Crivella has guaranteed\u00a0that his <a href=\"http:\/\/bit.ly\/2qA4fVz\" target=\"_blank\" rel=\"noopener noreferrer\">goals will be met\u00a0on schedule by the end of 2020<\/a>&#8211;but some are already behind schedule or have a smaller scope than originally planned. At this moment, for example, 300 of 900 special educational support specialists that Crivella promoted have been nominated for the position, while <a href=\"https:\/\/glo.bo\/2pZINfI\" target=\"_blank\" rel=\"noopener noreferrer\">only 176 have actually entered the classroom<\/a>. The expansion of surgical procedures, promoted by the administration since the first day in office, was initiated at the end of January, but by early April <a href=\"http:\/\/bit.ly\/2mNslKp\" target=\"_blank\" rel=\"noopener noreferrer\">only 500 of the 154,000 people waiting for a procedure<\/a> had been seen. In some cases, the mayor has had to completely reverse his position: for example, he abandoned his promise to assume management of the 16 state Emergency Care Units\u00a0(<a href=\"http:\/\/bit.ly\/2rcIrzZ\" target=\"_blank\" rel=\"noopener noreferrer\">UPAs<\/a>) located in the city of\u00a0Rio, <a href=\"http:\/\/glo.bo\/2lOyCry\" target=\"_blank\" rel=\"noopener noreferrer\">allegedly due to insufficient funding<\/a>.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">For this first year of office, Crivella should still comply with at least these following <a href=\"http:\/\/bit.ly\/2pQ5iT6\" target=\"_blank\" rel=\"noopener noreferrer\">promises<\/a>: <\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Bid transit vans to operate at medium and high capacity in the <a href=\"http:\/\/bit.ly\/1kZa7gI\" target=\"_blank\" rel=\"noopener noreferrer\">West Zone<\/a>;<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Complete the public transportation works on the\u00a0<a href=\"http:\/\/bit.ly\/1nu79XK\" target=\"_blank\" rel=\"noopener noreferrer\">TransBrasil<\/a>\u00a0<a href=\"http:\/\/bit.ly\/1tirHzP\" target=\"_blank\" rel=\"noopener noreferrer\">Bus Rapid Transit project<\/a> and guarantee its effective operation;<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Apply R$250 million (US$77 million) or more to healthcare;<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Create three more Regional Emergency Coordinators (CER);<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Create a new qualification and evaluation program for municipal teachers;<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Legally guarantee at least 1% of the municipal budget is allocated to promoting culture;<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Create an incentive program to involve parents in their children\u2019s school activities; and<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Prune trees and restore furnishing in all city squares\u00a0and parks.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">In addition, the administration has until mid-2017 to present its Goals Plan, <a href=\"http:\/\/glo.bo\/2lGT62m\" target=\"_blank\" rel=\"noopener noreferrer\">an instrument that will be used to measure the results of the municipal administration and ensure social accountability<\/a>. This plan should reflect the lessons learned and the advances made by former Mayor <a href=\"http:\/\/bit.ly\/1nZkXpa\" target=\"_blank\" rel=\"noopener noreferrer\">Eduardo Paes<\/a> and his administration, and not completely disregard his previously commissioned plan for the 2016-2020 period, since the goals are designed to meet the city\u2019s needs and not a specific administration&#8217;s. In addition, the Plan should not exist to give a corporate\u00a0face to city management, but instead act as a tool to achieve transparency and <a href=\"http:\/\/bit.ly\/1rkcjHD\" target=\"_blank\" rel=\"noopener noreferrer\">social participation<\/a>. After the presentation of the plan, the Planning and Management Secretary will have 90 days to promote general, sectoral, and regional public hearings on the Plan to promote and deepen participatory democracy. The <a href=\"http:\/\/bit.ly\/1ESrDOL\" target=\"_blank\" rel=\"noopener noreferrer\">civil society<\/a> actors mentioned in this article are <a href=\"http:\/\/bit.ly\/2o9gslJ\" target=\"_blank\" rel=\"noopener noreferrer\">poised to press for the presentation of the Plan and for citizen participation in its construction<\/a>. The Facebook page has over 100,000 likes. <\/span><\/p>\n<p><span style=\"font-weight: 400;\"><a href=\"http:\/\/bit.ly\/2mlnpzj\" target=\"_blank\" rel=\"noopener noreferrer\">#EmCimaDoCrivella<\/a>\u00a0(#OnTopofCrivella) is one such action, a campaign that promises to \u201censure promises will be fulfilled, resist setbacks, supervise management and challenge the\u00a0administration every day.\u201d It invites everyone to join the movement to stay &#8220;#OnTopofCrivella.&#8221; For this, they track\u00a0the <a href=\"http:\/\/bit.ly\/2pd4PaO\" target=\"_blank\" rel=\"noopener noreferrer\">Official Gazette<\/a>\u00a0daily, keep an eye on\u00a0City Hall expenses, advocate for laws\u00a0that Rio residents would like see enacted, and mobilize their network to pressure against proposals that violate citizens\u2019 rights. Some of their actions up until this moment include lobbying on behalf of special education support agents and against the <a href=\"http:\/\/bit.ly\/2q3Ei3R\" target=\"_blank\" rel=\"noopener noreferrer\">appointment of Crivella\u2019s son as the Casa Civil secretary<\/a>. To subscribe to the site and become part of an organized network that receives alerts, click <a href=\"http:\/\/bit.ly\/2lGLRY9\" target=\"_blank\" rel=\"noopener noreferrer\">here<\/a>.<\/span><\/p>\n<h2><strong>Said and Done | The Intelligent Citizenship Foundation<\/strong><\/h2>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2017\/05\/ditoefeito.png\"><img decoding=\"async\" class=\"aligncenter size-content wp-image-36505\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2017\/05\/ditoefeito-620x264.png\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2017\/05\/ditoefeito-620x264.png 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2017\/05\/ditoefeito-940x400.png 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p><span style=\"font-weight: 400;\">The <a href=\"http:\/\/bit.ly\/2pGa7N6\" target=\"_blank\" rel=\"noopener noreferrer\">Intelligent Citizenship Foundation<\/a> is a Chilean non-governmental organization that recently expanded to Brazil, and aims to monitor public administrations, promote information transparency and civic participation through technology, and influence public policy. The project <a href=\"http:\/\/bit.ly\/2qsHntG\" target=\"_blank\" rel=\"noopener noreferrer\">Said and Done<\/a> is its first project in Brazil and will periodically evaluate whether Rio\u2019s municipal government fulfills its campaign promises in various categories, including social justice and <a href=\"http:\/\/bit.ly\/1um7WLt\" target=\"_blank\" rel=\"noopener noreferrer\">human rights<\/a>, urban mobility, and municipal security and protection.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In its first publication, launched <a href=\"http:\/\/bit.ly\/2qsHntG\" target=\"_blank\" rel=\"noopener noreferrer\">100 days into Crivella\u2019s term, the tool identified<\/a> that 6.5% of the government\u2019s program had been met, and communicated that for 35 of 50 promises made during the campaign, at least one decree requesting feasibility studies had been launched. The category with the lowest percentage of promises accomplished was <a href=\"http:\/\/bit.ly\/1hQoPdL\" target=\"_blank\" rel=\"noopener noreferrer\">housing<\/a>\u00a0and <a href=\"http:\/\/bit.ly\/2pLADYH\" target=\"_blank\" rel=\"noopener noreferrer\">urbanism<\/a>, in which little progress was made on the two goals set by the campaign (one regarding <a href=\"http:\/\/bit.ly\/14lMZGK\" target=\"_blank\" rel=\"noopener noreferrer\">sanitation<\/a> improvements in the 20 largest favelas of Rio, and one about controlling density in part of the city\u2019s West Zone). The category that saw the largest number of promises kept was in the area of\u00a0<a href=\"http:\/\/bit.ly\/1ys5C9X\" target=\"_blank\" rel=\"noopener noreferrer\">health<\/a>, with 6 of 10 promises in progress. The next version will be released at the 200 day milestone of Crivella&#8217;s term. <\/span><\/p>\n<p>Beyond turning data into qualitative measurements to visualize and measure the percentage of a goal that the government accomplished, the organization also provides sources of evidence to evaluate each of the government\u2019s goals, along with links to different decrees in the city\u2019s Official Gazette. Other actors use the tool as a base for their own checks on government activity. The <a href=\"http:\/\/bit.ly\/2q3vNW7\" target=\"_blank\" rel=\"noopener noreferrer\">Ag\u00eancia Lupa<\/a>\u00a0(Lupa Agency), for example, relied on this survey to reach the conclusion that the government <a href=\"http:\/\/bit.ly\/2p9oAjp\" target=\"_blank\" rel=\"noopener noreferrer\">was mutating its initial proposals<\/a> on basic <a href=\"http:\/\/bit.ly\/1yHzFH2\" target=\"_blank\" rel=\"noopener noreferrer\">education<\/a> and health in regards to hiring more professionals and increasing resource allocations. National radio station CBN cited its data in one of its programs, announcing that <a href=\"https:\/\/glo.bo\/2p6RqQx\" target=\"_blank\" rel=\"noopener noreferrer\">39% of contracts with private companies occurred without bidding<\/a>.<\/p>\n<h2><strong>Monitoring Panel | Casa Fluminense<\/strong><\/h2>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2017\/05\/painelmonitoramento.png\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-content wp-image-36507\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2017\/05\/painelmonitoramento-620x264.png\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2017\/05\/painelmonitoramento-620x264.png 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2017\/05\/painelmonitoramento-940x400.png 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p><span style=\"font-weight: 400;\"><a href=\"http:\/\/bit.ly\/167ZTc6\" target=\"_blank\" rel=\"noopener noreferrer\">Casa Fluminense<\/a>\u00a0is an organization that aims for the collective construction of public policies for the <a href=\"http:\/\/bit.ly\/1x0spnl\" target=\"_blank\" rel=\"noopener noreferrer\">Rio de Janeiro Metropolitan Region<\/a>. In order to ensure that public policies are successfully executed and to deepen a citizen monitoring culture, the organization created a <a href=\"http:\/\/bit.ly\/2p9FzSA\" target=\"_blank\" rel=\"noopener noreferrer\">Monitoring Panel<\/a> that helps citizens visualize data with greater quality and transparency. It encourages municipal governments to open dialogue channels and proactively disseminate information. In addition to giving direct attention to the other 20 municipalities (which are frequently neglected) in the Metropolitan Region, this Monitoring Panel has become a shared way to deepen democracy across the entire metropolitan area.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In its first edition, the Panel brings data from management tools completed at the end of the last term, while in future annual editions it will evaluate plans and processes that are currently in preparation. Information from the last term of office serves as a baseline to evaluate the current administration\u2019s progress in addressing the gaps left by the old one. A <a href=\"http:\/\/bit.ly\/1I8XMSB\" target=\"_blank\" rel=\"noopener noreferrer\">mobilization<\/a> plan has yet to be put in place for Rio de Janeiro, but should be delivered by 2018. Crivella\u2019s updated Goals Plan should be presented by the middle of the year, in addition to the sanitation plan of 2011, which should have been revised in 2015. <\/span><\/p>\n<p>Beyond its checks on the municipal government, the Panel also provides an accessible and interactive platform for qualitative information, with links to outside sources (for example, from the Panel it is possible to access the <a href=\"http:\/\/bit.ly\/2bmjkpN\" target=\"_blank\" rel=\"noopener noreferrer\">Solid Waste Management<\/a> Plan) and information about upcoming challenges. In an attempt to move beyond existing laws, Casa Fluminense, in partnership with other organizations,\u00a0<a href=\"http:\/\/bit.ly\/2p9tWv8\" target=\"_blank\" rel=\"noopener noreferrer\">sent a letter in March to Crivella officials proposing improvements to the city\u2019s Law on Access to Information<\/a>. The letter emphasizes, among other things, the inaccessibility\u00a0of information and the state\u2019s requirements for extensive documentation to access it, which can intimidate people. The Municipal Controller\u2019s Office has until the end of June to present his analysis of the law.<\/p>\n<h2><strong>Crivella\u2019s Promises | <em>G1<\/em><\/strong><\/h2>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2017\/05\/crivella1.png\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-content wp-image-36509\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2017\/05\/crivella1-620x264.png\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2017\/05\/crivella1-620x264.png 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2017\/05\/crivella1-940x400.png 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p><span style=\"font-weight: 400;\"><em>G1<\/em>\u00a0newspaper hosts\u00a0a page titled \u201c<a href=\"http:\/\/bit.ly\/2mSzgS6\" target=\"_blank\" rel=\"noopener noreferrer\">Crivella\u2019s Promises<\/a>,\u201d which highlights promises made by Crivella during interviews and debates \u201cthat can be clearly measured,\u201d and updates the progress on each of these promises. The portal also contains pages to monitor the promises made by acting president Michel Temer, and of 27 governors and mayors of 26 states and capitols.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">On the site, the top of the page reads \u201cPage updated on 01\/01\/2017, Inauguration Day. Next update: 2017.\u201d Following this there is a thematic map of 30 promises that Crivella made during the campaign, out of the 41 that were officially registered by the Regional Electoral Tribunal. However, if you go to the <a href=\"http:\/\/bit.ly\/2llmpLW\" target=\"_blank\" rel=\"noopener noreferrer\"><em>G1<\/em> page of Rio\u2019s governor, Pez\u00e3o<\/a>, who <a href=\"http:\/\/glo.bo\/2lGT1f9\" target=\"_blank\" rel=\"noopener noreferrer\">is currently involved in legal corruption proceedings<\/a>, the monitoring system is demonstrated by the image below and is scheduled for annual updates, which is a time scale that is not sensitive to those who wish to pressure the city to keep its promises.<\/span><\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2017\/05\/pezao1.png\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-content wp-image-36510\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2017\/05\/pezao1-620x264.png\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2017\/05\/pezao1-620x264.png 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2017\/05\/pezao1-940x400.png 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<h2><strong>What about us?<\/strong><\/h2>\n<p><span style=\"font-weight: 400;\"><em><a href=\"http:\/\/bit.ly\/nMbKHc\" target=\"_blank\" rel=\"noopener noreferrer\">RioOnWatch<\/a><\/em> is also committed to <a href=\"http:\/\/bit.ly\/2qDJQ4C\" target=\"_blank\" rel=\"noopener noreferrer\">monitoring Mayor Crivella\u2019s activity<\/a>, by focusing on the measures that impact favela residents and their views on the city\u2019s public policy in an effort to inform municipal management decisions and open up further debate on the importance of favela residents\u2019 political participation. The first piece that we published in this area was about Crivella\u2019s <a href=\"http:\/\/bit.ly\/2mQjTKi\" target=\"_blank\" rel=\"noopener noreferrer\">housing policies and their impact on social housing<\/a>, in addition to a series at the end of last year titled <a href=\"http:\/\/bit.ly\/PolicyLessons\" target=\"_blank\" rel=\"noopener noreferrer\">Housing Policy Lessons from Rio&#8217;s Favelas<\/a>.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Over the years we have also monitored decisions and relevant policies that go beyond the municipal administration, but whose effects are\u00a0felt at the local level. This is the case with questions of <a href=\"http:\/\/bit.ly\/1VGtnXu\" target=\"_blank\" rel=\"noopener noreferrer\">water<\/a> supply and sanitation, which are shared between the municipal and state governments, and also <a href=\"http:\/\/bit.ly\/1slHrVO\" target=\"_blank\" rel=\"noopener noreferrer\">public security<\/a> policies, which are decided at the state level. The privatization of <a href=\"http:\/\/bit.ly\/1VPcxkP\" target=\"_blank\" rel=\"noopener noreferrer\">CEDAE<\/a>, for example, which Rio\u2019s state authorities approved\u00a0<a href=\"http:\/\/glo.bo\/2lGFm7B\" target=\"_blank\" rel=\"noopener noreferrer\">during a five-minute voting procedure<\/a>, could have a profound impact on <a href=\"http:\/\/bit.ly\/1SUtwV2\" target=\"_blank\" rel=\"noopener noreferrer\">the quality\u00a0of water\u00a0services in favelas<\/a>,\u00a0<a href=\"http:\/\/bit.ly\/2mjHAhl\" target=\"_blank\" rel=\"noopener noreferrer\">as Rocinha resident Michel Silva reported<\/a>, since private sector investments tend to exclude favela populations.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">While we follow\u00a0the development of these and other public policy activities, we, together, will keep our eyes on Crivella!<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<div class=\"mh-excerpt\"><p>Clique aqui para Portugu\u00eas The new mayor of Rio de Janeiro, Marcelo Crivella, is now in his fifth month in\u00a0office.
