphasize)\u00a0the social function of property, in juxtaposition\u00a0to the further peripheralization\u00a0of the low-income population.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Fa<\/span><span style=\"font-weight: 400;\">vela upgrading<\/span><span style=\"font-weight: 400;\">\u00a0policies should be accompanied by cross-sectoral public policies spanning the fields of education, health, culture, environment and leisure, with the purpose of overcoming Brazilian cities&#8217;
