{"id":34848,"date":"2017-02-05T12:33:34","date_gmt":"2017-02-05T15:33:34","guid":{"rendered":"http:\/\/www.rioonwatch.org\/?p=34848"},"modified":"2017-02-05T12:33:34","modified_gmt":"2017-02-05T15:33:34","slug":"residents-of-vila-autodromo-request-meeting-with-new-mayor-to-discuss-pending-upgrades","status":"publish","type":"post","link":"https:\/\/rioonwatch.org\/?p=34848","title":{"rendered":"Residents of Vila Aut\u00f3dromo Request Meeting with New Mayor to Discuss Pending Upgrades"},"content":{"rendered":"<p style=\"text-align: right;\"><a href=\"http:\/\/bit.ly\/2kKd1AN\" target=\"_blank\"><strong><em>Clique aqui para Portugu\u00eas<img decoding=\"async\" width=\"20\" height=\"20\" class=\"alignright size-full wp-image-23766\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" \/><\/em><\/strong><\/a><\/p>\n<p>Last Thursday, January 26, <a href=\"http:\/\/bit.ly\/szghey\" target=\"_blank\">Vila Aut\u00f3dromo<\/a> residents visited\u00a0Rio de Janeiro&#8217;s City Hall to deliver an official letter requesting a meeting with the city&#8217;s new mayor, <a href=\"http:\/\/bit.ly\/2dbEjrV\" target=\"_blank\">Marcelo Crivella<\/a>, to discuss the second phase of the City&#8217;s upgrading plan for the community, which was not completed as promised by\u00a0the previous administration.<\/p>\n<p><a href=\"http:\/\/rioonwatch.org.br\/wp-content\/uploads\/2017\/01\/Entregando-documentacao-620x264.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-24432 size-content\" title=\"Sandra Maria delivering official letter\" src=\"http:\/\/rioonwatch.org.br\/wp-content\/uploads\/2017\/01\/Entregando-documentacao-620x264.jpg\" alt=\"Entregando documenta\u00e7\u00e3o\" width=\"620\" height=\"264\" \/><\/a><\/p>\n<p>Residents were greeted by a city clerk who arranged to schedule the meeting for March. March will mark one year since the presentation of the <a href=\"http:\/\/bit.ly\/1YkZNnc\" target=\"_blank\">current upgrading\u00a0plan<\/a> <a href=\"http:\/\/bit.ly\/1pw6Oqv\" target=\"_blank\">developed by Eduardo Paes&#8217; administration<\/a> after <a href=\"http:\/\/bit.ly\/1rtuaxu\" target=\"_blank\">years of community struggle<\/a> against eviction\u00a0and for on-site upgrading. At the time residents condemned the lack of community participation in the Mayor&#8217;s plan&#8217;s\u00a0design and presentation,\u00a0a presentation made <a href=\"http:\/\/bit.ly\/1pz3VFe\" target=\"_blank\">to\u00a0a group of journalists during an event in which residents&#8217; attendance\u00a0was deliberately hampered<\/a>.<\/p>\n<p>In 2016, the City&#8217;s plan&#8217;s presentation was followed by meetings with then-mayor <a href=\"http:\/\/bit.ly\/1nZkXpa\" target=\"_blank\">Eduardo Paes<\/a> and sub-mayor of Barra da Tijuca, <a href=\"http:\/\/bit.ly\/1lZjZOI\" target=\"_blank\">Alex Costa<\/a>. The community&#8217;s main demand was the inclusion of the principles of the <a href=\"http:\/\/bit.ly\/1PWnD87\" target=\"_blank\">Vila Aut\u00f3dromo People&#8217;s\u00a0Plan<\/a>, <a href=\"http:\/\/bit.ly\/21ukeUT\" target=\"_blank\">developed by residents in partnership<\/a> with the Fluminense Federal University (UFF) and the Federal University of Rio de Janeiro (UFRJ), and <a href=\"http:\/\/bit.ly\/RFHRHs\" target=\"_blank\">prized internationally<\/a> for its quality, environmental concern and low implementation cost.<\/p>\n<p>Despite the non-participatory nature of the City&#8217;s plan, residents were able to <a href=\"http:\/\/bit.ly\/2ayGPcR\" target=\"_blank\">claim some changes<\/a> in it that better reflected their needs, such as increasing the area of the houses from 46m\u00b2 to 56m\u00b2 and including the construction of a Residents&#8217; Association, sports court, playground\u00a0and a cultural center.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/10\/fogo-no-barraco-cred-reproducao.jpg\"><img decoding=\"async\" class=\"aligncenter wp-image-19066 size-content\" title=\"City's new plan with modifications\" src=\"http:\/\/rioonwatch.org.br\/wp-content\/uploads\/2016\/04\/Community-Upgrades-better-620x264.jpg\" alt=\"City's new plan with modifications\" width=\"620\" height=\"264\" \/><\/a><\/p>\n<p>The first phase of the plan was carried out with the construction of the houses, after an <a href=\"http:\/\/on.fb.me\/1TNt0ck\" target=\"_blank\">intense campaign<\/a> on social networks under the <a href=\"http:\/\/bit.ly\/1YkZNnc\" target=\"_blank\">#UrbanizaJ\u00e1!<\/a> (#UpgradesNow) hashtag, that mobilized supporters of the cause, <a href=\"http:\/\/glo.bo\/1pnBObK\" target=\"_blank\">including celebrities<\/a> like Camila Pitanga and Greg\u00f3rio Duvivier. However, the houses were <a href=\"http:\/\/bit.ly\/2ayGPcR\" target=\"_blank\">not ready within the announced\u00a0timeline<\/a> due to the delay in their connection to the electricity grid at the time of delivery. By the Olympics the houses and the street were ready, but the rest of the plan was uncompleted. They are still missing the new Residents&#8217; Association headquarters, the cultural center, children&#8217;s playground\u00a0and sports court. So far it&#8217;s not clear when and how much of the implementation of the remainder of the plan will take place.<\/p>\n<p>Crivella did not state his position in relation to Vila Aut\u00f3dromo (though\u00a0<a href=\"http:\/\/bit.ly\/2kJU40W\" target=\"_blank\">he did condemn the evictions\u00a0policy<\/a>) during his campaign for City Hall and his government plan did not offer specific proposals regarding favelas <a href=\"http:\/\/bit.ly\/2cTJCye\" target=\"_blank\">in the context of proposals for housing policy<\/a>. When asked about his <a href=\"http:\/\/bit.ly\/2e2QOvs\" target=\"_blank\">strategy to improve the lives of favela residents<\/a>, he answered only in terms of health and sanitation, which, although they form important aspects that deserve the attention of the city administration, do not cover all facets of the need for Vila Aut\u00f3dromo&#8217;s upgrading, for example.<\/p>\n<p>His acknowledgment that favela residents are those most affected by the poor quality of public health was not matched by the fulfillment of the\u00a0promise he made for a <a href=\"http:\/\/bit.ly\/2e2QOvs\" target=\"_blank\">mass collective action effort on\u00a0health care<\/a> on the first day in office, to put an\u00a0end to the endless queues in the public system. According to his\u00a0Secretary of Health, Carlos Eduardo de Mattos, the <a href=\"http:\/\/glo.bo\/2kEKx8c\" target=\"_blank\">collective action to speed up access to surgeries would have started last Saturday<\/a>, 28 days after Crivella took office. According to him, the Mayor and the Minister of Health are set to\u00a0announce a partnership to expand the availability of examinations, consultations and surgeries, which should begin within 90 days.
